This is for property located at the back of the Patch and Wilkes development off of Winchester Road, Hamburg, Sir Barton in this area, Crawford Middle School in the interstate back here, Patch and Wilkes Boulevard. here. The continuation of Charleston Drive would be this portion of the property located in the back again next to the middle school. The plan is for 143 single family residential homes. Again, the continuation of Charleston Drive. This plan had an alley system as part of its previous approval to serve these lots through the rear of the property. The plan did have a waiver associated with it for the areas in red where there are nonstandard turning radiuses for the smaller vehicles, the cars, in that alley system. And Mr. Martin will go over that previously approved waiver with you in just a moment. This plan was originally approved subject to the 14 conditions as noted on your agenda. with the submission for re-approval. The staff has revised conditions number 3 and 5 to refer to our new sign-offs for street trees. But if you have any questions on the plan, I'd be happy to try to answer them. The waiver that is associated with this plan that was, of course, previously approved with the approval of this plan addresses the right-of-way widths on the streets and the turning radiuses. This was a request that was consistent with previous waivers that had been granted on the unit, first unit in this area, Patch and Wilkes unit. This is one of our first and largest neo-traditionalist developments. And to be consistent with those previous waivers and with that vision, they reduced the right-of-ways, and it created sharper radii for turning radiuses. They did request 35 feet. Staff recommended 40. That's what was approved on the previous waiver, as well as a reduction in the right-of-way on these streets. One of the little interesting aspects of this development was it led to the use and creation of a passageway easement that you may recall we occasionally recommend on a plan. That maintains the government's primacy in the easement where utilities and also government facilities may go. Again, it was recommended for approval to this body and was approved previously, and staff is recommending re-approval of the waiver. Thank you, Mr. Martin. Any questions for Mr. Martin? I'm sure this body remembers this plan very well. This is Polo Club Boulevard at the intersection of Passageway Mound. This is our elementary school site that was recently approved for. There's a little residential family lot that was approved on this plat. And here, and the purpose for the continued discussion, is the Greenway lot in this location, which also happens to be a stormwater management facility. You may recall there was a discussion about how that was going to be changed from a permanent pool to a dry detention basin when this plan was approved. There was some discussion between the applicant and some various divisions about the appropriate dedication of the Greenway lot. Subsequently, staff and the applicant have reached an accord on this statement that you have before you on the pink sheet. Therefore, this does govern the dedication of that facility. And so staff is now recommending approval of the plan as we did before, subject to the original conditions. And I would point out that Condition 6, Green, the, pardon me, Condition 8, to note timing of the Greenway dedication, will cover the condition that we, in addition, agreed to this note as a part of that. This is the Blackford property, phase 4. This is a property located at 6600 Manowar Boulevard and 3210 Blackford Parkway. This property is part of the much larger overall Blackford development. It comes in off of Manowar Boulevard, comes up and around, and will hook back in to Polo Club Boulevard. We recently, in 2011, had an amended preliminary development plan, a final development plan that covered all of this portion, all the way out to Walnut Grove, and amended the development and the single-family lots for that portion. This is the first time we've had a final development plan for this portion south of Blackford Parkway adjacent to the Clark property development. They are proposing a connection off of Blackford Parkway, 99 townhouse units roughly 180 parking spaces all of the units on this proposed development do have garages so that's included in their parking space totals the subdivision committee had recommended approval of this item subject to the conditions as noted on your agenda the applicant did submit a revised development plan to us this week and addressed a few conditions That's why you have a revised handout in front of you. One of them was to document their compliance with the overall Blackford property density, in particular since this portion is in the EAR2 zone, to document their compliance with the overall EAR2 zone density, which allows up to between three and six units an acre. They are adding a total of 99 units to the previously approved 626 units for the rest of the EAR2 of the Blackford property. They do have a new density of 4.14 units per acre. That's well below the six units an acre that is allowed under the AR2 zone. With the revised conditions in front of you, the staff is recommending approval. Subject to 12 conditions, there was one remaining item to be resolved related to an internal pedestrian connection to the greenway. The applicant did provide the internal sidewalks to get to Blackford Parkway from inside the development. The greenway system runs through here. There was a proposed connection between residential lots on the Clark property in this area. In conversations with our green space planner, there is intended to be some sort of connection this direction on the development in order to connect to that connection on the Clark property in this area. This is something to be expected that will resolve through the sign-off process on this plan. If you have any questions on the plan, I'd be happy to try to answer them. Any questions for Mr. Taylor? Mr. Martin has the . If you could, once again, Ms. Beatty, Dr. Beatty? Chris, did you say the connectivity, the question from the green space planner had to do with pedestrian connectivity from the Blackford property to? From this portion where the access easements to the townhouses stop, currently, as per shown on this plan, you'd have to come out all the way to Blackford Parkway to access the greenway and come back up. There is a pedestrian connection that was proposed on the Clark property that takes you there. Our green space planner was looking for some sort of connection to take you from this end the development to that connection along the continuing greenway trail and and that will be resolved is that is to be resolved via their sign off that's correct okay any other questions for mr taylor uh you mr taylor you did say clarified for me the density you said is that with this it will be at 4.14 units an acre the maximum would be 5.99 units an acre that maximum density, the maximum number of units that could be allowed in the AAR2 portion would be 1,049 maximum units on the entirety of the Blackford property in the AAR2 zone. This revision, and part of the reason we do the conditions to document that compliance is to make sure that this addition for the overall still complies. Okay. Thank you. Mr. Martin, I won't forget you this time, or I won't speed past you. Mr. Chairman, the EAMP report for this property has been distributed to the Planning Commission. As the first element is the future land use element of the EAMP, Mr. Taylor addressed the density, and as he stated, the overall density residential for this area is 4.14. That is consistent with the recommended future land use for the Blackford development. In addition, the community design element is a portion of your AMP, is being met in the staff's review by the creation of a very distinct neighborhood. You can see, again, as Mr. Taylor had explained, this area is defined very strongly by the existing greenways. In addition, by utilizing townhouses to develop this area, that also meets the land use element that encourages a diversity of housing types and, again, helps create a unique development in a neighborhood as the AMP requires. In addition, those connections are also considered important. And although only one vehicular connection is here, they are adding a pedestrian connection, which will go out to the rest of the pedestrian network that exists in the development. And the greenways, again, being a very important component of the AMP, serve not only to help define neighborhoods, but to connect them. And so pedestrian access to future trails and similar features in the greenways are very important to help establish the neighborhood character in the Blackford development. in conformance with the AMP. The infrastructure element of the AMP involves the streets. In this case, Blackford Parkway is the primary infrastructure element in the street system. It has been constructed for the most part throughout the development, and this development does have access to Blackford Parkway. There is a regional stormwater basin that has been constructed. It's downstream towards Man of War. That will serve. Additional one will be constructed as well as this development proceeds, but there are no facilities called for on this particular property. The sewer situation, the trunk lines have been constructed in Blackford to serve the development. So all the major components of the infrastructure as called for under the A&P are present to serve this development. So, again, staff finds that this plan is in compliance with the infrastructure element as well. And as you can see, we have stated that in our conclusion in your report, that we do find this plan in compliance with those required elements of the AMP. It is Plan 2013-34P, South End Park, Section 1, Unit 1. This is a preliminary subdivision plan. It is associated with the South End Park area of the Newtown Pike Extension Project. This is an area where the Community Housing Trust is going to develop homes that they're going to maintain control of the land in order to promote affordable housing as an aspect of the redevelopment of this entire area. This specific part of the plan is located close to the High Street intersection with Derrudi, or Derroti, depending on your preference. They are proposing to lot 29 lots. They're going to be single-family homes, some attached homes, and I believe a couple of multifamily structures as well, so there will be some diverse housing in this area. What you see here will be the relocation of Deruti. This is where the Nathaniel Mission is currently located, and I believe they're still working with that group in order to continue the road relocation and development in this area. Right here you have the noise wall that I'm sure you've probably seen that's been built to protect the neighborhood from the railroad. that is in this location. It is actually a very straightforward subdivision plan in that regard, as you can see, for these 29 lots, 22 lots, pardon me. The waiver that you have before you today concerns this hammerhead, this particular cul-de-sac. This is not a standard cul-de-sac. We have a detail that's been handed out to you, and there it is on the overhead, too. So the waiver report that you have explains the modified hammerhead that you see before you. Your subdivision regulations do have modified cul-de-sac designs already that can be utilized when necessary. In this particular instance, due to the site constraints, the railroad, the wall, the need to try to get as uniform lighting as they could, they are proposing a slightly modified hammerhead that you can see. Instead of a straight-across, 90-degree squared-off hammerhead, you can see the slight curve that they are proposing. This will help them manage the property as well, according to their desire to regulate parking and to keep a nice open vista in the front yards in this neighborhood. Again, they are building a cul-de-sac. They're not asking not to terminate the street or build one. So access to these lots will be adequate, public safety will be met, as well as the ability for our solid waste vehicles to provide pickup to the residents in this area. Staff is recommending approval of the plan, as did your subdivision committee, subject to the conditions that you see. There are seven standard sign-off conditions, one cleanup condition, and then, of course, the provision that you grant this waiver. Staff is recommending approval of the waiver as well, subject to the primary provision that this facilitates infill and redevelopment. And, of course, this is a publicly funded project. It's been underway for many years with many goals to redevelop this area. And staff does think it's a very applicable waiver to further the goals of this project. As a young kid, Lexington Parks and Rec always had a place for us to do something. It helped me in a healthy way to compete, but also learn how to be humble in victory and to have some dignity when we lost. Learning to do that allowed me to get to the point where I matured not only as an individual, but also as an athlete. I am a product of Lexington Parks and Recreation. I'm Gary Means with the Lexington Parking Authority. My name is Gary Means. I'm the Executive Director with the Lexington & Fayette County Parking Authority. The renovation of the annexed garage is a total of an eight-month project. first three months we were able to keep about fifty percent of the garage open, but we've had to close it now and the last five months it will be closed completely to assist the contractors in being able to get all of the renovation work done in a safe manner where we don't have other vehicles in the area where they're jackhammering and creating dust or debris. Again, this project is about a $3.1 million project and most of the work is replacement of bad concrete and steel that's rusted. Steel that's normally embedded in the concrete has become rusted over the years and it causes concrete to pop loose which also causes the deck to be a little bit unstable and so we will make it safe and sound. We have a map on our website and we're also communicating through other media but the alternative parking locations during this closure are the courthouse garage where you enter in on Barr Street and the Transit Center garage where we're standing right now on the rooftop, you can enter the Transit Center garage off of High Street or Vine Street. And those locations will accept the validations from any of the LFUCG departments that you may visit, including the police department. And then the county clerk's office is also continuing to validate as they did in the past when you would have parked in the annex garage. They'll be validating if you end up in the Transit Center garage or the Courthouse garage. And keep in mind, the library garage is nearby, but they do not accept the validations from the County Clerk's Office or LFUCG departments. At this point, we're anticipating the garage to reopen in late spring. This project should go through some point in April and maybe hopefully thereafter we're opening back up. And with this, we hope to do a grand opening where there will be new lighting. Obviously the concrete will all be fresh, new and safe, and new garage equipment for the entry and exit system as well. We appreciate everyone's patience during this project, and again, we've worked out ways to accommodate parking. We don't want people to feel like they need to avoid downtown because of this during these five months. There is plenty of parking available and we've worked out arrangements at the Transit Center garage and the courthouse garage as well. I guess what we're excited about even though it's a bit of an interruption to folks is that it's going to be safe and clean and well lit and a great garage to park in once we reopen in the late spring. In the area of the annex garage there's not a lot of retail. There is some retail in that area, but a lot of our retail are more down towards the Lexington Convention Center, the Civic Center shops, and the Victorian Square shops. And so parking in that area is not going to be affected by this closure. Like always, we welcome everybody to come down and visit our downtown retail shops during the holidays. The Lexington Art League and Parks and Recreation have had a long established relationship. We do offer the Woodland Art Fair in partnership with Parks and Recreation each year. They provide unbelievable support for that event. We are very fortunate to have a very thriving and vibrant community that really has grown through the arts in many different ways. Parks and Recreation is a great supporter of the arts in our community. Dual polarization technology is a major upgrade to the current radar system. It allows forecasters a better idea of what's actually out there and can help keep you safe. Current radar technology transmits and receives information in the horizontal direction, which is very limited. Dual polarization technology, in addition to the horizontal, transmits and receives vertical energy, which allows forecasters to get information about the size, shape, and phase of the precipitation. We can use that information to better determine the precipitation type to expect at your given location. There you have it. This new technology is currently being installed in radars across the country and is already being used by National Weather Service forecasters to produce better, more accurate forecasts. Advances in forecasting allow the NOAA National Weather Service to predict severe weather before there's even a cloud in the sky. Severe thunderstorm and tornado watches give you advance notice that conditions are favorable for dangerous weather. When your area is in a watch, be sure to stay alert for changing weather. Remember, a watch is not a warning. A warning is only issued when severe weather is about to strike. The NOAA Storm Prediction Center in Norman, Oklahoma, monitors weather conditions across the United States. They issue daily forecasts showing areas of the country that are likely to experience severe weather. In the hours before storms form, the Storm Prediction Center discusses the weather with National Weather Service Forecast Offices within the areas at risk. The Storm Prediction Center then issues a watch to notify people in those areas to stay alert for severe weather. A watch also includes information about what type of weather you might see and the chances of it actually occurring. The risk level can range from a few storms with hail and high winds to a particularly dangerous situation when deadly tornadoes could occur. The most important thing you can do when a watch is issued is to stay alert for developing storms and understand your risk. Be sure to tune in to your local news for updated weather information. You can also get instant weather alerts from NOAA Weather Radio. Watches also provide an opportunity to review your family emergency plan as well as check your disaster supplies kit. When the risk increases and severe weather moves in, you'll be ready if a warning is issued.
