Thank you vice mayor item under public comment You can bring your team for this is the item we have discussed As The council we often praise our police force for their outstanding work and dedication to the safety of our citizens and they deserve this praise However, their work is made easier and better by the many unsworn personnel who provide constant But often invisible support to our officers and citizens these men and women rarely receive the recognition they deserve Today, it's my pleasure to do just that You figuring out what's going on Please meet Julia Shaw a 17 year employee of the Division of Police who was recently awarded the Kentucky Women's Law Enforcement Network civilian employee award The network gives this award to one person each year whose actions have had a positive impact on women in law enforcement And or the law enforcement community miss Shaw became one of the first female collision reconstructionists civilian or sworn In the division. It was also one of the first females trained in the total station use and advanced traffic data collection techniques She is the division's sole traffic analyst responsible for a myriad of traffic data projects and for producing a multitude of complex Analyses and reports. She's also responsible for coordinating media inquiries and open records requests She serves on various local and state committees, including the transportation technical coordinating committee where she's vice chair Kentucky traffic records Advisory Committee part of the governor's highway safety program the u.s. 27 quarter safety team, Kentucky lifesavers conference Association of traffic safety information professionals However, miss Shaw's dedication to the community does not end when she leaves her office She volunteers with habitat for humanity mentors a habitat homeowner She teaches classes in her church volunteers to help local dramatic productions Assists the Jarrett's joy cart holiday store and Fundraises for multiple charities such as Junior Achievement March of Dimes and the American Cancer Society Julia is truly passionate about helping others and has instilled that value of public service in her two children Her son Camden is presently just deployed in Iraq as a member of the US Army's 101st Airborne and her daughter Marissa is an EMT Julia practices what she preaches As she works as a school crossing guard prior to her regular duty assignment each day helping protect even our littlest citizens We're all fortunate that Julia Shaw has chosen to serve our city. Please join me in celebrating Julia's gifts to our city The story behind this was that I came into work today just being told I was going to a meeting this afternoon and they might ask me some traffic statistics and My lieutenant looks at me and he says you're wearing that today and I'm like, well, it's my uniform I think that they'll be accepting of my uniform. It is what we're supposed to wear So I had to go home and change my clothes. I want to point something out to you This is a substantial change if you look at page 24 in the Table there We've asked mr. Allen to come and chat with us about the process for reclassification of the Positions that we've seen so many of this year that's going to occur in January Given the substance of this particular change. I'm a little concerned about doing that without first hearing from. Mr Allen, so I'd like to make a motion that we remove item K and let that come back when mr Allen is able to speak with us about it I Mr. Wilson, I'm not here to address the issue you have with HR. This is an employee that works in my division. You've recently Approved changes that are just as significant for a number of employees This one was delayed for some technical reasons and it would have Originally been included in a packet of all those people that you approved I think it was two or three four meetings ago that moved forward and there were there were amounts of this type in that in that Would you mind speaking to what's going on in this particular situation if you know well We had other employees in the same classification who had received significant increases and this employee was denied that and I appealed that process and justified it and they agreed to give him a Increase equal to the others that were in the same classification. It actually Regrettably this goes back several years when they did away with the division of property management and we have assumed some of their duties Well, there was a freeze on relit classifications at that time and I had to reassign Responsibilities and increased response. So the 47 on here was his previous salary I assume that's and the 70 is is in line with what the position entails, right? Okay, it's in line with the other two individuals who are at this class Classification to thank you, sir, and just a couple comments counsel, you know I'm inclined we come back in January and a commissioner codes in the back that you know We've asked for a presentation on this reclass reclassification process and you know issues like this are easily explained But until you go through the motions and have them explained shouldn't have to do this every time and I'm gonna be inclined at it to deny every reclassification going forward and we come back in January until we have that presentation and Until council is brought up to speed exactly what's going on. And what are we going to do? So we don't have situations like this because this may be a very well Intended change or new business item, but the way it looks it's very difficult to follow So if we could have that presentation soon in January, I know we've been busy and our doc has been full But it's just there's just too many of these questions keep popping up. Additional discussion hearing none can vote on the motion all in favor of adopting new business Please indicate by saying aye and oppose no motion carries Okay, we have on the agenda today two presentations one from Services Committee update Councilmember Ellinger Thank You vice mayor the Services Committee met on December 4th It can be found in your packet on page 32 through 38 We dealt with two issues in the committee The first one was the smoking ban in hospitals to make all campuses tobacco free by November 20 2008 we heard from quite a few people and there was a group if you read the article in the newspaper a Coalition that has decided to take upon themselves to go smoke-free and on the campuses We as a committee are going to bring a motion forward that was presented by Councilman or James that a motion by Councilmember James and you can read the motion is on page the resolution on page 37 a resolution supporting the efforts of Central Baptist Hospital st. Joe's Health Care UK Health Care Albert B Chandler Hospital UK Health Care Good Samaritan the other members of the tobacco-free health care Collaborative all in the efforts to eliminate smoking from the health Hospital campuses as well as facilities owned or leased by the hospitals. The second issue was transit buses on local residential streets We heard from quite a few people from traffic engineering and also from the from Lex Tran the transit buses on Streets some of the issues that we talked about with the width of the streets and parking on the streets speeding of the buses and one issue that Came clear was if there is an issue and it's a public safety issue traffic engineering Can take parking off the streets if there is a public safety issue There was no motions that need to be brought forward and that's what we dealt with in the service committee We were adjourned at 230. Please forgive me and Mr. Leo This presentation is regarding The snow and ice removal plan And on a pleasant day like today it's hard to imagine that we'll be having to deal with this Leo I Thank You vice mayor Actually, I'd like to say This is my first official presentation to council in working with Commissioner Kelly, so this is Kind of a monumental step for me as well. So thank you. I Was brought to my attention that every year there is a presentation before council to announce the snow plan I just want to continue on with that tradition In front of you, it's there's several pages to the document But I did try to condense it to the most important information from years past So it was concise and clear with the information that we wanted to present It's quite a coordinated event Which begins back in September with the agencies and departments that you see listed? Before you starting with the Department of Public Works in particular the Division of Streets roads and forestry traffic engineering the Division of Engineering Division of Water and Air Quality Primarily that with what was formerly known as sanitary sewers because of their offset and assistance with drivers When so needed in fact, they have their own designated area Which I'll show you a map in just a moment to assist streets and roads with their efforts and still removal And then of course police fire the deem office and then working with government communications Lex call GIS as Well as Department of Highways for their involvement Fayette County Public Schools and Lex Tran so it's it's a well-coordinated event We meet once we're in constant contact if there are any questions revisions concerns I'm the point of contact for revisions to this document so that they have all the information available to them Just To give you some of the numbers that we calculated this year well in total they're Looking at lane miles there are roughly over 1,100 lane miles that are treated and plowed each year For which urban county government's responsible for the state takes care of 500 or more than 500 miles Lane miles that is this year and compared to last year as a result of new development Primarily in the Hamburg area we've added approximately 15.3 additional lane miles to the to the program some additional numbers would include the Sodium chloride that we keep on site of which right now. We have 2,300 tons 1,100 tons at a secondary site, which would be where the king canine unit is located and According to Leah we have 2,400 tons that are on order Seventy five hundred gallons of salt brine for pretreatment as well as 5,000 gallons of calcium chloride And then one other additional point of I wanted to make reference to was the number of equipment and staff that are available Either on site or on call 24 hours a day seven days a week whenever the threat of snow exists Leo has 26 active trucks We have actually 31 in the fleet And then water and air quality or self sanitary sewers offer six additional trucks This basically is the map of which I was responsible for updating with all of the new lane miles that we were Placing into the plan as of this year, but we also create individual area maps for those drivers responsible for their given area In addition to that I also created several large-scale wall maps for individuals to use at their at their discretion But primarily for the drivers in each truck so they knew specifically which areas most of them are extremely familiar with their areas already But just to assist them if there are any questions, and this map is actually available in your packet as well And that's all I have want to keep it brief and short unless you have any questions I thought this was a great picture. We got really really good equipment Thank you, sir All right Next on our agenda is council reports and You'll indicate Electronically, we've got council member members Gorton then Blevins James Stevens and blues Thank You vice mayor three quick items As this is our the council's last meeting before we go tonight will be our last meeting before we go on our winter recess and Liz Damrell won't be here tonight and she's possibly watching I did want to wish her well and in her retirement and Thank her again for her long service to Urban County government As I mentioned earlier in the meeting we had two budget amendments about the nonprofit score and Since we got our packet I've learned a lot about score and in fact it kind of started when a constituent called me last week about score and their funding and they are a nonprofit that has Received some funding from the government for several years and I wanted to go ahead and Move that we have a presentation from score since their funding is It's been pieced together through December, but I think there are some connections that maybe can be made with Commerce Lexington and the services that score Offers they have volunteers retired folks who've served in the business community who? Actually counsel people on setting up small businesses and rather than just let them Go away without any information. I'd like to hear from them. And so I'm wondering if I'm gonna look at Artie Green and Rebecca Langston and see if we could coordinate early January at a council meeting to hear from them and maybe Go forward with wherever the council wants to go, but if they are doing a service for Folks interested in opening small businesses and we can see their numbers and their product And see what they're actually putting out in terms of service to the community. Perhaps they can be linked up with another entity or You know, whatever council wishes to do so Thank You councilman court councilman record Their product is sitting in front of you. I am a beneficiary of score services And have actually spoke across the country on their behalf And score stands for the Service Corps of Retired Executives and there's 10,000 folks Nationwide that volunteer their time to counsel small businesses for free and I had I had the good fortune of being connected with this group back in 2000 and was connected to a mentor Mark Halleck who really made a difference in my life and is a was a true mentor and and Score is in their current form set up Actually to fail because it's it's how they're set up and in their process you can't get the benefit of who these folks are and their talent because they're sitting in an office that's not really easily accessible or people really know where it is and Kind of waiting for folks to stop in is not necessarily the best model So when we do that presentation councilmember Gordon what I would suggest is that we have Anthony right as well as Commerce Lexington here so that we can make that connection because this is truly one of the best services Out there that nobody knows about and and I can speak personally to that and I would love to see them Really hit a hit a stride That they're not able to hit in their current form and even if we do subsidize them like we have they're still not set up to win because of again how there's how that's set up so I think that Since we've moved into a new day of economic development and taking senior talent and leveraging against younger talent would be a great thing So I would just if you don't mind vice mayor inviting Commerce Lexington as well as making sure Anthony writes there and then after their presentation Facilitating maybe a conversation between the three Councilmember Gordon well and the situation is such that I learned from Joe Kelly that they had been in our budget And they just if they just kind of slipped through the cracks in in the last You know with the change and everything and and did not get put in the budget, and I want to thank Joe and Kena Coe who actually found some money to fund them through December from my understanding So we fund a portion of their rent, and so I'm not sure what the solution to all this is But I do think we ought to hear from these folks and and I'm big on Retired folks using their talents in our community, and it might be a good fit with some some other entities, too Dr. Stevens I'm a member of their local panel and And They've shown great wisdom and they never had to call on me yet so But they do provide a service across the nation. That's of value and I think Learning more about him is a good idea. I support it Thank dr. Stevens so mr. I think Jeff may have some specific issues But I think I wanted him to speak during my council report because I am going to make a motion but I wanted him to give a little bit of Real time facts about what's happening in the trailer parks here in Lexington. Thank you for coming Jeff. Okay. Thanks for having me I found out I was gonna be here about 45 minutes ago So I don't have a time and I'm not as prepared as I might have been but I appreciate you giving me the time I'm a social worker and counselor over at Booker T. Washington Academy. I'm in an elementary school over there I come representing this community and not the school right now just in case Stu's watching right now One of the concerns we have is we have a lot of people live in the trailer parks one There's several one is off a Newtown Pike and we have some other ones and there was an organization called build that came together represents different faith organizations and they wanted to cast the spotlight on issues that are concerning in some of the trailer parks and They did a good job of casting that light and there was press in the newspaper There were some unintended consequences I think that happened after that after the the spotlight leaves then you have other situations that often arise and We're seeing some of that with our families that live over there. A lot of the families are lower income people who are some don't speak English language very well and We see some issues where they're being taken advantage of by the trailer park owners over there examples of that would be folks are Purchasing trailers that probably are not up to code there are different types of ways that they're being taken advantage of if let's say if the city says that they need to get their trailers up to code and they were Then they are passing those Costs on down to folks who don't have a lot of money to begin with And we have people that like I said don't speak the language Well are not aware of their rights or to be honest We did a little bit of afraid to say anything because they're not sure what their rights are here in our community So I called councilmember James today and wanted to make her aware of that and to see if there are things that we could do Just to make it a fair playing field for everybody in our community Thank You Jeff, I appreciate that We do have an additional speaker if anyone would like to ask a question of someone that has Experience of living in a trailer park if you would stand up Adele in the back just stand up If anyone would like to ask her any questions She is a here available and I will be meeting with Jeff and to get a little bit more information about his particular issue but this is It's beyond this one particular Instance or the instances that Jeff has the experience with but we Truly need to do something regarding the Residents and the quality of life of residents in the trailer parks not necessarily just the structures although the structures have a lot to do with it, but I'd like to Move to place into the planning Committee the issue of trailer parks as it relates to the quality of life of residents in the trailer parks Thank you Motion and a second to place the trailer park quality of life issue into the planning commission planning committee Is there any discussion?
