Thank you. My name is Danielle Skelly and I live at 348 Kelly Roseway, Lexington, Kentucky. Thank you. Go right ahead. Hi, thank you for having me and giving me the time to do this. I'm here in hoping to speak to the council about supporting ordinance 0259-21 to ban conversion therapy in the city of Lexington. As someone, as a mom of LGBTQ identifying youth, I believe that my children are who they're supposed to be. And there's nobody in the world that should even try and change them. And what we know is that conversion theory is not based in good science. It actually increased. Hang on one second. Sorry. We know that LGBTQ youth who report having at least one accepting adult in their life are 40% less likely to commit to consider suicide. And that's just what one reason why I think it's really important that the city of Lexington support all of the youth in their area. I think we need to send a really strong message to the children and youth of Lexington that we support them as they are, and that as a city, we are affirming of who they are. Conversion therapy, sorry, increases the rates of suicide and depression amongst LGBTQ youth. Some studies say as much as three times the average. So for me, I just really want to implore the council to support this ordinance and send a really strong message that we love all children and youth in the city of Lexington. And I believe we have someone in the list with their hand raised, I think maybe one of our other speakers, so we'll pull her in real quickly here. Thank you. Welcome. Ms. Clark, if you'll give your name and address for the record, please, and you'll have three minutes to speak. My name is Amy Clark. I live at 628 Castle Road. We need more affordable housing in Lexington, affordable by any measure, and suitable land for high-density residential use is scarce. At the same time, as our comp plan policy, E-Growth 10, that's the balance theme, the growth objective, policy 10 tells us, we have an over-large retail footprint. Half again the national average, over two-thirds more retail land per person than Cleveland and St. Louis, for example. A third again that of Cincinnati. Call us Bigfoot of the bluegrass. That's a lot of vacant parking lot. The best inspiration of the 2018 Comprehensive Plan, whose goals and objectives this council adopted November 6, 2017, was to put this underutilized land to work, especially the half-deserted shopping centers and strip malls on major corridors. The theme was balance, and this is from the goals and objectives, an urban and rural balance to in e1c emphasize redevelopment of underutilized corridors and in e1d to promote redevelopment of underutilized land um i'm very concerned that the matter you have before you regarding removing some of the restrictions that limit the intensity of the R3 use at the old Walmart shopping center site has not had appropriate and full public notice and information. The matter was reviewed in council committee before the public knew so much as the address. The little listing just said Richmond Road. No public comment was allowed in committee. Committee heard only from the petitioner And from one neighbor who had video difficulties, they voted immediately to forward the matter to the council. The archive video is truncated half is missing one can't know what was said. At the subsequent work session, it was reported out early and docketed. The motion was an item walked on the agenda with still no documents posted, though through Councilmember Lamb's scruple, the text of the proposed release from selected restrictions had been shown on the video in committee. And I believe that text has changed and it still is not attached to the council record. At the first reading, Council Member Lamb mentioned a John Wilshire. His written public comment was not offered to the public and still is not. The Planning Commission learned of it from the newspaper. No one saw fit to put it on the commission agenda or to seek their review and advice, a non-binding review or advice. I'm sorry. All right. Thank you so much for your comments. Well, we have a wonderful presentation tonight, And it is my great pleasure to honor Pastor Richard Gaines and Consolidated Baptist Church. This church has welcomed people from all over our city into its gymnasium to get a COVID-19 vaccine, saving countless lives. And we all remember before that the testing. And Pastor Gaines and the church also helped us launch our Let's Do This public awareness campaign. He told me one day that, you know, he realized they have a gymnasium sitting there in a pandemic empty. And so this was his really gift to our community to use it this way. The health department has made Pastor Gaines and the church the Dr. Rice C. Leach public health heroes. Hero is a big word, and in this case, it is well deserved. Thank you very much, Pastor Gaines and Consolidated Baptist, for everything you do for our committee, community. and tonight we're going to hear from a couple of other people and then I'm going to read a proclamation and Pastor Gaines then if you'd like to say a few words we would love that. So first I'd like to call on Councilmember Jennifer Reynolds who's a member of the Board of Health. Councilmember Reynolds. Thank you Mayor. I just wanted to say quickly how much I appreciate your leadership, Pastor Gaines, and what the church did during such a difficult time for our city. I think the bright spot of COVID was for me to see community partners work together for the greater good, and you all definitely did that. And as a member of the Board of Health, I got to vote that you all received this award, and I am just honored to be able to do that. And on behalf of all the council, I just want to say thank you for your contributions. Thank you, ma'am. Thank you very much. And now we'd like to hear from Kevin Hall from the Health Department. Thank you, Mayor. I'm sitting in tonight to fill in for Dr. Craig Humball, who is off this week and has received an award earlier today of his own, the Kentucky Public Health Association. So I'm in a very celebratory mood and I'm thankful for this opportunity to celebrate the much deserved award for Pester Gains and Consolidated. I will preface all of this by saying I'm an emotional person. I cry when I'm sad and I cry when I'm very happy. And so if I get choked up tonight, there could be a little combination of both on this because this is an award that's named after our former commissioner, the late Dr. Rice C. Leach. and it's hard for me to talk about him any without getting a little choked up, particularly on something like this award. For the past year, every time I've talked to you all in this format, it has been about the pandemic and often the bad news. And I'm so happy to be here tonight on a joyous occasion. The mayor mentioned this already and I want to emphasize it. The word and is so important tonight because this award is for Pastor Gaines and Consolidated Baptist Church. It is for every staff member, it is for every volunteer, and it is for every member of their congregation. Because every need that we have every Wednesday or whatever day we put on our clinic, that's met by them. I joked at the Board of Health meeting earlier this month, the only thing that we think they'd say no to is if we ask for the deed to the property. And even then, they might not outright say no immediately. That's how accommodating they are. If any of you all have ever worked in logistics, they provide us so much opportunity on the take down, the set up and take down by allowing us to leave our equipment in the gym and keep the tables and the chairs there. It saves us four hours every time we run a clinic, two hours at the beginning and two hours at the end. So think about all the extra work that can be done during this pandemic, just from four hours that that saves us. And they allow us to run of their facility. If we need the gym, if we need their parking lot, if we need the center where people are registering, if we need the front lobby of the church to hold a press conference with the governor and the mayor to launch Let's Do This, whatever we need, they may happen. It's been especially important because for the past year, churches have been closed, been supposed to stay closed, at least for in-person service. But for every Wednesday, their church is full. We provided 25,000 or so shots, first and second dose combined. So all these people coming through and seeing this happen, it is really, really warming. Dr. Leach would say over and over again, that when the big one hits, when the pandemic hits us, and he knew that a pandemic would hit sooner rather than later, that the health department couldn't do it alone. He would say we need the community, all of the community, and that is why we are here tonight. And earlier this month, and this is the part that gets, we're just reading it, earlier this month was the five-year anniversary of Dr. Leach's death, and this award was named in his honor while he was still alive so that people could know what a true public health superhero was, and it gives me such joy to know how proud he would be, and if you ever knew, worked or met Dr. Leach, you know how proud he would be that an award in his name is going to Pastor Richard Gaines and Consolidated Baptists. So thank you, Mayor, for allowing me to speak, and thank you, Pastor Gaines and Consolidated. Thank you, Kim. Thank you so much. And now, I would like to present this proclamation. so whereas pastor richard gaines and consolidated baptist church have won the 2021 dr rice c leach public health hero award and whereas during the pandemic pastor gaines and his church have saved many lives by allowing the church gymnasium to be used as a site for the covid19 vaccinations for months. And whereas Pastor Gaines and the church have also been leaders in encouraging people to get the vaccine and helping the city launch its Lex Do This public awareness campaign. And whereas under the leadership of Pastor Gaines, Consolidated Baptist Church has experienced unprecedented growth, increasing membership from 200 members to approximately 2,000 members today. And whereas Lexington is proud to be home to Consolidated Baptist Church and to Pastor Gaines, his wife, Sarah Barnett Gaines, and their son, Micah Richard Gaines, now therefore, I, Linda Gordon, Mayor of Lexington, do hereby declare April 22, 2021, Pastor Richard Gaines Day in Lexington.
