The only point I wanted to make is that we have engaged a firm to do a fire station location study and it seems that it would be very appropriate before we fully committed on the site to at least have that report back. Since I think it's an important decision, I think we discussed before that each fire station costs about $3 million to operate, and so when we buy a new location and staff it with personnel, you know, in over 20 years, that's a $60 million commitment we're making for the taxpayer. And I think this is an important decision to make, but I think we need to rely on some outside advice from our consultants. Do you have a thought on that, Mayor? I mean, I'm not trying to make a big deal out of this, but, you know, we are investing the money. We already have the report ordered. It's in process. Could we get some feedback on that? It would be our preference on this particular station to move forward. I have Chief Jackson and Hoskins here who have been more involved with this process than I have. They can answer any specific questions and talk more about where we are at this point. Well, as we move forward, I think that it's important that we continue to process. And the processes began when I first took the position is that we look at what's best for this community. And in that, moving forward, a station in an area that we designated as not being fulfilled with the public safety entity of fire, which is in the Masterson Station area, because of the growth in that area, we want to move forward, purchase the land in preparation for the building and supporting what we do as public safety. as the public safety leadership. And we've identified that, and I think it should be supported and moved forward with. Yeah, I agree, Chief, that that is an area that does need a station. I don't think there's any question about it. But I just – there was some discussion previously about, you know, relocation of a station or shifting some stations around that area. What this is, I apologize for the attachment to not make it in your packet, but as I read House Bill 5 from 2014, there were some provisions about public agencies that held personal information on people and agencies that they dealt with and did business with. So it requires security protocols and notification procedures in the event that your computers get hacked or whatever and someone's information got out. So that's what it pertains to. Our third item was to take up the issue of the Woodland Avenue pedestrian enhancements. part of this discussion we had as a council last week when UK was here to give their presentation about alumni drive as you can see the conversation begins on page 30 continues throughout page 31 and does touch on some of the issues that we took up here in our conversation about the work that they're going to do on alumni drive but on this day UK was here to ask us to do a couple things to Woodland to make it more pedestrian friendly given all of the dorms that they're building in that area. As you can see, as you come to the bottom of page 31, it's the end of the discussion, and we had a motion by Council Member Gibbs to forward the Woodland Avenue pedestrian enhancements to council. It was seconded by Evans and passed without dissent. You will see in the packet that the codified versions of that are on page 34 and 35. one is to add multiway stops and the other one is to change the miles per hour and as you look at the back page of the packet you'll see an annotated version of the of the work that would go on based on this motion couching it in that way I would now so move on behalf of the committee. If we're going to set an example, I think the city of Lexington should be first to doing that before we tell other people to do it if we're not doing it yet. And that's why I asked the CAO these questions. And I know the labor wages, she gave me an answer at $11.30. five but those wages are really seven something for the employee the the company gets their five dollars worth of money so as we go through this budget that you put together and ask for these seasonal workers that we're going to hire this summer and into the next few years are you all putting on your priorities that we be sure that we follow these obligations at the minimum wage before we allow to put the pressure on other people. So at least we set an example. And, I mean, is that something that you would? Well, everybody's entitled to an opinion, of course, Council Member Maloney. And if that's your opinion, then that's fine. It's not an opinion. It's a question. You're asking me? Yeah, we do. No. That's not part of the budget at this point in time. It's not? Okay, well, because I'm just curious if we're going to start making votes on things and we're putting pressure on people and we're not doing it, I have a problem with that. And I don't know if it's somewhere, if we need to make a motion, that we set an example for minimum wage. That's up to you. For these social, I mean, for part-time employees, seasonal employees, then maybe this is something we may want to discuss down the road. But I just want to be sure what direction we're going. Okay. There's a couple of items I would like to put in the Budget Finance Committee. Potentially, I have not approached any of you all on these issues, so you may not find favor among them. In our, the minutes we passed today for the Budget Finance Committee meeting from last month, the minutes last month had, would you put this, that's it, the Economic Contingency Fund, which is a very well-written piece of legislation that regulates how much we will add to our contingency fund and at the at the end of this budget year we're likely to have a pretty good deposit go in there one thing that that legislation has never contemplated is reaching the goal which at 25 million going north we must be getting close to the goal or we should define the goal so what I would like to do is to place the budget finance committee a discussion of you know when is the economic contingency fund full and or how do we maintain it in its full capacity because I don't think the current legislation contemplates that and I think with the amount of money we're adding to it we should have that discussion about what happens when we get there and how do we maintain that level of funding once we have reached that and if you all find it or worthy discussion you might second and vote for it and I would so move motion by Councilmember Farmer and second by Councilmember Brown. Is there any discussion on the motion? Councilmember Brown. I'd like just one point on this. I think it's very good, Councilmember Farmer, to put that in and let's study it again. You know, a lot of times, if you think back about businesses, let me put my speaker on. There you go. You think about businesses and their contingency plans and what happens there, if you have a reserve of any type of monies, you are always liable up to that reserve usually if you get sued for some catastrophic things. So I think, you know, that's a good point. Maybe we do need to reach a limit on this because that's what that economic contingency fund is for. And if you keep bringing that bar up, then if you do have any liabilities out there, then you've just raised the bar and you're subject to that money although it will be in there but you could be liable for all of it so that's kind of the i wanted to mention that thank you council member brown demonstrates why diversity and experience on the council is a good thing accounting experience uh council member farmer yes sir anything more i think we're just waiting to see if anybody had Any more discussion? Yeah, I think we also need to keep in mind that having a good contingency account like that is really good for our bond rating, in addition to having the money available in case of an emergency. And, you know, we're self-insured to a certain level, and we have money designated in that account also. So I don't know that we have a huge exposure on our economic contingency account since we already have an insurance account and we have an umbrella in coverage. So if we got sued, I think we'd be covered in that other account. So I wouldn't recommend, you know, snipping the account down. I would like to see it get up to maybe $30 million and maybe hold it at that level. Very quick. I agree. Does anyone else wish to speak to them? Motion. I'd like to speak to it, so I'll pass the chair to the vice mayor just for a second. Yes, sir. I think it's worthwhile, as you all do examine this, to look at the benchmarks with other cities. I'm sure you'll do that, as well as the state. It was interesting to see the state's contingency fund is just four times what ours is, $100 million. dollars, the full state of Kentucky's economic contingency fund is 100 million on a 10 billion dollar budget, or 20 times what ours is. And that's just the general fund. So it'd be worthwhile perhaps to examine it. I'm glad you are. Thank you, Council Member Kaye, or Vice Mayor Kaye. I'm trying to gavel back to you. Thank you, sir. Council Member, if you're finished, then we can vote on that motion all in favor of the motion please indicate by saying aye opposed no the motion carries I did have one more item all right this is another one I've not spent a large amount of time with members of the council you know we recently had legislation come forward to do with our downtown our design guidelines and one of the stymies on the design guidelines is that as part of that presentation really all we got that day was the ability to add one job back and create another job to help folks try to locate into the area where the design guidelines are and I think from from stepping back a little bit and and and trying to look at it to me the best incentive to help those folks help people with design guidelines to locate in downtown would be similar to what the administration has done with the jobs fund, where you have some money set aside and have either that board or another board to help administer some incentives in that capacity. And I believe, given the report during budget and finance today about our current funds, our current fund balance, and the economic vitality we're enjoying, I'd like to enter a discussion in the budget and finance about setting aside a million dollars for an incentives fund to help the downtown design guidelines have the incentive that they need for people to want to locate and be in downtown and have that discussion in committee and see the best way to potentially set that fund up and to administer it and hopefully be able to bring that along with passing the guidelines themselves. So I would so move to place in budget and finance the idea of creating an incentives fund to go along with our downtown design guidelines and to administer that similar to the jobs fund in the amount of a million dollars. I guess the only question I have is, given that we have been asked to bring back to the planning committee a comprehensive set of the incentives that have been proposed over time, with the idea that the planning committee would look at those and compare them and make a decision at that time, And one of the options has been this cash, call it what you will, a fund specifically aimed at providing support for people who. So it seems to me that the appropriate place for that conversation is within planning in comparison to the other incentives. And after that, if there's still an interest in doing something, I would say, great. But does that make sense? It does. Councilmember Farmer. That does make sense. I just wanted to make sure we were, I mean, as I stepped back from it, it just seemed to me the easiest incentive of all is cash in hand to help someone. I would not want to short-circuit any sort of a discussion, but I do think we can set for ourselves a target among those of having a fund to help with. And if that's one of the ones that's in there, the need for my motion, I think, evaporates. And I would, who was my seconder? Who seconded? Siobhan, you want to wait, you want to go on? I don't care. And then also we've got groups like Friends of Wolf Run and Friends of Fursales Road that have been working really hard. I helped for a short while on Sunday do a creek cleanup, and it made significant improvements. So I just wanted to recognize those folks and encourage everyone to do a little spring cleaning. And we did have some police officers that helped. We had a commander and two clear unit officers there with us. So I appreciate everyone's help and waste management. Thank you. Their fourth grade class will be hosting their science fair presentations tomorrow night between 5.30 and 7 at William Wells Brown in the gym. And so I wanted to invite anyone who is free to stop by. They really would like a lot of public support for their students. This is the first time that they will have a science fair presentation. And so with all of the recent news of the school system and the struggles that that school has endured, I think this is a really great opportunity for the public to get involved and support the students there in their projects. So you don't feel like you can't come. I want to invite everyone because I think it's an important topic and one that needs thorough vetting. And I think maybe the nighttime and maybe 11 a.m. meeting that day could give us enough time to hear everyone we need to hear. But we'll work on that, get our calendar moving forward. I'll email everyone. A couple things I'd like to put into committee. First of all is traffic signals. We've changed our approach in how we manage our traffic signals. We have a couple pieces of new technology that are going into our system that I think the full council needs to be aware of. Because when it's turned on here in Hamburg area, I mean, I believe it's May or could already be turned on. But now they're moving pretty quickly. I think it would be something everyone would want to have all over town. So I'd like to put that into the Environmental Quality and Public Works Committee and update on our traffic signal system, how many there are, and what new technology we're using and how we plan those going forward. And hopefully the mayor will be here to catch the torch as it comes through Lexington. We're going to try to do it on a Thursday night live, hopefully, with a lot of activity around. But this is a big deal for our Olympians and our Special Olympics program. And it's really cool that they're coming through Lexington for the first time. And since most of any of us have been on council, so this will be a big deal. I just want to put it on your radar for June 4th evening. It's a Thursday night live. We don't have council meeting that night. And hopefully we'll all be able to participate in seeing those young men and women and own in young women and men carry that torch through our city. I'm back on the same issue of when we might have a special meeting or an extra meeting. It seems to me, given the amount of interest in this topic and given the amount of delay, we ought to consider, or at least I will request that the chair consider, both an evening meeting and extending the regular meeting time in June so that people who can only come in the evening will have a chance to speak and people who can come during the day and have more time can come then. If we're going to wait until June, which is what we're going to do, it gives us an opportunity to get the full range of input. So just a suggestion. Thank you. Thank you, Vice Mayor.
