Music Thank you. Thank you. Good evening. I'd like to welcome you to the March 11th meeting of the Board of Architecture Review. We appreciate those of you in attendance today. The Board was established by zoning ordinance in 1958, and our first historic district was Gratz Park. We now have a total of 15 historic districts. The board, which is appointed by the mayor and confirmed by the Urban County Council, is part of the Division of Historic Preservation. The Historic Preservation Office maintains a full-time staff to assist you with your projects. The board encourages and recommends that applicants use them as a resource. The Historic Preservation Office is located at 101 East Vine Street, room 220. It is our procedure to consider applications in the order in which they are listed on our agenda. In each case, we'll have a presentation by the staff, and we'll hear any additional comments from the applicant. The board will then ask questions or make comments regarding the application, and then hear comments from any other interested parties. The chair will then ask the board members to enter a motion. If you wish to address the board, please come to the microphone, state your name and address for the public record. We also ask that you write your name on the sign-in sheet by the door so that the information can be recorded correctly. I'd like to note the following staff approvals before we begin our review of applications. there are certain items that the staff can approve, eliminating necessity for all applications to appear before the board. There are a total of three approved applications noted on today's agenda. In the South Hill Historic District at 324 South Mill Street, replace trees. At 316 West High Street, remove diseased trees. And in the Cadentown Historic District at 763 Cadent Lane, remove walls. We shall now proceed with the review of applications for certificates of appropriateness. The first case on the agenda this evening is at 731 West Main Street. That application is to change and relocate and install new windows. Is that applicant here this evening? The applicant is not present but has received a copy of her staff report. Okay. Well, the staff recommendation is for approval pending. final details come back to staff for review. Is there, I don't think there's any reason for us to wait for the applicant unless there are questions or comments for the applicant at this time. That being the case, I would entertain a motion. Okay, well just to make sure we're all on the same page, I'm going to run through those recommendations real quick. Staff recommends approvals submitted with the conditions that one, the original rear porch core and the architectural elements such as spandrels, brackets and columns be retained in lieu of demolition. Number two, the squares in the lattice be an inch to an inch and a half. And final details of the streamlined brackets and or spandrels come back to staff. Forch roof meets the brick exterior wall at the elevation of the current porch roof. And that metal roofing and details are submitted to staff for approval. And finally, once reviewed by any other LFU CG divisions, all changes come back to staff for review and approval prior to the start of any work. And you're agreeable to all of those? Yes, sir. And are you in agreement with those? Yes. Just to make sure we're on the same page, I'm going to go through them if you don't mind. Staff does recommend approval of the pool as proposed in front of the garage in lieu of the walled garden area with the conditions that, one, the excavation for the pool be monitored by archaeologists during construction of the pool, Two final details of pool mechanical system be submitted to staff. Three final details of the fence be submitted to staff. And four, once reviewed by other LFUCG divisions, all changes come back to staff for review and approval prior to the start of any work. And you're on board with all of that? Do you have something to add there, Amelia? I would like to add, just if you know that there is a new plan at your desk. in this note to new parking area. And because that area has not been advertised by at this time, that part of the application will have to come back. I'm okay with that. So a separate application will come back at a later time? For the paving. For the paving, depending on your outcome. Sure. I understand. And just Amelia, I'm sorry I didn't ask you while you were standing up here The staff recommendation for the final detail of the pool mechanical system Is that just dealing with knowing how big it is and how it's going to be covered up in the note that talks about the enclosure? That actually has been answered by this particular plan before it was not there because if you notice the plan that you received earlier this week did not have the details of the area around in front of the garage. Okay. Well, I understand. Thank you for that clarification. I have a question. Shoot. What is the garage going to be used for now that you can't get a car into it? Well, I mean, if you look at the shape, I'm not sure you can get a car in it anyway. But I have seen a car in there. It's actually going to be a pool house. Oh, good. Okay, I was just curious. I should also note that we've received a letter from a neighbor just expressing concern that if this were not a wading pool, or excuse me, if this were not a, how do they say it, if it is not a wading or a river-type pool, that they weren't in favor of the pool. So for the record, that concern has been noted and received by us that they aren't a fan of a full-sweigh pool. I believe they used the word tacky. I don't agree, but that's what we received. There are two different pool locations. In our last hearing, it was behind the house. In this hearing, the application still mentions two locations, but presumably the location behind the house has been abandoned as an option, and we're strictly speaking about the location by the garage. Is that right? That is correct. Okay. My preference really was to put it behind the wall, thinking that that would be the least obtrusive, but that wasn't the staff's opinion. And once I started working on it at the garage, I'm kind of in agreement. We were able to sort of, you know, not make any more hardscape, not putting it at the pool, actually eliminating some asphalt. So, you know, it may end up being a better location after all.
