But when you read the packet, it didn't really explain a lot about it. And it's going to be kind of, I think, a new exciting opportunity for the city. And I see Clint McKinley here, who is somebody I went to law school with, known for a long time, who actually contacted me about this opportunity. And I would just like to, for you all, just kind of give a little update to the council of what actually this is going to entail. Because it's something that's never happened before here, so it'll be different. That's correct. The Division of Parks and Recreation, the golf section, is excited to partner with Eagle Watch Golf. Steve and Clint are here, and they can explain more detail if you'd like. But it's a promotional opportunity where these guys have actually patented a system where they are going to put in remote cameras on all our par-3 holes at four of our courses, not Meadowbrook. And then the participants, the golfers that hit the ball closest to the hole, will then be able to wave to the camera and send a text, if I'm correct, and then they will be entered to win a prize. And if they hit a hole-in-one, they'll be entered to win an even bigger prize. And we've talked about the possibility of even winning a car if you hit a hole-in-one. So we're really excited about it. We hope it'll drive rounds, bring people out to the courses, and it's something new. And we appreciate your support, Councilman Ellinger. I just wanted to kind of let the council, because it didn't really explain that when you get in here in detail about what's going on here. And I think, Mr. McKinley, I think you brought some information, too, if you want to give a little detail on it. Thanks, Brian. Brian did a great job explaining it. I'm just going to clarify a couple of little things. So the way it works is if you hit a hole in one, you automatically win a prize. So there's a hole in one sponsor. There's a sponsor for a one-foot shot and a sponsor for a two-foot shot within the hole. So if I hit a hole-in-one, the camera records it, I go to the site on my mobile phone and hit Claim the Prize, enter my information, and then we redeem the prize within 24 hours. And the prize is tied to whoever advertises or sponsors that hole-in-one shot on that particular Part 3. And the same thing is true if you hit it within one foot of the hole or if you hit it within two foot of the hole. Same type thing. the prizes for a one foot are obviously much greater than a prize if you hit it within two foot of the hole. And the value of the prizes, depending on the difficulty of the hole, is anywhere between $50 and $7,500. The goal for the partner courses is to, it's twofold, it's to drive more rounds of golf to the course so that if I'm in Lexington or I'm coming to Lexington and I want to play golf and I want to find an Eagle Watch course, I just pull up the course locator on my cell phone and it'll tell me the closest Eagle Watch golf partner course. And that's true whether you go to our courses in Hilton Head or Pinehurst or Ocala or all the places we have courses right now. So the golfer is really drawn into it. And the other aspect is the social media aspect of it. So when a golfer gets involved with Eagle Watch Golf, there's a lot of ways they can connect with other golfers. They can view videos of other golfers winning shots, things like that nature. So there's a lot of reasons for them to go to the website and give more visibility to our partner courses, whether the ones in Lexington or South Carolina or Pennsylvania or North Carolina. And right now we have contracts that will account for about 700,000 rounds of golf around the southeast. And we just started last August, so we're really getting up and going. It's really catching on. We're going to be on Fox Business News in a couple of weeks down in South Carolina. So it's a really unique idea. It's patented. I'm from Lexington, so I played the city course as I grew up here. I think it's a great opportunity. We're headquartered out of Lexington. And so, you know, this is one partner I really want to have for obvious reasons. Thank you, Clint. C, authorization to execute amendment to the agreement with the Transformation Cabinet. I think you were talking to Commissioner Dr. Paulson, so he looks prepared. I didn't ask him about this. We were complaining to each other about something else. Different issue. So this just brings other money to bear or pays us back for something that we'd already laid out? Yes. Thank you. So we were covering it through MAP. At the same time, we asked the state for some more money, and they have given us $555,000 to go towards that. So that's it in a nutshell. Thank you, sir. Is there some way we can get some kind of cash flow statement of how these ins and outs work and what goes where and when and why? Well, and what is actually needed to do the project in relationship to the project itself? Is it $2 million? Is it $1.7 million? Right. And I think we've discussed this before, and there is the construction cost versus the total cost, including design, right-of-way, and some of the other issues. And a breakout of that, too. I understand about it getting married together at one point. but some of my constipations are interesting. We generally won't know it until the very end when all the change orders and everything are complete, but we can get that after. We can also give it to you as we're going through the process at any time. Well, this is a big one here. I mean, you were talking about a good chunk of money. Right, and if you'd like, we can get you the latest in terms of the cost and a breakdown in terms of those different sections designed right away. Very good. Construction phases. Thank you. Yes, sir. Who's going to be responsible for getting the people to donate the money for the prizes? We're back to the – okay. Yeah, so we're responsible for that 100 percent. And they're not actually donating money, so the advertisers will pay us to be advertising on the hole, on the tee box. And part of our contract with them is that they will provide a particular prize based on the difficulty of the hole. So every golf hole has a handicap. And if it's one handicap, it's the hardest, and the hole-in-one sponsor would be responsible for a $7,500 prize. Okay. So we contract with them, so we will guarantee they will provide those. Just on GNH, we have diving equipment, I guess the specialized boats. What do we currently have and how are these going to supplement? What's the difference between what we have and these that we're buying? I think this is updated equipment. About three years ago, we were given a grant to create a rescue dive team with the fire department. And they've got about 25 or 30 members. And as people retire off or come on, they have to get new equipment, and it'll be a new boat to go along with that. We've had several instances of some recoveries in the past couple of years of things. So it's a pretty active program. They've been asked to assist Kentucky State Police on occasion in looking for some items. How many times would you say that we use the rescue boat in a year, approximately? Next on the agenda is a summary of the Economic Development Committee of the Whole meeting on February 4th by Council Member Beard. Council Member Beard. Thank you, Mayor. Happily, this is going to be a little shorter than the last time I went through four pages. The Economic Development Committee of the Whole met on... February 4th. We initiated a discussion of food truck review. we had a couple of council members who were ill or couldn't make it who had been involved in this and so I suggested that we defer this to a separate meeting which we had today and that was to extend the the food truck issue for up until the end of 2014 a gentleman by the name of Andrew Southers did discuss on the basis of coming down here he wanted his opportunity to be at the mic and so we gave it to him and he was discussing food trucks in general and his involvement he's a food truck vendor himself anyway the motion was made by council members crutchfield and seconded by council member clark to extend the food truck ordinance for one year that was withdrawn and as I say deferred to deferred to today The next issue of discussion actually was the jobs program review. And Wes Holbrook and Kevin Atkins gave the presentation to discuss the purpose of the program, the investment board, policies, and governance, including minimum criteria, taxpayer protection, the application, evaluation process, and compliance. council member henson asked about the median salary requirements she stated that a firm bringing low-wage jobs to the county could not be eligible for assistance she had this criterion be examined that lower wage if as lower wage jobs are useful council member Massadi commented on the clawback provisions that is the jobs review in general and how that works and that was discussed and I assume she was satisfied at that point I haven't heard anymore councilmember Kay discussed difference between the average and median indices and we had a little brief discussion about that which really doesn't have much to do with the end results and in response to from councilmember Kaye Holbrook said the average wages meant to mean mean the median wages council members Crutchfield discussed the need for a transparent process she also discussed outreach to date to potential businesses and response Holbrook stated they received a few inquiries but hasn't started the outreach program because the guidelines have not been approved Atkins stated they have been contacted a few recruiting firms to discuss the program Myers comes council over Myers discussed the average and median wage issue and provide an example for the jobs created council member Clark stated we might want to use industry standards rather than median wages motion was made by Clark second by Elner to approve the jobs program guidelines a motion failed by three to five vote Clark beard and K yes Ellinger Ford Lane size crutchfield extended Myers and Henson no a motion was made now we're rolling back for some whatever reason uh the uh the motion that was made today in the meeting today concerned the extension of the food truck review of and it was voted on today and passed Jeff you get with DDA provided an update on the old courthouse renovation update and including including leasing concept potential sources of funding in present and future actions to stabilize and revitalize the building. For information only, there was no voting on this, partner agency reporting system, first quarter FY14, data from the economic development partner agencies was provided. Ahead of time, actually. And it's a big issue, and everybody wants to be involved in it. So, yes, it will stay there until we can either get some other vehicle so that everybody can understand this. The other day we talked about an issue about residential parking, and Councilmember Farmer made a motion, And I would like some clarification of that because I was not sure, and I wonder if the council is sure, whether we were talking about delaying the decision that basically had already been made by this council and by parking authority regarding the residential parking request on Stratford. That was already approved. And so I am assuming that Council Member Farmer's motion did not include that, but was concerned about the issue in the future, which I certainly agree with. And next is Council Member Myers. thank you mayor um i have a good friend here today um miss lindsey sugarman if she can come up to the podium and she's administrator with drug-free lex and she's here to talk a little bit today about the keep it real remix and as you guys recall um there's the group of high school students it's kind of a competition where the students come up with a 30 second commercial it was mainly based on underage drinking. I think now you're going to expand that out a little bit. And they have lost their funding. And so last year when they came in and talked about that, I thought that we would try to do something to help them out on that because it's a great cause. And before I turn it over to you, I'll just say that in one of our committee meetings today, we talked about our heroin sort of epidemic, if you will. And it's really across the country, but we have some issues here in Lexington. And we talk about alcohol being a gateway drug. and also you guys are going to expand this out to some other different types of drug issues. And so I think this is really apopo to talk about this today and see if we can get her the funding she needs to continue this program. Ms. Sugarman? Well, I thank you for the opportunity to speak today. Over the last nine years, we have brought high school students here to be recognized and to share their award-winning videos, and many of you have actually been at our award ceremony. It's been a really exciting thing. basically we've asked students to create 30-second videos and in the past it's always been about underage drinking. We have a website, we put them all on the website and they get their friends and their family to go to the website, get a lot of attention. There's online voting and then we've gone to the Kentucky Theatre and we've had put every one of the entries on the big screen and then we've had our own little Oscar Awards. Now the interesting thing is we would probably be doing it about now if we had funding and it probably would been a problem because I don't think there's seats in the Kentucky Theater right now. But anyway, I think it'll all work out. We thought last year was the last year. This has been funded through the Enforcing Underage Drinking Laws grant that is no longer available. So we told everybody it's that we're not going to do it again. But we were just amazed at the teachers and the students who called us and said, well, what's happened to keep it real? Are you going to keep it real? And we thought, you know, we can't let this fall. We have to go out and we have to find money to make it work. And as he mentioned, we're calling it the remix. And since we're not defined by our grant anymore, we're going to open it to all kinds of substance abuse prevention. We've had students who've wanted to do other than underage drinking. So we're going to open it up to anything that they want to talk about as far as substance abuse prevention. Our goal is $30,000. We've already got more than $9,000. and that is largely from our board members and our staff. And I've also got to thank the mayor because he's already given a personal donation for Keep It Real, and we appreciate you leading by example. Anyway, I'm not sure what's going on. I was going to say the lights went dark in the Kentucky Theater, and the lights went dark here. But anyway, so we're coming to you to ask for your support. We would really appreciate, we're going to corporations, we're going to people in the community, and trying to raise this money so we can keep it going. And, you know, I guess you say, well, what do I get for it? Because you always want to know what you get when you give something. And briefly, I wanted to tell you, you get these wonderful peer messages. For anyone watching who has not seen these, you can see them at the website. It's keep-it-real.us. Keep-it-real.us. You can see all about the contest. You can see all these wonderful videos. And the fun thing about them is we've shown them on local TV, and we've also shown them as pre-show ads in local cinema. So the ones that win this thing, they go to the cinema, and there is their PSA. So it's really, really been very positive. The second thing you get from it is the teen involvement. Over the years, we've had more than 2,000 young people get involved in this, and we've done evaluations, and they've told us 83% of them say that being involved in this video contest makes them less likely to drink. So we feel like we're making a difference on it. Thirdly, it goes beyond just the 30 seconds and into the classrooms. The teachers have told us, history teachers and English teachers have told us that they use the materials on this website for their own teaching. Because we're in a multimedia age and this prevention message is being used throughout the schools in their classrooms. And lastly, the most important thing probably is that we're the positive recognition. Because you've seen these kids. And some of these students have, this has been such an important issue to them. And first of all, they're seen and they're recognized for something positive they're doing in the community. So we really appreciate everything you've done to support Keep It Real, and we hope you will help us keep on keeping it real. Do you have any questions? We are very fortunate that we have confirmed school students from Ashland Elementary, William Wells Brown Elementary, and six raiders from Lexington Traditional, the three schools, public schools, and the closest proximity to the Lyric. Council members, I'm fortunate to announce that a former colleague, my predecessor, Councilwoman Andrea James, will be the keynote speaker, and she's coming to be recognized in part for her historic notoriety of being the first black woman ever elected in the 40-year history of Irma County Council. So we're fortunate to have Sherelle Roberts at the police department be our emcee. Tomorrow night at 6 o'clock in the Beaumont Library, the Code for America folks will be meeting with a group from the 10th District, and we're expecting a good crowd. And the Code for America folks will be questioning our folks about what they consider are our needs and how Code for America can be involved in our neighborhoods. Thank you, Mayor. in reference to Councilmember Clark's earlier question when I had placed or asked the council to place this issue in committee I did not make reference to the I kind of figured the council already acted on the Stratford Drive issue so I made no reference to it in some subsequent emails back and forth about the intent of the motion I just I did purpose in that conversation that if they were going to put those signs up they might wait three weeks just until we have our meeting I don't know that our meeting would have any outcome that would make any difference at all. And if they're slated to go up, put them up. It's just one of those things. We're going to look at this issue and take care of it, and if it has a retroactive effect, it will, and if it doesn't, it won't. Secondarily, I had time on Sunday, as I usually do, and took Mom out for a little drive. And we drove out to, I wanted to drive out around the, the what's left of Turflin Mall, which, you know, that was the first mall here. That was that was the I do not remember there being a field there. I remember there being Turflin Mall there. And what I remember was that great big entrance in the center. And you would go in and about halfway up on the left hand side was a place called the carousel. And in the carousel, you could get a really good hot dog. And right in front of the carousel was this great big. I don't know. It was an it was an elephant. And we would play on this elephant and have such a great time there. And then you'd go up to the center of the mall and there was the J.C. Penney. and what I remember was the beautiful blue theater screens around the corner where the cinemas were. And at the time that The Exorcist came out, the line to get into The Exorcist stretched from where the cinema was down the hallway and made it down to in front of the J.C. Penney. This was a vibrant part of Lexington. It was a special time and place that has passed and has gone, has been recreated in different places elsewhere. But it was a great part of my childhood and a great part of retailing in Lexington at that time And I'm sorry to see it go, but look forward to what's going to replace it. Thank you mayor very much. Just a couple things. Going back to what Councilman Rosati said, has the Emergency Operations Center been moved? Yes or no? Are they where they're currently at, at Cisco Road, where we moved them a couple years ago? Or have they already been moved? They still are. I had to step out and take a phone call. I'm sorry. I didn't hear the exchange. But they are still at Cisco Road. We're making plans to locate them in some space the police have over on Old Frankfort Pike in the basement for when the demolition begins in the former juvenile justice facility. And will that be done before we have this discussion in our public safety meeting that Councilman Rosati just put in there? Again, I had to take a phone call with Steph down. The issue's been placed in the public safety committee. So what is your time frame for moving them? The timeline, the contract for the demolition is just about set to go out to RFP. So probably six weeks. It'll take six to eight weeks from now is when that would start. So we're in the process of working on the space that they're going into now. Okay, we'll have it in committee before then, so thank you. That'll work. And then, Mayor, since Rupp seems to be in the topic of the conversation throughout the city, I know it's a nice commercial that was airing during U.K. basketball games. I'm just curious about how often we're going to air that commercial, and I assume it's being paid for from the $5 million we put towards the design. Or how are we – what's the plan on that commercial? Is it just going to be during U.K. games? Well, I'll report to you when I can get that answer. All right. Well, a lot of people noticed it Saturday night during the Florida game, and it's a catchy video, so it's easy to notice. I'm just curious about are we paying for it? Is private people paying for that video? And what's the plan on airing it? Is it on GTV3? I don't have that answer, but I'm sure that it can be answered by someone on the first floor. All right.
