I'd like to welcome you to the October 25th meeting of the Board of Architectural Review. We appreciate those of you in attendance today. The board was established by zoning ordinance in 1958. Our first historic district was Gratz Park, and we now have a total of 15 historic districts. The board, which is appointed by the mayor and confirmed by the Urban County Council, is part of the Division of Historic Preservation. the Historic Preservation Office maintains a full-time staff to assist you with your projects. The Board encourages and recommends that applicants use them as a resource. The Historic Preservation Office is located at 101 East Line Street, room 220. It's our procedure to consider applications in the order in which they're listed on our agenda. In each case, we will have a presentation by the staff and we'll hear any additional comments from the applicant. the board will then ask questions or make comments regarding the application and then hear comments from any other interested parties chair the following three are in the aylesford historic district at 350 aylesford place tuck point structure at 323 east wet maxwell street tuck point chimneys at 417 east maxwell street remove dying sycamore tree in the ellsmore park historic district at 609 elsmuir park renovate structure we have five in the seven park historic district and all of them are for installation of gas meters those addresses are 112 arcadia park 116 arcadia park 118 215 and 333 arcadia park in the north side historic district at 332 hampton court we have a renovate structure in the woodward heights historic district at 848 west high street install fencing and finally in the western suburbs historic district install landscaping plan and that is at 734 west short street and now we are going to proceed with the review of the applications for certificate appropriateness The first application tonight is at 388 South Broadway. The application is to install signage. Is the applicant here this evening? My name is Troy Lyons and I own 388 South Broadway. Well, thanks for coming in and the staff's recommendation is for approval with standard recommendations for conditions for approval being that if any changes are made that you would return to the staff to submit the changes. Absolutely. Are you in agreement with their recommendation? am is there any discussion any questions any discussion from the board and any discussion anyone in the audience to speak to this seeing no action i would ask a board member for a motion sorry mr chairman in regards to case number 02510388 l 388 south broadway i move that we approve the certificate of appropriateness with the following conditions one if any changes are made that altered the information submitted resubmit changes to the staff for review and approval prior to the start of the effect work and two once reviewed by other lfucg divisions any changes shall be resubmitted to staff or board for review and approval prior to start of the affected can i get a second a second all in favor any further discussion all in favor please say aye Aye. None opposed. Thank you. You have approval. Thank you. Moving on to the next application, and we are at 319 North Broadway, and the application is to pave an existing gravel parking area. Hello. Hi. My name is Sandy Reynolds, and we bought that property in February. And we just want to put, there's a lot of gravel kind of, you know, get messy and everything back there, so we just want to pave it where all the tenants are parking. And the staff recommends approval of your application with the standard conditions relating to coming back in case there are changes. I think there's a question from the board that we will need to address. My question is about the tree, and I see that you wanted to break the paving. and in the text of it it said that you would have just the soil and I assume grass out to the drip edge. The diagram that was submitted with it indicates that it's much smaller than the drip edge is in reality. It's a large tree. You can see in the photograph here that the limbs, I see some leaves up there that look like it's almost to the road. So I'm wondering, have you talked to an arborist? I was thinking of having someone come out and tell me what we need. I knew that they'd say the drip line, because I know somebody that went through this before, and that's what they told her. so I just figured I'd have him come out and just show me what it would be. And I was going to also, in front of the tree, keep all that. I know the drip line doesn't go the entire distance. It kind of looks like it does in that picture, but it's not going all the way the road. But I was going to leave all that green, you know, the whole whatever he recommended and you all approve of. Okay, that's good. Yeah. If it takes more area than you have envisioned, you might consider the precast grassy pavers. Do you know what I'm talking about? Yeah. Maybe I could do it in that area if it does take more. We're just protective of our trees in the historic districts. Okay. Okay. I knew that we need to protect the tree. Yeah. So, okay. Okay. That's my only question. Okay. So, is there any other question or discussion? And anyone from the audience to speak to this? And seeing no one, can I hear a motion? Mr. Chairman. Excuse me. Relative to case number 02500319 slash D at 319 North Broadway. I recommend that we accept the staff's recommendations to approve the certificate of appropriateness to pave the gravel paving area with the following conditions one that the owner get the opinion of an arborist as to the extent and lack of construction around the tree that is existing, and give that information back to the staff with any changes that are required after that work is done. And then also, if any changes are made that alter the information submitted other than this one regarding the tree, resubmit the changes to staff for review and approval prior to the start of the effective work. And then once reviewed by other LFUCG divisions, resubmit changes to staff or board for review and approval prior to the start of work. Any further discussion of the motion? Do I hear a second? Second. All in favor? Aye. Aye. And none opposed, so you have approval with those conditions. Thank you. Thank you. Thank you. and the next case is 368 transylvania park and this project is to construct an addition on the rear of the garage is the owner here the applicant had a work interference tonight and could not be present but agrees with staff's recommendations I think this is a pretty straightforward application, and we can go ahead and move on that. I would make a note that the elevations show divided lights in the windows in the addition, and we probably would make the approval conditional upon those lights being one over one or casement style lights or windows. is there any further discussion of the application so again we're hearing 368 Transylvania Park it's construction of a small addition on the rear of a garage it's actually sort of an enclosure of a temporary addition that's been there for a number of years and is there anyone else in the audience to speak to this not seeing anyone I would hear a motion on this. Mr. Chairman, in regards to case 191-30368-M368 Transylvania Park, I move that we approve the certificate of appropriateness pending the following conditions. One, that the owner remove the divided lights from the window and bring details back to staff for review and approval. Two, if any changes made that alter the information submitted, resubmit the changes to staff for review and approval prior to the start of the affected work. And three, once other LFUCG divisions, reviewed by other LFUCG divisions, resubmit changes to staff or board for review and approval prior to start of work. Any further discussion? Do I hear a second? Second. All in favor? Aye. None opposed? Application for 368 Transvaneu Park is passed. And is that the end of our? It is. It's too. I don't know where my, thank you. That completes the certificate of appropriateness applications. have two that are postponed. I guess we have to make a motion to postpone these. Can I get a motion to postpone each of these applications, number four and five, on our agenda? So moved? Do we have to read the whole thing? Do we need to mention each of these separately? I suppose we do for the record, right? Okay. Two separate motions, please. so i move that we postpone 612 west short street until november 15 2017. can i get a second second all in favor aye unopposed need a motion for the next one as well all right i move that we uh postpone 662 caden lane until the november 15 2017 meeting i second all in favor hi hi so that completes the that completes our work actually um do we have do we need to approve the calendar for the following year as a part of our session. So can I get a motion to approve the calendar that was submitted with the packet for the following year's meetings? So moved. Second. Second. All in favor? Aye. Aye. And now I need a motion to adjourn. I move that we approve the meeting minutes. Approve what? Meeting minutes. Oh, yeah, right, okay. And I'll second it. All in favor? Aye. Aye. I would note that I did send in a clarification. Yes. Okay, it's in there. Okay, great, thank you. Can I get a motion to adjourn? So moved. Second. All in favor? Aye. Aye. It's a record. Practically a record. Hmm.
