Hopefully it will go partially to a rainy day fund. Two, please fix the sidewalks on Vine Street. That's when this wheelchair is making click-clack. It's like maneuvering potholes, but worse. Three, brain freeze. I'd really like to see Lexington work with the neighborhoods who are complaining about snow removal, and this year was really bad. And the one thing that gets me really upset every time I see them on the news complaining, they have not shoveled their sidewalks. So maybe there's some kind of incentive and deal. you can work with these areas to do bids to lawn care people who that's what they do in the winter they remove snow from sidewalks and streets and teach them how to make three bids and so forth i don't know what kind of incentive incentive you could come up with but lexington does not have the funds when we have snowfall like especially this year to be out in the outskirts cleaning up sidewalks, and I do hope you raise the fee for not cleaning up sidewalks because there have been ones downtown that aren't even shoveled, which is abysmal. Thank you, Vice Mayor. With pleasure, I give the March 10th Environmental Quality and Public Works Committee meeting summary. First item on our agenda was approval of this summary. It passed without dissent. Second item was an update and analysis of the installation and lease cost of streetlights. This has been going on and maintained since 1984 within the city, and most of the city's streetlights are leased. The Cobra headlights were chosen as the primary source of streetlight option going forward due to ongoing costs. The director of traffic engineering also said that the budget will allow the installation of 400 streetlights this year with 757 lights on the list to be installed throughout the whole city. There were several additional councilor comments in regards to streetlights in addition to discussion about the franchise fee, which was increased to help offset the lack of the property tax to fund streetlights. The additional $2.5 million from the franchise fee generates enough funds for the streetlight fund to continue moving forward. there was a motion that ended our discussion made by myself and I'll read that for this committee's acceptance a move a motion was made by a customer extent to move the funding mechanism discussion on revenue stream for street lighting to the budget and finance and economic development committee second by councilor Massadi so moved the motion in a second any discussion on the motion seeing none all those in favor please say aye any opposed that motion carries thank you vice mayor the next item on our agenda was safe routes to schools this also ended in a motion which I'll read here shortly Maren Thompson with Fed County Public Schools Department of Risk Management gave us a presentation on safe routes to schools which would be a partnership between LFUCG and the school system the program was intended to delineate and and provide improvements to preferred routes for students that walk through school. They'll start a pilot program this year in the East End. Our, again, Traffic Engineering Director, Donald Hoskins Squire, said that there is a grant submission to the MPO that is intended to provide about $200,000 in funding for this program. There was a motion also included in this packet, made by Council Member Ford, to approve the resolution supporting the Safe Routes to School program. It was seconded by Council Member Fred Brown. Item number four on our agenda was dealt with last Thursday night at the council meeting, and that was the Cromwell Way between Clay's Mill Road and Cornwall Drive, reduction of speed to 25 miles an hour. item number five on the agenda was UK Forest Health Research and Education Center this was introduced by Councilmember Gibbs and we heard from professional Gerald Red Baker chairman of the UK Forestry Department and founder of UK Forest Health and Research and Education Center Dr. Baker introduced the current threats facing various species of trees and request the council support of the resolution that is included in our packet. This discussion once again ended in a motion, which is a motion was made by Council Member Gibbs to approve the resolution supporting and encouraging the establishment of the Forest Health Research and Education Center at the University of Kentucky. This was seconded by Vice Mayor Kay, and it passed without dissent, and I bring that motion to the full council. A motion. Do I have a second? Second. I have a motion and a second. On April 7th, the General Government and Social Services Committee remit, and the summary of actions and discussion of items were Item one is election of committee chair appointment of vice chair motion was made by Councilmember Evans and to accept Councilmember Lamb as chair Was seconded by Councilmember Henson passed without dissent And then Councilmember Lamb offered the role of the vice chair to Councilmember Evans and she accepted Item two was the approval of committee summary the committee approved the March 10th 2015 special committee unanimously Item three was the safe parks position. Council Member Henson provided introduction and a brief history of the item. Ms. Henson expressed the need for more volunteers and activities to enhance the safety of our parks. Mr. Chris Cooperrider, the Enterprise Deputy Director of Parks and Recreation, presented a summary of the Neighborhood Task Force goals. Brian Rogers, Deputy Director of Parks and Recreation, presented the safe parks programs and explained that this program will be offered at the Opportunity Parks and that Opportunity Parks are identified by council and parks that are perceived as not being family-friendly and have opportunities for improvements. During the committee discussion, Mr. Cooperrider explained that Parks has requested a new position in the FY16 budget to coordinate this program and that approximately 11 parks will be included in the pilot program. And we need to note that the position was not funded in the mayor's proposed budget so that it could maybe be brought up in the links discussion. There was a motion made by Council Member Henson to support the creation of a safe parks position in the FY16 budget, and it was seconded by Council Member Scutchfield. Motion passed without dissent. Item number four was the proposed department reorganization security to Department of Public Safety. Vice Mayor Kay introduced the item, and Mr. Berardin presented the proposed department reorganization of security from the Division of Facilities and Fleet Management to the Department of Public Safety. He stated that over the past 24 months, they have intensified efforts to examine their resources and identify areas where they can increase efficiencies, and further noted that they have incorporated new policies and procedures supportive of this effort. Security would be managed by a new administrative officer position in public safety, which is funded in the proposed budget. The administration is supportive of this request. The security section includes a total of 16 full-time employees and a proposed FY16 budget of $825,000. A motion was made by Council Member Scutchfield to move to the Council, the proposed department reorg of the security to the department of public safety and it was seconded by council member bledsoe the motion passed without dissent i so move second i have a motion and a second any discussion on the motion seeing none all those in favor please say aye aye any opposed that motion carries and item number five the proposed department reorganization of the office of the chief admin information officer Ms. Balacenty, Chief Information Officer, presented the proposed department reorg of the Office of the Chief Information Officer. She noted that the reorganization of her department and its transition has been occurring in phases and that it is the next step in incremental improvements to the organization. She stated that the new Department of Information Technology would be created, which would include the divisions of Enterprise Solutions and Computer Services. The administrative administration is supportive of the reorganization, and the reorganization will not result in the additional staff or budgetary impacts. The chief information officer would be the head of the department. A motion was made by Mr. Fred Brown, Councilmember Fred Brown, to move to the council the proposed department of reorg of the office of chief information officer, and it was seconded by Councilmember Henson. I was wondering if you could address that for me. Certainly. Yes, we are increasing patrols, primarily in that area in the South Limestone Corridor, mainly when students are the most present going to the bars and restaurants in that area. So Thursday through Saturday, we're increasing patrols in the peak hours of those. Thank you. Mayor. Thank you. Councilmember Fred Brown. Thank you, Chair. I just wanted to note to the listeners out there that road crews are – this is a traffic advisory. I'm sure a lot of people already know about it. But road crews are expected to begin milling and paving on both sides of Manowar Boulevard between Beaver Creek Road and Tate's Creek Road tomorrow, weather permitting. The resurfacing work will begin in the left lane of the inner loop of Manowar. The work will be performed nightly from 6 p.m. to 6 a.m. through Tuesday, May the 5th. So we want to make sure that we get the word out and the information out because that's a very highly traveled corridor, and people will need to make other arrangements probably in their traffic pattern there from that period of time. My question is, there is laws now for propane and fire marshals. Shouldn't they already be addressing that now for fire safety? Well, they— I don't want to hold this up. The state fire marshal, we do, when I was there, we did inspect propane. I'm just wondering if the local state fire marshal do come out and inspect those kind of things. Do I wonder if somebody from the fire department can look into that? Well, I think we could bring that up in committee, but they had approached me. I think we have a representative from the fire department or the commissioner, either one. Thank you. I don't think so. Chief Farmer is the one who has requested that, and he is our fire marshal. I'd love to get my morning paper on my porch. I'm saying I don't know if we can do that. I mean, we have the ability to tell someone where to put this. We have this problem in our neighborhood where the advertising circulars are thrown out on the driveway, and I have got complaints on that. There's a difference between an advertising circular and a newspaper. And this is, you know, technically, if we would let anybody throw a circular out on your driveway, everybody that wanted to send an ad out could drive by and throw it in your driveway, and we would have no control over it. So I think we need to regulate that aspect of it. Now, with regard to the newspaper, you know, they can throw that wherever they want because somebody is subscribing to that, they're paying for the service, and they've requested it, but when they're just throwing it out because they're trying to put a circular in your driveway without your request, I think that's not inappropriate.
