Yeah, as far as slimming down the blacktop, you know, kind of vague there, but yeah. And I pretty much have approval from the Board of Adjustments on everything else, parking spots, building offset. Okay. So I'll find out Friday for sure, but I think it's a go. okay and then I'm supposed to come back up in front of you guys or just a million no actually just the details have to come back to the staff for approval so are there any comments or questions from the board for the applicant I'm assuming that with respect to item two the final paving details that that's where you will work out the exact dimensions of tightening up the driveway because that is kind of vague. Absolutely. And if the board wants to, in their motion, steer that in terms of where you all are with it, that would be most appropriate and helpful. Or you can leave it entirely to staff to work out with the applicant per what they're trying to accomplish. But as you have been seeing in the materials, and I know everybody's been discussing at the meetings, staff's concern has been that it's a lot of blacktop. And I know the property owner has been looking for ways to still accomplish what you need to do but reduce that as much as possible. So I think that's a summary of where we're trying to get. but again what I'm suggesting is if you all have particular recommendations toward the manner in which to help reduce it it would be appropriate to put that actually I think the way to approach this is let you all work it out and if you can't let him come back to the board for further reviews and I may add that into the motion. Okay. To be clear. Because sometimes the devil is in the details. Yeah. Well, and I think that's the details of this, that piece of this is been reflected in the previous discussions. I mean, enough that it is somewhat universally a concern. Well, if I remember the previous conversation, he was concerned about being able to back and turn in such a way that he would have enough room in the area of the new garage to be able to back up and go out in the front. I was just going to match the blacktop that's already there in front of the other carriage house. Okay. We'll let you all work it out with the staff. We're just double-checking to be sure that in terms of the paving, we're talking about grassy pavers and paving all under the label of paving. Yes. Correct. Okay. Thank you. I know, but I mean, the condition is we're good as far as the mandate coming to staff. Any other comments from the board? Yes. Yeah, we're all good. I noticed in the most recent site plan that it appears that the new garage is pushed all the way back to the property line. Is that accurate? Yeah, I will. I just got that approved through the Board of Adjustments to build right on the property line. So what do you do if you have a maintenance problem and your neighbor doesn't want you on their property? I don't know. The other carriage house is like that right now. There are. It's right on the property line, yeah. And staff would note that the fact that it has been approved, as you all are, I think, aware, that it's been approved by the Board of Adjustment to make that change to go to the property line does not necessitate this process concurring with that concept. it is still within the H-1 process if indeed there's within the guidelines need to not go all the way to the property line. The staff did not, in light of the existing condition of the other garage, did not find that continuing that concept was problematic within the guidelines. But I just wanted to be sure you as board members know that it is still very much in your purview to discuss and have action reflecting that topic can you explain why the new garage is two and a half feet behind the face of the existing garage I think that might have just came out as a miscommunication architect but it should be flush with the original garage the face of it should be flush with the original garage and that's why we're taking it all the way to the property line so they can be the same size same depth I think before it wasn't going all the way the property line it wasn't going to be deep enough and I think you guys asked for it to be flush with the other property the other building yeah and in your in the set of drawings the floor plan appears to show the fronts of the garage is in the same plane right but then in the site plan there there's a dimension that actually shows it pushed back two and a half feet if it's not pushed back two and a half feet then it wouldn't be on the property line so there's a little discrepancy there it is it's my plan is to have it all the way to the property line and all the way flush with their existing building so that means the depth of the garage would be greater than 24 foot yeah it'd be the same as the other one the 26. 26 okay okay that's i'm fine with that i i i just it didn't make sense to me that the the faces weren't flushable another it seemed it seemed arbitrary you know yeah i would want to flush yeah yeah okay any other comments from the board is there anybody in the audience to speak for this case seeing none would like to make a motion okay i'll take a stab at it uh with respect to case number 1-800-436-p 436 west third street i move that we accept the staff recommendations of approval subject to the following conditions that one the parking driveway be tightened by a mutual review between the applicant and the staff in the event they cannot arrive at a consensus as to what the tightening should be that that it should be brought back to the board the final paving details and grass details to come back to the staff once reviewed by the Board of Architects review and once reviewed by the other LF UCG divisions all changes come back to staff for review and approval prior to the start of any work and that it be understood that the face of the new garage will be flush with the other garage that is existing on the property is there a second second there's any discussion of the motion given you heartburn Amelia I would just state a number two instead of the Board of Architecture review it's actually Board of Adjustment I'm sorry Board of Adjustments yes yes no note the amendment okay I knew that was wrong when I said it second all right any other discussion for the motion seeing none all in favor say aye aye any opposed motion passes thank you very much thank you all right moving on to case number five 319 clay Avenue installed dormer and demolished chimneys that can it available come on up have you had a chance to read the staff report I have yes are you in agreement with the staff report disagreement okay well like I said during our opening statement if we move that to the back so we can see we can finish up these other cases and we'll come back to you all right thank you very much all right face number six woodland historic district 328 Marino Street is that applicant available come on up I'm cheek I live at 722 West High Street all right how you doing Tom good I've I've had a chance to look at the staff report. I have. All right. Are you in agreement with the staff report? I am. Okay. So any comments from the board? Seeing none. Is there anybody in the audience to speak to this case? Seeing none. I have one thing. Okay. In the little addition with the shallow slope roof, in the side elevation it appears that there's no overhang to that roof. On page A3. There is a little bit of an overhang, just enough for a small soffit and a gutter, identical to what's there now, really. I think I showed that on the building section. Oh, that is a little bit. They added brick. The house had brick. They took the brick off. I think there's some variation in the depth of the soffits as you go around the house. And in the back, one of the areas that we're attaching to is one of those areas that still has brick, so the soffits a little bit narrower than it is on the rest of the house. but that's a good that's a good observation is there any reason that you couldn't project it a little further just to protect the wall from none probably a good idea okay any other discussion if not uh what your motion i have is have we sort of agreed to amend your plans to add a little bit more eve is that right i'll add a little more soffit a little bit more where that half round gutter goes yes okay all right that being said i hear a motion mr chair i'll make a motion to approve case number 13020328-d at 328 marino street contingent upon three conditions one the new windows in the addition are to be one over one in lieu of two over two two once reviewed by any other lfu cg division all changes come back to to staff for review and approval prior to the start of any work, and three, that the overhang of the new addition, the eve overhang of the new addition be extended adequately to provide additional protection for the wall below. Any discussion of the motion? could staff ask the board to consider including in your motion that that soffit change come back to the staff for review prior to issuance for the permit what she said I'm good with that all right uh no further uh discussion uh all in favor aye aye no opposed motion passes thank you nice set of drawings too thanks all right so we have two cases that have withdrawn do we need to do any kind of okay just for the record 733 West Main Street change openings and construct storage shed was withdrawn and then Ashland Park historic district 232 Hanover Avenue demolition addition demolished addition and site work withdrawn so let's move back to second case would Woodward Historic District Woodward Heights Historic District 341 Madison Place is that African here all right they're not here so they hadn't shown back up so he's on a talking tour oh I did not know okay all right so when do have to make a well Amelia I had a question because I'm not quite sure I understood where this pool is going to be located there is already on that property a decorative fish pool if you will a long rectangular structure on the property already is this going to be in the same place or is somewhere else on the property yes which in in the walled garden area behind that they're taking out the existing structure and they're making it larger that's right okay is that structure historic to the house no okay all right that's what i want to know all right thank you so we'd like to make a motion to postpone it to the next well i think we should note that there's a anonymous letter from a neighbor expressing opinion that the pool would be acceptable if it were a reflecting pool but questioned whether it would be acceptable if it were a swimming pool and but the letter indicated some confusion about whether where the pool was going and a question about whether it was inside the garden walls and so for the record thank you for bringing that up so do we feel like there's enough information here that we want to make a motion on this or with uh i'm comfortable with the staff recommendations well i think it needs to be understood and communicated to the owners that there is going to be an archaeological study done we've been in communication already about that and they're in agreement with it they feel like there's been archaeology done already however um i think we've also talked to the people who did the archaeology and they did a sonar test and so i think that's not the same thing what might exactly so what might be suggested in this is that when the explication excavation is done that they have an archaeologist there on site that sort of reviews what's been dug up say that again please say one more time i didn't hear you that archaeology be conducted as far as when they're excavating something you know and that will just in the condition that says that but specifically that somebody be on site to review when the excavation is done okay their archaeologist is there there is there to review what's been dug up so can we in our if we move to approve can we specify that the clarify that the staff recommendation that archaeology is performed prior to the construction of the pool be that that be clarified in such a way that it's clear that they are to work with staff to ensure that the correct sort of archaeological services are performed? Correct. It would be helpful to enumerate that, such as you're suggesting within the motion, if you'd like to consider that. I'm uncomfortable with the amount of information that we have in terms of the site plan. um showing the new it's just a diagram and this is an extremely important building uh and i think it's reasonable to ask that they come back with a more complete application so that did you get this plan as well this is the plan yeah i did get that okay the um you mean the one that's barely readable i'm sorry this is one that's barely readable. Well, let me ask you this. Do you have photographs of the back of the site? We do. Uh-huh. It's in the side show. This one where he says just a rectangle that says it's going to move closer to the house. I just don't have the dimensions that I need to understand how close this is going to be and what the hardscape is going to be. it's going to um it's going to have a limestone coping that's 15 inches around the pool and it's going to be six and a half feet from that bay and just sort of walk you through the images here sarah bother him this is sort of this walled garden and it does have this um planter system in inside that wall you can see here on this and then this you can see sort of this low they can pull now and so it's going to increase towards that bay to widen the existing so the existing that existing koi pond is going to go away or be widened it's going to be about the same dimension but just widened okay but considerably right so right now it's hard to see the actual dimensions of this it'll be and then um it'll be widened so to um uh well to be what 14 feet and then it stay that and then 26 feet in length and just on the second page Amelia this one where he has it showing that it's moving closer to the house how close if it's six and a half feet it looks like it comes to where the bay projects out almost to the bay it's six and a half feet from the bay and then another two and a half feet from you know in depth of the bay so it's about roughly about nine feet away from the bay from the actual wall of the back wall of the building um seems to be just over scaled for this Amelia this is one and three-quarter foot move so they do you know what they mean by that note on the plan looks like it's moving towards the house correct so is that six and a half the true dimension are they going to move it closer by one and three-quarter foot they're shifting the pool they're moving the pool towards that and they're saying it's only going to be moved one and three-fourths feet towards the house but then you'll have the additional coping piece on top of that so from it looks like the coping into the coping to the bay six and a half feet. Okay. So the application doesn't say anything about demolition but presumably there's considerable demolition involved too. Right. And I guess what you've said is that what's being demolished is not of historic significance. Correct. The waiting pool, it's just sort of a low thing. It's not actually even having depth. And that wall was built, I think, in the 80s. And it's a concrete block wall that just stuccoed. And so those two elements were added. So is that wall coming out? No. it's being it's staying well it seems to me that this is an extraordinary amount of hardscape in the backyard and go back to what i said originally i would like to see a accurate drawing of the piece of property with the house and this proposed pool and my initial reaction is that the pool is too large for the space. Where we go from here without more information, I don't know. Well, if the staff might, I think that it's certainly appropriate for the board to ask for more information and I think that would have been very helpful to have had for you all today. And so certainly one of your options is to do just what at least one of you is suggesting, which is to request more information as part of your considerations and before your final action. And the staff would support that suggestion. That's what I'd like to do. Is there any other discussion from the board? uh amelia do you have any idea when they'll be finished with the book tour or whether dale's going to be in town to shepherd the proposal through they'll um they're able to they're be contacted via email so we can email them so there's a deadline of march 27 do we just postpone it to our next meeting or if you wish to do so or should we give a little bit more time than that when you've got two meetings two more meetings the March 11th and March 25th or something like that so and so I think they could if you if you want to postpone to the next available meeting and for some reason the applicant doesn't have it doesn't feel they can get their material ready by the end and or can't attend that meeting which would be very helpful then certainly the board could continue it one more time as you're already well aware but without the applicant here to ask about when what would be a good date for them going to the next available at least leaves the most options well if I'm understanding my technicality correct since we didn't actually open up the case per se that this is a continuance or a postponement? No, I think my suggestion is you're at the continuance stage. Okay, are we open the case? You didn't open it in the sense of asking for the full staff report and such, but you have, and law can correct me if I'm wrong, but you've had some substantive discussion on the matter. That's why I asked the question. And as an attorney you would be the right one to know. All right. Thank you. In light of that fact, are you ready for a motion at this point? yes i am all right in light effect with case number one two two zero zero three four one dash s 341 madison place i move that we continue this case to march 11 2015 for the purpose of the applicant submitting a more detailed uh drawing of the dimensions of the walled area and how large the pool is going to be so that we can make a better determination as to to whether or not the new swimming pool reflecting pool will be too large for this for that area all right do we have a second can I add to that that to clarify that we would like more information about the relationship of the house to the to the property affected by the pool and also more information about the beds and the details of the other the other items that are indicated in the plan so noted as far as emotion yeah second all right any further discussion of the motion seeing none all in favor opposed motion passes we'll move this to the March 11th meeting all right looks like we have one more application to discuss 319 clay Avenue come on up you doing good sir all right so as you indicated you don't agree with the staff report and what we'd like to do is have amelia give her side of the presentation and then have you come up and then we'll have a discussion with you and then we'll see if we can get it resolved all right thank you this case of course was heard as a conceptual review at the January 11th meeting and then heard at at the February 11th meet or January 21st and February 11th case as a full hearing. Rini. And so just to walk you through and get you familiar with this project, the applicant has requested several things, one of which is to put a dormer on the back of this side gable in this particular location. Here's another view of that side gable, and this would be a dormer in this particular location and also to address the windows in this back addition which have already been approved so this is not part of the proposal at this time the third item is to demolish that rear chimney but specifically we also there was lots of discussion at the last meeting about the dormer being installed at the earlier meeting in january there was a discussion about moving the dormer over towards the center of the structure and lots of discussion about moving it off the ridge line and that was equally the same scenario and at the February 11th meeting sort of just walk you around the whole structure again here's the site plan of the structure and this is the latest rendering you have a better copy of that in front of you because this is pretty light that shows that the dormer has been dropped off that ridge three feet three inches it also is stepped off that Eve line but that is correct and again this is also very light but you have copies in front of you that have illustrated the dimensions and in the size of this dormer and you can see that there is attempts to bring that down and again here's the site plan the second story the guidelines are included for your reference the proposal to construct a new dormer requires further discussion the guidelines for dormers in addition state the dormer exterior wall should be stepped in from a minimum of 12 inches from the edges the existing building a roof line should step down from the peak of the existing roof line so the existing main structure remains evident dormer should be compatible in design in keeping with the building's original design roof shape materials color location of windows doors and corner sites while the dormer does step in 12 inches from the exterior while it still comes off the ridge line only three inches of that side gable and that is not within the guidelines listed above in the proposal to remove the chimney is not within the guidelines guidelines state the chimney should not be removed or altered if original or architecturally significant and this chimney is original and important to the roofline of the structure recommendation staff recommends disapproval of the construction of the dormer and demolition of the chimney and the applicant is present thank you Amelia all right if you want to come on up so obviously there's been a lot of discussion on the project so I think you kind of know where the board stands but do you have anything else you want to add yeah i would like to add that you know the overall scope and the overall reason for the project we want to maintain this a single family home and adding that second bathroom up there excuse me that that makes more that that more than a unfinished attic and would be more desirable for families moving in the community. In accordance with the last meeting, we backed that dormer request off the ridge line, three inches, and made the other side of the dormer where it's six foot nine, or no, six foot eight. So that would be okay to be over a plumbing fixture. Also, I would note that that's almost, it's fairly flat just because like right now the structure is, those rafters are two by four, so we'll have to beat that up to two by sixes. So we'll lose a little space there, just about a difference in the wood. And then even if they make us do a two by eight, we could double that two by six and probably maintain our, you know, the same as the plan is. So that's the reason for my request. We're dropping the existing ceilings on the bottom from 10 foot to 8 foot 6 to gain as much head height as we can. The reason not to lower it any further, you know, to 8 foot, is then you would have interfere with the windows, and then that would be a whole other discussion. So that's about all we can do as far as lowering existing. And by being on the back, you can't sit from the street. We pulled it down where you can't sit from the street and still maintain a head height for a bathroom. Okay. so why are you wanting to remove the chimney since it's the one that's in the walk-in closet um the chimneys were just in disrepair the one chimney was in disrepair and we got there it was held up by uh two befores as post um you know uh it's unusable um the only thing i could do is is leave it on the outside um because it's yeah like i i'll my trade for the dormer in the chimney is still open so so anyway i'm fine with the chimney although it's it's unusable i guess we could cradle it and leave the the exterior i'm i'm fine with that all right by cradling you don't mean a wood scaffolding around it do you or do you inside okay you don't leave the leave the outside as you would see it like you couldn't tell any difference right then somehow support it on the inside and and hope nothing happened i'm sure you would do that so nothing would happen right no no I've got a good idea but I guess the alternative would be we'd be rebuilding the chimney on the outside with the same I were the chimney and you're making me very nervous by saying that well you know what was really nervous like when we're doing the demo like it was just held up with with two befores anyway so you're like you know wonder it hadn't fell already until it doesn't fall. Build it back. I do have a question, and the architects are going to ask you more detail. The way your sketch looks, is that the bottom right-hand side of that dormer actually touching onto the shed part of the roof? Or is that just the way the drawing? It's a lot in the drawings. Like, it wouldn't touch that shed. It would be tucked in, wouldn't it? Yeah, it'd be tucked in. You know, it's so close, you know, especially me where I'm not an architect. I mean, it looks the same. I know how to build it and back it off. Okay. You know, if it's six foot, like right now it's six foot nine, if that had to be six foot seven to avoid the scenario you're talking about, you know, on the as built, that's the way it would be. Okay. I just want to make sure. Sure. any other discussion I think that we were hoping that you were going to have a cross section drawn through that bathroom so we could look a little more carefully at it and I still feel like that three inches is not adequate and i mean i'd be happy to approve it if it were twice that if it were six inches but i i think it's i think it's too tight it's too close and and we had a discussion about the building code with regard to the head height over fixtures and my understanding is that you have to have six foot eight in front of the fixtures but I don't think it applies over the top of the fixtures I don't know if you check that but so anyway I mean we're you know we're We're looking for every little inch we can get. Right, right. One thing that is a problem on, you know, if I want to go, like if I drop three inches, that puts me at seven foot at the peak. My door is six foot eight. You know, so, and then the rough opening for a door is above seven feet. So, or, you know, right at seven feet. And then you wouldn't have any fall to get to the other side. So that's the reason I'm at 70 foot 3. The doorway is right in that center, and it falls both ways. So the right and left side of the door would be somewhere below 6 foot 8 now, so we're going to have to trim it up. It's just the space. so by lowering it I understand you know as far as pulling it down but it affects the inside tremendously just those few inches I don't know if it's in the building code that you would have to have a 6-8 door there I mean there I can't tell you how many older building I've buildings I've been in that the doors are either shaped where the roof comes down or they're smaller doors if you can I have two in my home yeah I would ask have you have you had it inspected by the yeah building it's back you know what in like the way it's shaped at the peak it's you know even if it's six foot eight you have your your normal fall from them so it would be less on both sides of that door so it'd be just you know like this and i would note that you know if i can't i can't put a bathroom there it kind of uh defeats the purpose of the of the uh request so you know if i if i keep going and keep going it and i have a uh you know bathroom that's not big enough it kind of defeats the purpose you know you've got a good size bathroom well it's not that but if you know if it's If you go in, you have to duck around, and it affects it. You know, it hurts the overall. You can duck. Children won't have to duck. Sure. It looks to me like it. I lived in a house where it was built into the eve of the attic, and I ducked to get into the bathroom. That's just part and parcel of the old houses. I mean, that's what you have to live with. Okay. You know, it looks to me like you could gain three inches and it wouldn't affect the use or the code issues. With the exception of the way you have the tub oriented, the tub would have to flip so that the shower head was on the other side of the, where you're showing it now. You got the shower head, got the drain side of the tub on the outside wall in that plan, which would mean that you wouldn't have, you really wouldn't be able to get underneath that shower head. You wouldn't, you'd be too tall. Yeah, you wouldn't. I wouldn't either. But if you flip it around so that it's on the other side, you wouldn't have a problem with it. Now what you see on the other side, if you look at the dotted line by the doorway, that's the ridge line. And it's pretty like that other side that's about a 10-12, so that's a pretty sharp drop off on that side. so you'd have to build some kind of wall there to to put a shower head on that other side of the tub if you flip that because you would have to have some kind of a wet wall there to to move that shower well you don't have a toilet stack there so i mean you can run your plumbing and make that happen that's yeah I can make it happen but when I built that wall that's just it takes away from the actual space in the bathroom I'm just curious could you use another type of framing material than wood up there even like some kind of metal stud that you could get a thinner profile and because I agree with Graham I mean three inches is I mean it's almost when you're staying away from the house you won't even really notice it and and so you know I agree that I think it's mean a minimum of six and I would be willing to approve you know the six inches but to me it's hard you know to me it's just not enough separation that we're looking for at that point so you've you've already done some of the work on the interior up here as far as the bathroom or is that still well I mean I haven't obviously haven't constructed the dormer right but you started building some other walls and stuff in there or trying not necessarily in the bathroom but I mean I've started there you know you know significantly started yes yeah it wouldn't be the end of the earth if you just had a shower in there and not a bath bathroom and you could have a four-foot shower it feels that feels pretty generous you know it's a huge difference to my accomplishment versus when you have a full bath versus a half bath or you know half bath would be two fixtures whether it be well I tell you will be a shower or something but a full bath up in that upstairs would be you know highly valuable you know well they actually call me if you put a shower in there they call it three-quarter I mean because you basically you don't have a tub but you do have a way to bathe yourself so I mean sorry I mean to me I I think a three-quarter bath is just as valuable as a full because you can accomplish what you need to do as far as, you know, using the restroom, bathing, and then washing your hands and stuff. Well, that would still be considered, or I don't know about architecture, but like selling house, that would still be considered a full. But, you know, a four-foot shower versus a five-foot tub, it's, you know, I know we're splitting. make it work um you know i would be you know it'd probably get your dormer i mean if we could go um you know if if y'all could recommend the the six inches to committee i'd be fine with that i think you can make it work i mean that would let me continue on and i mean it would be tight but you know even if if the windows worked out i may be able to even go eight five on those ceiling you know because just uh you know you're talking just a little bit and i may be able to even talk to the structural engineer and see if i could go um man probably not two by six but maybe two by eights and double them yeah you know as my yeah so I mean I would be you know any anything is better than nothing yeah you can have doors made to odd shapes and they look exactly like a regular door except that they're odd shapes I don't know if you're familiar with yeah I have a lot of confidence that we'll accomplish what we need to accomplish. You know, if we can, you know, give me, give us something to add a little head height for that. And it's not, there's plenty of, like if you measured, it's plenty of space. But when I bring the stairs, you know, that automatically cuts out. And then just the head height problem. And that's the good thing about the old houses. They look good from the outside.
