Music Music Music Music Music Music Music February 13th, meeting of the Board of Architecture Review. We appreciate those of you in attendance today. The Board was established by zoning ordinance in 1958. Our first historic district was Gratz Park, and we now have a total of 14 historic districts. The Board, which is appointed by the Mayor and confirmed by the Urban County Council, is part of the Division of Historic Preservation. The Historic Preservation Office maintains a full-time staff to assist you with your projects. The Board encourages and recommends that applicants use them as a resource. The Historic Preservation Office is located at 101 East Fine Street, Room 220. It is our procedure to consider applications in the order in which they are listed on our agenda. In each case, we will have a presentation by the staff and will hear any additional comments from the applicant. The Board will then ask questions or make comments regarding the application and hear comments from any other interested parties. The Chair will then ask the Board members to enter a motion. If you wish to address the board, please come to the microphone and state your name and address for the public record. We also ask that you write your name on a sign-in sheet by the door so that your information can be recorded correctly. I would like to note the following staff approvals before we begin our review of applications. There are certain items that staff can approve, eliminating necessity for all applicants to appear before the board. There are a total of 15 approved applications noted on today's agenda. in the Ashland Park Historic District at 981 Fincastle Road, remove dying and damaged trees. At 1022 Fontaine Road, install new light fixture. In the South Ashland Historic District at 221 South Ashland Avenue, remove dying tree and re-landscape. In the Alesford Historic District at 322 East High Street, renovate window sashes and structure. and at 305 Transylvania Park, replace roof and change siding on dormers. In the Constitution Street Historic District at 154 Constitution Street, repair and replace windows according to schedule. At 158 Constitution Street, also repair and replace windows according to schedule. At 122 East 3rd Street, remove dying tree. At 118 East 3rd Street, replace fence. in the Fayette Park Historic District at 444 Fayette Park replace paving and install landscaping in rear yard in the Northside Historic District at 506 North Broadway renovate structure in South Hill Historic District at 207 South Limestone install and replace stoops with new wood stoops in the Western Suburbs Historic District at 645 West Short Street replace tree and the Woodland Heights Historic District at 341 Madison Place install light posts, and renovate structure and carriage house. Give us your address for the record, please. My name is Rob Lewis. I know Ron, sorry. He was shocked to see me, I think. And we're looking to install a right iron fence across the front of 175, which is my unit, and 173, which is my brother-in-law's unit, which I'm here representing him tonight because he couldn't be available. But we are, I think maybe the issue was that we are trying to keep it in line with the property across the driveway. Dr. Keller's fence, and I think we needed to be 10 feet off of the curb, and I think we're 8 feet off the curb. So I know that that was an issue, but I don't know if Amelia or what else. And has that been, what are LFUCE's thoughts on that? Well, technically, within the building code, if they do not go for a Board of Adjustment, they have to be 10 feet back from the back edge of the curb, which would give them 2 1⁄2 feet past the public sidewalk into their yard. So at this point, because they have not made an application before the Board of Adjustment to have that ruling ruled differently, we can only recommend what another division can approve right now. So we're limited in our, I mean, obviously our preference would be if they aligned, that would be nicer. But, again, our hands are bound by what the other review agency would say. So, and I think the one thing that they discussed, if they are going to go before the Board of Adjustment to have that in line, because this is a sight distance issue because there are two drives on either side, it's a local street, so you only have to be back 10 feet versus some others. So if the Board of Adjustment does get that, then those final details could come back to us. Sure. And I believe the staff recommendation actually provides the latitude required for you to work with the other agency. And either way, you're covered as far as our approval goes. Okay. Is my interpretation of the first recommendation from the staff, what are your thoughts on the other staff comments? Do you find them agreeable? Yeah. I would defer to my architect, Van Meter, on that because he's who I rely on. Sure. Hello. Van Meter, Pettit, 155 Constitution Street. We're more than agreeable to narrow the plinth. Okay, great. Great. Well, that being the case, and, you know, we're pretty much talking, again, like the previous applicant, we're talking about two addresses at the same time. If you're agreeable to the recommendations, I don't know that we need a staff presentation on this. Are there comments or questions from the board at this time for the applicants? My only comment is that should the agency allow the fences to align, that would definitely be the preferable treatment due to the existing conditions. So if that helps any. Yeah, well, it's probably a no-go if we can't get it to a line because it wouldn't look good from an architectural standpoint. I mean, I'm not an architect, but any of you all would agree on that. The only comment I have, and I'm not going to go against the staff's recommendations, but I think it is just a little bit of shame that in that rear wing that the original masonry wall is going to basically disappear. And it's too bad that the design couldn't have sort of incorporated that somehow. I just think it would have been a little bit more generous gesture towards the original structure. But I certainly understand the reason for the necessary changes, and what you proposed is certainly adequate and meets the requirements of the guidelines. Thank you very much. Just to review, the staff recommends approval of the changes to the bay and the window changes as submitted with the following conditions. One, that the bay only have a band board in lieu of an inset panel below the windows. Two, the final details of the brick mold be submitted to staff. and three, any final details be submitted to staff. Let's see, are there any comments or questions from the board for the applicant at this time? My only comment is that I really don't have any problem with the panels below the windows, but I can understand why the staff had required a simpler design. um the other thing is that if if that's just the band board going across do the pilasters that are at the corners of the bay are they still continuing on down or do they stop at the band board those would be corner boards now instead of pilasters and so they would still sort run together i mean so it would just be a band piece with the corner board still running down without the inset panel okay so it's not a full pilaster anymore and any corner board stops at the banding i think it softens it up and really that was kind of our big objection the last time we discussed This was just how heavy and overbearing those pilasters were for such a small. Well, they're six inches now versus ten. Right. And their projection is not anything like they were before, and they're not continuous all the way to the ground. So I think it's gone a long way to soften up the impact. Yeah, no, I agree totally. And, you know, I think that you've made a good effort here to create something that is new but has clear reference to the original structure. Any other comments or questions at this time? Very well. Just to review, those staff recommendations are that, one, any changes need to come back to staff, and once reviewed by LFUCG Division, final changes come back to staff. And you're agreeable to that. Are there any comments or questions at this time for the applicant from the board? No, I think this is really nicely done. I think that as an addition to an existing structure, it has great sympathy, and I think that the detailing, while contemporary, clearly relates back to the original, and I think that it's a very, very nice project, and you and your architect should be commended for doing such a nice job. I'm glad you came through for a conceptual review a few weeks ago, and I think that was great, and I can see where some of those comments were incorporated.
