I'd like to welcome you to the May 25th meeting of the Board of Architecture Review. We appreciate those of you in attendance today. The board was established by zoning ordinance in 1958. Our first historic district was Gratz Park, and we now have a total of 15 historic districts. The board, which is appointed by the mayor and confirmed by the Urban County Council, is a part of the Division of Historic Preservation. The Historic Preservation Office maintains a full-time staff to assist you with your projects. The board encourages and recommends that applicants use them as a resource. The Historic Preservation Office is located at 101 East Vine Street, Room 220. It is our procedure to consider applications in the order in which they are listed on our agenda. In each case, we will have a presentation by the staff, and we'll hear any additional comments from the applicant. The Board will then ask questions or make comments regarding the application, and then hear comments from any other interested parties. The Chair will then ask the Board members to enter a motion. If you wish to address the Board, please come to the microphone and state your name and address for the public record. We also ask that you write your name on the sign-in sheet by the door so that the information can be recorded correctly. I'd like to note the following staff approvals before we begin our review of applications. There are certain items that the staff can approve, eliminating the necessity for all applicants to appear before the Board. There are a total of 12 approved applications noted on today's agenda. in the Ashland Park Historic District 303 to Shea Road, re-roofed garage, 312 to Shea Road, repair front, stoop, and landscape yard. In the Aylesford Historic District at 425 East High Street, renovate structure, 601 East High Street, remove Dying Burr Oak Tree. I just barely heard that, so for the rest of our conversation, if you could lean into the microphone a little bit, I'd appreciate it. Is it turned on? Okay. Great. Thank you. Sorry about that. Have you had a chance to review the staff's findings and recommendations? I did. They're pretty favorable. I'll run through those just to make sure we're reading the same thing. Staff recommends approval with the following conditions that one, final details be submitted to the staff for review and approval prior to the issuance of any COA. And two, once reviewed by other LFUCG divisions, all changes come back to staff for review and approval prior to the start of any work. Those are pretty easy. Are there comments or questions for the applicants over this case? I have a question for the staff. Sure. Amelia, who was the staff member on this case? Graham has a question for you. It's okay. Can you hear? Yes, sir. Typically, with an addition that abuts that's near a corner of a building, we ask that the wall be set back 12 inches from the corner. Is there a reason why that's not applicable in this case? I think that you're correct. The only reason is because the existing deck was already located in that location that's going to be removed. I guess I would note that the deck is not an enclosure and there is a difference between a deck and a... David, is there a strong reason why it would be problematic to shift the door in 12 inches from the brick corner of the building? The entire deck? No, just the door. You know, in plan, you have that little section of wall that the door's in, and then it turns and steps out, and what I'm wondering is... Oh, I mean, the door can step in, sure. But the porch can still step out. Yeah. I think what you've designed is in keeping with the guidelines in every respect, except that all of our precedents would require an enclosure or an addition like this to step 12 inches back behind the corner so that one can still read the volume of the existing building. And, you know, what you designed is clearly subordinate, clearly differential to the existing building. But that has been a precedent for us. So it seems like to be consistent. I'd like to hear what the other board members think. But it seems like to be consistent that that door should, the little segment of wall that the door is in should push back at least 8 inches, if not 12. I don't. see any problem with doing that. I would say if you find there's a conflict between the door and the open position and the new column right beside it, you know, if it were 11 1⁄2 inches or 10 inches to make that work, I don't have a problem with it being slightly less than 12 if it has to be. But I understand your point in that we're going from a deck to a new enclosed space, and it kind of puts it in a new category. So if shifting the door is an easy accommodation, then I would like to see that happen just to maintain the guideline. I think it helps break it free like the guideline is requesting. So if it's not a big change for you, I'm happy to see that change made. There's three square foot of floor space, but I think we can do that. I can't hear you. I said we'll lose three feet of floor space, but I think we can. You weren't going to put anything right in front of the door anyways, were you? Anything else for the applicant this evening? Well, knowing Jim Ringo, I know he'll be wanting to maintain precedent. So I'm sure I have a feeling he won't have a problem with this. We worked for him a couple years ago. Are there any folks in the audience who speak to this case this evening? Again, we're discussing 248 North Broadway. Seeing no action out there. Mr. Chair, regarding case number 02500248-C at 248 North Broadway, I move to approve the application pursuant to the conditions recommended by the staff, those being number one, final details should be submitted to the staff for review and approval prior to the issuance of a Certificate of Appropriateness. Number two, once reviewed by other LFUCG divisions, all changes should come back to staff for review and approval prior to the start of any work. And in addition to that, the condition that the small segment of the wall in which the side door is located be moved back approximately 12 inches so that the brick corner of the building is fully revealed and that condition is consistent with our readings on previous applications and is a precedent that needs to be maintained for future proposals. Next project on the agenda is at 308 South Hanover, in the Ashland Historic District. That application is to change a window opening. I believe the applicant's here this evening. I'm prepared to give you the roughest time possible, Graham. I am recusing myself from the board for this project since I am representing the owner here. And I'm Graham Paul at 977 Fincastle Road. We don't agree with the staff on this since they're recommending against approval. I understand. Before the staff makes their presentation of their findings, I'll note that we have received a letter of opposition from a neighbor, I gather, in our report. But we'll have the staff make their presentation so we can hear what you have to say, Graham. I would note that the owner, John Myers, is here too in the audience. Good. Would it be okay for him to speak now or should we wait for the staffs? Let's go ahead and have the staff presentation first and then we'll go from there. Thank you. The applicant is requesting that an existing window located on the side of the house in this location be modified by either making it wider and longer, lowering the sill, or only making it taller by lowering the sill. Closer view of the window in question. As you can see, this photo is taken from the street, and it would be obviously visible. The window, note, is the same as the window above it. They stack the same width. there's not really a symmetry on the windows at this point. The drawings show the existing window. The first option, which is to just lower the sill, keeping the same width. and then the second option, lowering the sill and increasing the width. I've included guidelines for your use, and the staff finds that the proposal to enlarge or stretch the window is not in compliance with the guidelines as stated in I-24A or 2.4.A. windows should be preserved and maintained in their original location, size, and design. And with their original materials and numbers of panes, original framing of the opening should be retained and maintained. Staff recommends denial of the application to enlarge or to stretch the window. Thank you. Any questions for the staff while they're up here? Barry, are the windows on the lower elevation the same size? No, they're not. They're not. They look the same. Are you speaking of width or height? Both. You can see... They look almost the same. No, the window to the front is definitely taller than the window to the rear. Okay. I guess it's just the perspective. What does the small window let into? Is it a bathroom? I'm not sure. I haven't been in. Yeah, there is a floor plan, but I think that's just on the first floor. I see. It's in the kitchen at the base of the stairs. Okay. I think when staff was looking at the window dimensions, don't I remember correctly, we thought there was about two bricks. Difference. Difference. It's a little hard to say, but the heads look offset. The heads are aligned, and there's some length difference, but it's about two bricks height. Yeah, I'm just counting on the photograph. That is the difference. It's 19 inches and 15 inches. Yeah, so not a huge amount is what I'm saying. It's cheaper. It's not into. Thank you. That's, that's, I go back and forth between looking at the submittal that keeps the width of the window the same and gives it greater length, mostly because the lights in this existing one just aren't right because each light is wider than it is tall. And the one upstairs, it looks like the lights are square, and you do run into that. So I'm not really... I believe it's only the width that is the same between the upper and the lower. Uh-huh, yeah. But that makes these little horizontal rectangles on the lower one. Correct. On the lower window. And then the upper window, they're more like square lights. And that looks more appropriate for the period of the house. But I don't think it's such a big issue that we really should depart from our staff's recommendation because this comes to us often in other buildings, and we often don't allow it. I don't think it's that important in this. I guess our interpretation is that the original architect thought that that's the way it should be and it's not up to us to say if it's good or bad, just to interpret by the guidelines. Yeah. Okay. Let me explain the reason for the application. This window is the only window that provides any natural light for the kitchen. So if you look at the floor plan that's in your packet, you'll see that the kitchen is completely landlocked, and that window is sort of unfortunately small. If you were to look carefully, you'd see that the window above it is actually about at least two courses taller, as Sarah noted. that entire elevation is arbitrary except for the alignment of those two windows. There are no other alignments on that facade. In fact, there isn't even symmetry with the window at the top in the gable. It's kind of arbitrarily positioned. And I'd also note that that side, that wall of that building, the mortar has been substantially redone in a not very satisfactory manner. So the integrity of that particular facade of the houses is a little bit compromised because of that. So the objective, the owner is wanting their kitchen to be a more functional place, and bringing light in is critical to that necessity. And one of the advantages of expanding the window in this regard is that it will allow us to retain the original historic plan of the house, whereas the only other alternative would be to move things around in such a way that we could bring light in from other windows that are currently serving other spaces but moving the kitchen in such a way that we can take advantage of other openings. So those are the arguments for the enlargement. Obviously, the owner would prefer the more light, the better, but we recognize that the alignment with the window above might be a sticking point and so that's why we have the two schemes for you to consider. And I think that's about all I've got for you. Do you have any questions? It's certainly interesting that all I couldn't make any of the windows match on the whole elevation none of them seemed to be and I saw the one alignment that you referred to and then the rest are just kind of this fun whatever was left on the shelf that day size of windows all on this one elevation which I think is an interesting piece of the character on this side of the house And in addition to that, another odd thing is that the window that aligns with this one is in a bathroom. And so it really has no rational justification. It just so happens that they chose the same width window and put it up above. And presumably there were some walls that aligned, and they put the window in the same kind of location, but in the bathroom as opposed to a hall. So I have two points that I struggle with in your request. I understand the reasoning behind it perfectly. It makes total sense to get as much light into the kitchen as possible and would certainly be an improvement to the kitchen to have that added daylight into the space. I struggle, though. I mean, the guidelines are so clear on this, and I know I've been trying to think back. Have there ever been any cases where I know we've changed historic openings when a window became a door for various reasons, and we're able to make peace with that, but I'm really struggling to remember if we've ever changed the opening size for the sake of a new window. That's not to say we didn't. It's just I can't think of a time that we did. We'd be happy to put a door there. A door to nowhere. That would be odd. I just don't know. The longer, taller window in option number two is such a step away from what's there, but it is the best one, yes, because it does at least maintain the width and the head height of the existing window. And if we were to allow any of them, I suppose that would be my choice because it does relate best to the other windows. But at the same time, you know, the opposite end of the seesaw is that the guidelines are so clear for this. Well, with all due respect, to my layman's eyes, I think if you stretch the window, it's going to fight with the dimension of the door next to it. and it's also going to be sort of out of whack with the enclosed porch next to it. I think that may be why that window is so small in the first place. To make it, I'm not sure whether that porch came later or not. It probably did later, but I know. And we held the, you may note on the drawings that we indicated the head height and the sill height of the adjacent casement in that addition. Right. Because we positioned the sill deliberately about eight inches above the sill height of the casement so that it was distinctly different from the casement. Okay. I'm going to have to agree with Greg, though. the reg is so clear on this point. I don't really see, I don't see how we can craft a finding to justify this kind of a change to the opening. And oddly enough, the randomness of the placement of the windows is sort of what adds to its interest in a weird kind of a way. Yeah, I don't know what else to add beyond that, Graham. Do you have any other statement for us? I know the owner was interested in speaking to us as well. I haven't done enough research to find a window that we've approved replacement of before. Nothing comes to me when I'm thinking about it, but like I said, it's a lot of cases. Maybe there's one I'm not thinking of. I guess I would add that there is some moisture damage on the interior sill of this window, but it's not of a level that we sometimes allow a replacement because the window is not salvageable. Sure. But I think, you know, over the course of time, the deterioration of the sashes and the single pane allows condensation and just normal wear and tear kind of things. Still, you'd say that's in the category of repair work, not replacement work at this time. Graham, the one that's to the left of the door, is it aligned with the one that we're discussing? The head height is aligned, but the sill is deeper. The sill is? The sill is about two or three courses lower than the sill of the one that we're discussing. It may be the same depth as the one above the one we're discussing. That window to the left might be the same height as the one above the window we're discussing. Well, as a compromise, I would feel better with the proving one that is the same size as the one on the left. I'm not in love with the charm of these unorganized windows, but I think that that would change the character of that facade less than either of the other two longer windows. It won't give a whole lot more light, but it is a little more generous. If a new window were approved, we'd have to omit the grill pattern, correct? Like go for a one over one? I think the guidelines suggest that it should be as close as possible to the original. Isn't that right? Is that, I mean, this is a replacement it should match, but a new opening would be a new window. Right. If it's introducing a new opening, it would definitely be a different glass pattern so that it would be recognizable as a new opening. It's obviously when you're extending an existing condition or enlarging an existing condition that I guess is part of the challenge here is to determine is that it's not a new opening literally, but it is a larger than original opening, and it does no longer retain the original sash or its sash pattern. I mean, it's in no way a replacement window if we change the size of the opening. No, it really becomes a new element. I mean, I keep trying to make the grill patterns balance out because there aren't any that are so long and vertical on the rest of the elevation, and then it struck me there shouldn't be any grill pattern at all in the new window. So I should just quit thinking that way. Yeah, I'm not sure that making it the same depth as the one to the left would add enough light to justify the work, you know. I guess the owner would have to weigh in on that. Can I have John speak to you for a moment? Mr. Chairman, members of the board, members of the staff, my name is John Myers, and I live at 308 South Hanover. You'll note the property is in my wife's name, Janie Fergus, and she, at the last minute, wanted me to convey her condolences for not being able to attend, but she's got her chance at fame and fortune in Hollywood. She is hired as an extra for the movie that's being filmed in central Kentucky today. So you've got me, and unfortunately, Graham's going to have to do all the heavy lifting. But just to give you a little background, we purchased the house about 20 years ago, and the reason we moved into the neighborhood is we were just attracted by the character of the neighborhood and the charm, And that's the utmost priority for us. My wife was very active in getting the H-1 overlay approved, and she certainly appreciates your all's efforts in maintaining those standards for our neighborhood. We chose Graham for several reasons to help us when we started talking about making some changes to our kitchen. One is he's a friend of ours. Number two, he's a neighbor. And number three, we knew that he could maintain the essential character of the home while still improving the livability. And that's really what this is all about is just improving the livability of the kitchen area. I know Mr. Dickinson had asked some questions about the addition on the house. Just to give you a little background, at the time we bought the house, that addition was under construction. The prior owner was George Brown, and he had undertaken substantial efforts to really upgrade the house, and he added the addition, which is almost 2,000 square feet. So he took the 1,700-square-foot home and added a major addition on the back. I can't tell you for sure what he did with the windows. I do know there were quite a few concrete window sills out in the backyard. In fact, the backyard was a construction dump, so I have no idea whether that was the original window or not. But we do appreciate you all taking the time to consider this request, and we particularly want to thank the staff, especially Amelia and Barry, for all the time they've spent on it. Thank you. Where you'll see the first contact from the applicant was to request the postponement. It does not state a date. And then their attorney and I spoke over the phone and talked about the need to have a requested date. and the attorney at that time said that they would like to request it be at your August 24th meeting of the review board, thereby to allow time for them to meet with others who have concerns about this matter, look further into all the scenario of what's involved in this application and essentially allow the opportunity for there to be more dialogue with all the parties involved. So the staff, of course, is supportive of such and would recommend that. Great. And I think the board would also, I mean, this is, we've heard rumbling, I have links around of people being interested in this case, so any opportunity for increased dialogue to sort of address some of those issues ahead of time between the applicant and concerned neighbors is great as far as I'm concerned. So the applicant would like to postpone to August 24, 2016. Can I get a motion to that effect, please? I so move. And a second to that? Second. Any further discussion? She asks one clarification, perhaps. Mr. Chairman, I move that we postpone, not continue, but postpone the meeting. Postpone would be correct. Staff has a question tied to the date and the availability of the board members. We want to nuance that a bit if necessary. Well, okay. Okay. One board member, I believe, has indicated non-availability for the meeting on the 24th. Okay. Well, the indication is that that is not totally known to be the fact. And so we were concerned as staff that the date it is postponed to not already be known to have challenges relative to having a quorum. But it looks like that may not be the case, in which case postponing to the 24th, which is the applicant's chosen date and their desire to be on the August 24th date, in which case we really don't have enough knowledge at this time, I'd say, to affect that consideration short of anything the board would like to or feels might be involved. Now that you raise the issue. No, I should be back. I'm going to be on vacation, but I should be back by then. Okay. The applicant has indicated if there were challenges associated with that meeting, they would request that it be put at the previous meeting, which is on August 12th, to my recollection. And I would definitely have a conflict with that date. You definitely have a conflict with the first meeting of the month. Okay. Okay. I think I'm fine on the 24th. What about you? It's hard to say this far. I understand. But I don't have a vacation scheduled for that time. So thus far, we have one out on the 12th and one out on the 24th. Do they have a problem pushing it out to the first meeting in September? We had that discussion informally, and the attorney was going to check with his client and did so and said that they would like to go ahead with one or the other of the August meetings if possible. It's partly tied to the fact that this property is under notice and order from code enforcement and some other scenarios of LFUCG process. and so they are wanting to move to resolve this in a timely fashion. And, of course, all of us, the staff and you all as a board, I know, support getting this resolved in a timely fashion. So I don't think that's at all the question. We've talked about the fact that it's getting weather all that time and so forth and so on. So I think it's certainly in everybody's best interest that this get docketed as soon as is reasonable within the request of the property owner and the intent to allow there to be more considerations going on in an interim. Having said that, we do want to be realistic and put it at a time that we know. I think at the end of the day, it's difficult to predict that far out. It might be part of our challenge. And talking about it, one option would be to schedule it, since one of you is known to be missing at either of those meetings in August, we could postpone it until the first meeting of August and then postpone it one more time at that August 12th meeting until the 24th or, if necessary, I guess even the first meeting in September. I mean, it is true. We can't hear this if we don't have a quorum. I was thinking along the same lines, but even pulling it all the way back to the late meeting in July, which I think is the 27th. If we schedule it for the 27th and that doesn't work, we still have two fall back dates to push towards. We haven't done the roll call for a possible July 27th. What the other board members may not be aware of, the reason the math is not working out, because clearly we've said two and there should be three out of the four. My time on the board is actually expiring at the last meeting in June, so I'm unavailable. I'll be off the board at that time. So that's why I haven't been considering this math equation so far. Aren't you going to hurry up? I have to take 12 months off. I've re-upped too many times. Well, and our attorney is counseling us, which has been done in the past, that until a new appointment is in place, you, Mr. Hossfield, would have the choice to be a carryover member until the new appointment becomes reality. We can discuss that further. I understand. Given the incredible lack of action for a new board member for the vacancy we have now, it seems like that could be an extension into perpetuity. I think that there would have to be obviously very limited considerations on your part with that, and we understand that. So if things become dire, that's certainly a possibility that I'm willing to discuss further as we get there. I don't want to count on that. I understand. The applicant is hoping to move their stuff forward. We're not wanting to suggest that you would have to commit to that. Sure, sure. And I'm not saying I'm not going to commit to it. I'm just saying let's not make that the first option. Could the staff ask about the last meeting in July? Now, the problem, I think, may be when the attorney working with this about finding a date to request their postponement to requested the August options, I'm not so sure that the attorney is available and or his client in July. And I might email him right now while we're talking if that's possible. He's monitoring this via streaming at the moment. There was a note in his email that he was available by phone if we had any questions or comments. Yeah, all right. Let me... I don't know how appropriate that is for in the middle of the meeting, but certainly... I understand. Interesting. That's true. Our attorney's suggesting we could recess for a few moments, and that would allow for a little communication. With summer break upon us, it's time to take a look at what's happening at the Explorium of Lexington for little explorers and their parents. Hey everybody, I'm Lee Ellen Martin with the Explorium of Lexington. Stay tuned to see what's next. Abracadabra. Hi, welcome to the Explorium. What do we got going on for the summertime, summer camps, and your new exhibit? Right. Well, we've got lots of fun stuff going on. We'll have summer camps all summer starting just as soon as school's out. Kids can come spend a week with us or two or three, how many ever they want. Every week is a different subject. So whether you want to study, we've got a STEAM week. We have got several others, and we've even got the science behind sports this year. And the whole camp season is sponsored by the Lexington Legends, so every kid that comes here gets two tickets to a Legends game. So that'll be a lot of fun. So there's always lots of fun camps going on here. We've also got, for right now, Abracadabra Everyday Magic, and it'll be here until Memorial Day. and you can learn how the secrets behind magic and you also learn about just magic in our lives you know what how math magic things in math sometimes seem like magic but they're not but so you learn the secrets behind it and then you can learn the secret behind pulling a rabbit out of the hat too that's awesome right learn some card tricks learn domino tricks and even learn to move like a magician you know how they get in and out of tricks because they're very flexible or bendy as my kids might say. So there's a whole area where you can move in and out of tunnels and downslides. Our winter hours, basically our school year hours, are Tuesday through Saturday 10 to 5, Sunday 1 to 5. And we have over a hundred exhibits here and everything is to be touched and played with. We have a moon you can walk on, a bubble you can get inside of, you can fly INF 16, dig for dinosaurs. Our homes area has just gotten a renovation, and so there's new things in there to do, new clothes to try on. We've got a camel you can ride in now. And then downstairs we've got our around Kentucky area, which is a lot of horse activities. And then we've got our locks and dams river. And then you move on from there. We do have a toddler area. and that's actually next for renovation. That'll be going under renovation this spring. Then we have our human body, so you can learn about being careful in the sun, learn about your teeth, your brain. And then from there you move on to the Explorium Way where you can learn about farm to market. You can be a farmer. You can take your goods that you grow to the market. There's a bank. We've got a green screen newsroom, WEXP. You can report on all sorts of natural disasters. We actually, by April 15th, will have open our courtroom. So you can now come and be a judge or an attorney or the defendant or the victim, whatever you want to be, the jury. And you can also, on down the Explorium Way would be our pet hospital and our doctor's office. Tuesday through Friday at 1030, we have preschool programs. so if your preschooler wants to come and do something a little different every time they come, we've got these about half-hour programs. They're free with Museum Admission. And then on Saturdays, we have programs at 11. They're a little bit more in-depth, so the kids stay in the room for about 30, 45 minutes, and they do. It could be a science project, an art project, social studies. It just varies what it might be. And then every Saturday also from 1232, we have Imagination Station. And they're really quick little activities you can come do, but it's just something different. I know we've made lava lamps. We've sent letters to soldiers. We have done minute-to-win-it type races, so just a lot of different things going on. All of the programs that I described are free with museum admission, so you just come and whatever's going on, we encourage you to do it. The Family Care Center has long been a resource for young parents who are seeking the tools and the information they need to be the best possible caregivers to their children while improving themselves. Recently the center had an honors banquet to celebrate the graduates from its parent education program. Today is just a day to celebrate our students and their successes and not only academically but parents as well. For those of you that aren't familiar, the Family Care Center for Academics is an independent-based program. So the students work a lot, one-on-one, on their own, and so tutors are a key component for them to be successful. This year we have had the best volunteers and the best tutors we've had since I've been here. They were here every week. If they weren't here, they would call. They really got to know our students, and so we just want to take that time to recognize those volunteers and thank you so much for all the hard work that you've put into that. Why Harry Dean Stanton is the easiest question in the world. My relationship with Harry Dean Stanton also began at the Kentucky Theater. When I was 15 years old, I saw Repo Man there. And our friend Mary Lake, as it turned out, they were related. And they said, yeah, he's from around here someplace. And I was blown away by that fact. Like, I loved the fact that I watched the movie, that I fell in love with this person on the screen. And then as I walked out, I found out that we were actually from the same place and that he probably spent time in that very movie theater where I first saw him. have certain preconceptions about Kentucky sometimes, which are very unfortunate and not based on any reality whatsoever. But I would always tell them, you know, Harry Dean Stanton's from there. And people would get really excited because there's something sort of unifying and bonding about him. I mean, he's just so cool. I was a big James Dean fan when I was a kid, and I used to go to Fairmont, Indiana, which is the home of James Dean. And there's a festival for him, a three-day festival every year, and they show his three films. And then when I moved back to Lexington, some friends were working on the Lexington Film League. They'd started it. They were doing an amazing job with it. They asked if I wanted to be involved. They said, what would you like to bring to it? And it just kind of popped out of my mouth. Maybe we could have a Harry Dean Stanton Festival. I mean, James Dean has one and he has three movies. Harry Dean has like 200 movies. It'll program itself forever. When I had the idea, I recognized that I needed to probably reach out to him and make sure that this was okay, that he would in fact approve of a festival in his honor. And I asked around, you know, does anybody know him? Does anybody have a connection to him? How can I get in touch with him. And a very close friend of mine said, you know, what about Tom Thurman? Tom Thurman knows everybody. And Tom Thurman is an amazing, brilliant documentary filmmaker who lives here in Lexington. And so I just cold called poor Tom Thurman, who had no idea who I am. I called him out of the blue and I said, hi, you know, I heard that there was a possibility you might know Harry Dean. And he said, I might know Harry Dean. And I said, yeah, I'm sorry. Is that not a thing? He said, I might know Harry Dean. And I said, yes. And he said, I've actually been working on a documentary about Harry Dean for 20 years, and we're about to premiere it at the Kentucky Theater. And I thought, I mean, at first, I didn't know if he thought I was kidding. I didn't know if he was kidding. But like, sure enough, he really had made this brilliant documentary about Harry and was going to premiere it. And so I asked if maybe we could piggyback on that and start the festival. So our opening night screening was Tom Thurman's KET documentary, Harry Dean's Dan Crossing Mulholland. We're just sort of letting it grow the way that it grows. Obviously the year that he came here was tremendous. We had people coming from all over the country, from the northwest as far as Seattle, from the northeast as far as Philadelphia, from the south as far as Miami, and all of a sudden we really realized that this is a national entity. Being able to have him standing up at the theater and Jim Gray giving him a key to the city and having that just thunderous applause from 800 people sitting out at a theater where he used to go when he went to UK. I think that was my favorite moment, was just knowing that hopefully it meant something to him. This year's event is June 10 through 12. The UK LFUCG Arboretum is ramping up its schedule of events at one of its most popular attractions, the Children's Garden. Yes! Okay, good. Yeah, so we can get our stuff there. Yeah. There's so much for them to do here. They love the Pioneer Cabin. They can pretend like they are on the frontier and playing with the plates and making a fire and hanging the laundry. Jackie Gallimore is talking about the UK Arboretum Children's Garden. Kids love to wade in the stream and get wet. They love to be in the boat and go fishing. From the train to the very terrain, there is plenty for kids to learn about and see. There's also structured programs to keep these little minds engaged when they aren't in school. At 11, 1, and 3, we do programming, and depending on the day, we do a craft, a story time, plant something, or go on a hike with them. Gallimore says the goal is about instilling a love and appreciation for nature in these little humans while they're young. Whenever kids grow up, they're going to be our future scientists, politicians, that sort of thing. So we want them to love nature at a young age so they can grow up appreciating it and wanting to preserve it when they get older. I can't wait! This is so fun! It's downtownlex.com. The warm weather months are a great time to help clean up your community. Jim Pendergast with Keep Lexington Beautiful has some tips on how to get organized and get cleaning. I'm Jim Pendergast I'm chair of Keep Lexington Beautiful we are an affiliate of Keep America Beautiful and one of our primary objectives each year is the Great American Cleanup that's sponsored by Keep America Beautiful and there are over 20,000 communities across the country that participate and four million volunteers get involved in the Great American Cleanup. And what we do at Keep Lexington Beautiful is help organize cleanups for neighborhood associations, businesses, whoever wants to have a cleanup in their neighborhood or their area. KLB will help as much as possible for them to organize. We'll advertise on our website and some different places for volunteers. And then we can provide trash bags and buckets and shovels and other assorted pieces of equipment to help with the cleanup. We've made a lot of progress with our cleanups over the years. In 2013, we had 48. In 2014, we had 52. And we had a huge jump in 2015. We had a total of 82 cleanups during the year. A lot of that was because of Republic Services. They did a sponsorship with us, and they provided $25,000 for an advertising campaign that we conducted last year. So there's great appreciation to Republic Services for what they were able to do to help us last year. And we're hoping that carries over this year so that we have an equal or greater amount of cleanups. Keep America Beautiful will recognize any cleanups we do during the year. So while we actually kick off the main part of it in March when the weather gets a little better, we'll have cleanups throughout the year. But it'll go all through the summer and we'll sponsor those and help anybody at any time in Fayette County to conduct a cleanup. up. There are a couple ways people can reach us to volunteer. So please, don't trash the bluegrass. I'm Councilman James Brown. In today's council comments, we're here at Whitaker Ballpark, Whitaker Bank Ballpark, with the Lexington Legends. Professional baseball has always been a part of Lexington's history since the late 1800s. but the two professional teams, the Lexington Hustlers and the Colts, disbanded in 1954. In an effort led by Allen Stein, the Lexington Legends were born and brought professional baseball back to Lexington. In 2005, the team was purchased by the Shea family, and currently Andy Shea is the president and CEO of the Lexington Legends. So we'll take a look at the ballpark, some upgrades that have been made to the stadium, and hear about some efforts that the legends participate in throughout the community in today's council comments. That ain't bad. Hello, I'm First District Councilman James Brown. I'm here today with Lexington Legends President and CEO Andy Shea. Andy, how long have you been with the Lexington Legends? I've been here for a little over 12 years. I moved to Lexington in January of 2005. Went to college at Boston College and moved down here a few months later, and this is my home. That's good to hear. I think your story is interesting, Andy, because when you first came to the Legends, you kind of started from the bottom and worked your way to the top. Oh, yeah. Yeah, no, I was, there were plenty of days out there where I was working at the parking lot and getting yelled at people or going door-to-door selling season tickets where I was wondering what the heck I was doing 650 miles away from anyone else that I knew. let alone from my home and family, but it's turned into home. And I absolutely love the Lexington Legends. I love what we do here, and I love who we are in the community. Hey, I'll speak for a lot of people in Lexington and a lot of people in the 1st District. We love the Legends, too. I know, don't ask me why, but I was taking a tour of the facility and happened to see a picture of a mascot on the door of the girls' bathroom, and I think somebody told me that was you back in 2005. That was me. Everyone does everything. And it was funny. We completely renovated the women's restrooms in the concourse this year, and they look absolutely beautiful, clean, bright, very just open. And the one thing that I said to the interior designer was that picture stays because I love that picture of me from 2005. And it's just kind of a reminder that, again, everyone does everything. And when you're the shorter one of the two lowest people on the totem pole, you've got to be peewee because the tall guy is going to be Big L. Yeah, I know the kids love Big L. What we'll do today is we'll take a look at some of the upgrades that Andy and his team have made to the stadium. We'll talk about some of the upcoming events and some of the work that the Legends and Andy is doing in the community. All right, Andy, I want to touch base on another aspect of the Legends. I know it's good family fun and a good place where families come and have a good time and watch a baseball game, but you also have a big economic impact on Lexington and the 1st District. How many people do you employ here at the Legends? We've got roughly 25 year-round 12-month employees full-time, and then seasonal between internships, food and beverage, concessions, parking tenants, ticket takers, box office, AV, you name it. It gets up to about 250 during the season. That's a lot of jobs. That's a lot of opportunities for people to experience and develop workforce experience in a field that's not that common. I know being the only professional sports team in Lexington, that's a unique opportunity. Absolutely. And it's someone for all walks of life, too. I mean, we have 16-year-olds here that are either bat boys or maybe helping out here and there with food and beverage and concessions items. Then we have retirees that are here that are ushers and want to have something to do and be around the ballpark and everything. We have several people that come right over from Lexmark after work to continue the day and be around the ballpark. And then, of course, the job readiness program and the development. I mean, that's key, being able to see people that were former legends, interns, or employees that work for the Dolphins, that work for the Tennessee Titans, that work for the Sacramento Rivercats. I mean, that's a real source of pride for us that, you know, they started in Lexington and grew from there. Yeah, that's exciting. I know your location also plays a key part in how attractive it is to the city. It's on North Broadway, one of the main corridors into the city. And I think it's, you know, one of the things that people look forward to seeing when they come into town. You got this big grand ball field that sits to the right of North Broadway. Anyway, the All-Star Game, what's the league called? Is it single A? We're the South Atlantic League. Yep, single A. All-Star Game is going to be here this year. What's the date and what can we expect from those festivities? The date of the game itself is June 21st, 7.05 game. But the festivities begin all day the day before on June 20th. Starting with we're going to have all the league executives, players, Everyone from the other 13 markets and teams in our league will be visiting our city. So we want to show it off to the best of our abilities. We've got bourbon tours. We've got American Pharaoh tours. We've got some of the downtown and history tours of Lexington. And then Monday night, we're calling it Monday Night Live. We're having a free Thompson Square concert for anyone and everyone. And again, it's really just a fun way to kick off the All-Star Game and the All-Star Game festivities. that next day. We've got all sorts of things going on, starting with an entire team meet and greet and autograph session with everyone on the all-star team, both of them, managers, trainers, you name it, starting at 3.30 at the ballpark on the 21st. Then it goes into our legendary derby, which we had to put a little spin on the home run derby to give it our own Lexington and equine feel. So we have a lot of fun, cool, interactive, unique ways to enjoy the derby. And then, of course, you've got the game itself, which hosts South Atlantic League All-Stars. And it's had everyone from Bryce Harper to Hunter Pence to Lexington's own Robbie Ross, who's a current Boston Red Sox. It truly is the stars of tomorrow. Hey, that sounds like a real exciting time here in Lexington at the ballpark. I know me and my family plan to come. I've already signed in that I'm coming on Facebook, so I look forward to the festivities. Scott blew it into the wind-up and the pitch on the way, a swing and a drive into left center field. Coming over for it and diving for it is Cody Jones and he makes the catch. Andy, I spent a lot of time here at the Legends baseball stadium. We even actually had my son's 10-year birthday party here. He had a chance to throw out the first pitch his friends it was rain it got rained it started raining at the end of the night so they didn't get to run the bases but they did a whole lot of stuff in the stadium when i was here i don't remember this uh this this area is this something new it is this is our bullpen patio this is uh we really took a bunch of steps back going into the off season last august and really kind of wanted to just take a 100 fan experience perspective on anything and everything that we do here both operationally, facility-wise, pricing-wise, everything. So the bullpen patio is really kind of our crown jewel of the offseason. I mean, this is a great area that is open to anyone and everyone, whether you have a bleacher ticket or you have a suite ticket or anything in between. The bullpen patio is open to you, and you can come and just hang out and have fun and, I mean, talk about the best view in the house. So, I mean, this is something that really is, again, for everyone whenever they want. Yeah, it looks like it runs right up on the field. It looks like a good party slash patio area. What other improvements or what other upgrades have you made to the stadium? Well, so one of the biggest ones that we did as well was we took over our food and beverage and concessions operations. So instead of having ultra corporate third party running our food and beverage and that operation, we're doing it in-house. So what that's allowed us to do is we have lowered every single price on the menu versus last year. And I don't know how many people can ever say that at a venue or sporting event, but we're very proud of that. And we've expanded the variety. So there's all sorts of fun things to get out here, whether it's the fried bologna sandwich on the donuts, whether it's the churger, which is a chicken and hamburger sandwich, or our taco stand. I mean, there is such great variety and everything's at a great cost. Churger. They're making up words here at the Legends, so they're doing it all. Talking about changes and upgrades, I see it looks like the concourses have been painted. I see murals. I see pictures of past UK players that were hearing throughout the first pitch. It's a lot of great additions to the stadium. I think it's going to enhance the overall experience. Can you touch base on some of the things that make this an affordable family destination? I know you have bobblehead nights, Thirsty Thursdays. Yep, absolutely. So with the bobblehead nights, with the fireworks, with the national acts and the entertainment, we try and add as much value as humanly possible to the tickets that we offer at the ballpark, which starts at $1. dollar. So admission, we're trying to always figure out ways to make it as affordable and as efficient to the customer as well as add as much value. Then every Monday is kids eat free and play. So they get a free combo meal as well as the kids area is free to them for the night. Every Tuesday is quarter hot dog night. And then every Thursday is dollar beers, dollar Pepsi's. So we try and have as much fun and as much value and as much affordability as we can. Okay, that sounds great. I'll tell you what, it sounds like you guys are a real good community partner, and in that same vein, I know y'all do a lot of programs and are involved in a lot of things in the community. I know we both sit on the board of LexArt. I've been here for your Stash Tank events. Can you tell a little bit about the Stash Tank and some of the other initiatives that you are involved in in the community? Absolutely. That's something that is, it's more than just important for us. It's vital. It's who we are. It's who we have to be. And it's who we enjoy being as well. The Stash Tank was amazing. We had one program with the STEAM Academy and one with William Wells Brown, where they, these, whether it was fifth graders or ninth graders, they put together a plan on what would be great in William Wells Brown's case, what would be great for a giveaway. And in STEAM Academies, what would be great for a particular area of the ballpark. and they did all the research on pricing, on what would be popular, on what we could charge for it, if it was something that would cost money, how it was used, what demographic it would be for. So it was really awesome getting these ideas from the fifth graders or from the ninth graders. So, and then hearing from them, hey, this would be great and this is why. And then on the flip side, it allowed them to think about things in the world and the Lexington Legends and business. and as I tried to tell them, their home when it comes to electric costs and everything else, that, you know, really viewing the world and everything in a fun, different way. Yeah, I know I was involved in that, and it was really exciting seeing how the kids were presenting their proposals, how energetic they were, how they spoke intelligently about their products and how they were selling it or trying to sell it to you to buy into it. And I think you actually, I don't remember what school was the winner, but I know it's the Slap. Oh, yeah. Well, William Wells Brown. So it was one of the groups with William Wells Brown. So we're going to be doing, and that was the key to it all, is that we are going to do this. We are going to spend the money and commit to the Slap bracelets. So it's really fun. And you mentioned LexArts. We've got two beautiful commissions pieces at the ballpark. We've got four murals on the outside by the parking lot that are still just absolutely incredible. And then we've got our stash wall, which was done last year by Broco Loco and commissioned through LexArts. And it's amazing. Okay. Well, I'm going to list some of the other initiatives that I know you guys are a part of. The surgery on Sundays. I know that's a, can you touch a little bit on that? Oh, yeah, that's a great one, too. Because, so the big representation or commitment that we made through that was through me being a two-time Dancing with Lex and Sars champion. as they are the beneficiary through the Rotary Club for that. And that's a great organization, a bunch of great people that donate their time, their skills, and their resources towards literally doing the surgeries and operations on Sundays pro bono. So you're a little dancing machine. Oh, yeah, yeah. The only two-time champion in Lexington. Yeah, I also know you're involved with the Big Brothers program, Big Brothers and Big Sisters. I know you're a big advocate for that and big supporter of that program as well. Absolutely. And that's why I call Coolivan my second home, because that's where it all started. When my little brother, who I was matched with when he was in fifth grade, I was going over to Coolivan all the time. And through him, you know, it really stemmed. And through him, I've got five other little brothers that we all say love you to, we all respect, we all support, and three little sisters. So, I mean, we're always there for each other. And my 16-year-old lives with me now, and it's full-time. And it's my oldest little brother is in his fourth year at Union College. He's the first member of his family to go to college, youngest of seven, first one to go to college. So it's really just an amazing, just mutually beneficial relationship that is so fun. And they've all worked at the ballpark, too, which is always fun. Yeah, I think that's great. I know you start out doing community outreach and then it turns out to be part of your life. It becomes a way of life. And I think what you're doing here at the ballpark and how you're getting out and meeting the needs of the community in the community is something that speaks volumes for you and what you do here at the Legends. I appreciate that. That's vital to us. That's who we are and that's who we need to be. All right, it looks like today I'm going to be the closer. I'm First District Councilman James Brown. Hello, I'm Vice Mayor Steve Kaye, and I'm here with Alice Grace Steitz, who is the museum director and chief curator for the new 21C Museum Hotel in Lexington. And I know there's been a lot of interest in having this come to Lexington. Now that it's open, we're going to have an opportunity to look around, talk with Alice Gray about what's going on here. So let me start by first saying thank you for coming and taking the time. And tell us a little bit about your background first, and then we'll talk about 21C. Sure. Thank you for coming to 21C Museum Hotel Lexington this morning. We're really thrilled to be in Lexington. As you know, 21C is now in five locations. This is our fifth, and we've been really eager to open in this beautiful, historic Beaux Arts building. I have been working with 21C as chief curator for a number of years, about five years since we began the expansion. I started my career as a curator at the Speed Art Museum many years ago and worked on various projects all involving different kinds of contemporary art. And now I'm dedicated full-time to working on curating the exhibitions and commissioning site-specific installations and other programming throughout what we like to think of as a multi-venue museum. Okay, so you're the curator for all of the museums and all of the hotels. Yes, yes. Although, as I hope people will come to discover, we do a lot of local programming, which will be organized by our museum manager, Alex Brooks, who's a longtime Lexington resident member of the art scene. And we really like to have a program that is both globally connected, showcasing artwork from all around the world, but also locally engaged in collaborating with other cultural and civic institutions in Lexington. Yeah. Well, we're not here to talk about Louisville and the Speed Museum, but I can't help but mention, I'm sure you're excited too, about the new speed and just a plug for people to go to Louisville and see that new facility. It's really remarkable. I think Kulapat Yantrasad is an outstanding architect, and he's created a space that is really exciting to be in. I think we'll just draw more national attention to Kentucky as a place where great art happens. Yeah, so the whole concept of a museum hotel, talk just a little bit about that. How did that come from, and how's it working? Well, it came from our visionary founders, Steve Wilson and Laura Lee Brown, who are passionate collectors of contemporary art and wanted to share that passion with the public, understanding, experiencing how much that had shaped their lives and perspective. They thought other people should have that access. And they also wanted to revitalize downtown Louisville and now the downtowns of several other cities, really focusing on development in the urban core as a way to preserve our farmland, but also to inject vitality economically and culturally into these cities. So they didn't want to build a private museum where people would have to pay admission or that would be supported by the public in some other way, but to build something where a business could employ people and that business could support the programming. So that was the passion. It's very different from a lot of hotels display art, but this is not art for decoration. This is a museum program where there are exhibitions that change, that are curated, that cover a whole wide range of topics that have some relevance to what's happening in the world today. Okay, so it's a little unusual. We're going to take a brief pause and walk around and show people some more of what's actually going on here. But this is a good start, so we'll take a break and then come right back. Okay. Okay, we're back. And now we're going to talk a little bit about the artwork. Actually, Alice Gray is going to talk about the artwork. I'm going to ask her questions. But this is what was in the background. Tell us a little bit about this piece and how it relates to the general way in which the collection is put together. Sure. So this is a diptych by Anthony Gwaikelea. He's an American artist. And this is from a whole series of photographs and a film he did called The Septembris. And you'll notice that the figures, the two male figures, are in uniform. The exhibition that we are showcasing is our first exhibition here in Lexington. It's called Dress Up, Speak Up, Costume and Confrontation. So one of the similarities that you'll see in all of the artwork is that there are figures in different kinds of costumes. These look sort of from the 1920s. You'll see people dressed in what looks like 19th century Victorian clothing. You'll see people in religious garb and in contemporary street wear. But in all of the works, the artists are using costume to create different narratives about issues that are relevant today. So Gwai Kalea is an artist who's been collected in depth by 21C. There are a lot of works in the collection. So you'll see some more of his in some of the other rooms as well. Well, let's take a walk. Okay. We'll see. All right, so now we're in the hallway. We were in a meeting room. And now we're in the hallway, and this is a pretty large piece. Yeah, this is a very large photograph. I can see the theme of costume. Right, so it's kind of clear what the connection is, but of course a very different topic. This is, as many people will see right away, a reenactment of the Last Supper. But instead of, as in Leonardo da Vinci's famous rendering, this is a photograph, and the disciples are female wearing the hijab. and this is called Last Supper Gaza. So as much as this has a relationship to an art historical precedent, the artwork is also meant to make us think about conditions in Palestine. They are posed exactly as the figures are in the original, but of course played by women instead of men, and they are Muslim, not Christian. The meal that they're sharing is their Last Supper is rather sparse, which is in reference to conditions in that part of the world today. Okay. And so the food that's on the table is one of the things that's different. Is that right? Yes. So it's more... Yes, I don't think they had dinner rolls. No. Probably not. Okay. Well, let's keep moving. We are going to... We're walking down the hallway, and I should say, we were in what is a meeting room, but when those aren't occupied, all of the spaces are open, open to the public, and we're open 24 hours a day free of charge, so you can explore these hallways and those rooms. This is another work from the same series by Goikilea that we were seeing from the Septembrists, and you can see that these boys have different uniforms on. They're carrying instruments. There's no sound in the film. There's just the Provokiev's Peter and the Wolf is the soundtrack. I think that the photographs themselves are intriguing. Now, you have to really walk by this piece to experience it, A lot of contemporary art requires participation, is interactive, and this is a lenticular. I just had the experience. I've seen it before. But essentially what you see changes as you walk by it because of the way in which it's... The kind of paper, it's a lenticular photograph, so it's the material that he's printing on that as you walk by removes her gown. Okay. And if people, the thing that reminds me of, of course, is the holographic images. Yes, exactly. It functions the same kind of way. But this has got a full image on it. It's actually, again, a reproduction of a famous work from art history. So the couple are taken from a painting by Hayes that hangs in the Brera Collection in Milan. It's a very famous work of Italian romantic painting. But the contemporary artist, Bei Jun Tsung, has transformed it by recasting the female character with an Asian model and placing it within the context of a church ceremony. The background in the original is plain. And disrobing her, as our eyes do as we walk by. Uh-huh. Quite neat. Okay. Okay, now we're in the lobby, and one of the things that I noticed before we talk about this beautiful piece of art is that we've got the blue penguins, which are a signature for 21st. So you started with red penguins in Louisville, is that right? And then, I don't know what other colors, but come to Lexington, of course, they're blue. They are. They're yellow in Cincinnati, green in Bentonville, and fuchsia in Durham, but of course we knew that the blue ones had to come to Lexington. The penguins are artworks by Cracking Art Group. They're a European-based collective, and they make animals in oversized colors out of plastic. They want us to pay attention to the use of plastic in the world. They're playful. They're fun. The penguins roam around. They don't like to leave the building, but they do like to play with you if you come visit. Oh, great. Okay, so then this piece that we're standing in front of? This is a very recent, one of numerous pieces in this exhibition by Ebony G. Patterson. Ebony is a native of Jamaica, where she spends some of her time, and she's also on the faculty at the University of Kentucky here in Lexington. Several of these pieces have been in the 21C collection. We're really interested in her use of materials and her subject matter, which has to do with identity and popular culture in her native Jamaica and beyond. Her use of materials is really amazing. She does this applique on top of tapestries that have been commercially printed, and then she really blings them out with very contemporary subjects. So it's hard to see the subject here, but there is a figure lying amidst all of these flowers. Well, see, there's a part of a figure, actually. You can see a torso and legs here. This is from a series that she did called Dead Trees. And it was really about the discovery of images that are on social media of anonymous victims of violence. Ebony's work really has to do with issues of visibility and invisibility, what we see and what we don't want to see, who is seen in society and who is ignored. And so the kind of over-the-top use of color, material, and sequins is underscoring what we look at and what we don't look at and who gets to be seen. So she's really talented. And you can see these shoes here were specially done as if someone has just taken off their shoes and disappeared. And all the pieces in this lobby area? In this particular lobby area are works by Ebony. and we're really proud to present them, and some of them are on loan from the artist. Okay. I think we have time for one more. We'll take a little more walk. Last. So now we're in kind of the intermediate lobby, still lots of artwork, and now we have this three-dimensional piece. Yes. This is the Food Fairy by Inka Shonibari. The Food Fairy? Food Fairy by Inka Shonibari MBE. He insists that you use that honorific with his name, member of the Order of the British Empire. He was born in London, raised in Nigeria, and now makes photographs, sculpture. There's a film in another gallery, work in all media. And the signature element in his work is that the figures are always clothed in what look like Dutch wax fabrics, alluding to the history of empire. So it's got some familiar... Costuming is very important in Shona Barre's work, yes. Yes, because he's looking back through the history of the British Empire and its impact on people and on lives all over the world that continues today. This is your weather forecast. This is tomorrow's weather. This is an artwork by a Swedish duo, B. Gert and Bergstrom. And those gloves, which are arranged in the shape of atmospheric molecules, are plugged into the National Weather Service. and they give you a sense, maybe not exactly what it's going to feel like tomorrow, but what the pattern might feel like. I can see it's going to be pretty warm because the temperature globe is turning red. So it's going to warm up and maybe a little bit cloudy. You can see how it moves quickly. They're the patterns of the weather that will change. It looks like it'll be a little overcast, but we know the forecast can often be wrong. Right. Okay. Well, maybe that would be a good place to stop and wrap up. I just want to say again, thank you for taking the time and talking about these artworks. This is, I think, our third edition at the new Senior Citizens Center. Sounds great. I'm joined by Christy Stambaugh, who is our Director of the Center. Is that Shirley? Director of Aging and Disability Services. Well, I'm glad we're finally giving you a building large enough to go with your title. That's right. Isn't that great? Thank you for welcoming us back again. Thank you for having us. Thanks for coming. Well, it's just, it's exciting to watch. I mean, when you drive by or some road, you can see something's going on back here. But now it's just becoming more of a focus. That's right. It's so exciting every time the construction site sends us aerial photos from a drone. Or Martin sends us pictures from. Or my staff come and wander on the weekend and take pictures. Oh, yes. The excitement is just growing by the day. Well, we'll go inside and tour around here in a minute. But you've got to be getting excited. and I'm sure your crew is, about just getting over here. That's exactly right. There are so many little details, and we don't want to forget any of our people. I mean, we have, I just looked, last month we had 500 unique users at the current center on Nicholasville Road, and it's tiny, and it's a green building, and it blends in, and it's nothing as majestic or as beautiful or as telling as this site is for the seniors that we have now and those that are getting older every day. You're exactly right. It has a sense of majesty about it. Oh, yes. and attractiveness, I think will bring more people to it. And I'm glad you're counting kids. That's exactly right. I think it's good to know who's coming and what they're doing for that matter. Right, right. Because the outreach will be totally different. You have the ability to do exponentially more and more things here, more things going on. You know, and we kind of stopped doing outreach because we were so overcrowded. And as we got closer, we started doing more outreach. And we're having sometimes 40 new members a month. On average, about 25 new seniors sign up at our current center every single month. And we don't have room for them. So we cannot wait until the summer of 2016 when we move into this building. And we've had a couple of change orders come through where you've gotten more chairs or more furniture. I mean, it's just you're filling it in as you go, which I think is good. Not everything all at once, but you know what your needs are and you're trying to fill them. That's right. And, you know, I was saying to Harding that we were designing this thing two years ago. And so much had changed already in two years. I think we were very thoughtful in our process moving forward. but for instance, needing more tables and chairs. I mean, that just has been a response to what's happened in the past two years at our current center. I think it's dramatic, and it will be dramatic. That's exactly right. I'm excited to walk in every time, but it certainly has been nice to meet you in these kind of casual settings. Right. Because this is the first time we really start on the site. Every time before we had started across the road. That's exactly right. And this has got a code on it. It's not done yet. Right. But we're getting very, very close. That's right. Every single day it takes a different shape. And just having some of the exterior done and really all of the windows. I mean, we have very few windows at our current facility. And to see these windows and to see what we get to look out on, which is either the reservoir in Nicholasville Road or the park, which is so amazing. A 22-acre park, and we're a part of it. You are, and I think the neighborhoods welcome you in that capacity. I think so, too. And I think we'll welcome them as well. Well, let's start. Let's go inside. Okay. It's going to be an exciting tour. We're going to see the cafe first off. All right. That sounds great. We'll be right back. So when you walk in downstairs. Sure. When we walk in, we're going to see the welcome desk or the reception area. On the right. That's correct. And then immediately to the left is a cafe. And it's an indoor-outdoor cafe. Right here, right beneath where we're standing. Right below where we're standing. And there'll be coffee served there. We're not sure of what kind of refreshments yet. But it's going to be with a lot of public outlets for people to charge their phones or charge their devices or just to sit and drink coffee. Room to interact. Yeah, absolutely. There's indoor seating. And then right below us, out that window, is some outdoor seating. And we have some speakers out there so that there'll be music for an outdoor cafe kind of environment. It's going to be nice. Have you named all these things yet? They may get names. They may get names. If some benefactors come. Below the art studios are two classrooms, and we've already gotten into an agreement with OLLI, which is the University of Kentucky Osher Lifelong Learning, and they're going to provide educational classes five days a week for us. And so that's going to bring in people who might not come to the senior center because they may not say, oh, it may not be for me, but I like the education part. Then once they're here, they're going to see the cafe. They're going to see the upstairs, the studio. We're in the card room. They're going to see the billiards. They're going to say, oh, maybe I'm going to come. That's exactly right. There's three billiards tables right behind us. Additionally, downstairs is the multipurpose room. And the multipurpose room has a designated track, kind of. It's seating or walking path designated by the flooring. Okay. So that people really wanted to be able to walk indoors when the weather's not so good. So in the big room. So in the big room around the perimeter. We think it's going to be 19 laps to equal a mile. But we'll have designated walking time. Use some clickers then, too. Absolutely. Because people will lose track. Yes, we will. Table tennis will go on downstairs, dances. We have the platform, so we'll have the opportunity to have huge lectures, huge entertainment. Sure. And maybe... With the park behind it all. That's exactly right. It's so beautiful. Out that door, though, is an outdoor patio for the back. There's a barbecue. There's raised flower beds. There's seating out there as well. with a clear view again to that pickleball court that I love so much. We're going to have to post the rules somewhere. Absolutely, we will put them out there. Or have some sort of a presentation match. Right, that's a good idea. So people can see how it's played. Maybe it could be the council members against the seniors. Well, I think you're good at your job. I think that would be fun. There's a library downstairs as well, and it's going to have a focal point fireplace. Really? Yeah, and a place for people to sit, and there'll be chairs there with tablet arms so if they bring their devices and they want to enjoy their tablets or rest their arms and read the newspapers it's going to be available to them in the library it's kind of a quiet area kind of away from the fray and all the other activities you need different speeds absolutely so generally what will your operating hours be in the beginning we're going to maintain what we do now which is nine to five i mean eight to five and then as the as we get more comfortable and as our participants get more comfortable we'll offer a couple evening classes a week and maybe a weekend class and we really haven't decided if we're gonna be five days a week open till seven o'clock or eight o'clock we're just gonna wait and see how our clients what they need see how popular it is that's exactly right we're gonna take a break we'll be right back I know so it's a little overwhelming at times it absolutely is to walk through here it has such presence now where before it was open or they were pouring the concrete or something and now it's very real. That's right. Every time I come, our guy on the site, it says, now Christy, it's going to look smaller. Now this time it might look bigger. Now this time it's going to look smaller and this time up here it looks really big and downstairs it looks a little smaller. It looks very enclosed now. Now what will this area be? This is the card area. We're standing in the card area and directly next to us is the art studios. We have two separate art studios one is going to be messy with ceramics and pottery wheels the other is going to have sewing machines that's this one yeah because there's a there's a venting and stuff that's correct for two kilns and then the clean art is going to be like needle craft and drawing and doodling and adult coloring and sewing photography things like that and then beyond that are the two conference rooms that's exactly right and they probably have the best view we were there if you remember when they were pouring the cement and we were looking down into the park and we were looking down into the multipurpose room. Well, I think it gives the best view of the park, literally. And the pickleball courts, the two pickleball courts that are out there. Pickleball courts, more on that later. Then on the far corner here, the front corner is your fitness area. That's exactly right. And it's looking out into the parking lot, which is beautiful. And you can actually see the reservoir. And McDonald's. That might be the motivation for all the cardio, because all the cardio equipment will be facing the front of the building. That'd be very nice. Yeah, and we're going to have personal trainers here that are going to help everybody get oriented with the machinery so that they're nice and safe and they understand how that it works. And then they'll be signed off so that they can access it even when the personal trainer's not available. I guess your programming opportunities must quadruple. That's exactly right. We're going from about eight programs a day to about 24 different activities every day. And you're set staff-wise for that? I think so, yes. We had a very generous budget going into the year. I'm not to say that we might not need a mid-year ask, just because we're starting the full fiscal year at the new year. Are you having a go-and-away party at the old place? We really are. Are you? You need to. There's a lot of great memories there. There is. And we're going to have video montages of all the activities. And, you know, Ernestine, who was at our groundbreaking, still is coming to the center. And so she opened the first center, and she's going to open the next center with us. Well, I mean, that's just the beauty of it. You have a sustaining clientele but a growing one, and people will have so many more reasons to come here. Not that that's bad there. This is so much better here. That's exactly right. And one of the things I think that everybody's been conscious of is we don't want to lose what we have and the familiarity with one another and the comfort we have with our clients and they have with us. And so we're going to have a soft opening, and we're going to be here for our people, and then the big blowout and the big grand opening when we've worked out all the kinks. Well, this big room back here would be a great place to do something like that. Absolutely. And the outside, because we've never really had the park. We've never really had the out of doors to pull into. And to me, the juxtaposition of those dugouts right outside the back door here. Right. And people here to enjoy those kids and those games. I think it's going to be just something that wasn't part of the calculus. It would be so wonderful out here. Exactly. This interaction will take place multi-generational. That's right. Any day. Every day. And we're so close to schools. The elementary school right there and Henry Clay High School right up the street. So that we'll be able to pull them in for some intergenerational planned programming. And then the neighborhood, Idliar, is getting its community garden back up there. And I'm sure that some of our people will engage with them at that time. I think so too. Because I think there's a lot of opportunity just for people to share. That's exactly right. On what they've done. Right. Okay. We'll be right back. Welcome back. I've been joined by Harding Dow, who is our associate with EOP. What are you to this project, though? I've been the project manager from day one. So I've shepherded this project from the very early stages of design. We started with a community design charrette, and I have then seen it through design and construction. It's nice to have you all with me today. Absolutely. I consider you in Lexington's finest and Lexington's future. Well, thank you. I appreciate that. Well, it's very nice. So one of the things about this is it's more than just a center. And as Christy said, it has a sense of majesty about it. And is that what design can do for a building? Absolutely. What we knew going into this project was it needed to do two things. It needed to be a good neighbor. Yes. It needed to be visible from Richmond Road. And to draw attention. Yes. It needed to be something eye-catching and iconic, but it also needed to be very welcoming once you got up to the front doors. And also it needed to function well with the rest of Idle Hour Park as we developed that. All right, let's cover just a couple of elements here. Yeah. The stonework, which is real stonework. It is. It's Indiana limestone. You've surprised me. I expected something less than that. But that's a lot of work. It took them a long time to do that. We've had great partners all along. The stonework turned out really great. We've also got some insulated metal panels, some wood grain finishes on the outside. All right, so that's where the blue is now? Where the blue is now, the blue is our waterproofing membrane that wraps the entire building. Okay. And then, yeah, that big blue square there will be a panel that's not real wood but has a wood finish on it. So still gives you that warmth but a little bit better on the maintenance side. So it will wear well in weather, so to speak? Exactly, yeah. It should look brand new all the time. So that gives you, certainly with the limestone, something very local. With the wood, I think the feel is something very local. Absolutely. And then there's some ribbing, the steel trussing. What would you call that? Well, we've got what's holding our insulation on are a series of Z-girts that help us get that thick insulated barrier so that the building is going to be LEED certified. So we needed to go above and beyond with regard to our thermal protection. So that's what's holding our insulation on. And then we do have a couple of other areas where we've got some ribbed metal panel around some of the more background parts of the building. but we really wanted this face to really catch the eye. Well, no, I think it does that. And I think that, you know, you and your firm do great work, and this is just an example of it. So, well, we appreciate it. We love being good community partners, and really this kind of project is so special to us because it can make such an impact on the community that it serves. Oh, I agree. That's what we do. You all have done a great job. You partner with great people on this, and I don't know, I've just been pleased to be involved from the beginning and to meet with you here now. It's been great. I'm Bill Farmer. Thank you. My name is Amanda Bledsoe, and I'm on the City Council here in Lexington. And one of the things I'm really passionate about is workforce development. You know, I started working when I was 14 at Fayette Mall, wrapping presents, and got that firsthand experience of what it was like to interact with the public and get my first paycheck, which wasn't a whole lot, and have that experience of taxes and the thrill it comes with knowing you've done a job well done. And you start that, and that led to my second job and my third job. And, you know, workforce development is something we really need to pay attention to as a city as we start thinking about, you know, what are our sophomores and juniors and even our junior high and elementary age kids, what are they going to be doing and what jobs are going to be available for them in the next few years and even the next 10 to 30 years, you know, how are we planning in advance? I think the city has an important role to look at workforce development. The Lexington Summer Youth Job Training Program is a workforce development program aimed at serving teens ages 14 through 17. It's administered by a division of youth services working in partnership with local community-based organizations and private sector businesses. I think that this gives businesses the opportunity to show students what it's like to actually work in the workplace. I think career exploration is so key, especially when you're entering into high school. So I think this provides the opportunity for students to actually see what it's like to go to the workplace, understand what it's like to be in the workforce, and it gives businesses the opportunity to show what kind of jobs are available in the community. We place the youth with professional businesses, hopefully businesses that they have an interest in. And with us doing that, businesses will become a mentor, and what they usually do is they teach youth the skills that they need to know to work in that particular business. And with them doing that, this lets the youth have the opportunity to decide, yes, this is something I want to do as I get older, or no, this is not what I would like to do. So it gives them opportunity to think about what they want in their future and help develop some career goals. It really started off my career and I can't wait to go to college to finish doing fashion shows and everything. I think any business should get involved with the Summer Youth Employment Program because it's an absolute win for the organization. We've participated for the last four years and every year have had great students. They've really enriched the work that we do in the community. We work with students and so the role that employees have had with us is mentoring students from our neighborhood. And so they've been able to develop great relationships. They've really increased our ability to reach students. and also they've just added a lot of fun to the workplace. It's been a joy for me to supervise those students personally and just to watch them grow. This year in particular, we're looking for more private sector companies and non-profits and institutions to kind of step up and say, hey, we want to be a part of this discussion. We want to play a small part of mentoring one, two, three or four kids and showcasing maybe the sector that we're in and giving those kids the opportunity to be exposed to it and having some skin in the game at a really early age. And so this program really kind of does both. It allows some of our kids that really need that opportunity and partners them with opportunities that they will probably never have had before. And that's what makes this Summer Youth Training Program really exciting. What a youth would gain from participating in the Summer Youth Jobs Training Program is they will learn work readiness skills. They will learn how to create a resume and will be able to use their work experience on a resume. They will also learn how to work with financial literacy, how to budget their wants, budget their needs, and they will also have the opportunity to have constructive leisure time. I think, again, this career exploration is so critical for young students and I think that the school systems have a hard time potentially being able to provide counseling for every single student and I think that this gives every child the opportunity to to understand what it's like to have opportunities to see the businesses in the community and get a whole hands-on experience which I may not get and during the school year. So it is a long-term investment in our young people because of the skills you teach them the value you instill them and that we carry them all for the rest of their life. A skillful workforce society will make a much more productive community, which is what we all want, a vibrant, effective community. And that's why we need you to invest in our young people, help them grow to be the young person that you'd like to see, help them become the leader when they get old that they will be the one taking care of us. I was an assistant for Sarada for her line and then I ended up becoming a designer in a competition and then I won the competition and then I started doing a lot of shows on my own and everything. We're excited about the 2016 Summer Youth Job Training Program. The game will consist of six weeks beginning June 13th through July 22nd. We're projecting to hire 300 youth worker trainees, which is a 75-slot increase from just last summer. We're also looking forward to providing more job training opportunities. We feel that it's not too early to introduce our Lexington teams and students to the workforce careers of tomorrow, and we're very fortunate to have local businesses to help us in that effort. For the youth coming in, it's a wonderful opportunity for them to experience a different set of skills than what they're used to in a school environment. It helps prepare them for business interviews so that they know how to support themselves in the future for their own benefit. it. It's important that we think about how to maximize the city's resources for long-term benefit. And one of those ways is taking the opportunity to have 300 kids this summer in a job training program and matching them with some of our private sectors and putting them together and saying, how can we look and make this work the best? And part of that is getting as many kids as possible and giving them the most exposure as possible. And what I'm excited about is seeing so many private sectors come in and say, yeah, we want to be a part of this. We want to invest in the next generation of workforce development. And we want to have a piece of that pie, have a personal investment. I think a business should get involved with this program because, for one, it lets youth know what's out there. It also creates a bond, a mentorship. We know a lot of our youth do not all have positive role models at home. And it connects them to a positive role model. They bring new energy. They bring sometimes new, different, younger ideas that make you look at what we've been doing for two or three years in one way. They walk in in day two and say, oh, this might be a new, inventive way to do that. So they bring new ideas. We've learned a lot from having younger students here in the building. This year's program will be the 10th year that Urban County Government has had the fortune to administer the Assembly Youth Job Training Program. We're very fortunate to work with the young folks in our community, but we realized we couldn't do it alone. We're expanding the program to provide more business community and we're excited about the engagement that they're going to lend this year's program. I hope you are as excited as I am about the future of Lexington's workforce. And I hope you'll join with the city in helping to partner with us and make this the best program we can. It really maximizes the opportunities for Lexington's youth and really provides some private sector opportunity and some help maybe this summer. Take one. Long story short, Enrique has always wanted a gallery. It's something he's always wanted to do. He was telling me he just he loves his art and people they love it. I met Vanessa probably two and a half years ago and She she showed me like his art and before we met I actually I wasn't a fan of art like I never I never was really into it wasn't wasn't my thing but After seeing his stuff and seeing the response that he gets from his art, I mean, I was blown away. So just the opportunity to do something like this was just, we had to do it. So Enrique, how did you get started in art? Especially like the fusion gallery with computers. I started before the Fusional Gallery in Venezuela, in the high school, the art school. I went to music in the orchestra, and went to the art. And the day I got the music, art music, and go to the night, I go to the art to painting class. I was 17 years old. I was 40 years old. 40 years already I got started painting. And then what brought you to Lexington from that? I came here for, I went to Puerto Rico for the art gallery exhibit in Puerto Rico and all San Juan, Puerto Rico. and then go to the Florida for the art show, my South Miami Beach. It's my first time, 21 years ago. And when coming here, I come in for 20 days. And right now, 2016, I have 20, 21 years after, supposed to be coming here for 21 days. Now I have 21 years. Living here always, mostly in Lexington. I live in Miami one year and then coming here. And what brought you to Lexington? Art or? Yeah, I come for art. Yes, I was always looking for art. Were you just inspired by the Lexington area mainly? That's a good question. I come in Miami, I see like South America, like a Venezuela. I say, I don't like Miami. It's the same to me. Same people speak Spanish, the language. It's really hot, 100 degrees every day. I say, maybe, maybe go to the north. If somebody, somebody we know her in Venezuela, she live here in Lexington, Kentucky, say, what is Lexington? I want to go there. When coming here, wow, it's a surprise to me. I never come back to Chendi Playa, no more Miami. Because here, it looks for me like I'm inspired. It looks for me like the paradise. Pleasanton, Kentucky. Because the flowers, everywhere I see flowers and beautiful. I see snow and everywhere in my life. I saw snow in Venezuela. and beautiful trees, the farm, and more relaxed. Miami never stops driving, driving. For grocery, you have to take hours. For the party, you have to drive hours. Everything is far away for me. Everything is like other lifestyle life. It's so different when you live here. Here, really more people relax. I like painting, I like making smart. Also, check it out, making smart. We work in making smart. We work in the distillery in Barstown, Kentucky, for two years. And I like to see horses. I like, look, you see some portrait. I can do a portrait, but when I paint a portrait, I make something in the hair. Come from horses, probably flower in the hair. I created for 30 years before many people around the world. I was a teenager already. I went to school, we know a lot in Venezuela. We had to learn Italian, like Leonardo da Vinci, but not just Leonardo, you had to go French, because in class every day you had to read about painting French. I said, I don't know why, all the students we needed, God learned me about Italian painter and French. Also Spain, but I think it's more Italian. But when coming here, I try using more color Kentucky. I use a lot of blues, a lot of red colors. People say, why use a blue? Why not the people, Latinos never use a blue? Like I'm talking about. No, because here I'm talking about every weekend wildcat. Go wildcat. Every week you say, what's going on? I don't understand in South America what you're talking about, the blue. No, I'm creative because I'm learning here. Nobody can do it like me. And you can go to Italian, but nobody knows Italian wildcat. But I know because I have 21 years, wildcat, wildcat. Basketball game, everybody like the sport. I'm glad here in Kentucky, see? People like the sport, by the way. Like the artist, like the sport, see? Why don't you tell us, why don't you tell us, go cats? Yeah, you're right, go cats. What's that one? It's a wood, it's a chicken. Oh, God. People say, it's a combat. Oh, no, it's a wood. Don't listen for me, what? Congratulations. You win. I had a computer repair shop. I closed it down and we kind of teamed up, joined forces to make this happen. The concept that we have is very unique. I don't think anyone's doing it right now. Actually, I'm sure no one's doing it. So basically, I love building computers, designing them. It's something I've done since I was a little kid. I just, I love making things. Actually, when I was a little kid, I started off by destroying them. Completely destroyed my grandma's computer. Didn't put it back together right. She was mad. It was this big ordeal, but I learned from that and I decided, you know, I think I really want to do something with these computers and it just kind of built from a hobby to like a little part-time gig to something that I loved doing and I kind of realized when I was growing up I was like I can actually make something of this. Yeah so we're fusing these two concepts together and it's just been this fun project we've been working on. We started off with smaller projects we're just kind of like building the concepts right now. Actually if you stay tuned to our Facebook you'll see we've actually got some pretty cool stuff coming up. We're going to be doing these custom type computers with just like they're really fast, they look cool, they're fancy, but at the same time they've got this crazy artistic flair that Enrique is going to throw on them. So like everyone's used to seeing the same computer over and over and over and over and over. You see these boxes and there's like they're silver or they're gray or they're just boring. It's the same thing. People are tired of that, you know. That's not something you want to put on your desk and show everybody like hey check out my computer in fact you probably won't ever hear anyone say anything like look at my computer because if they do that it's kind of lands like okay cool yeah they have that at Walmart awesome Elizabethina so as a event coordinator tell me some of the events that have gone on here so far we've had a few rap shows fashion shows gallery events we pretty much do everything we teach classes and we want to reach out to every kind of person and and if you have a private event that you would like to host we can do that too. But for the classes we have all sorts of classes. We have classes for kids, for women, we have goddess parties and those turn out awesome. The fashion show that we have is for a beginning student and she wants to display just, I think she has bow ties. Tell me how we can get more information about Fusion Gallery. The End The Lewis and Clark Expedition, also known as the Corps of Discovery Expedition, was the first American expedition to cross what is now the western portion of the United States, departing in May 1804 from near St. Louis, making their way westward through the Continental Divide to the Pacific Coast. The expedition was commissioned by President Thomas Jefferson shortly after the Louisiana Purchase in 1803, consisting of a select group of U.S. Army volunteers under the command of Captain Meriwether Lewis and his close friend, Second Lieutenant William Clark. The primary objective was to explore and map the newly acquired territory, find a practical route across the western half of the continent, and establish an American presence in this territory before Britain and other European powers tried to claim it. The campaign's secondary objectives were scientific and economic. to study the area's plants, animal life, and geography, and establish new trade with local Native American tribes. With maps, sketches, and journals in hand, the expedition returned to St. Louis to report their findings to Jefferson. Clark, co-leader of the expedition, and his family spent October 30, 1809, at Lexington's Traveler's Hall. Clark also visited expedition member George Shannon, who was attending Transylvania University. Shannon was the youngest member of the expedition. On January 20, 1808, Lewis attended a dinner in his honor at Wilson's Inn, where the local Lexingtonians gave 22 toasts. Lewis was passing through Kentucky after he was named the governor of the Louisiana Territory. Bell Mitchell Jackson as president, Emma O. Warfield as vice president, and Ida W. Bate secretary, Priscilla Lacey as treasurer, and 11 other women members of the Ladies' Orphans Home Society. Captain Robert H. Fitzhugh, who is white, was a professional philanthropist for the home. Support came from requests, fundraising, and donation. The home was located on Georgetown Pike, which is now Georgetown Street in Lexington. The board members served as matrons of the home and donated food and supplies. The home took in orphaned and abandoned children, a few elderly women, and half orphans, children with only one parent. The parent of a half orphan was charged for the child's board at the home, and board members determined when a child would be returned to its parents. And there were a few adoptions and foster care placements, but the goal was to educate the children and teach them an industrial trade in preparation for adulthood. In addition to classwork, house chores, gardening, The children were taught kitchen duties, cooking, carpentry, chair caning, laundry, sewing, and the children made all of their own clothes and linen at the home, and they also did shoemaking and repairs. The shoes were made for the children and also sold to the community. The home continued in operation until 1988 when it became the Robert H. Williams Cultural Center. I'm down here today at the banks of the Kentucky River at the southern end of Fayette County to talk about the Kentucky River Clean Sweep. Every year we come down to the river with a group of volunteers to clean up litter and trash from the river. So this year's Kentucky River Clean Sweep will be on Saturday, June 18th from 8 30 a.m. to 1 30 p.m. and we will be down here the entire day going out in canoes and boats to clean up the river and make it a safer and more environmentally friendly place for humans and animals alike. There are 12 miles of river in Fayette County and it's especially important for us to keep them clean because this is where Fayette County draws their drinking water from. So it is a great benefit to our city to keep this river clean and healthy. Hello, I'm Lauren with Lexington's Division of Waste Management. I'm here to remind those with City Waste Collection Services of some friendly tips and reminders on cart placement and setup. If you live in Lexington and you have waste collection service through the city, here are some things to remember when you're setting out your carts. On your service day, we want to make sure that your cart is out in time. So that means getting your cart out the night before. You can set it out anytime after 4 p.m. the day before your collection. You want to set it out, of course, on the curb. These carts next to me don't follow this example. This is something that we refer to as improper set out with the Division of Waste Management. Now if you've ever been in the neighborhood while your containers have been serviced, You'll see that the Division of Waste Management uses automated trucks now. Many of our routes are automated, which means that there is an electronic arm that will reach out to grab a hold of the container to tip it up into the truck. And this makes our routes much more efficient and it's easier on the drivers to service the containers in a faster manner. Because of this, you need some clearance above the container as well as on the side of the containers. sure that your containers are not underneath any low hanging or large tree branches along the curb is a really great way that you can help out your waste management drivers in servicing your containers. So you want to make sure that they're spaced not under a tree, you want to make sure that they're spaced away from each other as well. Three feet of space is a good rule of thumb to follow whenever you're setting your containers on the curb. That goes for your blue recycling cart, your green trash cart, and your gray yard waste cart. Another thing to remember is concerning mailboxes. These are items that should be equally spaced away from the containers. So that the arm can grab ahold of the container successfully, you want to make sure that you are at least, if not more, than three feet away from a mailbox that's at your curb. Another thing to remember is a parked car. That is also a hazard to the waste management service on your collection day. So make sure that any parked cars are in your driveway or out of the way from where your containers are placed on your service day. This will also make the job of our waste management drivers in Lexington much easier the day of your collection. So a quick recap of what we've discussed today. Make sure that no trees, cars, or mailboxes are near your containers. A three-foot rule is our rule of thumb. Make sure that your handles are facing your residence and that nothing is on top of the container. You want to place your carts out anytime after 4 p.m. the day before your collection day. Music Have you ever wondered where all the rainwater and snowmelt goes in Fayette County and how we keep pollutants like trash, sediment, bacteria, and nutrients out of our major creeks and the Kentucky River? You've probably heard of things that you can do as an individual, like picking up after your pet and minimizing your use of lawn chemicals and fertilizers. But today, we're going to talk about other approaches to clean water. Building drainage systems that prevent or minimize flooding, while also removing trash, sediment and other pollutants. We'll meet with some engineering technicians to talk about the modern urban drainage system, how they work, and how to keep them in good operating condition. We're here at Clausing Group standing in a detention basin and I am with Bill Warren with the Division of Water Quality. Good morning Bill. Good morning. Well we're here to talk about this stormwater control and I guess the first thing we want to cover is what exactly does it do? This takes all of the stormwater that's gathered up in the parking lots off the roof runoffs and through the permeable pavers all the runoff comes in here and we treat it kind of in a way to just let it settle out and maintain. It also has underground piping which gathers the water and detains it for a certain period of time to kind of control downstream flooding. All stormwater controls require some maintenance, so can you give us a little bit of an idea of what that involves? Some of the maintenance taken care of by the property owners. Also, a lot of it's maintained by itself by the features that are installed into the stormwater boxes, which takes the silt out of it and settles it out and keeps it inside the box. and then you take the boxes, the tops off and maintain it through vectors, you know, backing it out. Clausing Group has some other stormwater controls on site. Can you tell us a little bit about those? Yes, also they have green roofs, which actually help treat the water before it ever makes it to this point. So you're getting kind of a double treating. Also, all the roof water runoff is collected. They use it for their landscaping features at other times, you know, which helps prevent bringing it to here and having to treat it again. We're going to go ahead and talk to Roscoe Clausing next to see why he chose to do these kind of stormwater controls on their company property. Welcome. Thanks for having me. You know, I'd like to speak about specifically is the vegetative roof. Yeah. So the vegetative roof is an interesting stormwater control. You wouldn't necessarily think of your roof as a way to manage stormwater, but by placing a vegetative roof on the front of our building, this is one of the best examples of how you can maximize ecological system services. It reduces peak stormwater flow. It's a pollinator habitat. It helps reduce the urban heat island effect. And it improves air quality by filtering all the particulates that are in the air. So it's another great example of how one practice in the development of your landscape or your building can help provide multiple services to the community. Rain gardens are a great stormwater control because not only do they help water quality, they're also a beautiful amenity to your property. I'm here with Dan Detman with Environmental Services who's going to give us an overview of rain gardens. Hello Dan. Hi. Well, can you first just tell us what is a rain garden? Well, a rain garden is a low area of a property that's designed to capture the runoff from either stormwater or snowmelt. Can you tell us a little bit about how a rain garden benefits water quality? Well, rain gardens can capture sediments that are being washed into the area with the runoff. It can also capture nutrients, and the plants that are in the rain garden can actually absorb and take in some of the pollutants that might be in there. So the rain garden we're standing next to is next to the street and the road where there's lots of automobiles. Is that important for a rain garden? Like, is this going to really benefit the environment for being in this location? It does. It captures the residues that might be washed off the streets. And it also helps prevent this material from getting into the creeks. So it's a great benefit for the city to have these along our roadways. That's great. So if you had a rain garden on your property, what are some ways that you should take care of it? What's a good way to maintain your rain garden and keep it working? Well, you want to make sure that your plants are healthy. and you want to try to keep the sediment that may collect in there at a minimum. So maybe that would take once a year raking it out. We want to keep the vegetation that may be washed into there like leaves. Keep those cleaned out. And another thing you can do is make sure that it's not eroding where the water is running in there. You might want to have some rocks in there to help dissipate the flow. And that's about it. They're pretty easy to take care of actually. Thank you. I appreciate your overview of the rain gardens. You're welcome. We're out here at a commercial property on Harrodsburg Road in Lexington. And I am with Jason Martin with the Division of Water Quality, who's going to give us a little bit of information about the swale that we're standing in. Hello, Jennifer. Thanks for having me. Yes, we are actually located on a property off of Harrodsburg Road that has a lot of unique water quality devices. We are currently standing in the bioswale located on this property. This device helps with the treatment of stormwater runoff as far as sediment, trash, and debris. It has two curb cuts located off the parking lot for water to infiltrate into the swell. It also has an overflow structure and a heavy rain event for stormwater to enter the overflow structure in times that the basin fills up with water. There are also some stormwater devices in the parking lot that lead to some underground detention. If you could give us some details on that. This site also has an underground detention basin located on the property. It has three catch basins on half of the parking lot that drain to a diversion manhole, which has a snout located in the manhole with a three-foot sump depth. So you have some treatment from the snout before the stormwater enters the underground chambers. Once entering the underground chambers, it'll drain to an outlet control structure in the bios well, and then from the bios well, it will enter a water quality device located next to the city street. This is also an important item that we need to address. This particular site has an isolator row located in the underground detention basin with inspection ports. Those ports need to be opened and view the first row of piping in the underground detention for sediment, trash, leaves, and debris that need to be removed on a quarterly basis. As far as the bios well, trash, sediment, and debris, keeping it picked up every few months or quarterly is a good thing to do as well as keeping the parking lot clean, you know sweeping the parking lot those kinds of things are good maintenance habits to get into. As far as the water quality unit, about once every two to three years you want to back take a back truck and suck any sediment in the water quality unit in order to keep the drainage flowing like it needs to. As far as your catch basins in the parking lots, you know cigarette butts, trash, We want to get those things out to maintain clean water. Pat McFann with the Division of Water Quality is going to give us some information on the inlet inserts in the property behind us. Thank you, Pat. You're welcome. So the property behind us has inlet inserts on the curb drains so the water will come down, it will pick up trash and debris. We'll have cigarette butts, we'll have cigarette wrappers, cans, bottles, sediment, fines, things like that that'll wash into our storm sewer and it'll cause us problems, especially at the streams and the waterways when it gets there. So we have an illness search that goes into the grate and the water comes in, filters all that out, then we come through every quarter or so and we clean that out and it's all taken care of. So we just dispose of it in a dumpster someplace. It's better to dispose of it in a dumpster than in our waterways. We've moved from detention areas to retention ponds and we are back with Bill who's going to give us some information on the retention pond behind us. Yeah these retention ponds are used similarly to the same way that the detention pot basins are. Retention the difference in those the The retention has a permanent pull, and it'll also take all the same runoffs as the detention basins do. But we have a longer retention time to hold it in the ponds to try to let the contaminants and the solids and everything kind of bleed out of the water and sink to the bottom, and all the clean water go out the top. Over a longer period of time, though, it would call for some dredging or something to make sure we get back down to the normal designs that it was called for in the beginning. Well, Lexington has a lot of detention basins and retention ponds, so if you could give us an overview of why we have the different types of stormwater controls and maybe what's different about them. The detentions are designed to hold water for shorter periods of time, 24 to 48 hours, and they will end up dumping out all the water and going back there are actually called dry basins. We have 1191 dry basins in the county which are inspected at least twice yearly. And on the retention, which has the permanent pools, we have 97 of them that are inspected once monthly. So with these different types of stormwater controls, what is the difference in maintenance between the two of them? With the detention basins, it seems to be a little bit easier to do the maintenance on them because a lot of times after the water's run down, everything's easily picked up. And also, these need to be on PMs, preventive maintenance. You know, somebody needs to be looking at them on a weekly or monthly, and this could be HOAs, could be anybody that's involved in commercial properties, but they do all need to be on a preventive maintenance schedule. The retention basins are a little bit more complicated because a lot of our structures are out in water and sometimes you've got to get access to try to clean the inlets off, which makes it a whole lot more complicated.
