Let me just ask, having seen the staff's recommendations at this time, I take it you're probably not in agreement with the recommendations? No. Dr. Soda would like to have this particular size sign. But now we as a company can build a sign smaller, and that is possible. When you tell us that size, then I can take it back to the customer and say this is what has been approved, and then we would start production of that. Very good. Well, given that you're not in complete agreement with staff recommendations and looking ahead on the docket that we'll have more conversation, I think, on the next case, what I'd like to do is go ahead and have the staff give their presentation of their findings for this case, and then we'll talk about it some more. This is the property of 1701 Nicholson Road and the proposal at this time, of course, is to install signage and at this time the new first floor tenant of this building is requesting the board to grant a certificate of appropriateness to install signage to identify by the location of this care center. And they're proposing the sign in this location, and we'll walk around the building here in a second, above this bay, and at this location. The signage proposed will end also on the freestanding three-tiered piece. The signage proposed for each face is an eternally lit monument board consisting of two 248-inch wide aluminum sheets in which the message is cut into the sheet for illumination at night. The aluminum sheet is to be white in color and the plexiglass panel mounted to be red. The upper panel is 33 inches high and the lower panel is 15 inches high. The signage proposed for both the front Nicholson Road wall and the North Arcadia wall for the building to have an overall length of 12-4 and consist of 3-inch lettering with a 1-inch wide logo and 20-inch high, having three 8-strokes. Both the logo and the lettering are to be attached with a full-length 7x7 raceway, which should be painted to match the building's color. The baselet letters and logos should be red in color but surrounded with white, and the wall signage mounted centered above the bay windows. With the bottom edge of the raceway in line with the top edge of the bay windows roof, the height is approximately 11 inches above grade, and the LED illumination of the signage is to achieve internally lit with translucent facelet and individual letters. Each letter is self-contained with no exposed lighting. In March of 2000, when the owner of the structure made his practice back into the building, the Board granted a certificate of appropriateness to install a two-leafed freestanding internally lit sign to identify the office. Each leaf of the monument sign is four feet by nine feet. At this time, the new tenant desires the both existing freestanding sign area and the two wall areas for identifying the care center. The representative from the sign company has indicated the proposed sign is to only occupy the top half of the message board, with the bottom half being reserved for future second floor tenant. Reference the proposed wall signage. Staff finds both the size of the logo and letters in the location to be inappropriate, not in accordance with the guidelines. The proposed 20-inch high lettering with 36-inch high logo stretch across the 12-foot length of the historic structure is out of size in proportion with the buildings. Guidelines 5C states, signs should be sized in proportion to the buildings and relate to and complement not overwhelm the site, building, and street. It avoids oversized signs. The selection of the area above the existing bay for the wall sign is not to be only in order to the traditional location above the entry, but also figures architectural features of the sweeping roof line above the existing bay window. Guidelines 5D and 5H respectively state, signs should be located at traditional size locations of the buildings and sites, and signs should not obscure and cover or disfigure architectural features and details of the structure in the site. Staff in earlier communication with the sign representative had indicated the sign of such length and location would not receive staff report. However, the representative indicates that the client wanted to proceed with the board as proposed. Reference the use of internally lit signs not permitted in guideline VF. Staff finds, after viewing the extent of the externally lit signs already in existence on this property in the adjacent properties 1641 and 1705 Nicholsville Road, including the previously proved by the Board for this property, plus on realizing the unique nature of this pocket of these three contiguous commercial structures, the historic district on the busy Nicholsville Road corridor, that in this one instance the use of internally lit signs on the front of the wall of the structure could be allowed. Staff finds the proposal to install a wall sign of any design on the North Arcadia Park wall of the structure to be inappropriate for the building site and this residential street. My name is Doug Back. I'm the owner of the building, and I've owned this building since 1984. So I was involved with the building at the time it was changed to Historic District. It's been my signage that has been used most of the time. I was the one who designed the triangular sign that's like an obelisk out front. And when it was all just me, that was an adequate amount of signage. The thing that I think we have to deal with is, number one, we are allowed a significant amount of signage, square footage, for this building because it is a corner lot. So we first went to the building inspector to find out how much signage were allowed, and the lease for the urgent care center specifies that they may use up to 50 percent of the allowed signage for their part, and then the second floor tenant will have the ability to use 50 percent of what's remaining for their signage. The big issue we have dealt with in the past when it was changed to historic is this is the only B1 zone property up and down Nicholasville Road in that area. The other two on each side are actually zone P1, and they have significantly more signage than I'm already using with my triangular sign. So B-1 property with as many high a traffic count as Nicholasville Road has definitely needs a more commercial amount of signage. Whenever we went through the historic district, I brought that up at several of the meetings and was told that the city is understanding of the commercial need for extra signage. And an example they gave me is look at the gas station on East Main. That gas station on East Main did not have to change any of its signage because it is in a historic district. And internal illumination would be allowed because of the commercial nature of the building. And what we're trying to do here is come up with some sign ideas that will work for both places. So internal illumination has been used all along, and as the staff said, that is on both sides of the property. What we're trying to do is to come up with a signage design that can be used both for the urgent care center and for the person who ends up taking the second floor. So what we've used is we spent some time with the real estate person, Isaac's Properties, and looked at several different options. Prior to the urgent care center, there was a sign that was internally illuminated right here, and that was over the door and that was for Ladybug Landing. At that time, the only sign that was used by the second floor tenant was this sign right here. So that's what that looks like right at the top. That was her logo. So she just refinished that sign. So she had essentially this entire sign and then when the first floor tenant was leased out subsequently, they decided they would like to have the area over the window. Well, now we have an opposite situation that the first floor tenant is coming in and the second floor tenant will be whoever in the next few months, I hope. So the real estate people at Isaacs suggested using the first floor tenant in this area because we have a common lobby here. As you come in the main lobby, it's an open area, a large room, approximately 15 by 20, goes to the elevator and on up to the second floor and has an opening into the main floor on the left. His idea is that this area is better served with no signage and that this area better identifies the first floor tenant. The second part that he adds is whether to put signage on the side walls. Can you show one of the side wall signs? So, that's still the front, and right here you now see the side wall. My original proposal was to put signs for the side wall on the opposite side where the parking lot is. And when we went to the city building inspector, their regulations stated they wanted it on the side where the street is. So the reason this particular side was picked is because of city building regulations. I think it may be an option, if this board approves, to move this sign to the other side on the parking lot side. We had a 4x8 sign from Ladybug Landing on that side for many years when they were in the first floor. So the second part of this discussion I would like you to think about tonight is where am I going to put the second floor tenant signs? The real estate agents suggested to make sure that we understand that the second floor tenant has signage number one. They're getting half of that sign that's behind here, right there it is, the triangular sign. They're getting the lower half of that. He suggested we reserve this area above the second floor window and this area above the second floor windows on the side for a second floor tenant, as opposed to putting one on the other side where the parking lot is. I think that's a very reasonable place. There's plenty of room to put that. Second floor tenants typically don't get as much exposure. But the bottom line is still the same. We're not even using all the signage we're allowed by the city because it is a corner lot. They are limited to no more than 50%, and the total of their three signs, the two they're talking about putting on the wall and the one that's in the triangular sign, is less than half. So like I said, I've owned this all along. We haven't had too much trouble, and we've been assuming that, similar to what was going on down on East Main, that since this is unusual, that it's the only business area, I mean, it's all the way from, well, it's actually all the way from Waller Avenue all the way to Southland before you get to the next business zone. Even Central Baptist's zone is professional. And Central Baptist also has internally illuminated freestanding signs, too, as you know, and they're looking at more whenever the cancer center goes through. I think one of the things that is important about the urgent care center, this is a place that is going to be open until night. They're going to be open until 8 or 9 at night. They're going to be open seven days a week. They need that visibility. And, you know, so many people going up and down, Nicholas Farrell, the signs on each side are quite a bit bigger. Excuse me. Mr. Beck has said that there's a certain amount of square footage of signage that's allowed by the city, and there's also a certain amount of square footage of signage allowed by the historic zoning. First, let me say I'm not familiar with the general sign regulations, but I'm under the impression that the H-1 sign regulations, to the extent that they would conflict with the regular sign regs, would be more restrictive than the broader one and that you would follow the H1. So if the H1, I mean, I guess maybe they don't have a, the H1 doesn't have a specific square footage, but it's like there's size limitations and things like that. That's what takes precedent? Yes. Okay. And thus so because it's generally smaller, it would probably be less than what the city standardly would allow for that type of property. Correct. Okay. That's my impression. Okay. I'm up and down the Nicholasville Road all the time, and it occurs to me that from the automobile, the signage on the side is a whole lot more useful because you can see it as you approach the building. Once you're there in front of it, it's a very busy corner. To have to make a quick turn into it is probably more hazardous, which brings us back to the staff's comments that signage on the side in that historic neighborhood is a little uncomfortable. And I'd like to hear the staff address that a little more. But if, you know, the urgent treatment logo with the Medusa, is that what it's called? That's pretty easily recognizable to everybody. And it seems like that then the actual letters, urgent treatment, if you keep a little bit larger Medusa, and it's illuminated. and then urgent treatment in smaller letters so that somebody driving can see it pretty quickly, that eliminates the need. If we could get that on the side, and I defer to the staff there, I want to hear some more about that, then I think you can lighten up the load of signage on the front of the building a great deal. And as long as your number of the building, because a lot of people are on GPS that haven't been there before, and it looks like it's fairly good size over the door, I think people can find the business. And the freestanding sign, once you kind of know where the building is, tells you all you need to know. So I think we're talking about two things, how to get there in an automobile and fast and heavy traffic, and then how to find your way into the front door to your business. I do believe, as you're saying, that the freestanding sign does not offer the kind of exposure we really want to have. For an automobile. For an automobile. It doesn't. It's been internally limited. I said it's been 84, and then prior to that was a time and temperature sign, if you've been around Lexington a long time. that never was accurate when it was a bank. And so that was actually quite a bit larger. But the freestanding sign was my design for being a little bit more, well, I like the triangle thing. It was a three-sided sign. That was the deal I wanted. And I did like the look of that. But you're right, it doesn't bring in the traffic because of the speed of Nicholasville Road and the quantity of people coming up and down. So that's why ones on the front have been much better. And the lady who was there before that had the ladybug landing, that sign ended up being so good for her, she moved to 6,000 square feet down on Southland and took the sign with her. So it is important. And my point that I do want to keep in mind is I understand that the historic is more restrictive. But I was told whenever we converted to the historic overlay that I would not have difficulty. And as an example, they used the gas station on East Main, or West Main, not East Main. And so I think that is unique, and that needs to be brought into some of the discussion that in a commercial building, zone B instead of professional, that we do need more leniency on design and size. Staff would note, I'm not sure who advised you about your comparison to the gas station, and I don't need to know. That was years ago. That's what I'm saying. But everything in an H-1 is looked at on a character of the property by character of the property basis, tied to also accomplishing what it's trying to be, whether it's someone's home or a business or whatever. The comparison of a gas station to a building that is not by design a gas station and the signage appropriate for each of those properties might not be one and the same. The fact that the gas station is a business and your property is a business is absolutely correct. You're both in business. The design considerations for what's appropriate for the gas station property and what's appropriate for your business property aren't identical. They'll be looked at specific to your property, specific to that gas station. And just for your interest, and this is not relevant because I've just been mentioning the gas station comparison really doesn't apply, But when the gas station changed out its signs in the historic district, the signs were existing when the district was put into place. And when they did new signs, they did reduce the scale of their signs. They still have a very successful business in all the things we know. And they have signage that is responsive to their gas station identity. And you need signage responsive to your professional use and business use of your building. So it is what it is in terms of what's been discussed. I just wanted a little clarity about being sure we're comparing an apple to an apple. Okay. Thank you. I think we understand your point that this is not a house, this is a business. I think we understand that due to evening hours of operation, an illuminated sign is appropriate. I believe the staff findings reflect that. I'm not sure you're going to get any resistance from us concerning those facts. What I do, you know, the renderings that we've been provided, I think they reflect some other staff concerns that I share, which would be the location of the sign promptly, you know, on top of and even apparently overlapping the metal roof that goes out over the windows on both elevations, which I think is an easy solution. We just raise it in elevation. I hope that that's as simple and we can agree on that. I believe that's going to help with your flashing situation anyway, so that solves a whole bunch of problems. The other issue is while you do have traffic going by, and I'm not a sign designer myself, but I've worked around quite a few signs, illuminated and given the location, I don't know that 20 inches is completely warranted, and I hope that we can find some give there that maybe we reduce it to a 15-inch sign or something. It's still large, still visible, I think, from traffic. I mean, you've not only got drive-by traffic, but you also have stoplight traffic. 15 inches is still pretty visible compared to 20 inches. Do you have the notes on what the last one that was approved was? I was thinking it was a little bit larger than 20. Are you referencing the ladybug? Ladybug. Amelia, do we have the file with us that has the ladybug? The ladybug graphically, in addition to the word, the ladybug, we have a board member who would not have seen that application. I'm not sure any of you. I was here for the ladybug signs. I remember it. I just don't remember the inches. I don't either. but it had a figurative form it had more than letters and then it had language that said ladybug but I don't off the top of my head know the dimension I think it was somewhat smaller it also as my understanding was just in that one location that says your name here and that was it that was it so there's a difference between one two and possibly four in the future there wasn't some on the side i thought there was some on the side there was a four by eight on the side it was on the parking side though the parking side no i'm talking about the arcadia park right not on the side not the parking one side the ladybug landing side didn't surpass the opening of the doorway right so it was shorter than even a little taller because it had what you're talking about is the graphic was like a ladybug with an umbrella kind of deal. Yeah, I remember kind of off to one side and then the test. My point is by reducing the height, we're also going to reduce the length a bit, and that's going to help the overall square footage that we're occupying with this very large urgent care sign. I think it's still going to be large and visible. I'm asking you to investigate smaller sizes. Not 10 inch. I don't think that would do you any favors. But still, if there's a way for us to come down from 20 and reduce the overall size and still be visible i'd like to hear about that and that's that's before we get to arcadia street side or anything like that i'm just going to start with the front elevation and then we can talk about the other issues yes well i saw in reading the staff recommendations i ran it through the computer to reduce the letter size to 16 inches and the logo size to 28 inches but i'm not the graphic designer i'm going to be honest with you but i got that information but it kept it about 11 feet long uh so i didn't get as much reduced but i may be able to work on that i would do this quickly this afternoon and i may be able to reduce it some more but that that was the size i sort of took a look at that would address that issue if I was only if Dr. Soto was only permitted one sign on the front and make it smaller so that's what I found out now I'm speaking here quickly and but it was came out 11 11 feet 4 inches I believe it's overall and overall means from the edge to edge of the signage and it has trim cap on it that extends it slightly. Did that also reduce the size of the Medusa as well? Yes, the logo, the Medusa, was to 28 inches. It now is 36 inches on the rendering you have. Yeah, we have a dimension sketch, too. Right, right, and I just thought I need to have something to talk about here to compromise and give you an issue there that I can take back to Dr. Soda and say this is. What does that take the letter stroke down to whenever you made those reductions? Currently we're showing almost four inch stroke for like the thickness of the bar of the T. What does that come down to? I don't know what that would reduce the size of it. the stroke is at that size because we put LED lighting in it, and the gentleman that works it has to work inside that. So that size of the letter is probably going, the width will probably stay the same. The height is what's reduced because of that. And because it's internally lit letter, which I know didn't want to be in this area, but that's what he had everywhere else, and that's why we submitted it this way. Again, I think it's probably appropriate for the location and for the use of the building. I feel like something that's working in your favor is that we're not talking about one large rectangular sign with text on it. We're not lighting a big sign. We're lighting individual letters. That's correct. They're individual channel letters. So to chip away at each one, while it sounds like to bring it down four inches doesn't sound like that big a deal, I think the cumulative effect will help. And to bring it down just a foot in width, again, doesn't sound like that drastic change. But I think, again, the reduced aggregate is... I guess what I'm asking, if you tell me a length, then I will work with a designer to come up with that. In other words, we can change the spacing slightly, and let's say you said 11 feet is acceptable in the overall dimension. We could probably adjust that and get it to 11 feet because it's 11-4 right now, and I would just need to know that. Well, I mean, just off the top of my head, my recommendation would be that it be no wider than the actual bay. If you take the bay from side to side, whatever that dimension is, which probably is pretty close to 10 or 11 feet. It's about 10 feet, I believe, is what. I think that if you use that as your perimeter so that it is raised and absolutely centered above that bay and then reduce the scale accordingly. Well, you're talking about the window bay. And I kept thinking the door on the original. No, this is the bay window. I mean, if you're in the same location that you're showing. I think it's about nine and a half feet. Well, I think that if you use that as your guideline, there might be a little bit of leeway on the ends for your cap pieces and so forth. But if the basic sign could fit, basically, if you just drew a line straight up from the two ends of the bay and use that as your guideline, and that would probably be a good way to solve the scale problem. While you want it to be the most noticeable thing while you're driving by, I think that goes a long way in helping it not dominate the other features, which, in this case, that bay window is one of the dominant features we don't want to overshadow. So reducing the overall width and then per scale, however that works out for reducing the height, I would trust your judgment on that. In addition to raising the elevation to the point that there's no visual conflict between the top of the roof and the bottom of the letters, I'd even want to see some space between it. Now, from the car, it's kind of hard to perceive because you're at a lower angle. But just out of maintaining the character and not having the two overlap or even touch, I'd want to see like four inches of space between the bottom of the letters on the top of the metal roofing is my preference. I don't know what the other thoughts are. There was never really a precise distance listed in the recommendations from the staff for their findings. No, but what you're saying is reflective of what the staff was weighing in their considerations. We had talked about maybe a couple of bricks, the equivalent of two rows of bricks, that the bottom of the letters not come any closer than that distance from where the roof ties into the wall of the building. Because you have flashing, and I would consider that flashing to be part of the roof. Yes, the metal roof. You want that measure to start at the tippy top of the flashing element, and then your four inches or two brick steps or whatever, and then hit the bottom of the letters. and it will make, I think, a surprising difference in terms of making this more successful. I also think... All of that is. Yeah, I do think that, you know, even though you're reducing the size of the sign overall, especially since the main point of that particular signage would be your nighttime recognition, I think at night it still will read very clearly from a car or somebody looking for it. Because it will be a lit element, which is somewhat unique in that immediate area. Okay, I can do that. Let me ask you a question about that. I definitely agree that we should stay inside that bay window. I think that would look better. I'm now worried a little bit about the second floor tenant. This is what the real estate people tell me, that keeping the lower floor tenant sign over the bay window is a better definition of who's in the lower floor. That the higher I raise it, it looks more like that's the person in the second floor. I don't know how much of a point that is. I'm just listening to real estate people. The second part of that, though, is where is the best place to put the second floor tenant sign? Obviously, the one we had over the window could go underneath that window. I think the first floor tenant was concerned about that. But going over the window doesn't concern him. So I'm interested to see how you all feel about that for a second floor tenant. I have a question for you about this issue. You know, let's talk, in my mind, the point of the signage is not to tell people where in the building something's located, but simply to state what's in the building. If I'm in the car and I'm trying to get to that building, whether I'm going to the second floor or the first floor, it doesn't matter until I'm in the building. Does that make sense? If I'm driving by and I need to know where the urgent care center is, there's a building with a sign that says urgent care on it. and I don't care if Eric Carrier is on the first floor or the second floor. I know that's the building I'm going to, and I pull in the parking lot. From there, I think it's a directory issue, isn't it? Once I get in the building, not knowing the building layout on the inside, but it seems like you go in the same door regardless, and you either go upstairs or you go in the first ground floor like most business-type buildings would be. So there I think the concern would be big scale, which would be illuminated signs and traffic, in my opinion, would be just get to the building, just know where the building is, know who's in the building, and that's what the signs do. Regardless of identifying who's on the first floor, who's on the second floor, if the words are on the building and I can read them, I know where I'm going. And it's not until I'm a pedestrian and walking in the door that I really need to know upstairs, downstairs, And that kind of business. Is that possible? Yeah, no, I mean, we have a directional inside the lobby that, you know, go around to the elevator, and the wall actually inside has a directional. That's where the second-floor tenant is. The question is going to be, though, will the second-floor tenant be able to have a sign on the front of the building? Let me just say this. There's a lot of leeway that is granted because of the unique nature of this particular structure in a historic district by allowing a lit sign of any size in the location that you are currently requesting. If no leeway was granted by this board and by the staff, basically you would be allowed to have your freestanding sign which is already approved and a sign in the location of the former tenant sign right above the door. End of story. There is no separate signage for each tenant. And my concern is that you keep adding signs to this building and it will obliterate any architectural character that the building has. So I think that maybe what you need to look at is ways to combine your signage or offer the second floor tenant some other incentive package other than signage. Because technically, that wouldn't be allowed anyway by the guidelines. So, I mean, I think that whatever your real estate person is saying, It may be very true of a suburban office building in Hamburg or someplace like that, which, by the way, all their names are at the top, and whether they're on the first floor or the fourth floor, you have no clue until you get inside, which is true. But this is a very different animal. This is an older building in a historic area, and it does have to abide by those guidelines. So I think that urgent treatment, you're saying that it's a medical practice where people are going to be looking and there's a certain need for this signage. I don't know what your second floor tenant is or what that business would be, but the dog grooming spa doesn't need the same kind of signage or something like that. I think that you're, I would feel that you have used your leverage in this application. And I would be very tenuous about approving anything more at this point. So as the building owner, you're going to have to kind of judge which way you want to go with this. Do you want to put all your eggs in this basket or not? And, I mean, we haven't seen an application for the rest of the signage, so I can't specifically say, but I'd say that, based on the guidelines and by the way that this building is used, is going to be the direction that the decision might go. Well, that's why I'm asking the question, and I think you brought it up, is that because of its location, I'm allowed to have twice as much as we're asking for tonight, And it sounds like to me that the historic designation is going to stop that. Well, that's what we are bound by. And you can apply for, I guess, a variance or something like that. I mean, there's ways of doing things, but the guidelines are going to instruct us how we should make our decision on what the signage can and cannot be on this particular building. And, I mean, we as a board, as I said, can evaluate the individual property and make allowances, which we do many, many times. But, you know, you can only push that so far. And, you know, I think that this is kind of getting right there at that limit. and I think that what we've talked about before, reducing the sign, the scale and raising it and things like that, will help a lot and make it very doable for this particular project, but I think that you may have to look at other alternatives in the future. And that, again, said without having seen an actual proposal. I would suggest something. Your freestanding sign does address oncoming traffic from both sides. You can't see it? Well, when I put it there, I put it too low. The city at the time prior to historic still has the idea that you can't go closer than 10 feet from the property line. So that setback was designed, because obviously that building sits close to Nicholasville Road, But other properties on each side didn't have to deal with that because they already had freestanding signs that didn't go past the 10 feet. I was starting out new in 84, so I was not able to get closer to Nicholasville Road than the 10 feet setback. So that's why that one's like that. It wouldn't have looked good if it, you know, what I was allowed to do in the first 10 feet. I would suggest this, a redesign of that so that the number of the building is on the top, because that same number is for both upstairs and downstairs tenants. And then drop your two tenants down. And we've even talked about putting a bigger number over the door, because the number is kind of important. Yeah, that's the building. So that will help a little for your second floor tenant. Thank you. So that's the front of the building. Yes. Guidelines and the way it's been addressed up until now as far as Arcadia, the Arcadia Street side, are pretty clear. And I think the staff's intent is to keep that street in keeping with everything that's down the street. where you've been given some latitude based on your neighbors on limestone. But now the flip side of that coin is on the Arcadia Street. What are your neighbors like on Arcadia and on down the road? In that case, you run into houses pretty quick, right? Your neighbor adjacent to the rear of this property is not a commercial property. Is that correct? It's a duplex. Duplex, okay. So in that case, you know, it's apples to apples from limestone, and now we turned the quarter we're on arcadia and it's now we're in a new ball game and it's not apples to apples it's apples to oranges um which you know on the ones on the one hand if this were any other building in any other district you know it's prime real estate for a place of for sign to identify your building and certainly the traffic flow it would be very handy but i also understand where the staff is coming from i believe and correct me if i've said anything that's not true no that is exactly uh the framework in which the staff was weighing this and and i think that lines up with the guidelines and the appropriate latitude on limestone i wonder though if there's not just a little gray area to work in based on the different function of this building and if a sign on arcadia with the reduced size and adjusted location as we've discussed for the front is not also appropriate or allowable based on what's going to happen in this building and the ways we've found to keep from competing with the architectural elements of the of the elevation and if my board members have any comments or questions or thoughts on that one way or the other i don't think it would be appropriate to put a sign on all three sides I agree. To put one back where the ladybug landing had one on the parking side, as far as traffic flow goes, I think you're losing. You're not getting the same bang for your buck for the sign in that location anyways. But if it were limited in those two spots, I think it would be acceptable, given the size discussion we've already had. I think it limits your possibilities in the future, much like Rob said earlier about how much more are we going to allow in a future conversation for a sign we haven't seen yet. Correct. But those are my thoughts as of now, and I'll let the other board members speak and hear what they have to say about it as well. Well, I just want to reiterate what I said earlier. I think you can go with a much smaller sign there and let your logo do some work. and possibly small enough that it's moved up to the front edge of the building so that you could just catch it as you're driving by. It's just a familiar symbol. It's going to do a lot of work for you. And then in the future, your upstairs tenant, if they are a commercial enterprise and not a professional office and want to have some visibility, the possibility would be another small logo up on the same line but over on the other side of that bay. But I mean letters probably no bigger than that. Right. I have to, you know, I guess the thing that occurs to me is, you know, So while it would be nice for every tenant to have their own big sign, it's just not within the keepings of our guidelines for not competing with the building itself. Maybe you get one second-floor tenant, and we have to find a place for another sign, or we come back and have that conversation. But what if you get like three or four second-floor tenants? Then we can't just let it keep rolling on and on. So our concern and what we'll have to keep in mind on our part as the board is not signage per tenant. It's more over how much signage per building. So that's our mindset that we have to keep as we go forward. So I just hope you know what you're up against. I think we've made that pretty clear. You know, I do. I admit to some difficulty not being able to put the volume I'm allowed to put by the city codes because of the historic. I admit that. And I appreciate very much being able to do internal illumination. I think that's a big part of commercial property. And, yes, I can work with it. I didn't feel real comfortable with much signage on the Arcadia side towards the front. You know, two small signs on that side. And I was interested in another, if he wanted one that size, maybe to put it on the other side of the building, on the parking lot side. So I would be interested to hear your thoughts on if you don't like that size sign on Arcadia, but you would feel better about that size on the parking lot side than you would small signs on Arcadia, because I don't want three signs. Okay. Well, my thoughts are I give you more latitude on the parking lot side than I do the Arcadia side, because there's not the relationship between the building and the homes down Arcadia Street as there is on the parking lot side of the building. I'm there competing with a parking lot and I think some privacy fencing and a dumpster and some other, you know, happy parking lot stuff. Right. So that's my snap judgment on that. And, you know, the maximum size for a sign on Arcadia, if it were up to me right now and nobody argued with me, which I can't guarantee, would be the same guidelines that we set up for the front, just given what the sign will do, which is not to exceed the width of the bay window and to be two bricks above the metal roof and flashing, which starts to center it between the windows, and I know that loses that identifying feature of who's where in the building. Well, but that may not be as big of a deal. I think we've discussed that. I mean, it wouldn't change my mind if I needed to go to the urgent care, if it was first floor or second floor. As long as the building was identified, I had nowhere to go. Those are my thoughts. Do you understand where they are at this point? Let me get a clarification here. Because I'm going to relate this to my client as well. I understand, too, we haven't voted on anything yet. I may get outvoted or just outtalked, so we'll see. Yeah, I understand that, too. I hear the reduction. I was just going to say, I mean, just to respond to what Greg was saying about the other location, putting it towards the parking lot rather than on the Arcadia Park side. I agree that some, there'd be more leniency as far as size on that and responding to what had been on there previously on the parking lot side. the opposite side of the building. But I do think that if a sign goes on the Arcadia Park side, that it does need to be reduced in size and follow basically the same dimensional restrictions that the front one would as well. Well, I hear you saying that the front of the building, we're putting a sign. We can do that if I reduce the size of the letters to about 16 inches. or whatever it's going to configure to the overall length of it as the bay window, which I think is about 9 1⁄2 feet. Don't only do that because I made some measurements, but I'm going to go by there tonight and check it out again. So I can reduce it to that size of the bay window. There's some give and take. I mean, if there's some nominal dimension that comes out to be an inch and a half wider on each side, Yes, I hear that. There's some play, not a lot of play. Okay. And I cannot tell you what size those letters are going to be until we arrive through a computer. No, I understand. That kind of thing. And we can do that on the parking lot side, keep the same dimensions that we come arrive at the front of the building on that signage on the parking lot side as well. So if this passes. Right. Yeah. But that also, because we don't have that proposal in front of us, depending on how the motion would be worded, that I can't guarantee that that would be the exact size. It would have to be approved either by the board or the staff at that point. But there is the chance that you would have more leeway in it. If it was reduced to that size. Exactly. Yes. i understand that now yes uh yeah i don't see an issue in that because i couldn't give you any exact dimensions right now but i know what to do and then i could resubmit and i think we understand that so there is still some play um as far as the the final design of whatever the sign could be on the other side of the building and i'm i'm not not sure but so far it sounds like we may be able to send you away from here with a set of parameters. That's right. That's what I'd like to have. And then the final details can come back to staff, and you can work it out with them. And so long as you're within the parameters we pass as a motion this evening, you can get your approval from them, having that our recommendations. If it's a great deal different than what we've discussed this evening, for whatever reason, or the staff feels like it's ventured far enough away from the recommendation, you know they may have you come back and talk to us about it okay but we'll see how the motion comes out well i'm going to try to keep it as close as i can but it is an exact kind of thing because we have to structurally build that and i can render it on a drawing but then someone has to actually build all that so that's why we'd like a little leeway in the building of it yes okay i can I can do that, yes. With no lower windows. No lower. And what happened, this was an old mercantile store in the 50s, Gates Mercantile, I think. And they had individual windows, and you could almost see them. They had individual windows on both sides. So that was like a window right there. And there was another one there. And so what they did is go and close all the windows on both sides, and the other side looks like that without a bay window. So it looks basically like this. And so the other side, what we had was a four-by-eight plywood sign, technically, that was about where the bay window top is on this side of the building. So it was, you know, seven feet, eight feet up and four by eight. Is the parking lot the full depth of the building on the other side? Yeah, the parking lot's just come right up to the edge of the building. Sure. Okay. But that, you know, it was similar in that position, you know, basically four by eight right here. Well, you have the two upper windows in that front. It has the windows all along the top just like that. I'd be interested to know what, when you go over and measure, from center line of one window to center line of the other, if we can get this so... The front signage should be of a width that does not exceed the width of the bay window below it. It should be raised at least two brick widths above the flashing of the bay window roof, and the rest of that signage be reduced in scale accordingly. any signage that there will be the ability to choose either for the sidewall signage, either the Acadia Park side of the building where the width of the new signage, again, does not exceed the width of the bay window and the remainder of the signage reduced accordingly in scale, or sidewall signage on the opposite side of the building that faces the parking lot, that that sidewall signage not exceed the 4 by 8 preexisting condition. Then the final is that all signage, all of this needs to come back to the staff for review before any certificate of appropriateness is issued. And the other thing you could do is once you have some ideas of signage in mind, you can schedule a conceptual review with us that's you know a meeting where we can get together and talk about ideas and drawings on paper uh and make no motion and really just talk about ideas and that's more of an informal chit chat like i think you're looking for that would be best thank you sure thing thank you very much moving on to the final case on the agenda this evening at 163 east third street that application and exchange design of front bay and construct a new addition. I see the applicant is here this evening. If you'd like to come on down and introduce yourself. Come on down. It's kind of folksy. Sorry. Have you had a chance to review the staff's findings and recommendations? I'm sorry? Have you had a chance to review the staff's findings and recommendations? Are there any in particular you'd like to discuss or happen to disagree with? I feel comfortable with the comments that were made, and I think we can meet those. Okay. Well, that certainly makes this next part a little easier. You all have copies of a drawing that we made that eliminated the two garage doors on the back in lieu of three smaller roll-up doors in order not to give the appearance of a garage. Correct. I actually did receive those by e-mail today, but I don't have them with me physically at this moment. I did have some questions, though, about those doors and some other questions. But given that we're all pretty close together, I'm going to forgo the staff presentation and just start asking you questions. Is that okay? That's fine. All right. I'm just – let me look down the list here and make sure I don't overlook anything. The front bay – I'm just going to review the whole list with you and make sure we're on the same page. The front bay be more angular rather than ellipse or semicircle. Yes, as I understand it, you're asking for a regular bay window. I believe so. I think the bay window that was discussed in the conceptual review had three sides or three facets, and it sounds like we're looking for a bay window that has more facets and is not semicircular. So somewhere in that range. That's correct, and that will work. Okay. And you're in agreement with their recommendation for the roof over that bay, that there should be one, a standing seam metal roof, no higher than 3 to 12 pitch, as so it tucks under the upper cornice. What we intended was a small standing seam roof over that. Excellent. With a slight pitch. And can we just note there's a typo in that it says it should tuck under the cornice. I'm sorry? On two. I'm noting a typo in our sentence. Oh, I saw that. The sentence, it should say, as it tucks on item two, front bay of a standing seam roof and so forth, so that it tucks under the cornice. Please. Well, that's how I read it in my head. And we're appreciative of that. Thank you. Number three, in the hip roof part of the window system, the top windows be eliminated. I don't recall that that was addressed in the new elevations. Is that something you've given some thought to? My understanding of that staff recommendation. I would rather not eliminate the top windows, but if they're. Well, and I'll tell you, I tend to agree with you, and I bring it up so I can discuss the staff's recommendation. my feelings are that the volume is broken up between the middle volume and then the volume on the end that has the chimney they're established as while they relate across with the common lines, the common horizontal lines the element on the end gets its own identity by having these additional windows and it does set back six feet from the windows from the long bay of windows Yes, sir. And I put the little planter bed in front of that group that anticipated that someday that would grow up and fill in that void. Okay, well, are there other thoughts on that, or do you want me to just fly through my list and we'll come back to that? I'll finish my list and we'll come back and talk about that one again. All right. I may be on your side, Mr. Farmer, on that one. Okay. Number four, the roof of the hip roof. The roof of the hip roof be stepped down from the existing rear elevation. I think that's something we discussed in the conceptual review. I made that that end section is three feet more narrow, and therefore the roof doesn't go up as high as the other roof. There is a mistake on the rear elevation. It shows the line being even with the rough line, but it actually is about a foot and a half lower. Well, that's what I thought I saw, and I was going to ask you if that was a drafting mistake. I don't know how we missed that on CAD, but normally it picks it up on its own. Sure. But for some reason it left the line up too high. Okay, so you're already meeting that staff recommendation, I believe. Yeah, and we can take it a little bit lower if need be. I think 18 inches is appropriate. I mean, that's usually in the neighborhood of something we look for, a foot or more. So I don't see any need for more than that. I'm between a foot and a half and two feet lower than the existing bridge line. Good. You're seeing the right things. And, of course, the rest are really just some homework, final details of the stone and stone pattern come back to staff. Right. We're working on that. Good. And all final drawings, once you've made these changes, come back to the staff. or the board. You know, it'll start with the staff, and if they feel like it's too far outside of the parameters, they'll bring it back to us. And then number eight, once reviewed by other LFPCG divisions, final details come back to staff or the board. And then the doozy. Staff does recommend disapproval of the roll-up overhead doors and the articulation on the rear or north elevation. So if the roll-up doors don't meet the criteria, we can make fixed panels. But the thought we had was to use the garage in the summertime, springtime and summertime, as an open-air venue like most landscape areas have. Well, is there a way to accomplish that using wider doors versus? I changed the doors to roll-up doors. I mean, well, there's still an overhead door, but they're only five feet wide. So there's no way to drive anything through them more than a wheelbarrow. I'm sorry. Was the staff objection to the revised design or the original design? That's the revised design. I don't think we've heard from the staff on the revised design at this point. Originally, we had two eight-foot-wide garage doors. Right. I have that here, and I've got that. Designed to look like carriage doors. But the disapproval was for the overhead doors. Is that all overhead doors, or is it the overhead doors, the large ones, or the small ones? It's reflecting that the staff is not thinking that overhead doors in any form are within the guidelines and that something of a pedestrian door system is what needs to be on that back wall in terms of the scale and rhythms of the back wall. And you could still accomplish openness with that multiple doors in a linear form. And that would be fine. We could put in three sets of, well, basically French doors. French doors. mm-hmm and I think that's most appropriate I mean reading the staff report and just the non-residential scope of an overhead door is just not appropriate and if there were going to be overhead doors and that sort of thing we kind of relegate to a secondary structure a garage structure so I agree with what the staff saying and I'm glad that you feel like that's an easy change to make. Okay. So that's all I had to say. Maybe let's go back and talk about the upper windows on either side of the chimney. And Mr. Chair, did I miss it? Did you discuss item five? I blew right past it, actually. Pardon me. I didn't know if I was hearing that. Well, my question, and I see that the chimney is actually still there like it was in the original drawing. So the staff recommendation was to reduce the width to a third above the roof line. What if the whole chimney reduced its sides all the way down? I think that would be a cleaner line from top to bottom. Would that fit within the staffs? How do you feel about that staff? The staff talked about that as an option. However, we did feel it was successful to have the one-third, one-third, one-third division of the plane on that edition, that piece of that edition. And so we talked about narrowing it all the way down, but then you end up needing to accommodate the difference in the width, and it really kind of breaks that one-third, one-third, one-third. That was what we were reflecting in our discussion. But I think you could probably successfully go either direction, but you'd have to differently articulate flanking either side. Well, the window spacing is going to change if you narrow the width all the way to the ground. Right. Okay. And it's not that you couldn't do it, but it's very successful, and we're trying to respond to that which is before us. Sure. It's five feet wide now, and, of course, in order to accommodate a fireplace, the inside dimension place apart, we could probably get it down a half a foot, maybe a foot. So you think the narrowest it could be would be four feet? I would think so without getting out my catalogs and looking to see what I need. It's still pretty big. I had a question just while we're talking about the fireplace. Why did you decided to go with stone for the fire. Well, I put quite a bit of thought into it, and we tried several things. We tried limestone with a flat limestone, more of a polished stone. The last meeting we had, I agreed with the board that the similarities of the brick and the brick were a little much. and would take away from the original character of the house. So we were trying to play with another material that we thought would be different and not comparable to the house. And the stone, just between our conversations in the office, the stone won out. Well, I don't remember exactly how things were worded in the conceptual review. In that review, you had a gable end of the exact scale and proportion as the gable end of the original house, all in brick with a brick chimney. Which, I mean, guidelines aside, I didn't think it was that awful. But that's just a personal thing. You have removed that gable end, which the hip roof, I don't know if that's the best solution, but it's doable. and you also have removed a huge chunk of the masonry by putting glass in which I think is a very positive step. I thought so. But by doing that then you have separated it from the original structure and to introduce a new material that is not used anywhere on this structure except for in the foundation I think is not correct. And I would go with brick because I think a brick chimney would have a much stronger relationship to the original structure without copying something. We could do the brick if that's consensus. I think that it would be a better solution for the chimney. Now, your planter base and things like that, since that is a relationship to the foundation, that can stay in the stone, but I do think that the other should be in the brick. And we could certainly do that. And as far as reducing, I mean, it is just sort of a straight line, which has a certain clean look to it. which, you know, it's a more contemporary version of a chimney than what is existing. But if there was a way that it could step in, not only in basically in profile, if it could step in two-dimensionally or three-dimensionally, I mean, if it comes up to a point and the whole thing steps in and comes up and steps in, then sort of like a telescope you might. Yeah, our thinking was just where the cricket is behind the roof. It goes slightly higher than that enough to get it flashed in, and then take it in on each end, say 18 inches, which would leave you with a two-foot chimney the rest of the way up. Yeah, I mean, you'll have to work that out in your design and graphically and so forth. I tried to get that drawn today before I came up with the knife, but we couldn't squeeze it in. And I think what you just stated to step it in once you get above the cricket is the staff recommendation. That is. That was my interpretation. And we would probably do that with some type of a limestone, 45-degree angled stone. We were thinking of an angled transition. I think that that probably would help it would go more in lines of what the staff was talking about I still think that the straight line of the chimney does I mean personally I don't think it's that offensive but I think that you'd probably be better off trying to stick a little closer to the guidelines with a revision of that design. All right. Rob, do you have any thoughts on these upper windows? Oh, I agree with you. I think the upper windows can stay. I understand what the staff is talking about, about lowering that whole sort of roof piece. But I think that because of the change in material there and the fact that it is mostly glass and fairly transparent, that that is not a bad solution. What happens in the flat roof area, the ceiling had to come down in there in order to allow me to flash into the existing building. And I wanted to jump the other room back up to have a higher ceiling. and the windows seem to be made to be appropriate. No, I think that that's a very legitimate argument to keep those there. And also the fact that the end use of that space is, as you were saying, sort of a garden door. I mean, it's not a residential space. You know, I think that it keeps in character with the existing structure but sort of lends more greenhouse or conservatory-type function to the building and to that space. So I think that that would be all right. And then we're talking now about some type of a French door on the backside. Yeah, I think that would be a better solution. I think we're all in support of the staff's recommendation that the overhead doors not be allowed. Very good. So the alternative, as you've identified, and I think staff also said would be all right in their view, is that a set of doors. I knew it was a bit of a gamble. If you don't ask, you'll never know. And we were envisioning single light doors to be, or, well, you really couldn't pick up the long with the short, but not multi-pane is what I'm... Right. And that's... Now, we go back, we would go back to a regular seven-foot high door. Yeah. Yeah. And then work the fenestration above it out. Right. And all of that detail would need to go back to the staff for review so that anything can be worked out. So that rear elevation and all the other changes we've discussed today would have to be revised and part of what goes back to the staff before they issue that final certificate. The final details of stones to empowering come back to the staff I'm adding the condition that the chimney be constructed a brick rather than stone and that all these final details come back to the staff or board to the staff or board for review we are not following the staff recommendation of the hip roof window system that the top windows be removed in in the window system in deference to guideline 2A4D. The other condition is that the roll-up doors on the rear elevation be replaced with French doors of single light design. And then the final recommendation is that once reviewed by LFUCG divisions, any other details or changes come back to the staff or the board. Okay. I think that's it. just the chimney? Yes, I will accept that. And my reason for that is just that there is that ribbon of stone below all the windows for your reasons of having it off the chimney and not introducing that other element. That's more up next on this edition of Lexington Now. I'm Sherelle Roberts and welcome to another edition of Lexington Now where we take a look at the news that shapes your urban county government. Just because you've entered your retirement years doesn't mean you have to retire from enjoying life and friends. That's why Lexington's Division of Social Services has a wide array of activities for senior citizens who are entering their golden years. Here's a look at some of the things you can do to stay active in your retirement. For seniors 60 and older in our community, we have so many different things that seniors can participate in. For instance, at the Elder Crafters Program, right now and for the near future, they're working on community service projects. There's a bunch of ladies over there who enjoy knitting and crocheting. So they've done baby bonnets for children in the intensive ICU, NICU units. They've done lap quilts for persons in nursing homes. And one of the projects that they've been working on most recently is crocheting with Kroger bags or Walmart bags. They're crocheting bedrolls for persons who are homeless, and more specifically for homeless veterans. If you're a person who crochets, if you knit, if you sew, you might find the perfect place for you to enjoy those talents and express yourself at the Elder Crafters program. They have an exercise program there, too, and they do some traveling. They have a bowling league, so if you want to bowl with others, it's the third Tuesday of every month. So the Elder Crafters is really the knitting, the crocheting, the community service capital, if you will. Charles Young offers a variety of activities and sports because we have a gymnasium over there, and we're so thankful for the gymnasium. In fact, we'll be holding dances here regularly in the evening. One of the unique features of the Charles Young Center, as people come in from the neighborhood, a lot of people admit that they got their first dance here or maybe even their first kiss. And so this has been a really exciting time for people who used to enjoy the Charles Young Center in its glory days as the first community center for African Americans in Lexington. Now it's for everybody. Anybody 60 and older who wants to come to the Charles Young Center is welcome to come here. We have open walking from 930 to 1030, Monday, Wednesdays, and Fridays, and it's going to be like that forever. So if you think about getting into a walking program and you're not sure if you want to do this, come on down to the Charles Young Center and you could go for a walk. You can spend as much time walking in the gym. We have Tai Chi going on currently, and we have yoga classes, and I've got to tell you that they have just taken off, but there's still plenty of room. Again, these fitness programs are being held in the gymnasium, and so the sky's the limit for the number of persons who could come and enjoy fitness here at the Charles Young Center. We also are offering WeFitness. We're starting a basketball league, and that'll probably continue. That'll be at 12 o'clock on Wednesday afternoons. So if you are still working, you happen to be over 60 years old, you might be in the downtown area, come on over to the Charles Young Center and shoot some hoops. We're trying to put together a league for seniors 60 and older because, again, the gymnasium here at Charles Young Center is just beautiful. This is free programming for persons 60 and older who are Fayette County residents. And, again, this is one of three centers that are here to serve seniors. We have the main center at 1530 Nicholasville Road. We have another satellite center at the Black and Williams Center. That's called the Elder Crafters Program. We have this center here, Charles Young. And Parks and Recreation operates the Bell House, which is kind of around the corner here from the Charles Young Center. So here on the north and the east side of the city, we have plenty of opportunities for seniors. You don't have to go down to Nicholasville Road. In fact, if you're on this side of town, this would be a much more convenient location. Give us a call at 227-4359 and tell us what you're interested in, because we have opportunities here where we could add new programming, try something new. We want to be here for the seniors in our community. At the Lexington Senior Center, that is the home ship, if you will. It's 17,000 square feet, which, quite frankly, isn't quite enough for us. The parking lot's regularly full, but please do not let that keep you away. The church across the street off of Nicholasville is willing to let us park over there as overflow. So if you're coming to an event at the Lexington Senior Center and it's full, just feel free to park across the street at the church. They're open and they've been a good neighbor to us and they work with us very easily. But sometimes the parking lot is full. Over there we have fitness classes. We have a fitness facility there with some really nice treadmills, elliptical machines, some recumbent bicycles. It's open Monday through Friday from 8 in the morning until 5 o'clock. We have art classes. We have ceramics. We have bingo. Bingo, that's the place to go for bingo. On Tuesdays and Thursdays at 10 o'clock, there's 50, 60, 70, 80 people that enjoy bingo, so it's highly sociable. The prizes happen to be sweet treats, like cupcakes and cakes and cookies and things like that. They do trips. Parks and Recreation is a great partner of ours, and they offer trips and travel through the Senior Center and the Bell House. And so if a person wants to travel and is afraid to travel alone or just wants to go with a friend or your spouse and you want to travel together, but you don't want to worry about all the details and planning and what if you got stuck somewhere, Parks and Recreation provides that guided trip. Really, if you're a person 60 and older, there are four senior centers throughout the city that you could take part in activities. All of our activities, with the exception of travel, are free. There's no cost to join. You just have to be a Fayette County resident. If you want additional information, please call the Lexington Senior Center. It's 278-6072. And anybody there could answer questions about that center. They could get you over to the Bell House. they could answer questions about Charles Young or the Elder Crafters Program. Most of the members happen to be persons who are seniors. The dance is open to the public from Fayette County, 60 years and older. Well, taking care of an aging parent suffering from an ailment can be challenging for anyone, but it can become even more challenging when the person you're taking care of begins to be abusive to you. This situation happens a lot, and so the Division of Social Services wants to help folks out there who are dealing with this make that job a little bit easier. I know how to live independently today and tomorrow. How to plan for future physical, emotional, and financial well-being. How to choose the best option for housing. How to stay mobile, sharp, and engaged. How to take care of myself as a caregiver. A lot of times they turn on the person that's closest to them. That's the person that is supplying them with their needs, making sure that everything is met for them. Sometimes I think they feel that you're taking over, and they don't want to give up those rings. They just want you to do what you've been doing very slowly. working with my mom, it was the fact that my mom had mini strokes. And I used to say to her, and I never could understand, it seems like she would attack me. And then the next day or so, she'd have a mini stroke. So one day I said to her, I said, you know, I said, I can tell when you're going to have a mini stroke. And she said, how is that? I said, because you always treat me bad. And so she turned to me, and with a really big tear in her eye, she said, I don't mean to. And from that day on, I would just laugh it off. Whenever she got angry with me or whenever she did, and then I would go away. And it gets so to you because this is the person that took care of you. And then now you reverse roles, and you're taking care of them, and they strike back at you. One of the things that I think is interesting, my mom used to say all the time, whatever happens to me, I hope I never lose my mind. And she got Alzheimer's. The best thing that any caregiver can do is do the best they can. And then when it's all over, there's nothing for you to be regretful for because you've done it. You've taken care of whomever you need to take care of, but you do it day by day and do the best that you can offer. St. Patrick's Day is coming. Find out about all the celebrations after the break. Lexington's annual St. Patrick's celebration is just around the corner and it's going to be bigger and better than ever this year. There are all kinds of activities planned for people of all ages. Bill Enright gives us the details. Well, it's that time of the year again. We're approaching St. Patrick's Day and the 34th Annual Lexington Alltech, St. Patrick's Parade and Irish Festival. We're going to have it this year on Saturday, March 16th, in Centerpoint again, thanks to the web companies, and they're graciously allowing us to use it again. The parade is going to be at 1 o'clock. However, there's going to be a lot of other activities. The festival starts at 11 with the traditional blessing of the keg, which is great fun. We bring the keg of Kentucky bourbon barrel ale in with the piper, have it blessed by a priest, tap it, of course, and then pass out samples to the folks there and maybe have an Irish toast or two along the way. It's great fun. And then the entertainment starts at that point, and we have continuous entertainment from 11 in the morning until 7 at night with a break at 1 o'clock for the parade on Main Street. And this year we've got a lot of exciting things going on in the festival as well as at the parade. For example, in the parade we're thrilled to have Chris McCarran, and Hall of Fame jockey, originator of the North American Racing Academy, and so on as our Grand Marshal. We've been at this parade now since 1980, and Chris is one of a long line of terrific Grand Marshals. He typifies everything that's right about this place. He typifies everything that we feel proud to be Irish about. Cut. In addition to being a world-class athlete, I would typify Chris as being just a world-class person. He typifies everything that's good about Irish culture. For example, among his many achievements is the Mike Venezia Memorial Award for Extraordinary Sportsmanship and Citizenship. That tells you a lot about Chris right there. Of course, he's a world-class jockey, won the Kentucky Derby on Alice Sheba and the Prickness as well. In addition to those races, he's won nine Breeders' Cups, four other Triple Crowns. And when he retired after 28 years of racing, he was the leader in purse earnings and earned more than $264 million in winnings. And he didn't stop there his contributions to the thoroughbred industry. He decided it would be appropriate in Lexington to have the Riding Academy, and he helped initiate that. Just a wonderful, wonderful guy. and we're very, very pleased and honored to have him as the Grand Marshal for the parade. Other activities that are going to be fun at the parade this year, we have an honor band joining us. They are the Wolf County High School Marching Band. That's an interesting tale. They've been in the parade a few times, and it's quite an experience for the kids to come from Wolf County all the way to Lexington to be in the big parade, and they get a big kick out of it, we do as well, and the crowd loves them. A couple of years ago, I got a call saying, we're sorry we already sent our application to be in the parade, but we're going to have to back out because a tornado hit us. And it tore the school up, tore the music room up, and it just devastated the place. But being the kind of folks the Wolf County people are, they built it back together, They put the school back together. They put the music room back together. And the kids got back out there marching. So I invited them again and said, I'd really love to have them in here. And we're going to call them the honor band of the St. Patrick's Save Parade. Then I got another call saying, budgets are so tight that we can't afford the bus, we can't afford the overtime, the gas, and so on. So we went hunting, and we found a couple of sponsors anonymously are going to subsidize their trip into town. so we are thrilled to have the Wolf Connick High School band. And of course we're going to have other bands as well. We'll have our two bagpipe bands that join us every year and other exciting things. A real crowd favorite that will be back again this year, the kids love it, the adults love it, everybody loves them, is the Border Collies that herd a sheep down Main Street under complete control of the dogs, and it is a hoot to watch those dogs work. After the parade, they go into Center Point, where they're available, and the kids can go and meet the sheep and pet them and all that kind of stuff. So it's great fun. And all the other kinds of things that we love about the parade. We've got beauty queens, and we're going to have the winners of the Rose Contest, in the parade and so on. So we're looking for a big time, again, doing it since 1980, and we're going to keep at it until we get it right. And of course, none of this would be possible without the terrific sponsors that help us to underwrite this activity. For example, Alltech has been sponsoring us for a number of years now. We have the wood companies allow us to use the center point. Our promotional sponsors are WLEX-TV as well as all the Cumulus radio stations. And, of course, the three organizations that are the prime sponsors are the Lexington Urban County Government Division of Parks and Recreation as well as the Bluegrass Irish Society and the Lexington Celtic Association. I am Lisa Hendley-Beths with FALTA, the Irish import shop in Lexington, Kentucky. And the Rose of Tralee is a big festival in Ireland that's been going on for over 50 years. And last year, the Lexington Celtic Association sent over an American girl with Irish descent to Ireland to represent Kentucky in the Rose of Tralee. The Rose of Trilly is a very big Irish festival that's been going on for over 50 years, and it's a very big deal over in Ireland, and we're trying to bring that over here to Kentucky. The girls have to be between the ages of 18 and 27, with Irish descent, and not married. You can enter at lexanceltic.org. The application is there that you can download, and we're taking applications until March 1st. This is a pretty expensive thing to send this girl over and clothe her and do all that kind of stuff. So we are having a Rose Ball on March 9th. And there will be a silent auction with that also. On March 9th it will start at 7 o'clock till 10.30 at the Red Mile. And there will be hors d'oeuvres, there will be music. It will be a great, great event. And this year we're actually introducing rosebuds. And these girls are between the ages of 6 and 12. and they can enter to be a rosebud with the Cairn competition, which is also on our website at lexingtonceltic.org. These girls are helping to raise money for cystic fibrosis, which is also a wonderful thing, and all the information they need is on that website, lexingtonceltic.org. So we're hoping that this is going to be another great, wonderful way to tie Kentucky and Ireland together again, and we look for your support. And this, of course, is not possible without the support of the local Irish community, the Bluegrass Irish Society, the horse farms, Ashford Horse Farm, Woods Edge Horse Farm, McCarthy's Irish Bar and Hugo's. And there's also a bunch of people there that help with the silent auction and people behind the scenes that help make this happen. So we hope you can join us on March 9th for the Rose Bowl. In today's competitive job market, it's always a challenge to find a good paying job, especially if you don't have specialized training or higher education. But that doesn't mean you're out of luck if you fall into that category. That's where the Job Corps comes in. Here's some information on how this organization can help you find a good paying job. Well, Job Corps is basically a mixture between high school, between college and military all combined. It's a residential living environment where students can go and live on our different campuses. They'll get their high school diploma. They can get their GED if they would like their GED instead of their high school diploma. They can also get a trade certification. We have over 40 different trades that they can get into, ranging from culinary arts to working with computers, secretarial work, harder trades like carpentry or welding. I would say a lot of students like to get into our CNA program. There's also possibilities of advanced training. Advanced training just means better money when they get out of the program as well. It is up to two years max. Usually if they're younger, we have them stay a bit longer to get used to the program. Basically, if you're 16, we'd like you to stay until you're 18. The program is wonderful for students who might not necessarily like traditional school or are ready to go to college initially. It's a stepping stone. We have career placement. We have what we call career transition specialists that can get in there, work with the students, help with resumes, cover letters. They have a networking pool they can work with, get students interviews, and hopefully jobs in the long run. We can't guarantee anything. But if the student puts in enough effort, then, of course, we're going to give them as much effort from our end. We also help with college enrollment and military. We work very closely with them as well. So all in all, you know, we're there to help a student succeed. We want them to, you know, get a job in the long run instead of just sitting there on the couch watching TV. We want them to be proactive. So this is a great opportunity for youth to get in there, get that trade, get additional skills so that they can put on their resume. The process is pretty simple. It's a three-part process in Lexington. They do have to come to an information session that we hold every Wednesday. Ranging on the time, you would have to call 859-425-3400 in order to reserve your space. After the information session, if they like to continue on with the process, we have a career workshop where you'll just sit down with our career transition specialists. They'll help you figure out what your goals are, what you plan on doing in the future. After that is our application process. If you're a minor, of course, you have to bring a parent or guardian. But it's the three-part process. We also provide tours every once in a while to actually visit our campuses. After that, you just have to wait. In Kentucky, we're actually having a little bit of a wait list, So you just have to be patient until the center or campus calls you and you're ready to go. We do have a website. It's just www.jobcore.org. And Job Corps is J-O-B-C-O-R-P-S. There's so much that goes on in Job Corps. For a student to really understand Job Corps, they do need to come to the information session because we cover a wide range of information for them. including dorm life, what goes on on campus, if there's any student activities, what they'll expect, cell phone use, all that good stuff, computer use. If they are ready to get out there, ready to pick up some skills, ready to go on with their life, it's a great opportunity for them to get more involved and to basically learn what they want to do in the future as well. To me, this is one of the best public-private partnerships that we have had. Parks provided the land. We have about 36 acres of dog parks. They are all fenced, off-leash areas. The first three months we were able to keep about fifty percent of the garage open, but we've had to close it now and the last five months it will be closed completely to assist the contractors in being able to get all of the renovation work done in a safe manner where we don't have other vehicles in the area where they're jackhammering and creating dust or debris. Again, this project is about a $3.1 million project and most of the work is replacement of bad concrete and steel that's rusted. Steel that's normally embedded in the concrete has become rusted over the years and it causes the concrete to pop loose which also causes the deck to be a little bit unstable and so we will make it safe and sound. We have a map on our website and we're also communicating through other media, but the alternative parking locations during this closure are the courthouse garage where you enter in on Barr Street and the transit center garage where we're standing right now on the rooftop. You can enter the transit center garage off of High Street or Vine Street. And those locations will accept the validations from any of the LFUCG departments that you may visit, including the police department. And then the county clerk's office is also continuing to validate, as they did in the past when you would have parked in the annex garage, they'll be validating if you end up in the transit center garage or the courthouse garage. And keep in mind, the library garage is nearby, but they do not accept the validations from the county clerk's office or LFUCG departments. At this point we're anticipating the garage to reopen in late spring. This project should go through some point in April and maybe hopefully thereafter we're opening back up. With this we hope to do a grand opening where there will be new lighting. Obviously the concrete will all be fresh, new and safe and new garage equipment for the entry and exit system as well. We appreciate everyone's patience during this project and again we've worked out ways to accommodate parking. We don't want people to feel like they need to avoid downtown because of this during these five months. There's plenty of parking available and we've worked out arrangements at the Transit Center Garage and the Courthouse Garage as well. I guess what we're excited about even though it's a bit of an interruption to folks is that it's going to be safe and clean and well lit. and a great garage to park in once we reopen in the late spring. In the area of the annex garage there's not a lot of retail, there is some retail in that area, but a lot of our retail are more down towards the Lexington Convention Center, the Civic Center shops, and the Victorian Square shops, and so parking in that area is not going to be affected by this closure, And like always, we welcome everybody to come down and visit our downtown retail shops during the holidays. You got me rockin' and rollin' Rockin' and readin' Barbaran, bar, bar, bar, barbaran Barbaran, barbaran Barbaran, barbaran Barbaran, barbaran Barbaran Big Jump Big Bad John Big John Nobody seemed to know where John called home He just drifted into town and stayed all alone He didn't say much, he was kind of quiet and shy And if you spoke at all, he just said hi to Big John Somebody said he came from New Orleans for a I chair a group called the Tweens Nutrition and Fitness Coalition. And tweens are that 9 to 13-year-old demographic, the in-between group. And we work to do obesity prevention in that population. So we do as much as we can to make physical activity and healthy eating accessible and fun for kids in that age group. Well, Better Bites is concession food reinvented. When you think about most concession stands, you think of hot dogs, french fries, nachos, soda, soft drinks, candy bars. And it's kind of ironic that when we send our kids out to play and get physical activity, the food that's available to them tends to be very unhealthy food. So with Better Bites, we wanted to undo that disconnect and have healthy foods where kids play. And we started with the Lexington Public Pools at Woodland and Southland Pools back in 2011. and Parks and Recreation partnered with the Tweens Nutrition and Fitness Coalition and in the first year, 2011, added eight healthy items to their snack menu. They kept the other stuff. It was a revolution, not an evolution. And it did pretty well the first year out. Sales were pretty good. There was a lot of public interest in it. So they decided to go back for round two in 2012. But we really upped our game. We did a Better Bites Needs a Slogan contest, and we got 625 submissions. And what won was Better Bites Snack Strong, and that came from 8-year-old Caitlin Smith here in Lexington. We also, working with Parks, really increased the menu of healthy items and the marketing. So some of the items on the Better Bites cart are yogurt parfait, which is vanilla yogurt with frozen berries and a little crunchy topping. We'll have the veggie dippers. We have a snack called Power Up, which is a combination of sunflower seeds and raisins. So you get the salty, sweet, crunchy. We'll have fruit. And as much as we can, we'll have local fruit in the summer. We found a protein bar that has 10 grams of protein, a Nature Valley bar. And we actually tested all these snacks with kids and got their input about which were keepers and which weren't. We had so much fun with the Better Bites Needs a slogan. Now we want to source this from Lexington and get a name for our cart. And we're having a contest again. Whoever comes up with the best name for the Better Bites cart will receive $100 and two season pool passes to the Lexington pools. And it's very simple to enter. You simply write your name and a little bit of information about yourself, just where we can contact you and your slogan and send it to jocelyn.cohen at uky.edu. and the deadline for this is February 15th and we will call the winner and the other people will learn about it from going through Facebook and we'll do some a lot of announcements about who the winner will be and then we're going to take start taking this cart out on the road out into the streets and start to change the way kids think about snacks, what their expectations are about snacks. And we hope over the long haul that these kinds of things will become more the norm and we won't be loading our kids up so much with junk food and really setting them up to eat unhealthy food. We wanted to build upon that and make an element where everybody can come out and enjoy, you know, folks with, you know, handicap issues. So the new pier has parking that's accessible. It comes right off of that where, you know, the grades are such that you can flow right out onto the pier and get set up. You know, it's really unique. And it, you know, it's a great place to bring even small children out to come and, you know. It's a modular system that goes in. There are five by ten sections that went in really well. with ease. The pier itself is not sitting on pylons that are driven into the lake bed, they're sitting on a cast foot, a plate, which really made the installation easy and pretty quick. The whole system went in within a day. It's aluminum, it's going to last, the decking is cedar, so it's built to last, and like I mentioned before, it's built to be accessible. There's a main walk, and off that are eddies, so to speak, that make it comfortable, or you know, want someone to get to that and set up and be able to fish, you know, from the eddies. It allows them to move in and get comfortable and have a place to fish from, where they're not feeling like they're standing in somebody's way. The modular system allows it to be expanded on. You can add on another 5 by 10 section or two more or three more and just keep creating eddies out the linear center part of it so we can get out further. That was the intent initially. With budget constraints, we couldn't develop it fully, but we'll be able to in the future. I wanted to get folks out, at least give them a shot to cast out to a deeper spot of the water to be able to maybe catch more fish. But you never know where they're going to be. They could be on the bank or they could be out there, but I just wanted to give people at least a chance to cast out a little bit further. A lot of people fish just across the way there. They come to that one spot right on Richmond Road, which a lot of them park on Richmond Road. And, you know, we don't want to see anybody get hurt. So we wanted to give them a place to come and to draw them away from that. So that was one thing that we hoped to do with the new pier. I would like for people who come out to fish to be, for us all to be good stewards of the land and pick up our trash when we leave. You know, it's great to come out here and enjoy this park and the water. But when you come out and you see bait tubs left behind and fishing line out there, that's just left for somebody else to pick up or for even the animals to get in trouble with. And there's people who really take that in consideration when they're using our parks. As a young kid, Lexington Parks and Rec always had a place for us to do something. It helped me in a healthy way to compete, but also learn how to be humble in victory and to have some dignity when we lost. Learning to do that allowed me to get to the point where I matured not only as an individual but also as an athlete. I am a product of Lexington Parks and Recreation. When you're in the mood to escape the hustle and bustle of city life in the bluegrass, you don't have to venture far from Lexington to experience nature at its finest. In fact, Lexington has several fabulous nature trails to offer the outdoor enthusiast. The Raven Run Nature Sanctuary is a remarkably short 12-mile drive from the heart of downtown. This is a unique 734-acre nature sanctuary dedicated to preserving and presenting early Kentucky history and the natural beauty of the Kentucky River Palisades. Over 10 miles of hiking trails provide access to streams, meadows, and woodlands characteristic of the area. There's a lot of fun for everyone when visiting Raven Run, not to mention tremendous photo opportunities. Some opportunities include birding at Raven Run, where you can see over 30 species of birds as they migrate through Kentucky. You'll learn to identify birds by sight and sound during this early morning program. On our Butterflies and Dragonflies Walk, you'll learn how to identify many common species on the wing and learn about insect folklore by viewing a PowerPoint presentation focusing on the life cycles and identification of butterflies and dragonflies. The walk will last about one and a half hours and covers approximately a mile of the trail. If your visit brings you to the area in the fall, enjoy the beautiful colors of the fall season at Raven Run on our Fall Wildflowers Walk. This program will focus on our meadows, which are carpeted in fall wildflowers. Learn about the fascinating folklore connected to these plants and take advantage of great photographic opportunities. And for the kids, try the Little Explorers Nature Tour. Bring your children to Raven Run for our children's program. Activities include a short nature hike and art projects with all supplies provided. Our next nature trail destination brings us to McConnell Springs Nature Park, a 26-acre natural wonder hidden within an industrial complex in Lexington. Herald it as the site where Lexington was named, it was settled in 1775 by William McConnell. Two miles of trails wander around the sinking springs, vegetation, stone fences and vestiges of historical buildings. McConnell Springs boasts more than 130 species of plants and numerous species of urban wildlife that reside at or visit the park. There are a variety of hands-on activities for all ages at McConnell Springs Visitor Center. Here are just a few. You can learn to carve a wooden cooking spoon or a wooden dough bowl with the Lexington Woodcarver's Guild. your own walking stick and join us for a hike for the whole family. Children ten and younger make bird feeders and learn about the birds that use them. In addition to the passive visitor who just wants to come out here and take a hike, we have a variety of scheduled or structured programs for the visitor. We've got weekend programs for the general public that are usually nature or history related. And we also have junior naturalist programs that are geared towards the youth ten and younger. McConnell Springs and Raven Run provide natural, cultural and historical education opportunities for visitors when they visit Lexington. So keep it fresh. Plan to hit the trails when you visit the Bluegrass. The leadership of Parks and Recreation give us the opportunity to have these great facilities for economic development, for quality of life, to be out in the open, to be able to do things as families. The investment that we make as a community in our parks is so important for making a great city even better. My name is Jill Shanae Wilson, and I am the Community Center Director here at William Wells Brown. This actually is a different type of setting for parks and recreation because we're located in a community school. And with that being said, that means that the school goes on during the daytime, and then in the evening, up until 9 p.m., the community center is open for activities for our youth, adults, and seniors. If you are looking for a cool place to come work out, get physically fit, network, and meet people, this is the place to be. Monday through Friday, we have activities from 5 p.m. to 9 p.m., and then Saturdays from 10 to 2. So on Monday, Wednesday and Fridays our youth come in at 6 o'clock. Elementary students are engaged in organized sports games. We have boys groups, girls groups. We do arts and crafts. We have cooking classes, cool workshops for self-esteem and leadership skills. And then on Tuesdays and Thursdays our adults come in. And there's activities scheduled for adults from 6 to 7. On Tuesday nights is aerobics. And then on Thursday nights from 6 to 7 is Zumba. And usually after those two classes, we have some cool activities. If you want to do boot camp, kind of a little more higher intense activity. Also, we have yoga. We do a support weight loss group in the health department. We also have adult cooking classes. We do cooking classes for our youth as well. So if you want to live a healthy lifestyle, this is the place to come to, William Wells Brown Community Center. The coolest thing is everything here is free, free of charge. Right now we're standing in the weight room. This is our adult wellness room and we have a few pieces of equipment. We have our treadmills, our elliptical and our exercise bikes. We do free weights and we have little stations of medicine balls and kettle balls. Basically this room is filled to capacity starting around 5.30pm to 9pm. We have two personal trainers and another staff that comes in and they do intense work on different tonings. And if you want to target a particular area of your body, if you just want to lose weight or tone up, then you can come here and get those services for free. Actually, there's been a lot of people coming in since we've been open, and they have been very pleased. Each year we sponsor a weight loss challenge, and I work closely with the health department. They are my partner. They provide free resources, workshops, health literacy information. We also work with Central Baptist Health Works, and they come in and do a lot of our assessments for our weight loss challenge. We've serviced over, I'd say a thousand people in the last five years, and we lost a lot of pounds as well. But this is a great place to come if you want to just relax, enjoy yourself, work out, participate in some of our classes. Access is for the whole family. And like I said before, it is no cost involved. Everything is free. People come from all through the city. We're located in the East End area, 548 East 6th Street. But everyone that lives in the whole city of Lexington and surrounding counties come and participate. A lot of people come after work and work out. They wait for their children to get out of school. We've had a lot of parents to come in. And the cool thing about it is if you want to work out and you have children, you can still come and work out. We have staff that can accommodate your kids with a lot of cool activities to keep them busy as well, and then they can be engaged in the youth activities while everyone is having a great time. If you made your New Year's resolution, like a lot of people have, in the beginning of the year, I want to work out, I want to get back in shape, well, don't think anymore. All of them are to bring people into town into Lexington, whether it's a convention or a meeting or maybe a family reunion, military reunions. We have a whole staff salespeople that are out there looking for meetings and conventions to bring into Lexington. And then we have the visitor side where we're looking to bring leisure tourists into town. So the overall goal is always put people in those hotel rooms overnight and drive tourism in Lexington. We were down at the corner of Rose and Vine for about 17 years, and that was a great location for us. But we have a new president now, Mr. Jim Browder, and he wanted us to be closer to kind of the hub of downtown where the hotels are, the convention center, that sort of thing. Thought we'd see more foot traffic right here in Victorian Square and so far that has proved to be true. We worked with Solid Light, who's over in Louisville, to help design this space. They've done some other very prominent locations around the state, some of the bourbon distilleries, Heaven Hill and Maker's Mark, they were also involved with. So we had a great team of designers over there that helped us put together a center that really showcases the horses, the history, the bourbon, and a new section that we have called Explore My Lex, which is everything from restaurants to festivals and events, different things that happen throughout the year that are of interest to both locals and people who are visiting us. Well, certainly we always welcome people here at the Visitor's Center, so just come on down and see us. We're open Monday through Friday from 8.30 to 5 and also on Saturday from 10 to 5 and then during the summer months also on Sundays. You can also go online 24 hours a day. We have a very robust website at www.visitlex.com. We've got a lot of great interactive displays here at the Visitor Center. Several touchscreens that showcase different areas of interest. This one obviously is for bourbon. You can learn all sorts of things about bourbon, see some videos of the local distilleries, that sort of thing. You can even come over here and if you'd like to smell what one of the bourbons smells like, that's a really fun thing for folks to do and a great interactive tool for us. Behind you here, we have a replica of a working still, which I think is a lot of fun. Bourbon, of course, is a big driver for tourism here in the central part of Kentucky, so we definitely wanted to get that information out there for people. This screen over here is all about the history in Central Kentucky. So when you click on that, it will take you to, again, a library of films that we put together on different areas around town. We have all sorts of information for folks to pick up and take with them. Any kind of attraction that they'd like to go to, we can help them with that. I brought these two here today to talk about the widening and construction projects along Leastown Road. So first we're going to talk to Joshua about the widening of Leastown Road. Hi Joshua, thanks for coming. You're welcome. Thanks for having me. So can you tell me a little bit about the project and what instigated the project? The amount of traffic that's on Leastown on a two-lane facility, it backs up generally at least twice a day, every day. And there's also some safety concerns with some site distance issues. And so we have it in our plan to try to improve the safety and the capacity on the roadway. And we're going to make it a four-lane facility with bike lanes on there as well. and so that's where it came from. And was there community input involved in the planning and design and that sort of thing? Yes, we had multiple public meetings to discuss the type of roadway we put out there. So we gathered input over several years before we went to finish our final design. And I assume the bike lanes was inspired as well from community input and groups? That was one of the things that the public chose to add or would like to, wanted to add to it. And so we were able to accommodate that. Good. Can you tell me a little bit about the timeline of the project? When neighbors and residents can start to see construction begin and how long the construction will last and when they might see a completed project? Well, we think that the construction should begin sometime early this summer. We will actually be putting that construction with Leastown at the same time as Citation Project. And so we will begin those projects so there might actually be construction on Citation Boulevard before there will be on Leastown. There will be continuing utility relocations on Leastown as there is right now. I've seen some of that so far, the poles being relocated from KU. Yes, and so then we anticipate it to last. Possibly it will run into 2015 is when we're hoping it will, towards the end of 2015, we're hoping it will be open for full traffic and everything finished on it. And so the widening actually begins where and will end where? We're widening from Greendale Road, and we take the full four lanes all the way to Masterson Station Park, which is Ruffian Way, and then after that we'll start tying down to the two-lane facility. So it actually ends a little bit past Bracktown Lane. And then they just merge back into the two-lane highway. Okay, great. And so you mentioned Citation Boulevard. So, Andrew, do you want to talk a little bit about that and how this project blends in with Citation? Yes, ma'am. Citation Boulevard, it's been on the City of Lexington's plans for quite a few years, probably all the way back into the 80s. We originally did environmental assessment, and that was done in the early 90s. Citation Boulevard was originally designed to be a road to relieve traffic from the northeastern section of Lexington, which was opened up for development. Currently, we have constructed Phase 1, or Section 1, and that went from Newtown Pike to Georgetown Road. The section that we're currently getting ready to construct is from Georgetown Road, and it goes over to Leestown Road and then realigns Alexandria. So that intersection of Alexandria will be relocated, or will Citation line up directly with the existing Alexandria? Alexandria, that intersection will be relocated. Okay. Probably about, I'd say, 300 to 350 feet further out of town. Okay. And what's your timeline with that project as well, the beginning and how long construction might last and when you think it will be finished? As Mr. Champles had said, it will be bid at the same time as the Leastown Road widening. Okay. The two projects will work in tandem and the construction will go on at the same time. Most of that construction probably will not impact traffic since it is a new boulevard. and besides having people drive down Buck Lane and Mercer Road or Greendale Road, you might not see the construction unless you look off to your left or your right. So hopefully that will have a smaller impact than the Leastown Road widening. Yeah, we didn't actually talk about that, Joshua. So what are the impacts that people might experience during the construction? I'm assuming there will be lane closures and sections of the road maybe? What we anticipate, the plan as of now, is that we will maintain two lanes of traffic, one each direction, and turn lanes at all the intersections. Some of those turn lanes are going to be shorter during construction than they are now, but they'll still be turn lanes. And so there'll be small times of possible lane closures, but it will be constricted to the middle of the day, not during rush hour. but our attempt is to maintain what's out there now with the two lanes in both directions. The transportation cabinet does have some information on their website about the location of the proposed project and kind of a little bit about the funding. If you want more specific information like how it would affect a piece of property or how long-term lanes would be, it's probably best to either contact Joshua or myself directly. Okay. When we lost, learning to do that allowed me to get to the point where I matured not only as an individual, but also as an athlete. I am a product of Lexington Parks and Recreation. Hi, welcome back. Again, I'm Siobhan Akers, the 2nd District Council member. and joining me now is Ben Eadlin, Vice President of HDR Engineering and the engineering firm that is overseeing the double diamond that will be installed at the intersection of Leastown and New Circle Road as part of the New Circle Road widening project. Thanks for joining me today. Glad to be here. So can you tell me a little bit of the history of this project and why it was needed and what brought it about? The overall project, which is really the widening of New Circle Road, which brought it all about, is obviously congestion on that end of town. Anybody traveling during rush hour along New Circle Road and Leach Town Road understands just how much traffic's out there. So they saw it as very important to get out there and get ahead of when it starts breaking down. And so why, I think the million-dollar question that a lot of people have asked me is, why the Double Diamond versus any other option at the intersection there? That's a great question and one we've been asked a lot. The double diamond, we compared that to just upgrading the existing interchange, then also looked at about four other different options. And when we compared this, running our traffic models, we came to an understanding that the double diamond provided a lot better traffic movement and capacity for this project. So it by far exceeded the other alternatives that we looked at. And I know that there was a public meeting a few months ago in November, I believe, at Leeson Middle School. Have you had other public meetings and shared the information and the project to garner public input? Well, we do have a webpage that is out and people can get on and view. But the public meeting was the first public input that we had. We started this project back in earnest about last May 1st. By the time we got our alternatives together and worked with our project team, the District 7 office, we had to get something on paper to show the community. So the public input we got was the one public meeting we had out in Leastown. And do you expect to have any more public sharing information meetings? I think as the project goes on, as it unfolds, like say, we'll keep regular updates on the website. And then also, as the project impacts different communities, we may go back out to them and have specific public involvements with those neighborhood associations. Yeah, that's what I was going to say, maybe at neighborhood meetings and the like. What is your timeline? What do you expect construction to begin? How long will traffic be impacted on Lee's Town at that intersection, and when can we see completion? Well, the actual widening of New Circle Road should begin sometime early in 2014. And then the least town road double diamond should construction on that could begin as early as late 2014. And we look at the widening of New Circle Road would take probably two years to complete. Can you tell viewers exactly where that will begin and end, the widening as well? Yeah, the widening of New Circle begins just to the east of the Bercels Road interchange. It will tie into the Bercels Road interchange. and it'll be widened to six lanes all the way around to where it's currently widened near the Georgetown Road interchange. That's great. Leashtown Road goes from there in front of the town center and goes out the Greendown Road and it ties into the Leashtown Road widening project. And so the double diamond will go through the bridge, I mean, or the overpass, under the overpass similar to the Harrisburg Road diamond. That's right. It'll be very similar. Just some of the details will be different. But it would be very similar to the Harrisburg Road double diamond that's in place today. Okay. Great. And that wraps it up for us today. One, two, three. I'm Gary Means with the Lexington Parking Authority. My name is Gary Means. I'm the Executive Director with the Lexington and Fayette County Parking Authority. The renovation of the annex garage is a total of an eight-month project. The first three months, we were able to keep about 50% of the garage open, but we've had to close it now. and the last five months it will be closed completely to assist the contractors in being able to get all of the renovation work done in a safe manner where we don't have other vehicles in the area where they're jackhammering and creating dust or debris. Again, this project is about a $3.1 million project, and most of the work is replacement of bad concrete and steel that's rusted. steel that's normally embedded in the concrete has become rusted over the years and it causes concrete to pop loose which also causes the deck to be a little bit unstable and so we will make it safe and sound. We have a map on our website and we're also communicating through other media but the alternative parking locations during this closure are the courthouse garage where you enter in on Barr Street and the Transit Center garage where we're standing right now on the rooftop, you can enter the Transit Center garage off of High Street or Vine Street. And those locations will accept the validations from any of the LFUCG departments that you may visit, including the police department. And then the county clerk's office is also continuing to validate as they did in the past when you would have parked in the annex garage. They'll be validating if you end up in the Transit Center garage or the courthouse garage. And keep in mind, the library garage is nearby, but they do not accept the validations from the County Clerk's Office or LFUCG departments. At this point, we're anticipating the garage to reopen in late spring. This project should go through some point in April, and maybe hopefully thereafter we're opening back up. And with this, we hope to do a grand opening where there will be new lighting. Obviously the concrete will all be fresh, new and safe, and new garage equipment for the entry and exit system as well. We appreciate everyone's patience during this project, and again, we've worked out ways to accommodate parking. We don't want people to feel like they need to avoid downtown because of this during these five months. There is plenty of parking available and we've worked out arrangements at the Transit Center garage and the Courthouse garage as well. I guess what we're excited about even though it's a bit of an interruption to folks is that it's going to be safe and clean and well lit and a great garage to park in once we reopen in the late spring. In the area of the annex garage there's not a lot of retail. There is some retail in that area, but a lot of our retail are more down towards the Lexington Convention Center, the Civic Center shops, and the Victorian Square shops. And so parking in that area is not going to be affected by this closure. Like always, we welcome everybody to come down and visit our downtown retail shops during the holidays. information during this renovation or about the renovation or about where to park as an alternative, you can visit the LexPark.org website. Devin, we are celebrating 33 years in business this year in the spring, and we're in the business of cheering up women. We have been blessed with, we can dress you, your mother, and your grandmother. so we're we can get you ready for derby weddings prom just a casual dinner out we have several trunk shows scheduled we have hat designers that will be coming in in about oh really a few weeks that will be doing custom hats to match your dress we have bridesmaids dresses downstairs and And, Devin, an area of the business that is growing beautifully is Mother of the Bridegroom. Mother of the Bridegroom is so, they're younger and peppier, so they don't really want to look like the grandmother, even though we dress lots of sassy little grandmothers. But that is something that we really take a lot of pride in and enjoy being part of those special days. It's almost as though there's always a special event going on here in the community. There's a fundraiser. There's Art in Bloom coming up. There's the Heart Ball. And we keep track of where dresses are going in terms of we don't want you to show up with the same dress on. So we really honor that feature that we're able to do and have a great selection, as always. You can just look around. There's no lack of beautiful dresses here. Notice a ton of gorgeous accessories and purses and dresses for all sorts of occasions. So where are you located downtown? We are on the corner of Upper and Maxwell. It is a destination, and it's definitely worth it. We are Bella Rose, big city fashion and small town charm. It's come on in, kick your shoes off, and stay a while. The right dress is here for you, whatever your event might be. We are open 10 to 6, Monday, Tuesday, Wednesday, and Friday. Thursday is our late day. So what do you like about being located downtown? Well, there's so much opportunity down here. I mean, just when I came to this corner 33 years ago, it was very different. With all the condominiums and all the downtown life, just the whole pulse of downtown is so energetic. I mean, I love Farmer's Market. I love seeing the families walk, parking and walking on the weekends. You know, all of the camaraderie with our sports, with the basketball. You know, it's just, we always enjoy that and always get new people in that have never, that have been by and never made it into the shop. And just the convenience of being downtown. I mean, it's beautiful. The tree-lined streets and just, it's just magical. The historical neighborhood is one of the most beautiful and sought after in the community. Absolutely. Being close to the universities and, again, in two seconds, being downtown. We have a Shoshana trunk show coming up, which I think this will be the fourth or possibly fifth year in a row that we have a great successful outcome from that. That gets us rolling into Derby, Easter. You can get your Easter dress from Shoshana. We have shipments of Millie coming in. We have, of course, Keeneland, graduation, prom, and then those famous two seconds, two minutes of the Kentucky Derby, which we are very well represented at the Derby with the custom hats and one-of-a-kind outfits. So we're just very excited to be celebrating 33 years in business and just feel so blessed that we have the privilege of dressing so many women. And we're just grateful for this community and surrounding communities that we have, the repeat clientele that we do. And the age range, that's quite special. Absolutely. I'm Nikki Heichelbeck. I'm the director of media services for the Lexington Convention and Visitors Bureau. I'm out. Visit Lex has a couple different purposes. All of them are to bring people into town, into Lexington, whether it's a convention or a meeting or maybe a family reunion, military reunions. We have a whole staff of salespeople that are out there looking for meetings and conventions to bring into Lexington. and then we have the visitor side where we're looking to bring leisure tourists into town. So the overall goal is always put people in those hotel rooms overnight and drive tourism in Lexington. We were down at the corner of Rose and Vine for about 17 years, and that was a great location for us. But we have a new president now, Mr. Jim Browder, and he wanted us to be closer to kind of the hub of downtown where the hotels are, the convention center, that sort of thing. thought we'd see more foot traffic right here in Victorian Square, and so far that has proved to be true. We worked with Solid Light, who's over in Louisville, to help design this space. They've done some other very prominent locations around the state, some of the bourbon distilleries, Heaven Hill and Maker's Mark they were also involved with. So we had a great team of designers over there that helped us put together a center that really showcases the horses, the history, the bourbon, and a new section that we have called Explore My Lex, which is everything from restaurants to festivals and events, different things that happen throughout the year that are of interest to both locals and people who are visiting us. Well, certainly we always welcome people here at the Visitor Center, so just come on down and see us. We're open Monday through Friday from 8.30 to 5, and also on Saturday from 10 to 5, and then during the summer months also on Sundays. You can also go online 24 hours a day. We have a very robust website at www.visitlex.com. We've got a lot of great interactive displays here at the Visitor Center. Several touchscreens that showcase different areas of interest. This one obviously is for bourbon. You can learn all sorts of things about bourbon, see some videos of the local distilleries, that sort of thing. You can even come over here, and if you'd like to smell what one of the bourbons smells like, that's a really fun thing for folks to do and a great interactive tool for us. Behind you here, we have a replica of a working still, which I think is a lot of fun. Bourbon, of course, is a big driver for tourism here in the central part of Kentucky. So we definitely wanted to get that information out there for people. This screen over here is all about the history in central Kentucky. So when you click on that, it will take you to, again, a library of films that we put together on different areas around town. We have all sorts of information for folks to pick up and take with them. Any kind of attraction that they'd like to go to, we can help them with that. We also are selling some merchandise here now in our new location. We're very proud to have a Lexington KYT shirt now. We also have blue ones for the kids, and those, I think, have been quite popular. Now, something that everybody wants to do when they're visiting a new destination, I think, is eat food that's local to the area. So, you know, not everybody wants to eat at a chain restaurant when they're on the road. So what we have over here is Beyond Grits. This is one of our very new guides that we have. It's a nice little booklet that gives profiles of some of our chefs here in Lexington and the central Kentucky area. And then all sorts of information on winery tours and that sort of thing. Along with the brand new Brewgrass Trail, which is a collection of local brewers that are setting up shop here in Lexington and the surrounding areas. Thank you.
