Council Member Ford. Thank you, Mayor. I'll be brief for my report. The Social Services and Community Development Committee met on September 24th. We convened at 1 p.m. The approval of August 27th was approved. Motion by Council Member Ellinger, second by Council Member Beard. First presentation was by Irene Gooding, Director of the Division of Grants and Special Programs, who provided us an update, particularly on our HUD-funded programs. Secondly, Isabel Taylor from the Office of Multicultural Affairs provided an update in regards to the changing demographics of our community. Very interesting. The last item was workforce investment and development, for which I brought forth a motion, which was seconded by Council Member Lawless to investigate Lexington Fayette County breaking away from the Bluegrass Workforce Investment Board to create a workforce investment board specifically for Fayette County. There was much discussion, at the end of which I redrew my motion, and I agreed to bring more data to the very next committee meeting. Council Member Myers suggested that we invite members from the Bluegrass Whip back to that meeting, and we very well may do so. There were no further motions. And next on the agenda is a report. by the Chair of General Government, Council Member Kaye. Thank you, Mayor. This is a report from the October 1 meeting of the General Government Committee. The first item on the agenda was approval of summary. That was approved without dissent. The second item was a discussion of an issue that is familiarly known as domestic partner benefits, but for legal and other reasons should more precisely be called qualified adult benefits, and I think we'll try and use that language going forward. Vice Mayor Gorton introduced that item. There was a fairly lengthy discussion of many of the details included in the proposal. There was then a motion by the Vice Mayor to bring back to the November general government meeting a draft ordinance with a fair amount of detail, some discussion of that proposal. So I moved to amend the proposal to delete some of the details, and then I withdrew that motion to amend, and the original motion passed without dissent. The third item concerned building security, and Jamshid Baradaran, Director of Facilities and Fleet, made a presentation on the current security services, past initiatives, initiatives currently under review, and future plans. Again, there was a fairly extensive discussion of the issues related to security, but no motions to report. The fourth item dealt with items in committee, and Council Member Myers requested that the Bluegrass ad, which is still putting information together, remain on our list. The procedure for underwriting or sponsoring one of our facilities will be on the November agenda. Vice Mayor Gorton asked that the discussion of human resources, proposal for changing the Department of Law to the Office of the CAO, stay on the agenda. Council Member Clark asked that they broaden the scope to consider making human resources a separate division. There was a general agreement about that. Qualified adult benefits will stay on. They will be back on the November agenda. Building security will be on the November agenda. Grant review process will stay on the list for a future date. And next on the agenda is a special budget and finance committee summary by Council Member Ellinger. Thank you, Mayor. The budget and fines committee special meeting met on October 1st. It's in your packet on page 32 through 43 in the packet. There were three items. The first item, we approved the August 27th committee summary. The next one was the monthly financial report. Mr. Romero said the unemployment rates are down. Fayette County is at 6.1 compared to 6.4 in July. He said all four major revenue streams are below the monthly budget. It's a timing difference in the franchise fee employee withholdings are down and their profits are down. The budget director said that there's a favorable variance in the other license permits category services. We're also up due to the bed fees at the detention center. The other income category is also up, and total revenue is down 1.1 for the year. She also said the cash flow variance expenses are down in the personnel and operating categories, and the expenses are down 1.4 from the budget. The change in net position is $400,000 for the first two months of the fiscal year. The third item is a fund balance discussion, which we've been discussing now for the last couple weeks. Mr. Mayor began his presentation with a preliminary fund balance for fiscal year 13. He said in the first step is reporting they can concur or amend approach. They also proceed to complete the comprehensive financial report, the CAFRA. The second step is speaking authorization. The FY13 revenues exceed expenses by $10.5 million, and this was because of multiple factors. The revenue exceeded the budget, personnel less than the budget, operating less than the budget, and use of fund balance. Mr. O'Meara said that total fund balance in fiscal year 13 is $54,534,500 less, $1.1543 of non-fund 101 reserved, and $1.4 that is unspendable. Mr. O'Meara mentioned that ordinance-driven requirements that are recommended, the economic contingency of $18,829,100, the additional per council recalculation of 2002 of $1.372,600, additional 2003 calculation of $1.379,500, the 27th payroll of $5,458,300, the energy improvement of $459,200. He also spoke about the assignments for contingencies, the litigation reserve 5.5 million, the health insurance of 2 million, and the pension contribution of 2 million. There was a motion by Council Member Farmer to allocate the items on pages 22 and 23 that would, in essence, drop the balance to 14.976,300 by putting money aside for the economic contingency, the 27th payroll, energy improvement, litigation, pension, and health reserves of different forms. And this was seconded by Vice Mayor Gorton. And there was a friendly amendment by Council Member Sennett to add the non-recurring uses of $12.5 million and the unfunded balance of $2.467,300. And this motion passed without dissent. There was another motion by a council member sent it to use Jonathan Hollinger's list and came back after they narrowed down because some of the items that were removed and then go back to rank them. And then we went through that process of ranking them, and this was a motion, and this passed without dissent. We've gone through that process. We ranked them. We have since gone through, and we are going through the fund balance. And one issue that we've talked about in the budget and finance, Vice Mayor, we do not have a full agenda. So there would be, if we wanted to, and I think Council Member Ford also talked about social services, that we could work on the fund balance next Tuesday between those meetings. We had a zone change, I guess it was two weeks ago, in Councilmember Clark's district, and there were times that there were questions that we needed to have answered, either from traffic engineering or water quality, sanitary sewer capacity, that type of thing. In the future, if we wanted to request, say there's a zone change in one of our districts, could we as council members, do we need to do this by resolution, or could we just ask your office that we could have someone there? because I think that would have been beneficial at that council meeting had we had someone from traffic engineering because there were several questions about a collector's street. There was questions about sewer capacity. What do you suggest for that? You don't need to pass the resolution. You just request it, and we'll be certainly glad to accommodate. I think we've had a couple instances in which we realized that we should have more staff here at various times, and we have talked about that, and we'll get that done. Okay. That's certainly a reasonable request and one that we should do. Okay. Thank you very much. And, Mayor, I have a couple of other things as well. I just want to make sure that all the council members have received in your boxes an invitation to come to the domestic violence shelter, which is now going to be called Greenhouse 17 on Friday, this Friday, which is the 17th, I believe, from 1030 to 12. We're going to roll out our new logo and talk about what we have planned for as far as the use of the farm. and I think it would be beneficial for you to see what actually goes on there at the shelter besides taking care of women who have been victims of the shelter. So, again, I'd like to invite you in. The address is 4400 Briar Hill Road. Go out Winchester Road and basically hang a left, and that is this Friday from 1030 to 12. And also, Chris, I believe you have a picture here, and I just wanted to show you three brave young women who were on a call on September 5th at 6.30 in the morning. Captain Maria Roberts, Firefighter Amanda Arbergast, and Firefighter Sarah McGill made Lexington Fire Department history. They responded on Engine 1 from the East 3rd Street station to report of a brush fire on North Martin Luther King. They extinguished the fire, and what makes this unique is this is the first known incident of an all-female crew on a Lexington fire truck on response, and hands off to them, because I know how difficult it was when we were out there that day putting on these heavy uniforms and trudging up ladders and cutting up cars and all the things that the firefighters routinely normally do. And it's difficult, especially if you're not 200 pounds and pretty well fit. But my hat's off to these young ladies, and I think it is a magic moment and a moment in history. Thank you. I believe that on Tuesday, a previous business engagement may keep me from the opportunity to be with you all as you spend the rest of the dollars. leading up to that I was just going to either Vice Mayor I'll either make a motion or make a comment that there are three items that are on the first page of our rankings that have my name beside them number 32, 33 and 34 and given the rate at which we're spending and the areas in which we're spending I would just move at this time to remove those from the list I will not be here to advocate for them I would remove all three of them the curb, gutter and sidewalk match grant the parks infrastructure and the public art match grant. I think that if you all wish to take them up in my absence, I appreciate that, but I will not be here to advocate for them specifically. So I'll let you all deal with them knowing that I won't be here. Second to that, two more items below that is an item that Council Member Myers added in there, which is for the Eidlour ball fields, which in my mind is really the only thing on here I was going to personally kind of go to bat for. When we, as a council, made a decision to use land that we owned versus buying land, it saved us over a million and a half, but short of $2 million. And to me, one of the things that I think we would like to signal, or I would like for us to signal back to the neighborhood and to the people who currently use the park, is our interest in not just maintaining it but making it better because we're taking several acres out of it to add the Senior Citizen Center into it. I'm already appreciative of the fact that Madam CAO has added a $300,000 budget amendment. I think that this other $130,000 would fulfill all the opportune needs to make Idle Hour Park better than it is now, better for the addition of the Senior Citizen Center. And again, in my absence, I would ask for you all to look, if the dollars hold out with favor upon number 36. And then lastly, one of the great discussions we've had is just about the style and the amount of which we are currently saving money. And I think there's a discussion out there that can still be had, and I would like to have it in the Budget and Finance Committee, about the possible codification of a so-called rainy day reserve. because I think it's hard to try to ascribe money to a fund that doesn't exist, that does not have any definition about it, but for which we may have a true need at some certain time in the future. So at this point, I'd like to make a motion to add the issue of a so-called rainy day reserve to the Budget Finance Committee group of actions or to their committee for discussion and possible action.
