The next item is applications for authorization permits, and we have case number 2022-1, Stagger N 269 West Main Street. And I'll ask Tracy to read the Design Review Board officer report into the record. I'm going to share my screen. So the only application we've had since the last meeting that needed board approval or review is for the Stagger Inn. And that's our first case for the year for a facade improvement at 269 West Main Street. The applicant is requesting to replace the glass front door and side lights at their basement staircase entrance to the Stagger Inn on West Main Street. The location of the property again is 269 West Main Street and the property of Butts, both West Main as well as what is currently still the right-of-way for Cheapside. And so it's it the corner of that lot does have frontage on both of those public streets, but as you know Cheapside has been closed to vehicle traffic and is only open for pedestrian traffic at this point. And then the stagger end is located in the basement or lower level of the structure at this corner. The Historic Preservation Downtown Lexington Building Inventory identified the structure as the Lexington City National Bank Building built in approximately 1904 and identified it as outstanding and that it contributes to the character of the block and to the character of downtown. And then the rest of the information there just describes the structure and it is still significantly the same as it was when it was built. This is just a Google area, our kind of road view, street view of the front of the structure as it looks from West Main Street. And from there, you can see there is an occupant on the first floor, Roxy, which I believe is also a bar club. And then the stagger in is situated to the left side of the photo, their entrance. And then it's a staircase down to their door that they're asking to be replaced today. So these are existing photos of the glass door from both the staircase outside from West Main Street. And then also there was additional stairs on the inside of the building. So you can see as you enter their establishment from West Main Street, there's several more stairs that you walk down. And it's a full glass door and sidelights. They are asking the board to approve today a replacement of that door in the sidelights with what is shown right now with a divided light and not quite so much light coming through. And at this point, they're not showing a sign on there, but we assume that there would be some sort of signage in addition on the front of that door. there's also elevations available down to the or this is just an architectural drawing of the floor plan and then the elevation exterior and internal interior elevations of the door and then a cross section of the building so the application the staff believes does meet the basic at least one of the basic principles and three of the design guidelines of the courthouse area The basic principles that we're enhancing the street level as an inviting place for pedestrians and then the three design guidelines that are applicable and are being supported here are 2.15, develop the ground floor level of a project to encourage pedestrian activity, 2.7, avoid alterations that damage historic features, and then also 3.14 to maintain recessed entries where they are found, which they are doing in this case. So, for those reasons, the staff is recommending approval of the authorization permit for the requested change, the facade, to replace the glass door front and sidelight at the basement staircase to the stagger in at West, 269 West Main Street with the following conditions, that the project be completed in accordance with the submitted application materials, which you've seen, as well as, second, all necessary permits secured from the Division of Building Inspection prior to any construction occurring at that site. I am happy to answer any questions about their application and of course Mr. Cheatham is also here today to represent the applicant related to the request. The only thing I'm sorry I kept losing audio on that presentation but I got the last part where he said recommended approval. Thank you. The only change will be we're not allowed to have any kind of deadbolt locks on that door which my notes say so it'll all be driven by that panic bar on the inside john i was going to ask a question you somewhat answered it just then uh the no dead bolts or anything like that but with that panic bar and i know the crowds that you get in there for some time are pretty pretty strong and uh having a good time but is that panic bar pretty secure where it wouldn't somehow default and lock that door? Yes, sir. There's a second means of egress there, but I believe there is, if I remember correctly, in the back. Yes, it'll be required to be in a locked open position during open hours at the bar. So it won't be you press the handle. It's not all glass, so it's not quite as obvious as what's there. That door will be built by Nate Hensley, local artisan who is doing Dudley Webb's doors and in city center his interior doors he's doing he did the Carson's restaurant doors he did the Louie's wine dive steel wall he he is a true artist with these doors and it'll be they'll be beautiful um to that point John what um what kind of level of tint will be on those doors will it be similar what's there now or probably not as much samantha there'll be um uh it'll probably be tempered glass low e um it but it won't be as dark as what is there now you'd be able to see in in an inside and outside what's going on that was one of their uh kind of requests is seeing what seeing somebody standing outside the door or right inside the door. I think that really helps support the kind of mission of the courthouse areas to activate the street and have a pedestrian. Yes. Exactly. I hope my audio doesn't go out. Are there any more questions? So since we met in December, there has been a change to, not to the sidewalk cafe requirements, but to the allowances for sidewalk cafes and also parklets, basically occupying a parking space or two within the downtown area in order to encourage outdoor seating for restaurants and also allow outdoor activities for retail as well. And so that had been a temporary program that the mayor's office was running during the pandemic to allow for extra space for restaurant seating. And that went into effect earlier this year or late last year. So with the change to the ordinance, previously they didn't have to have permits for the sidewalk cafes, but now they are having to go through the process since it's a more permanent program. And so through that, we received three applications that were approved by Autumn Gotterweiser Design Review Officer. They were all for sidewalk cafes, and one did include a parking space as well. So the first one is at Rosebud's at 121 North Mill Street, and that was seven tables and 28 chairs. And again, that's in the sidewalk area. Bar Ona at 108 Church Street, and that was for Sidewalk Cafe and Parklet. So it did include a parking space in the right-of-way for four tables and 16 chairs. And then the last one is for Centro Drinks at 113 Cheapside, and they requested up to 43 seats, but no specific number of tables.
