Good afternoon, Mr. Wilson. I want to congratulate Bruce on his first successful planning commission. That's pretty much the quickest we've gone through any of those subdivision items in the year I've been attending all of these meetings, so that's fabulous. Our first commission item today is for a TIF statement of compliance with the comprehensive plan. As the Planning Commission knows, this is a bit of a formality for the Planning Commission. The council is the one that takes action on the actual adoption of the TIF, the tax increment financing district. but part of that the regulations in KRS 65 require that the Planning Commission review the TIF district and make a compliance statement in terms of the comprehensive plan so we will go through that today the TIF district at question or in question today is called the Lexington Center development TIF and it is located within downtown Lexington it's 54 acres of land and it is shown on the overhead with an aerial as well as the graphic that they submitted with their application so the aerial is probably a little bit more informative for you the development area site includes all of the West High parking lot so it comes all the way to West Maxwell follows South Broadway except for the current condo development continues to the corner of Broadway and and High Street and then does not include the hotel so jogs a little bit around the hotel comes over to Main Street follows Main Street with the exception of the church at the corner of Jefferson and Maine comes back out and follows or includes the Jefferson Street viaduct then follows the Lexington Convention Center or corporation property along the railroad or what was formerly a railroad at the back of this lower parking rep arena's lower parking lot and then comes to Oliver Lewis way follows Oliver Lewis way to Manchester Manchester over back to High Street and then the rear property lines along it's not Marino it might be this area of Woodhill of sorry Woodward Heights neighborhood and includes again all of the high street parking lot so the development proposed within this area is to include redevelopment of the convention center which does include parts of Rupp Arena as well as a new hotel for 160 beds retail and restaurant uses so again with this the Planning Commission doesn't see what we would typically look at in terms of a development plan just knowing what kind of development is proposed within the area that would be eligible for the tiff improvements in this case the tiff improvements go back towards are the improvements eligible for the tiff financing reimbursement include structured parking utility improvements sanitary and storm sewer improvements roadway pathway and walkway improvements park and public state space improvements as well as public buildings so this is probably an example we haven't run into or an issue we haven't run into in terms of reviewing tiffs but the public building improvements that are proposed are also able to be included as infrastructure and so that investment can be reimbursed as well um the comprehensive plan does address of course the six themes that we have in terms of growing successful neighborhoods protecting the environment creating jobs and prosperity improving a desirable community maintaining the balance between urban and rural and then the implementation section as well the staff went through all of the goals and objectives from the comprehensive plan as as well as looking at a document that has been referenced in our comprehensive plan called destination 2040 and in in looking at those documents the staff did find that the proposed tiff development the type of development proposed in this location is consistent with the comprehensive plans recommendations for downtown specifically the parking lot that is currently the lower rep arena parking lot that portion of the development area is where the town branch park is proposed here so open space and park facilities that are accessible for the community are part of the comprehensive plan recommendations in addition providing for mixed-use sustainable development especially within our urban core it's part of what the comprehensive plan recommends and generating jobs and economic development for the community the the economic i guess multiplier effect associated with this is fairly phenomenal it's like in the billions of dollars when you invest in this case 340 million dollars within this very tight location it has multiplier effects for the community as a whole so given the last one is the destination 2040 does mention the need for a new construct a new major civic arena as a specific goal of destination 2040 so that is i think related directly to the improvements and changes that are proposed within this specific area so at this time there are no rezonings required because it will mostly still be public property publicly owned property in addition there aren't any text amendments associated with this and the staff did find it is in agreement or consistent with the comprehensive plans recommendations for lexington so happy to answer any questions if i'm able to i do not see mr bolton here today from the economic development group but okay mr mr berkeley has a question i just got a just a procedural question if somebody that had joined a tiff wanted to be i guess annexed for a better lack of a better word can they do that or do they have to just create their own i am not sure that you can be annexed into a tip i think it has to be part of the property in case you may be able to answer that can you annex something into a tip once it's been established um you can but you have to go back through the entire process excuse me who are you you another public here i'm sorry would you casey bolton with commonwealth economics okay thank you represent lcc so let me ask you this uh you've got the salvation army there in the corner and they're not part of the district i realize that but i see that that area as being one that you know if all that happens down in that area you know might redevelop and i'm just wondering why why it wouldn't be included? Well, I think that there have been ongoing discussions with them regarding that. And I think it has led to not a whole lot of interest in redeveloping the site. So there was a desire to keep it out simply because there wasn't a plan for doing anything with it. Mr. Pan. What is the rationale for putting a TIF on a park on that Cox Street lot that's going to be a... Well, the improvements associated with the park can be reimbursed then. Yeah, but it's not going to generate any tax revenue. No, but the rest of the district will. Sure. So the money that is spent on infrastructure that is generated from incremental revenues within the district has to be spent within the development area. So if any of that money were to be spent on the park, it would have to be included. There is also a finding in the TIF documents that public spaces and parks will be included as a part of the project. And I think when you look at the project on the whole, it makes all the sense in the world to include simply because it is a city project and it goes hand in hand with the redevelopment of the convention center and high street lot. Let me ask you another question while I've got you standing there. In other TIFs that we know about, they've come back at a later date and expanded the area in order to get enough tax revenue to honor the TIF. is that still in place can that still happen did at the yum center well on the yum center they actually shrunk the tiff district because there were businesses in the development area that had left that's a little bit of a unique case really the the only other case that i'm aware of that in lexington where the tiff district has been expanded is the red mile right and that was to include a project that wasn't originally planned to happen so to the previous discussion if there was a plan later on to do something with Salvation Army property and they would benefit from being within the TIF development area we could come back and ask that you add that so to answer mr. Berkeley's question it can go either way it can be expanded it can be reduced yes but not without advertising for a public hearing and going all the way back through the the full process I'm just trying to learn here today no sure okay that's mine how long is this tiff excuse me no go ahead how long is this tiff run for I could run for up to 30 years under under the signature project program at the state okay miss Monday too I'm learning I think in looking at this outline they have on the board does that parking lot area the Cox Street lot is that not where the amphitheater is going to go also yes so that's part of the reason to include that park is parking will be lost there and so that is really the main purpose of the TIF development area is to replace and add parking that will be lost as a result of the park so we're really looking at it all as one project so the parking will be made up on that as i'm looking at it on that front left corner with a parking garage is that the the idea of this and again i'm just trying to learn so the idea is that the high street lot um you know needs to be redeveloped they they see value in that i think from a planning perspective it's been in the master plan for years it was a part of the original rep arts and entertainment district the difficulty is providing the structured parking and the costs associated with it in order to create a more dense project you need to have structured parking and that comes at a cost of anywhere between twenty thousand and twenty five thousand dollars of space so the funding wasn't really there for it if you looked at the original project became difficult to finance without using creative mechanisms like tiff so how many spaces are proposed in that parking garage so throughout the district it could be anywhere from 2 000 to 2 500 structured parking spaces currently that lot has about 1700 and then when you look down to the cox lot that's another five or so so the net loss is somewhere around 500 spots without adding new structured parking That's really the idea here is to try to find a mechanism to make that feasible. One on the Lexington Police Canine Facility. Who's making that one? Okay, Ms. Sherrill, Ms. Galt. Okay. We have a couple public facility reviews. The first one that we have today is for the Lexington Police K-9 facility. I'll never get this right. Okay. Okay, there we go. I have it upside down. Sorry about that. Okay. I'm sorry. I'm not good at this. Okay, so this is for the Lexington Police Department. This is going to be on a piece of property that's located out off of Bird Thurman Drive, 689. Bird Thurman Drive, it's approximately 30 acres. Too many tools. Okay, this is Old Frankfort Pike. This is Frankfort Court, and Bird Thurman Drive comes up through here. this property is owned by the Lexington Fayette Urban County government we have a pump station down in this area here and so there's a road Bird Thurman connects around and it'll come up over into the pump station and we're going to build the police canine facility in this area Ms. Gallup, could you use the microphone a little bit? I'm sorry. Thank you. This is Byrd-Thurman Drive, and it comes off of Frankfort Court, off of Old Frankfort Pike. We'll locate back here in the back portion. This property over here is all part of the Lexington-Paydum County government. We have a pump station located in this area, so this will be adjacent to the pump station. They are proposing this for a training facility for the police dogs. We have 10 to 12 dogs that they're going to be training out at this area. As you can see, there's a floodplain that circles around. We have Alexandria Drive here, and this is Old Frankfurt Pipe. So this portion here, we're staying out of that area, keeping that. The building that they're proposing is going to be 4,900 square feet. When we reviewed through the comprehensive plan for the goals and objectives, we reviewed and we found that, as I pointed out, the floodplain, they're going to stay out of the floodplain. They're going to protect those natural resources there. That's theme B, goal three. Theme D, goal two, is to provide community facilities to meet health and public safety and quality of life for Fayette County residents and visitors. And then third theme, E, goal one, is to uphold the urban service areas concept in the fact of developing vacant land within inside the urban service area as opposed to outside. The remaining portion of this property up here, I spoke with a gentleman in maintenance, building maintenance and construction, and they said at this current time they don't have any definite plans for it, but they have some things that they're talking about for that area. So that is why the canine facility is pushed to the rear at this time. The building is being constructed for the habitation and the training of canine facilities for officers and police trainers from the Lexington Police Department. and this way they will be able to continue to operate with the public safety for the community. The staff recommends the approval of any permits that would be applicated for construction or land disturbance and building permits that they have before construction starts or before they're able to get the occupancy for the building. So with that, is there any questions? Any questions for Ms. Galt? Ms. Galt, where is the K9 facility currently located? It's down off of Manchester Street. That's on, okay. They said that that area, the building they have down at that area is too small. They want to expand it and have a little bit larger area and a little more room for them to be able to open up for training. Okay. So when we say the community is gone to the dogs, we mean something. Well, I know that's a bad joke. Any questions that you make? Any questions from Ms. Gall? We don't have to take any action. This is a report. The staff has already recommended the fact that it is in agreement with the comprehensive plan. They have to get some permits and things like that and what have you. So this is just an FYI. We'll have to follow all the same rules. Okay. Thank you. And our next item is another public facilities review, and this time it's for the Bluegrass Airport. The Bluegrass Airport Board has plans for the airport that include six short-term projects that the board has presented to the staff for a public facility review. And I'll go through what those are pretty quickly. First of all, the Bluegrass Airport encompasses about 1,000 acres, but only about 700 of those acres are located within a rural activity center. So some of the land that they own is beyond our rural activity center, just for that information. The six projects that they're bringing forward currently are a new firehouse, replacement of the current baggage handling system, expansion in the airport's rescue and firefighter training center, taxiway improvements, runway improvements, and then expanded off-street parking on their site. So again, the Bluegrass Airport is located in the rural service area. It's surrounded by agricultural. It is agricultural rural, rurally zoned, and then land all the way around it is also in an agricultural rural zone. There are two rural settlements that are adjacent, but the airport itself is located here at the intersection, generally over Sales Road and Manowar Boulevard with the runways crossing. and it also includes these two larger parcels that front onto Versailles Road. And that aerial photograph shows you the existing facilities. Here's the current firefighters training center off of Versailles Road. Also the shorter runway, the longer commercial runway, and then the core of the airport with the terminal and parking and other facilities. You may remember recently Cheryl did a PFR also for a rental car facility. Again, that's part of their short-term plans and one of the projects that they already have underway. As I mentioned, the Rural Activity Center. The Rural Activity Center is shown here in the light blue for the airport, and it is one of four Rural Activity Centers in Fayette County that are all meant to be employment centers outside of the urban service area. And again, it does not include all of the property that the airport owns. They own these parcels to the west, another parcel to the southwest, and that might be it. The parcels on Versailles Road here. in terms of their improvements the staff handed out a what airport provided in terms of calling it the overall concept but it's part of their 2013 master plan and it identifies some short term when this was adopted in 2013 as well as some longer term projects so some of those projects have been accomplished already and then six of them are part of the master plan that's they're hoping to implement so the first one is a new firehouse and that is to be centrally located so if you can see on the handout it's number two here in the middle of the site that makes it accessible for both fairly easily accessible both to the runways as well as the terminal and other facilities on the site the second improvement is the baggage handling system that's within the terminal so it's going to be reworking of about 13 000 square feet within the terminal but there aren't any expansion no building expansion associated with that so that's up here around where it's labeled number seven but number seven is not baggage on the list so In addition, the Airport Rescue and Firefighters Training Center is located on Versailles Road, and they are asking or proposing to do improvements to that site. So no change to the footprint, is that correct, Mark? But improvements in that facility. The third improvement has to do with the taxiway, and that is on this map number one taxiway system improvements and it allows for the planes to move very near where the new firehouse is in a safer manner so taxiway a and c are the primary ones being impacted or new in addition the end of the major commercial runway is getting improved and or repaved and that is shown on here as item six at both ends of the runway and then lastly shown on the handout as item number eight the parking lot expansion and then that involves part of terminal drive being modified as well so the parking lot expansion is up towards manowar boulevard so those six improvement projects are either coming online or hoping to come online this fall or within the next 18 months and so the planning services staff asked the airport to bring them all the same time to be a little bit more efficient with our time their time your time and consider them all at the same time so the comprehensive plan in terms of the airport really points us to the comprehensive transportation network we want to ensure we're providing all types of transportation including the regional airport for the community it also points us in terms of goals and objectives to encouraging tourism obviously the airport encourages people to be able to come easily to Lex excuse me Lexington in theme D we talk about providing for accessible community facilities that meet safety and quality of life needs for residents and visitors the airport can provide that type of community facility and then it also fosters economic development for the community and does support our university and other current businesses within within the city the staff report goes into a little bit more detail about the rural activity center because the airport has expanded beyond the limits of the rural activity center sometimes there's some concern about that in this case the improvements that they're making that are beyond the current rural activity center boundary are not square footage additions they're just strictly either inside their current footprint or replacing pavement so those improvements are already there they're just reworking what's there they're not expanding beyond again beyond the rural activity center any more than they currently are so the airport is under quite a bit of expansion in the last five or six years in terms of making lots of improvements so that has been a good thing for our community as well as the economic development of construction on the site so the staff did conclude that the goals and objectives of the comprehensive plan were being met with the proposed improvements at the airport clearly it makes for better tourism it supports the existing businesses within our area higher economic development and then still respects the rural setting that it's currently in again the staff in this case also recommends the airport board get their require or necessary building permits especially for the buildings where the new building for the firehouse where it's going to be habitable and used during normal working hours so be happy to answer any questions and mr. days here from the airport as well okay is Fort Springs one of the rural activity centers that it's a rural settlement I know what is but it's adjacent to the airport and the other one would be Little Texas or what would it be it's Georgetown little Georgetown is that that's how going on Parker's Mill yes little Georgetown I'm Parker's mill exactly the other question i have is i just left keeneland is that exit entrance and exit right across from keeneland's front gate is that going to be a permanent entrance and exit or is that just a construction entrance well the last time mr day was here he said it was temporary oh he's shaking his head no i heard temporary but doesn't look temporary no it doesn't my name is mark dam the director of engineering and maintenance for the bluegrass airport the exit which was asked about during the last time that i was here is a permanent exit as we continue to develop our general aviation hangars for the smaller general aviation runway there there are smaller aircraft on that side of the field and there is a potential that our operator who carries horse cargo in and out of town could move to that side of the field and so that is a permanent exit there at across from Keeneland gate 2 it is exit only at this time it but it is it is permanent if I didn't well I mean that's your question that was my question but you strike another when you talk about moving the horse loading operating there would it be an entrance then no sir there we constructed a gumbert road when we developed that runway about 2009 2010 and that has direct access from us 60 in the area of fort springs pinkard and south elkhorn creek crossing so there there is an entrance there that that's already in place and if if that was ever to be the case to make that an entrance we would go through working with district 7 of the transportation cabinet and other processes. Thank you. Any other questions? I have a couple just a it says you're going to improve the baggage you're gonna work on the baggage system. What does that mean? So when you let go of your suitcase I know at the airport it goes on a roller coaster ride through the building and goes to a TSA facility where that bag is screened and it is checked for devices or things that are considered unsafe and once it passes that screening it moves continues on that roller coaster if you will to where the airlines would pick it up and then carry it to your plane it's that conveyor system that roller coaster that that I'm joking about that is being replaced it's being replaced when it's within its existing footprint and while it's certainly going to be a messy project i hope you never even while you fly through the airport even notice that we're doing it so i won't get my bags any quicker you'll have to ask the airlines about that i don't touch your bags just be glad you get them well i you well anyhow i was getting ready to tell you a story about that but that's i was just curious and then it says here you're going to have an international customs facility that that that is a piece of our master plan that was placed on there during that 2013 study and I will and then my board members and ceo aren't here that is a almost a pipe dream that would have to be driven by demands from airlines and passengers but we have identified a section of the terminal that could be renovated and and put in there for that case I will say that there is not that demand at this time but as part of our requirements through the FAA and what we have to do as part of the master planning process we needed to identify that spot oh okay any other thoughts any other questions thank you good luck thank you this was you have any other comments wait okay this again is for informational purposes it's in compliance with the comprehensive planned so we'll just keep up with it. The Commissioner of Planning, Derek Paulson, told me just before he left this week that the mayor intends to offer another nomination to the council for their review and consideration. Is it not to us? Has that time not expired? and has it not come to our body to make that determination? We believe that had the mayor not, the mayor was timely in his nominations before, and the council turned one of them down within the time. And we believe because it was the mayor's intention to make those nominations in a timely manner that this is the extension of that. Now, Mr. Berkeley, I'm kind of being deliberate in my words here, but we believe that the mayor's intention was to make the nominations in the timely manner he did, and the council did not approve that. So we will be looking for the mayor to replace that nomination that he had made earlier and see if we can get through that in the next couple of weeks. Anything else? Ms. Plumlee. I was under the understanding that if the council individual recommendation failed, then it went back to the planning commission to endorse that. Well, that really isn't about the individual nomination failing. That's more about the timing of the space between the fulfillment of the term and the 60 days beyond that. So it really had nothing to do with that nomination failing. It was just a matter of the timing. Well, okay, it's under legal review, and we'll continue to monitor as best we can.
