There's a building located on this one. and then the major hospital is located on this one. They have 11 conditions. Oops, I'll just put that down. First five are the typical sign-offs from other developmental agencies. We have documentation from the Division of Water Qualities for the Capacity Assurance Program. We have a few cleanup conditions, and because this was a late file, this plan needs to go back in front of the technical committee after this meeting. And then the last one is discuss the status of the sanitary sewer easement, which we have a waiver report for you all by Tom Martin. If there's any other questions. Any questions? No? Thank you. Mr. Martin. Oh, one second. Yes, sir. Mr. Chairman, members of the commission, as Ms. Scott reported to you, this was a late plan and therefore missed the technical committee. However, at the subdivision committee discussion, it was determined that we needed to determine, pardon me, at that meeting it was discovered that we needed to determine how this property would be served by sanitary sewer. Your subdivision regulations, of course, require that all lots be served by public sewer. Again, here's the property with Cardinal Hill Hospital with its frontage on Vercels Road and Mason Healy Road. This is the lot that is being created by this subdivision with this being the remainder with the hospital on the property. This was the lot in question that required public sewer. It was subsequently, after your subdivision committee discussed with water quality, with their sanitary engineer folks, with the applicant, and it was discovered that the sewer that exists, if you can see the photograph that I've given to be put up, there you go, you can see the lot lines in red, and if you see that yellow dashed line, that is the sanitary sewer that serves this property. It's a six-inch line for most of its length until it hooks into an eight-inch line. You can see how it bends in there and makes an angle. It's under a structure at that point. It has been our practice, when I say ours, our sanitary sewer, the government's practice, not to accept that sort of situation, obviously, because of a conflict with the structure, but rather to allow it to remain private. That's not uncommon in our community. The most recent example I believe I could give you would be the Chevy Chase Place plats where they had a line that ran under a building. It so happened it was Enders Engineering that did that plat as well, and a waiver was granted for that public sewer. We also did it recently for a plat on Turflin Mall. So very simply, the government doesn't want the responsibility to try to maintain a public line that has building conflicts and that sort of thing. And the cost of replacing that line and relocating it is unnecessary because it's fully functioning and does comply with our standards for serving the property. So we are recommending approval of the waiver subject to the condition you see, which will be Division of Water Quality and Engineering approval of the easement and maintenance language on the plat. I'll be happy to answer any questions you may have. Questions for Mr. Martin? Yes, sir. You want me to go over here? Yes. PFR 2015-2 is a request by the trustees of the Lexington Public Library for a property that they own at 3000 Blake James Drive for a new library branch. And it is at the corner of Palumbo and Manowar. We've got hopefully the math. There we go. This is the property right here. We've got Blake James Drive, Palumbo Drive, and Manowar Boulevard. This is the location of the Lexington Furniture Company. This is a workout facility and an athletic club facility. This is part of Richmond Place. We've got wholesale and warehouse mini storage and Wilson Nurseries right there. The property is about three and a half acres, and it's the former Jaguar Land Rover dealership. And if you could put the photo up there, Bill, please. It will be the new East Side Library branch. This is the building. We've got an atrium area here, and then there is a large building that is behind there. The property is Zone B4, and that's our Wholesale and Warehouse Business Zone. And the 2007 Comprehensive Plan land use recommendation for this property is professional service and office use. and services that are generally in that land use category are usually confined to an office, but libraries and reading rooms and museums are very typically found in that land use category. There are several goals and objectives in the 2013 plan that apply to this and that support it, and those are on pages 2 and 3 of your staff report. The existing building that's there is over 27,000 square feet in size, and it was the offices and the showroom for the car dealership. There are 119 parking spaces on the site. That'll be expanded to 126 for the library. They're going to renovate and expand the building, and it'll have a new second floor area within, if you would put the site plan up. It's not in the area that I originally thought. I said it was in the glassed area, which is in the front of the building. It is going to be in this area right here. That'll add 5,185 square feet of usable floor area to the building. They'll have an elevator and two new sets of steel stairs, and they'll have two new entry vestibules, one on each side of the building, that'll be enclosed with insulated glass, one right there and one right there. They're going to rework and replace the flooring, the wall finishes, and the ceiling finishes in the building. There will be selective demolition both to the interior and the exterior of the building as well as the site. That's to allow for the new construction to take place, and it'll be handicap accessible throughout the building and the site. and they will be providing, it's kind of hard to see, but there are two sidewalks that will be handicap accessible, one up here and one right there to go to the bus stops. There's a bus stop on this corner here and then there's one across the street on the other side of Blake James Drive. So they'll have handicap accessibility for those sidewalks. Construction is proposed to begin in a couple of weeks, I think he said April 20th, and they hope to have it open and operational by the end of November or the beginning of December. There are six library facilities in the system, and combined, they have over 600,000 items in their collection. And in the comprehensive plan, it says since 2002, they have circulated over 2 million items annually. So that's a lot of books and tapes and stuff going in and out. In addition to the circulation items, they have a non-circulating reference collection, and that can be used in-house. They cannot check that out. They also offer many other services to their patrons. They have computer classes. They have story time for children. They have various programs for adults and children. And they have free Internet access and free Wi-Fi available to their patrons. And one of the 2013 Comp Plan recommendations for strategies and policies is to expand the quality Internet and computer access to underserved households. And this library with its new facilities, its larger facilities, will fall right in with that. When it was built in 1992, the Eagle Creek branch at 15,000 square feet was the largest in the branch system. Since then, other branches have been built, and now it's the second smallest. The smallest is the Village Library branch on Versailles Road, and that's just under 11,000 square feet. The new library will be called the Eastside branch, and it will more than double the space of the Eagle Creek branch as it exists right now. And to give you some kind of a comparison is between the two, the Eagle Creek branch is very small, and it only has one meeting room that can accommodate only 40 people, and that's without tables in there. This branch will have multiple meeting rooms. It'll have a gallery. It'll have a children's library, a teen library, an adult library. It'll have a children's activity room and an outdoor reading area. There will be a 25% increase in the materials that they have, and they'll have something pretty cool. All the branches now have drop-off service for materials. You can drive through and drop your books off. This will have the capability of picking up materials that you've had on hold, and this will be the only one in the system right now that has that capability. That will be located right in here. So they will have a drop-off and a pickup area. This location will be more centralized. It will serve the growing Hamburg population and their existing customers that they have from the Richmond Road and Manowar Boulevard area. It'll have better access. Eagle Creek right now is surrounded by businesses, and there's no traffic light at that intersection of Eagle Creek and Richmond Road, and this will provide much more ease of access. The 2013 plan and Destination 2040 encourage access and accessibility to all community facilities for all citizens, and they emphasize the importance of providing these community facilities and making them accessible to everyone. The site in the building will be handicap accessible. The site will be accessible by auto, by bus. Like I said, it's got the bus stops on the corner and then one across Lake James Drive. People can walk and they can bike. There are sidewalks on all the street frontages, and so it will provide accessibility to and from all the surrounding properties in the area, whether they're commercial or residential. It goes in all directions. There are two other concepts that are endorsed by the Comprehensive Plan and Destination 2040, and those are adaptive reuse and infill and redevelopment. This isn't exactly infill, but it is redevelopment, and it is an adaptive reuse of the building. Those two work hand-in-hand, and both are being accomplished by this renovation and the use of the existing building as opposed to doing new construction, totally new construction. Adaptive reuse is generally for buildings that are older than this. this building was built, I think, between 2003 and 2004, and usually when we talk about adaptive reuse, it's for older buildings, but this one, it's adaptively reusing an older building, a building that was used for something else, and it is providing a new use and a good use for it. So we find this to be in compliance with a comprehensive plan in both the goals and objectives and the text, as well as Destination 2040. The 2007 land use recommendation was for professional office service uses, and the library fits right in with that. It is accomplishing adaptive reuse and infill and redevelopment, and both are endorsed by the Comprehensive Plan and Destination 2040. And it will better serve more of the population with their expanded service and their better ease of access. And the two recommendations that we have for this is that the existing landscape material be maintained in as much as possible. and they've said that they were going to do that, and that the vehicular use area be screened in compliance with what is recommended by Article 18 of the zoning ordinance for vehicular use areas. If you have any questions about the staff report, I'd be glad to answer them, and Mr. Josh Ives is here from the architect's office to answer any other questions. Any questions for Ms. Rackersh? One is, and I can't remember even though I'm through there a lot, Is there a turn lane in front of this property that we'll be able to handle? Because as she mentioned, there's no stoplight there. And I know coming out of LA Fitness, people are complaining about the long waits to get out of there if they want to turn left coming out of there. There is a left turn lane. It's cut off or clipped off here in this vicinity map. But there is a left turn lane and then also a right turn lane going out of there. And turning left across Palumbo, certainly during busy 5 o'clock and beyond, is a little bit difficult to get out off of Blake James Drive. But to actually get on to Blake James, really there's not much traffic with the limited business behind it. But getting out onto Palumbo and turning left can be difficult at times. It's a traffic light at Palumbo and Man of War. But when I said there was no traffic light at the intersection of Eagle Creek and Richmond Road. Right. Yeah. Okay, and then my next question is, because there's comment alluding to this in the report or whatever, is this going to be a green build project? It will not be. We're not looking to achieve any LEED certification. We are doing best practices for high performance and Energy Star, but we are not seeking LEED certification. Okay, thank you. Other questions? Let me follow up with that, and it may be a question for Barb more so. The one theme goal objective, provide incentives for green buildings, sustainable development, et cetera. Should we be including that, or should that be deleted since we're not going in the green LEED certification realm? You're doing green. But not LEED, right? Correct. Okay, that green building philosophy, but not LEED certification. So the green can stay in there. It's energy efficient, but not LEED certified. This is determined compliance with a comprehensive plan, and typically they don't go to any kind of technical committee or anything like that.
