So thank you for coming. um beth can you update us on our money from the bluegrass community foundation please okay yes um so we did receive an email back from the bluegrass community foundation that they would not refund the um 250 per year fee they have charged us for the last two years that we were aware of um so we received a check for approximately 230 back from them and we have that and we had planned to work with greg to open an account at central bank and i think he's still going to help us with that or connect us with someone there to do that and so glory and i will get that set up and then report back to you all but we do have the refunded check in hand Short what we wanted, but some, at any rate. We were going to have a report today from our previous closing that we had on the cattle farm of Elizabeth Jensen's. And I have spoken to Elizabeth. She works in Frankfurt, and they were having a special vote today that she thought she probably needed to be there for. So I've asked her to do that next month, and all is willing. For my report, I will tell you that I did attend the Farm Bureau meeting again this month. I did attend the Council's Planning and Public Safety Committee on February the 5th with Beth. And I will report that it's my understanding that the Rural Land Management Board and all of this will still, as the ordinance was written, will stay under the CAO. So that's my report. anything from the treasurer? Treasurer. You did look over the budget, and that did all go into the mayor. Okay. Beth. Okay. I would just report that I did attend the planning commission's work session last Thursday. It was the final work session they were having prior to their vote to pass the, or to vote on the comprehensive plan. And that is scheduled for tomorrow at 1.30. It is my understanding they have moved that vote to the front of the agenda. They also have four zone changes, so they have moved the vote on the comprehensive plan to the beginning. and I just wanted to alert you all to that since PDR is part of that and the Rural Land Management Plan, and Headley is on the Planning Commission, and do you want to provide them any update? Well, it's just been the staff has done a great job just to continue to educate us on what our objectives are, and there's been considerable discussion about it all. and look forward to, you know, it's been pushed off initially. It's supposed to be voted on last in December, and it's been pushed off until now just for continuing education. So there's been a lot of great discussion about things, and look forward to the vote tomorrow. For our committees, our four committees, I know one of them has had an opportunity to meet. That's our Education and Outreach Committee, chaired by Zach. Do you want to give us an update on that? They met Monday for an hour. Yes, ma'am. Thank you, Madam Chair. The Education and Outreach Committee met on Monday with myself, Mr. Bell, Melissa Brown, Meredith Price, Robin Owens, and Chair Martin in attendance. And the primary goal that came out of that meeting is, or the primary objective of that committee, is going to be community buy-in through the education, the outreach, and the relationships that we as a committee and a board can build with the community. Relationships and education, we discussed the idea. It was mostly, it was all discussion. We didn't take any votes. There was no formal action. But the opportunity to meet with council members one-on-one, work through the ordinance with some of our newer council members who perhaps haven't had a chance to read it yet, public awareness through earned media or free media. We've also discussed outreach, invite farm owners who have their farms in the program to our meetings, allowed them to make a very quick presentation to tell us what their farm is, what they do on it, how the easement has benefited their family or their use, and focus on community-specific events like the Farm Bureau meetings, for example. The marketing of our brand was extensively discussed as well. We are going to look into new signage, specifically dropping the term PDR from the signs. We've had some people who've donated easements really not like to have the sign that says purchase of development rights on their farm when it was a donation. We are looking at utilizing the correct terms of the Rural Land Management Board and the Rural Land Management Plan, again, perhaps in place of PDR with this new signage. Beth is going to help us with the design and the cost aspects, working with the city offices to see what needs to be in place officially. We've also discussed Facebook and social media, which, of course, is free, other than the use of staff's time, of course, again, within the LFUCG guidelines. And another item that was discussed is going back to the founding fathers and mothers of our program, Dennis, Margaret Graves, Frank Penn, Chris King specifically, to talk about the grand bargain that was struck between the 19 or however many organizations it was to come together to form this program. What have perhaps we lost over the years that we need to bring back to have such, again, community buy-in at that point? What can we do to rejuvenate that intention? Madam Chair, I don't think I've missed anything. We did set a meeting calendar for the year, and, Beth, if I could trouble you to note those for the public. Other than that, I think that's it. Okay, certainly. The meeting dates for the Education and Outreach Committee are as follows. March 25th, all are, let me start and say they all are Mondays at 3 p.m. and are held in my office, which is in the Phoenix building on the fifth floor. The dates are March 25th, April 22nd, June 3rd, June 24th, July 22nd, August 26th, September 23rd, October 28th, November 25th, and December 16th. And I will send those out to the board just for your information, even though the majority of you are not on that committee, just so you are aware. And they did take a formal vote on that. Yes, I'm sorry, we did take a formal vote on our meeting schedule for 2019. And that will be posted publicly along with our meeting schedule, so anyone may attend and the rest of our board members will know about it. If they would like to attend, everyone is welcome. Let me remind you that when your committees do meet, all of these four committees, your very first meeting has to be given public notice, and that will be considered a special meeting. You'll need to tell Beth ahead so it can be properly posted for everyone to know that. When you meet at that first meeting, then you can adopt a schedule for the year, and once you have done that, then we don't have to go through that process again. It can be posted. So when you have that first meeting, please make sure that you look at your calendars and pick some times. And remember that the charges that you've been given and the goals you're trying to reach are for one year, this year only. And at the end of that year, then we'll reevaluate and see what we need to add or subtract or what other committee we need. So please, those of you on committees, try to get together, look at budget and finance and everything for our time period. and Beth can help you with that. She has a great place in her office for us to meet. We can keep maps there and all the information, and it's easy. Anything you want to bring, you can leave there for the next meeting. So I encourage you to do that. Are there any comments about any of the committees? Yes, Healy. Yeah, I feel fortunate to serve with Zach on that committee, And it's uplifting as far as I'm concerned. I mean, this is such a special program that is now nearly, I believe, 20 years old that just needs to be renewed as far as the community awareness is concerned. And I think a key goal is for the community to feel as if they've got some form of ownership in this. and it's not easy to do when you talk about farms, but I think it's the whole approach that all of the agricultural side is trying to do, i.e. horse country and things like that, to feel as if we're so very fortunate to have this community like it is and for the community to feel that they can be a part of it. And I really sincerely feel the goal for even rural land management is something similar to that. So I really commend you, Gloria, for leading that, and Zach for leading it as well. Again, I found it very, very uplifting, and I liked that we drew on members from the outside who aren't on our board to contribute to the board, to the meeting. So I was really very, very encouraged, and I thank you so much. Thank you. We've tried to encourage previous members of the board to come back and serve on these committees. And again, let me stress any of you who want to come to any of these four meetings, everyone is welcome. The door is open, and it's one of those things, the more the merrier and the better the ideas, the better the goals will be and the end product.
