Hello, everyone, and thank you all for joining us today. Today I am announcing that we are dialing up management forces at the jail and enhanced 911, E911. Now, this is all about problem solving. It's all about assigning experienced problem solvers, good managers, with boots on the ground, to go in and get their arms around the problems and offer solutions. We know that this has been going on for some time now, for actually far too long. These divisions are essential to our community's safety, and the management and performance must be top-notch. Now, problems at both E911 and the jail were highlighted by the Public Safety Transition Team report, which our administration received earlier in January. And we want to tackle these problems right out of the gate. I want to recognize Vice Mayor Linda Gorton, who is here today with us. And Vice Mayor Gorton was among several members of our public safety transition work team, which was chaired by Glenn Brown, who worked vigorously, who worked very hard and in a very committed way to examine the current conditions in our public safety divisions. And through that hard work, that heavy lifting, we were able to elevate and reveal and illuminate some of these problems and opportunities we have today. Now, many of you know that the jail has been the subject of a number of lawsuits, and two investigations are ongoing today. E-911 has experienced really ongoing and perpetual problems with staffing and overtime costs and employee complaints. assigned to the jail will be Deputy Police Chief David Boggs, and to E911 will be Senior Advisor to the Mayor Glenn Brown, who chaired the Public Safety Transition Work Team. So at this time I'd like to call on Public Safety Commissioner Clay Mason, who has been on the job just a short period of time, but in that short period of time, Clay has gotten his arms around the issues, and we are now working to address them. So I'd like to call on Commissioner Mason at this time. Clay, thank you. Briefly, I'd just like to say that Glenn is going out to E911 to help examine alternatives to improve the productivity, the morale, and the efficiency of that unit. Assistant Deputy Chief Boggs is going to be helping with a range of activities out at the jail, some leadership development, relying on his vast experience with the police department. He's also been on staff up at the FBI Academy at Quantico with the Leadership Institute there. So we'll be using his expertise there to go help with a number of issues at the jail. Clay, thank you. Next, I'd like to call on my senior advisor for special projects, Glenn Brown. Glenn. Thank you, Mayor. As chairperson of the public safety transition team, you kind of recognize some issues, and today we're tackling those. I myself am a hands-on guy, and I like working with people. And sometimes in working with people, there are issues that need to be worked on, and that is the main focus of going into E911, finding out what the issues are, and getting them resolved as quickly as possible. We know that our greatest asset in government is our people, and so to solve problems, that's exactly what we're going to be doing, is trying to get in touch with everybody that's got a stake in what's going on at the detention center and get our arms around exactly what needs to be solved. And that's what this process is all about, bringing the best people to the table, the best competencies, management competencies, skill sets to the table, and examining the problems and the issues. How will this organization be different than what's been done with the transition team and then what Sheriff Wood's doing? This is actually hands-on. These people are now working the project. I sometimes say in business that when we have a problem, in my world it was construction projects. When we have management problems, sometimes you have to overwhelm the project with good management. And that's what we're doing here today. We're putting senior, experienced people on these issues. Anybody else? Actually, today what we're saying is that there have been sufficient symptoms to illustrate that we need to give a lot of attention and the best management that we can to solve these problems. Okay.
