I gave a presentation on it Tuesday at the Environmental Quality Committee meeting, and I had the photo of our very first day out there in March at Winslow and Upper and then a later one that were at Park Avenue by June. Back in March, I'd have never dreamed that. You and me both. I tell you, they've done an incredible job. And I tell you, Jerry Stucker has done an incredible job leading that to being their superintendent. He's very thorough, very efficient, and gets it done. They got it done. It's a good job, too. Yeah. They definitely get it done. Yeah, I'd like to figure out how to be able to keep them around. Well, I was telling Jerry that he's set a pretty high bar for the rest of the jobs going on in the city because it's been pretty incredible the way they've gotten things done. Yeah. So, having said that, looking at the agenda, I guess everybody has got their packet in the agenda in front of them. second item of business postponements withdrawals nothing Jennifer that's right no old business correct okay item for a new business incentive grants item one FY 2020 class B education grant selection so Jennifer lead us through that. Thank you. We will start with we'll pretty much go in alphabetical order with the grant determination forms which consists of our director's recommendations. So if you pull those out and just follow along, I'll just read through those. Starting with Bluegrass Green Source. Everyone got it? Yes. Okay. Case one for the Class B Education Grants. Bluegrass Green Source has requested the amount of $35,000 with a cost share of $14,275, which is 30.5% cost share with a total project cost of $49,275. The project element is the Town Branch Commons Trail Walking Tour, and that consists of two guided walking tours with 15 points of interest to include five locations with videos and graphics. Creating and hosting a website of a virtual water walk. Leading a promotional and social media campaign to highlight and inform the public about the water quality aspects along the Town Branch Commons Trail and walking tours. The applicant and proposed project meet program eligibility requirements and a project score of 76.95. The grant the application was approved for full amount for the amount of $35,000 and requires a minimum of $8,125. Approved the grant the recommendation is to approve the grant application with the following stipulations. LFUCG and applicant agree to all project elements eligible expenses, terms and conditions, and a grant award agreement to be approved by the urban county council. Grantees shall obtain written approval agreement prior to work being done on properties not owned by the applicants. Applicants shall provide web analytics to the Division of Water Quality tracking the number of visitors to the virtual water walk. Applicants shall provide rate of pay records for the personnel listed in the project budget to the Division of Water Quality prior to drafting of the grant award agreements. Both electronic and hard copies of all materials are to be provided to LHCG for its use as part of the grant deliverables. The organization proposes a larger cost share beyond that required by the grant program. The budget share reflects 30.5% cost share offered in the application approximately $14,275. Next we have Lexington Center Corporation, sorry application number two. They request the grant amount of $35,000 with a cost share of 8,200, 20.1% total project budget of $43,200. The project elements are the Town Branch Park seeks funding to meet the following three goals during the design process for the Town Branch Park. Generate meaningful engagement and education, define TVP's role as innovative and vital infrastructure, and create pathways to stewardship and advocacy for water quality and long-term park support. Development and presentation of education materials through social media, a website views, etc. Hands-on activity and selected BMP focused educational materials. The applicant and proposed project meet program eligibility requirements with a project score of 87.25. Approve the grant application for the full amount of $35,000 requiring a minimum of $8,125 dollars cost you. Approve the grant application with the following stipulations. LFUCG and applicant agree to all project elements eligible expenses, terms and conditions in the grant award agreement to be approved by the urban county council. Applicant shall obtain written approval prior to work being done on properties not owned by the applicant. Applicant shall provide rate of pay record for the executive director listed in the project budget to the division of water quality prior to drafting of the grant award agreement. Applicants are provided to the Division of Water Quality with the locations where they plan to perform the town branch stream cleanup and other stormwater educational activities for inclusion in the grant award agreement. Both electronic and hard copies of all materials are to be provided to LFUCG for its use as part of the grant deliverables. Organization proposed a larger cost share beyond that required by the grant program. budget share reflect the 20.1% cost share offered in the application, approximately $8,200. Last but not least, we have the Living Arts and Science Center, application number three, with the requested grant amount of $30,500, a cost share amount of $7,850. That's 21.9%. percent. The total project budget is $38,350. The project elements are curriculum development, planning, promotional activities, and instruction for the following six programs. Field trips for K-12 student groups at Living Arts and Science Center, Kentucky Wildlife and Water Outreach Program, and after-school ecology program for LTMS, wildlife and water summer camps, eco workshops for families, and a Water is Life Day community event. Development of materials and maintenance of educational displays at Living Arts and Science Center to educate visitors about aquatic habitats, native animals, native plants, and BMPs. The applicant proposed project meets program eligibility requirements. Project score is 94.25. Approve the grant application for the partial amount of $29,900, requiring a minimum $6,850 in cost share. Approve the grant application with the following stipulations. LFUCG, an applicant, agree to all project elements, eligible expenses, terms, and conditions, and a grant award agreement to be approved by the Urban County Council. Applicants shall specify education materials and budget line four that are water quality related or that will include water quality messaging. Applicants shall provide the Division water quality with a revised budget omitting line six, food for after school programs for inclusion and attachment aid to the grant award agreement. Both electronic and hard copies of all materials are to be provided to the FUCG for its use as part of the grant deliverables. Organization proposal a larger cost shall be done that required by the grant program. Budget shall reflect the 21.9% cost share offered in the application, approximately seven thousand dollars and twenty three cents so those are the three applications that you all will now discuss any comments questions from anyone I don't have any. In the Living Arts and Science Center, there's a line item, budget budget line item number six, food for after-school programs, that was omitted but in another I think it's the town branch park education grant there are there is food listed in four of these line items and so it's curious what why kind of one was removed but the ones for the town branch park were not removed. Okay. Let me pull that out. Do you want me to answer that? Yeah, please. It's Jennifer. Sorry I'm not on the video camera. When we scored the applications, we felt that what the Lexington Center Corporation was offering were events where food would help attract participants, potentially. They were events that were going to be strictly focused on stormwater and water quality, whereas the Living Arts and Science Center's request for money for after-school snacks, there was no way to correlate that those snacks would be provided on days when they would be providing education on stormwater and water quality. So that was sort of the difference as scorers that we saw between the two and maybe not necessarily being able, for the Living Arts and Science Center, to be able to directly correlate snacks being used on days when they were going to be doing stormwater education and watershed education. Understood. Thank you. um well kind of to follow up on that if uh did you have any dialogue with the living art center if they dedicated their meeting to a day where they just discussed storm water and had snacks if if we did for one we ought to do for other um but i see the point and it makes sense Was there any dialogue with Living Arts Center to make them aware of why that's ineligible? No, we did not. And that's certainly something that could be included as an additional grant stipulation. If you guys felt that keeping that within the box was appropriate, I'm sure there's a way that we could ask them to provide documentation that they were linking the two and using grant funds for that item on the afternoons that they would be providing a program related to water quality. What do you guys think? That's just off the top of my head. If we're doing things for what are the ideas for all the people meeting the same conditions? What are your thoughts? I think it would be a good idea for them to offer it because I know that the after school program, they're going to be going. So will they be going from the school to the living art center doing that afternoon time when it would be lunchtime? Yes. Yeah, we were just wanting to make sure that the program that the food was being provided for focused on water quality. Not just, you know, because not every part of Living Arts and Science Center focuses on stormwater quality. They have other aspects to their educational curriculum. So I guess we just had concerns that we were just funding the food program for the entire, you know, perpetually. But more to answer your question, Donna, this is their program. I think it's for the students that are at LTMS, Lexington Traditional Middle School, and they go over there at the end of the school day, basically until they can be picked up by their parents, you know, after their parents get off work. So it's sort of a late afternoon snack type situation. I know that middle school is the last school to get out. I mean, they have the longest hours and considering I think their lunchtime is like starting at 1030 on up to maybe, I think the last one is at noon. So that's a long stretch. So, you know, I'm kind of with George, you know, I think it's something that we should consider. And like you said, maybe make sure that it is doing the stormwater events too, because we don't want it just to be a eating session. You want them to really get to know a little more about stormwater, what they actually do. What else? Any other thoughts? Do we have additional funds available or will we need to? That would be a good question. We do. Yes, we do. Don't we typically do these one at a time? Yes. Okay. So why don't we, since we're talking about the living arts, We'll focus on that one first. Any other comments, thoughts on that? Do you have a recommendation? George, this is Harry. I want to ask this question. We usually get a request from Living Arts and Science Center annually as part of their curriculum development. And as an educator, I wonder if we have asked for an evaluation of what they're doing and how they're doing it in a reporting sense that we know what they're doing and how they're officially staying on the ideas that they've proposed. From what I can tell, we haven't gotten any reports, and so I would be interested to know if they have any kind of reporting system that we would know exactly how the money is being used each year, since we're asked fairly often for support for them and their curriculum. Any ideas from anybody? So actually, as part of the grant reporting as required by the Grant Award Agreement, we actually receive, when they turn in their requests for funds, they're actually obligated to turn in sign-in sheets as well as all the curriculum that they focused on. The grant manager reviews that material. And so they've been pretty diligent. Actually, the Department of Environmental Services are the grant managers for these projects, most of our education projects. And they've actually been kind of tightening up on these groups that come back and ask for funds year after year just to make sure that, you know, that it's focused on water quality and that they're doing what they are obligated to do in the grant award agreement. So we'd be more than happy if you all would want copies of those. I mean, you know, we can provide those to you. Well, I think I would be interested in that. And more than just reporting when they're asking for the bills to be paid, what's happened during that whole period. And so I'd be interested in something like that, Frank, if we could get something. I think in this particular case, they come to us every year almost. And I think it's important that we have some reflection on what we're doing. That's not a problem. Do you want me to give you a number of them or just a single report? Because, I mean, they've been doing it for years. I can provide you with a box full of them if you like. I'm not interested in a box full. Okay, because, I mean, you know, we have quite a number of reports. You know, we have files over here, and they turn in, you know, every time they give us the stack of reporting materials that the grant manager reviews. And so I would just, I would want to know, I would need to know which one particularly in the application, if you were wanting to focus on a particular item or. Well, or here's an idea. Usually at our April meeting, when we don't have a pandemic going on, we highlight some of the completed grant projects. projects. So maybe this upcoming April, we spend a little time looking at all of the good things that Living Arts and Science Center has used the grant funding for over the past decade. Yeah, I think that would be good, Jennifer. That sounds, that sounds like a reasonable effort there. And so if we could do something like that, I would appreciate it. Next is a bluegrass green source. any questions comments thoughts on that um i i had a question uh this is basically uh starting out where uh middling uh meets Winchester Road there at the park on the corner and goes down Midland to, um, to East Vine street. And then from Vine down to the, um, Rupp Arena civic center. Is that essentially what we're talking about? Yes. Is there anything on main street as well, or is it just Midland and Vine? I think it extends just to the west part of Main Street once Vine and Main, I guess, basically where they split in front of Heritage Hall. Okay. Okay. okay and um what this is going to involve are some some signs with with writing and photographs at different key points pointing out certain features is that correct with um five of the 15 points of interest will some somehow in some way incorporate a video so we're assuming some sort of interactive camera videos yeah with projection television type thing that was my question how are they how are they delivering that at those particular sites that wasn't clear to me does anybody know i believe perhaps some kiosk set up right like a kiosk and that'll be on the sidewalk i guess it has to be right yes yes i'm a little concerned because that's not clear and i i don't know whether there's any way any reason to clarify that but uh it just it's just the idea there's going to be five locations with video without any any idea of how that is going to happen and i just wonder if we could ask for a little more even though even if we approve it can we ask for a little more clarification yes absolutely George is it all right if I jump in here for a second just to remind everybody the whole town branch commons concept was was that there were stopping points along the designated trail in which that there would be interactive type of situations set up to where you would be able to learn about the history of town branch and the impact of water quality and all that you know the technical way that they would execute these things I think that's a good question but I think that was their intention all along is that this not only just be a park but also be an educational and informational aspect as well I think it was George mentioned as they are going to have these on the sidewalk, they've actually been able to introduce an ordinance that kind of designates a specific area that is really now the right-of-way, and it actually has more privilege than the right-of-way does. I have to get a special permit from them in order to do any sewer work within what is the physical area of town branch. I didn't find out about that until I read it in an agenda but anyway that was always their intention to do it if Mr. Clark wants to know how they're going to do it we can we can get that information for them but I think it was clear to me is that they were going to do that that's always been their intention is to incorporate visual interpretations along the trail. Yeah thank you thank you Charlie. It's my understanding that basically this grant is requesting funds to develop the content of those videos, but not actually the technology to implement it, if that makes sense. Yeah, that does make sense. That's a good point. Yeah. And so the idea was for the city to do this, or this Town Branch Commons project was doing this. now now green sources taking that responsibility is that the idea yes i think it was a way to um for other groups to get involved um and take on different areas of right so completing the project um because you know the folks that are managing the Town Branch Commons project. Public education is probably not their forte. So bringing in outside groups that do this day in and day out, I think was the intent here. Like our next application as well. Yeah, similarly to the Lexington Center Corporation's application. Right, yeah. Yeah, Scape was out of New York City was the primary or is the primary environmental consultant on that. And I think it's wise on their behalf is to defer to folks who have more local expertise than they do. I think we'll get more bang for our buck. Yeah. That's good. Thank you. So is Bluegrass Green Source, is that the group that put that walking, that town branch walking tour beside the financial center a year or so ago? George, I do know what you're talking about and I don't think so. And I think that's been, gosh, over five years ago. Okay. I mean, it's been in place for a while. And I can't, I feel like that was maybe more of a university sponsored project. And I don't remember if it was Transylvania or University of Kentucky, but I feel like that was more of a university level effort. Not pertinent to this, but I was just curious because it was kind of a similar type of effort, I think. But they do refer to it in the application as trying to incorporate that as part of the walking tour that they intend to develop. Okay. Okay. All right. Any other thoughts, comments on the Bluegrass Green Source, the virtual water walk and the walking tour, Town Branch Commons Trail walking tour? George, I was a little slow trying to find my microphone. I pulled up that website for that walking tour and Bluegrass Green Source is listed as one of the partners involved in sponsoring and in developing that. That was one back several years ago by the financial center? Yes. Yeah, it was Fayette Alliance, the Irby County government, Visit Lex. And basically what they're doing is they're removing all the pavement, all the asphalt and recreating, opening the town branch up and creating grass and plants and streams and lakes and that type thing, right? For the construction. construct basically it's just an education piece but that ultimately what's going to go on there right yes that's what this focus is okay any thoughts comments questions well i'd say this is a great it's a great project itself town branch park i think is is is actually one of the better things that's happening to lexington particularly downtown and I'm certainly supportive of this, and I just want to help us understand that this is dealing with the design. It's not actually something that's going to happen because it's early in the project, and they're well on their way to raising funds, but this is primarily a design project, and relative to everything they're doing to put this together, if I'm not mistaken. Yes, that's correct. They'll be using this grant, if awarded, to help engage stakeholders and folks in the surrounding area to make sure that they have input and understanding on the various types of stormwater features and water quality features that they are intending to highlight as part of the park development. development. Yeah, that's a good summary, Jennifer, and I think part of the idea is to attract additional support in terms of the fundraising, so I think it's a good project, and I think it's nice to be part of it. We're looking first at our fiscal year 2016 and if you noticed all but one of those projects are closed out and that would be Peppermill LLC. The grantee indicated that the project is set to complete this summer so we've been kind of drilling on them. I know they had, is this the one with the issue because of the crane? Yes. Yes. They had a crane in the parking lot. They had to get that moved. To finish the pavers. They had the crane there to do some painting of a water tower. That's been moved. So they've got, I think a small section of pavers to still be installed and they'll be able to get that wrapped up this summer. Is this Pepper, James E. Pepper Distillery? Yes. Okay. Any more questions about 2016? That's it. Good. Moving on to 2017, all but two of these projects are complete. Health First, which is line number nine down there, it was a small project. they were putting up a sign and all we are missing there is a time sheet to be signed by one of the participants and I think the guy left the company and split town and so he said he was going to try to hunt down the city get in touch with Melitorn and if he doesn't come through with it then I guess our options will be for them to I guess forfeit the grant? Yes, it's sort of a shame that it's A, languished as long as it has, and then B, that it's just the matter of getting a timesheet signed by someone that's preventing them from receiving their $2,500. But Frank has been more than accommodating and helpful to this particular grantee so I'm not sure we're gonna have to make a tough decision soon. Yeah, we're hoping to reconcile that before the next meeting. Yes. We'll have a better answer there. The next one is Dalton Court. The grantee still needs to construct the rain garden. They had permeable paved parking line as well as a rain garden. They need to finish some concrete work on the dumpster pad and And they also had issues with the engineer of record because they designed, they provided the design, and I believe the owner had some contract issues, and I think he tried to do some of the work himself. And so I guess he may have an issue trying to get the engineer of record to sign off on it. So hopefully he can get that worked out or have to forfeit those funds as well. Yes, yeah. any questions going back to the first one has that work been completed yes the sign the sign has been produced it's been erected it's uh either i think it's right there on mitchell avenue off of southland drive it's a really nice sign um and that's why we're trying to do as much hand holding as we can because it's essentially complete paperwork and Yes. So just need the signature just to verify that the work was done. So that's, that's on their part to get that done, right? Yes. Okay. So they should be able to figure out somebody needs to sign it and get it back so they can get reimbursed for it. Right. Correct. Yes. Doesn't sound like it should be that difficult. I don't understand. Yeah, well, I think it's a situation where the contact person that we have is someone more at a maintenance level and not someone who enjoys doing paperwork and processing papers and things like that. And so we're trying to encourage him to pass that along to someone in a more administrative role who can knock that out. And that's pretty recent in terms of that discovery because they turned in all the paperwork and basically we had to. Handhold. Frank had to basically mark it up and help him redo it. This is that new facility on Southland Drive across from Good Foods Co-op. Okay. I thought we were talking about Dalton Court. Oh, Dalton Court is an apartment complex. In Eastland. Yeah, in the Eastland Parkway area. and it is owned by a gentleman. So that's a class B infrastructure as opposed to being a class A neighborhood or education grant. Okay, let's go to FY18. for FY18 we have about a third of those completely for at the top here they'll be requesting I think they've already requested an extension by now yeah I think they were granted an extension until because of the COVID they slowed down so next May I believe that is set to expire. The extension expires anyway. Cardinal Valley they're targeting the planting. They're actually gearing up to start the pollinator garden as we speak. They've also requested an extension due to the pandemic. Lansdowne Merrick Neighborhood Association they also recently had an extension approved for November 30th of this year Stonewall Equestrian that's all the construction is complete there I believe they have the final report we're waiting on for that project there they're set to request their final the last $6,000 for that project WGPL they've submitted their final report this week actually we're reviewing that and the grant manager is out on maternity leave so I'm actually taking the reins on that while she's out I hope to get to that in the next couple of weeks the Episcopal Church and the Diocese of Lexington the final report and request for funds have been processed to date and so that project will be wrapping up probably in the next week or so. Tates Creek High School, this has been relocated to the elementary school due to the construction at the high school. They're renovating the high school. Basically rebuilding the high school. So it had to be, they opted to move it on the Tates Creek campus, but over closer to the elementary school. Right. And they've also put in an extension until May of next year to complete that project. And it was approved. 150 Northland, they actually, the construction is nearly complete. The final walkthrough inspection is scheduled for this month. Bluegrass Green Source, the request for funds number one has been submitted and the payment was processed. They will be, they're mobilizing to start their construction process hopefully by the end of the summer. Lexmark International, that grant is pretty much complete. all the pilots have been completed and we're waiting for the final report from Lexmark there. Pepper Distillery, they amended the development plan, they presented amended plans to the Planning Commission in June. we approved the pay request the first pay request and they also submitted an extension for next May. The University of Kentucky Research Foundation the remaining budget will be used to purchase additional trees and we're waiting on the signage to be drafted for the University of Kentucky. And that's That's their stream restoration project on alumni below the new baseball stadium. Yeah. So we approved for them to just use some funds that they had left over for additional trees. Yes. for 2019 as well as 2020 if you have any questions for those specifically but most of those projects are just ongoing and current a few pay requests have been submitted for those so if you if anybody has any specific questions for those without going over each one one one that i will mention opera house square townhomes corporation on the fiscal year 19 it's item number five on the list it's a class a neighborhood um they are not sure if they're going to be able to move forward with the grant um when we scored it we noted a lot of constraints in terms of um where they were proposing to place permeable pavers in relation to buildings and needing and required setback and in relation to sewers and things like that. So Frank and the grant manager, Lee Hudson, are meeting with the contacts for the grantee or yeah, for the Opera House Square townhomes on Friday, tomorrow, to basically discuss what options they have in terms of trying to move forward at a reduced scope or perhaps forfeiting this grant and reapplying for a project that's more feasible to implement. Yeah, they had several constraints. Dumpster pad location, concerned about the integrity of the pavers. Yes. With the dumpster pad location. And so you may see during the next meeting, They may present another scope to try to see if they want to rearrange the scope and see if you guys will approve it. More to come on that one. Is there any significance of that? Yes. The reason I do that for those projects, they're currently being drafted, the grant award agreement. And so it's just the color code that lets me know where it is in the process. If it's black, then the project is ongoing. So if I'm drafting it, there's actually, well, there's a key that's supposed to be on there. It's just it wasn't in my print view. So, for example, the green one, Fayette Cooperating School, number seven, they have received their grant award agreement from us, but they have not signed and returned it yet. So Frank, in fact, reached out to him last week to see if they intended to sign it. Because right now, you know, as of last Wednesday, we're in fiscal year 2021. So we really want to get these 2020 grants through council if these grantees fully intend to move forward. So the green means that it's in the hands of the grantee and we're waiting to receive their signed grant award agreement. The dark blue, which is Churchill McGee and Ashwood, number 10, number 11, and number 16, we have received their signed grant award agreement. and it's in process of going through council, work session, first reading, second reading, or they actually have just been completed and we're putting on their purchase order.
