I just wanted an explanation. I guess from Charlie Martin's office regarding item A. It's a sole source agreement, and I was just wanting an explanation for the sole source. Mr. Milliken. Greetings. This is the final agreement with MKSK on the downtown streetscape project. They've been involved with the project for the past five years, and this is doing the house cleaning to clean up the very last part of it. It's actually the construction verification on the submittals and those items. Construction phase monitoring. Thank you, sir. I also had a question on I. There's a change order for Northland Arlington. The bulk of that change order is because of the sewer connections that were done. There was a question if it resided within our easements or outside of those easements. The short and the tall of it is that we had to get a licensed plumber to come in and actually look at all those laterals and that's the bulk of the cost at that point because of that interpretation from what the state was communicating to us. Andrew is here to give a little bit more detail on that. So was that an allowance that was in the original bid and then it was No, sir, Mayor. It was To be honest with you, it was an oversight on my part. In the original bid we were moving the sewer line I'd say about 25 feet. According to state law a contractor working for the state government can re-hook up a lateral to get outside of a certain distance at that point state law requires it be inspected and installed by a licensed master plumber. Because we moved it, I was unaware of this law, we had to make an adjustment to the contract to include a licensed plumber. Thank you. Thank you all. Thank you, Mayor. I asked a question I guess, I'm wondering if this is the same grant First, is this a grant? Is this grant money that is paying for this? I think it's a mixture of grant and loans but mostly loans. Does this include the same I asked a question about this stretch of area that had Is this the benches and everything? Okay, and I don't think before it was Cheapside and Main Street, it was just Limestone. Is that correct? The phase that you're talking about was just Limestone. Cheapside's Main Street has already been bid and that contract has already been awarded. Okay. And I guess this is a question that has to come I wonder, we keep on talking about going from one-way to two-way Is any of this possibly going to be affected? When the original streetscape was planned, some consideration was taken into two-way if it should happen on Vine and Main, there will have to be some work done but it will not be major work. Okay. I know there are a few people in the audience for item K and I just want to say how much I think this is a really good thing to apply for federal funds for this career training program at the detention center because I think so many times the folks who end up there, sometimes they don't have career training that they need and job skills and I'm hoping that you get this and that we can start having some more programs like this at our detention center for the incarcerated folks who are then going back out into society. Next is a summary of the Planning and Public Works Committee meeting of February 11th by Councilmember Farmer. Thank you, Mayor. We did meet on February 11th. We first approved our summary. Then we had our update on the downtown two-way traffic study which broke down into north area opportunities, south area opportunities and leadership opportunities in the core area. It was a good update. We will look forward to another one. Next, we took up the Greenway Manual and Plan. In our conversation there, Director King stated that his FY15 budget proposal would include requests for a Greenway coordinator and Greenway maintenance funding. In follow-up, Councilmember Massotti asked about the maintenance budget, and the director stated that it might be preliminary, but he anticipated a maintenance budget of approximately $150,000 to $200,000 annually. It was a good discussion. It did not result in any motion at this time. Our fourth item was a three-way stop at Glen Dover and Valley Roads. This was introduced by Councilmember Beard. We did have good discussion and input from the neighborhood. Basically, we got down to some cost estimates, and so the Vice Mayor asked that when this item comes back to the committee, that it would include estimates for the improvements as well as traffic and accurate traffic volume data. So that item had no action, but does remain in the committee. Lastly, we took up the Todd's Road widening project, which Keith Levin stated that they were in the property acquisition phase at the present time and will soon be starting the utility relocation phase. He seemed to believe that they would begin their work in October, and the property acquisition would be starting in the fall. Our meeting ended at 3.05 without any motions. Thank you, Mayor. A special meeting of the Economic Development Committee again on February 18th. We had a little trouble getting a quorum together, so that's why we did not start until 10 after 10. The purpose of this was to discuss in depth the food truck review and extension of their time, and we have a couple of motions that I'd like to present. We did have several people in the food truck business who spoke and primarily Councilmember Akers was marshalling all of this to our benefit. I would like to make a motion, an initial motion at the committee meeting to move the food truck ordinance pilot project to December 31st, 2014. It was passed unanimously by the Economic Development Committee. And let's take that one first, I guess. A motion by Councilmember Beard, a second by Councilmember Henson. And next on our agenda is Environmental Quality Committee Summary from February 18th meeting by Councilmember Stennett. Thank you, Mayor. Our meeting was called to order at 1105 a.m. The first item for business was the committee summary, which was approved without dissent. The second item on our agenda and provided most of the discussion for the meeting was on the Material Recovery Center, a.k.a. MRF, a.k.a. Recycling Center. There were 12 specific recommendations. I won't go through all 12 today for time's sake, but we do have copies of the audit from the internal audit folks available if anyone would like one. The final action on the recommendations from the MRF audit is an action plan will be brought back by the administration to the committee and things are beginning to move in the right direction. Thank you to Acting Commissioner Charlie Martin and our CAO for providing a lot of good details and responses to the audit from Mr. Salih during the meeting as well as Mr. Salih for giving us an in-depth analysis of what he had discovered at the MRF. With the 12 recommendations, we'll have it back into committee for further discussion. The next item on our agenda was the Tree Canopy Survey done by Jenny Gulick from Lexington Consultants. This was actually the first canopy survey that was done for any city within Kentucky. The summary of the survey provided that 24.6% of Lexington's urban service district had a tree canopy. This was an increase of 5.4% from 1994 to 2012. The national average for tree canopy coverage in the nation is 27%. The other item of highlight from that discussion was also 84% of the need that we need to increase our tree canopy was on private property. 14% was on public property. Susan Pluger, our new Director of Environmental Quality discussed our next steps and how we're able to use this information in development of an urban forestry management plan as well as creating public and private partnerships to increase our canopy as well as independent coordination. Our next item on our agenda was the monthly financials for information only. In addition, Commissioner O'Mara will be delivering to council an email in regards to the LexServe collection rate before our next meeting. We adjourned at 110. Thank you, Mayor. I'm pleased to announce that Shiloh Toe Park has been selected as a recipient of the National Parks and Recreation Association as a recipient of the Macy's Donation Program Supporting Local Parks. It's a national program whereby NRPA joins with the local Macy's stores to select a local park to benefit from this program. Between March 7th and the 31st, 2014 all customers of Macy's will be able to make donations of $1 or more to Shiloh Toe Park when making a purchase at Macy's store. So I'd say to get those coupons out and those charge cards and do some spending and that will help our park Shiloh Toe Park is our largest community park here in Fayette County. I also wanted to make a couple of other announcements that Stonewall Equestrian meeting this Thursday at 7pm at Stonewall Equestrian Estates and Robinwood Neighborhood Association meeting the 11th at 6.30pm at Southern Heights Baptist Church. I just want to remind people that the sidewalks are the property owner or manager's obligation to clear a lot of them. A lot of people in the third district walk to work at UK or BCTC and so a lot of the commercial properties are solid ice. I put on Facebook that for people to, if they had elderly neighbors, they might want to shovel their walk for them and I got up the next morning and somebody had shoveled my walk for me. It wasn't a hint but we have wonderful neighbors on my street. I don't know who did it but anyway, so look out for your elderly neighbors and be aware that a lot of people's only means of getting around is using the public sidewalks and so you can report those to the police.
