The Board was established by a zoning ordinance in 1958. Our first historic district was Grants Park, and we now have a total of 15 historic districts. The Board, which is appointed by the Mayor and confirmed by the Urban County Council, is a part of the Division of Historic Preservation. We'll begin with 351 Marino Street. uh this conceptual review for 351 merino street i'll run you through the actual site to start front elevation driveway to the rear which is where the work takes place the proposal is on this rear L to do a second floor addition straight on view this is looking from the back the addition would run off of this wall up and over and then there's a deck over top of this existing porch area. So the applicant is requesting that the board provide a conceptual review for the proposal to construct a rooftop issue on the one-story rear L of the historic structure. to the Kentucky Historic Resources inventory, which was included in your package. The structure dates to circa 1888, and the earliest Sanborn maps that we have that show this area are from 1896, and the main structure and the rear L are both existing at that point. It's reasonable to presume based on those reference maps that the front mass parallel to the street as well as the rear L were constructed at the same time. As stated above, the proposal is for a framed second floor bedroom, bath, and porch addition on the top of the rear L of the brick historic structure and partially enclosed rear porch. The south side of the addition rises directly above the existing brick wall. The west wall is set in to the interior of the existing chimney, this chimney. The addition's north wall and deck extend beyond the partially enclosed porch and is supported by columns. So there weren't columns that would be cantilevered out, but it is supported there. And then there's a low-slope roof that's at the same elevation as the existing fascia. Guidelines are included for your use. and as far as findings since this is a conceptual review the staff does not have findings at this time but has provided the following questions for your consideration and these are based on the guidelines obviously should the addition be made by adding a new story is it appropriate to extend the rear addition beyond the north wall of the historic structure, meaning that it would be beyond this face of the north wall. Is the addition secondary, smaller and simpler to the original building in scale, design, and placement? Are the exterior walls stepped in a minimum of 12 inches from the edges of the existing building? Is the roof line stepped down from the peak of the existing roof line so that the existing main roof remains evident? Is the additions design compatible in and in keeping with the original buildings design roof shape materials color and location of window door openings and corner sites? Does the proposed addition reflect characteristics of the current period in design but be compatible with the original building? Is the addition proposed to be built in a manner that avoids substantial removal or loss of historic built historic materials and which does not damage or destroy the main architectural features of the building? Are the proposed materials compatible with the historic fabric of the house? Are the proposed deck or balconies placed so they they do not detract from the historic character of the building? Are the skylights, decks, or balconies placed so that they do not detract from the historic character of the building? And does the proposed design follow design guidelines established for new construction of primary buildings? Again, since it's conceptual, there's no recommendations or a deadline for board action at this time and a couple of notes on the drawings and then I'll let the architect take over this is a proposed skylight on top of the low slope roof and this was the balcony that I've mentioned and again you can see where the skylight would be placed above the bedroom does the board have any questions for staff If not, I'll let Mr. DeHart, John DeHart, make his presentation to you. And now I know, she has the built-in ability. Lexington history celebrating the career of Lexington firefighters and severe weather alerts. This and more up next on this week's edition of Lexington Now. I'm Neil Noah and this is Lexington Now for the week of January 14, 2019. If you live or work in Lexington, you know it's full of fascinating history, spanning nearly two and a half centuries. A new segment takes a look at some of the historical markers celebrating that history. The Lewis and Clark Expedition did not spawn at the mouth of the Missouri in May 1804. It was east of the Mississippi where the expedition's very important planning, recruitment, and provision procurement occurred. And in this, it was Kentucky that played a major role. Half the members of the expedition were Kentuckians or had Kentucky ties, and it was where Lewis and Clark formed their partnership. George Shannon, who studied at Transylvania University, was the youngest member of the expedition. Also of note, Kentucky newspapers were often the first to publish stories on the expedition. Keep tuning in for this continuing series. The fire department recently paid tribute to more than 205 years of experience of 10 retiring firefighters. Nobody knows why firemen are firemen. Not even they could tell you why. But it is time somebody tried. Firefighting is the most risky of all dead-end jobs, yet also the one where most workers are most likely to punch in early. It's hard enough to believe that. Make sure all doors and windows that lead outside open easily. Push the smoke alarm button to start the drill. Try feeling your way in the dark or with your eyes closed. Have at least two ways out of every room. If your first way out is blocked by fire or smoke, you can use your second way out. If there is smoke, get low and go. Crawl quickly under the smoke to your nearest exit. Close doors behind you and gather at a pre-planned outside meeting place where first responders can see you. Call 911. Don't trash the bluegrass. Welcome back to Lexington Now. Alerts aren't just for the spring months that come to mind when we hear the term severe weather. John Bobel explains how to use this service year-round for all kinds of inclement conditions. Hi, I'm John Bobel from the Division of Emergency Management here in Lexington. in, here's a reminder so that you can make sure that you get all the necessary emergency alerts and warnings. There are lots of ways to do that. You can use your cell phone. You can sign up for many of the services that are available in the community for emergency weather alerts and warnings or you can sign up through our website BeReadyLexington.com for the Lex Alerts service. The best way however is for everyone to have a NOAA weather radio. The newer weather radios will be programmed so that you get alerts just for Fayette County or Fayette County and the surrounding counties. They're easy to program. You can also get weather radios that have assistive devices built in with lights and bed shakers and other types of alerting devices so that you get the alerts when you need them. The radios are relatively inexpensive, about $30. They typically have battery backups, so even if the power goes out, you'll know what's happening in the weather throughout your community. A NOAA weather radio is your best defense for getting caught unaware of emergency situations and dangerous weather. So remember, a NOAA weather radio, it's easy to get, it's easy to set up, and it's the best way to get emergency alerts. We're now in the heart of winter in Kentucky and winter driving conditions can be present at any time until spring. Here are some tips to keep safe. My name is Sergeant Donnell Gordon. I am actually the public information officer. I'm on a go out and try to get information, promote the police department and just show the citizens of Lexington some of the positive things that our officers do within the community. I know we kind of skipped a month of the season of fall and went straight to winter. So being prepared for this type of season, make sure you have a plan before you go out and start thinking about some of the things that you're going to need. Need to have warm clothes on. There's no telling what can happen while you're driving around. Anything is possible, especially. That's why we call it an accident. Just make sure you have warm clothes on. And it's not a bad idea to have some type of blanket or something in the car. Due to the weather, it could take us a little bit of time just to get to you. And if you're in the car, it takes absolutely zero time for the car to easily cool off. And next thing you know, you're freezing. So make sure that you wear the proper clothing during this time of the season. Make sure you have water available. Carry a water with you so that way if you are stopped somewhere and don't have help that you have a water bottle or something to kind of keep you occupied. Make sure that you have your cell phones and stuff charged up. A lot of times what happens is that once that car dies, you don't have a way to charge up your cell phone. So you definitely need to make sure your cell phone is charged before you go out. One key thing is that we see a lot is that people run out of gas. If you're out and about or if you're in heavy traffic and there's a traffic accident, sometimes you're not going to be able to get to the gas station due to the road conditions. So make sure if it comes on your mind that maybe I should get some gas, go ahead and get some gas. Don't try to make it. Just stop at the first gas station and get yourself some gas. One of the things that we want to stress is that make sure that you have a plan on the direction you want to go. Also have an idea if I do come to some type of traffic accident that I have a different route that I can take. Let people inform people that you're going to see or the destinations that you're going. Inform them that, hey, I'm on my way. I should get there about this time so that way they have an idea of how long it should take you. Also keep them updated if you do get involved in an accident so that way they know what's going on with you. One thing that we also as a police department really want to stress, and please take heed of this, is that if you see an accident, especially on the New Circle Road or anywhere where there's a double lane, please get over. It's extremely dangerous for officers to be on the side of the road trying to work to clear up the lane, and then have people, when there's a wide open lane, not get over for us. You never know what could happen. You can lose control and also hit the officer or the pedestrians that's on the side of the road. So if you do see an accident, slow down, get over into the other lane, and then make it a safe passage for the officers. The one thing that the Lexington Police Department really wants to stress is for everybody just to take their time, make it to your family safe and sound, and just take your time. be patient, take a deep breath, relax, you'll get there. It may take a little bit longer, but as long as you get there, that's the ultimate goal. Be safe out there to the citizens of the community. The Lexington Police Department is always here for you. We're always thinking about you. If you're hearing that there's bad weather out there, don't go out and test that. I mean, don't, I don't, you know, one of the things that people do is they go out, they have their big four-wheel drive, but most of the accidents that we see are with vehicles with four-wheel drive just for a simple fact that the roads are just that bad. So if you don't have to be out in this type of weather, don't go out. Stay home with your family. Drink some chocolate and hang out and eat some popcorn and watch a movie. So it's just one of those things that if you don't have to be out there, don't test it. It's not worth testing it, and we want everybody to make it through the holiday season and have a great season and be there for your family. Oh, the weather outside is frightful, but the fire is so delightful. And since we've no place to go, let it snow, let it snow, let it snow. The objective of the Department of Environmental Quality and Public Works snow and ice control plan is to provide winter roadway safety to you, the traveling public, in the most reasonable, efficient, and effective manner. We're requesting your help during snow and ice removal operations and ask that you follow these simple suggestions. Please limit travel during storms to trips that are necessary. Once roads have been plowed and salted, the potential for accidents is greatly reduced. Please park your vehicles in your driveways and off the road. If you must park on the street, try to park on one side of the street only. Parked cars hinder the speed and efficiency of our snow removal operation. Parking bans may be in effect. Vehicles may only be parked in authorized areas. Vehicles parked in unauthorized areas may be towed. Snow plants are designed to remove snow from the roadway to the edge of the road. It is likely that the plow will leave behind a window of snow in front of your driveway. Residents are responsible for removing the snow. It is against the law to plow snow from your driveways and walkways into the road. Please pile the snow in your yard. Remember you are also responsible for your snow removal contractor's actions. When snow plows are used during snowfalls, the initial pass of the snow plow is made to open the road for traffic flow. The following passes will push the snow to the curb line or road edge. This is necessary in order to allow for the drainage of melting snow into catch basins and to allow more space to plow future snow accumulations. To avoid salt hitting your vehicle while driving, move away from the center of the road when you see a salt truck approaching from the opposite direction. Salt trucks are designed to deposit more salt near the center of the road as the salt works its way to the road edge as traffic runs over it. Please try to stay back approximately 200 feet from the rear of a truck while it's deploying the material. To ensure that your mailbox is not damaged during snow plowing operations, your mailbox must be 42 inches above the ground and the front face of your mailbox door must be no less than 10 inches from the front face of the curb or road edge. Remove your portable basketball hoop from the street and place it on your property. LFUCG is not responsible for damages to the equipment. When calling the Public Works Department, please keep messages simple and direct. Be certain to state your name, phone number, the problems you are calling about, and its location. We can be reached by contacting Lexcall at 311. Please keep sidewalks clear and adopt a fire hydrant if it is located near your house. Residents are asked to clear their sidewalks within 24 hours after a snow and ice event. The hydrant is there for your protection and it may be several days after a storm before they can be cleared. By following these recommendations you will be assisting us in providing you with safe and efficient snow removal operations. Today I have with me Jeff Herron. Jeff is the Continuum Care Coordinator for the Office of Homelessness Prevention and Intervention. Welcome. Thank you. Thank you for having me. We're going to be talking about something special that our community does, and it's called Lexington Count. Lex Count is the abbreviated. Yeah. I would be interested in finding out just an overview of that program and how important it is to our community and what it is and I think it's probably got ramifications even outside of our our city. Yeah absolutely so LexCount is our annual point in time count HUD housing and urban development requires that each community conduct a count of their homeless persons both sheltered and unsheltered every year so that's what we have branded it here locally is LexCount what that entails is that we get groups of volunteers to go into unsheltered locations where individuals who are homeless have been known to sleep or reside. We conduct a physical count and then we also conduct surveys with those individuals so we can get some demographics and service use patterns and what it really helps us to do is identify what our progress towards ending homelessness is. It allows us to identify our community needs. It also allows us to attract funding and just plan for what our homeless system should look like in order to best so serve those in need. Okay. How long have we been doing this in the community? We've been doing this in the community for quite some time. I know we've been doing it probably at least probably about 20 years. Well the trends, I mean what are we seeing that's happening in Lexington? And I guess this count helps you look at the trends. You know are we improving? Are we getting worse? But can you elaborate on that? Yeah absolutely. So recently we had some headlines probably with our 2018 Lex count. Those numbers were pretty impressive for us. It was the lowest numbers that Lexington has seen in over a decade since about 2005. If we look at the time period since the Office of Homelessness Intervention and Prevention and Prevention has been created in 2014, we've actually seen a 56% decrease in homelessness on the night of the count. So what attributes to that decrease? So that decrease can be a number of things. One thing I like to think that having our office here to help guide our system has had an impact and showing that we've actually made progress in ending homelessness. Sometimes it also has to do with changing how certain beds are classified within our system. So some of those numbers may be that we are no longer counting certain programs that don't specifically serve the homeless population. So it may not always be a case of us lowering our numbers but giving more accurate numbers that truly reflect those who are homeless. Do all cities do this? I mean, is this something unique to Lexington, or is this across the country? It is something that happens across the country. It is a national event. It typically takes place in January, usually on the last Wednesday of the month. That thought process is that during the winter months, most of our people are going to be seeking shelters. So we're going to find the lowest numbers of persons that are actually on the streets. And it is something that happens in all communities. Here in Kentucky, we have three continuum of care. There is Lexington, Louisville, and then the Balance Estate, which would encompass pretty much everything else. So there are three counts that are performed here in Kentucky. Okay. I was going to ask you, how does this, you know, the census is done every so many years, you know. We're doing this every year. How does that interact with the census? So it's something that we can kind of use those two data sets to work together. For example, we can take our population overall and get a sense of how prevalent homelessness is by then measuring it against the numbers that we're getting from our Lex count. Okay. So in 2018, we had about 0.2% of Lexington's population that was counted as homelessness during our Lex count event. Okay. So do you go, obviously you go into the centers, I mean, you go in and you count the shelters, I mean, And then I know that they're outside the shelters because some do not want to go into the shelters. So do you know where the camps are, where they are located? How do you handle that? We have a pretty good ideal. Individuals that are sleeping outdoors are going to oftentimes try to keep their locations kind of secret or hidden for a number of reasons, like for safety. But our service providers that work with them every day have a lot of knowledge to provide us about where those locations can be found. We also get reports from private citizens, from departments within the city, such as code enforcement. We compile all of those locations. Last year, we used a list of about 70 locations. 70 locations? 70 locations. Oh, my gosh. I had no idea that we were that many. We had 17 teams that went out to those locations to perform the count and conduct surveys and distribute care packages. And how did they conduct the surveys? Is it a one-on-one? Is there some type of questionnaire you go through that's formalized? We develop a survey every year and that is a one-on-one survey that's conducted with individuals. Now if an individual doesn't want to, they don't have to participate in the survey, we would then just do a physical count. There's an observation form where the volunteers can just record the numbers of people that they're finding if they choose not to participate. But for those that do, it can give us valuable demographic information. We know more about who specifically in our community is experiencing homelessness, and also maybe some of the things that we can implement to help them identify pathways to housing. So when you go one-on-one and they give you a survey, is there any takeaway for them? I mean, I just wondered, what is the motivation, or is it just being talked to? I think this event, we really try to highlight the fact that this is an opportunity for those who are experiencing homelessness to count, to matter, for their voice to be heard. By participating, they can help us to create a better system that can help to make sure that fewer people in the future have to experience what they are experiencing right now. So this goes back to another thing that you touched on, but the methodology on that. How do you take those numbers and do you tweak them? I mean, not tweak them, but do you look at different sets of answers and different areas of their issues? How do you work with that? Yeah. Yeah, so we try to do as much as we can since this is one of our major data sets that we have. We have this data from every year, so there's also the ability to do longitudinal analysis. What we really try to look at is how many people are we seeing? Are we seeing higher numbers, lower numbers? What can be accounting for that? We factor in things such as what the weather was like on the night that we performed the count. We also gather a lot of demographic information. We get some information from folks about, for example, where their homelessness originated. We try to figure out what kinds of services would be valuable to them to help them to get off of the street or out of shelter. You said 17 teams or groups go out. How many on each one did you say? So that's the number from last year. We had 17 teams. It will vary depending on how many locations we have this year as well as how many individuals are willing to participate. Sure. So each of those teams usually has about four individuals. We send people out in groups. It makes it obviously. bit safer and some of these locations can also be large wooded areas for example so it helps to have several people to cover that ground and make it a timely and quick process. We usually meet at the New Life Day Center as kind of our central hub of operations on the evening of the count. We begin around nine o'clock. Teams go out each team will probably visit maybe four to five locations. They will count, do those surveys, distribute care packages, and that everybody returns to the New Life Day Center to report back in in the evening. Last year, I believe, we wrapped up around 1 a.m. It kind of varies on how many individuals that we find. There's also a component where we would look at the numbers of those staying in our shelters and our transitional housing programs. The bulk of that, however, can be performed by just pulling information from our electronic database. Yeah, you would have to actually go out and count them there. What's your biggest challenge with this event? I think our biggest challenge is probably just really being able to identify those persons and connect with them. It can be a challenge to find people who are residing outside and then sometimes it can also be a challenge to make sure that they feel comfortable to engage. Oh that makes sense, yeah. Well this is a very unique program. I mean I would say the majority of our citizens in Lexington, Kentucky do not know that this goes on. And it's not it's not because you don't you don't try good PR, but I did not realize that this had gone on for as many years as it had, and I think the implication that it has towards funding, which obviously helps the city as well. So I'm sure you need volunteers. We do. Could you talk about that, what you do next in terms of if you want to volunteer? Yeah, absolutely. So we have a lot of information that's available on our Facebook page. That is facebook.com slash Lex End Homelessness. Okay. And on our Facebook page, we are posting information as to how people can get involved in this event. That includes if they want to volunteer to conduct the count, there is a sign-up form. There is a mandatory training that's going to be offered the week prior to the count, so that way people can make sure that they have the information and tools that they need. We accept volunteers of various different levels of experience. Usually in those teams that we create, they're very intentional designs. They include some of our service providers. as well as some of our volunteers from the general population. So even if you haven't worked with this population before, probably someone on your team is going to be able to provide that knowledge base. So that is one of the things that people can do. The other thing is that we do need a number of donations to include in those care packages. A list of those are also available on our Facebook page. And finally, we're also just trying to raise some awareness around this event. So leading up to the count, there's going to be a number of posts on our Facebook page that highlights some interesting numbers, facts, and statistics. So people can learn more about what homelessness looks like in Lexington, but also nationally. Yeah, that's great. That's great. Well, I'll tell you, volunteer.
