I believe we're still waiting for one member. Excuse me? Jan. We don't have a quorum yet. We don't. We're walking in the door. I just heard the door click, so I bet we do in a minute. Here she comes. Here's Ivy. And we have one more stuck in traffic who's on the way. Okay. So we still got to wait more? Well, for the bylaws, you have a quorum, so you can begin if you would like. Okay. Well, Ivey, you ready to go? I'm ready. Okay. We can stop here. All right. I started asking you the other day. We need a motion to approve the minutes of the May 25th meeting. Judy? Mr. Chair, I move for approval of the minutes of the May 25th, 2023 meeting as submitted by staff. The second by Ivy. Vote when it comes up on the screen. Ivy. Thank you. Postponements and withdrawals. Mr. Chairman, members of the commission, my name is Matt Carter with Vision Engineering. In your agenda on page 4 and 5, item 2, flora investments, PLN, MAR 21-18, flora investments, llc and then the associated uh conditional use and the development plan associated with it we would ask for a one month postponement and the reason is we're altering our layout i would say significantly and we need time to get that back in front of the committee and get that reviewed and then so we'd We'd like to be heard one month from today. Okay. Would you give me, somebody give me a date of that meeting? July 27th. Thank you, postpone to July the 27th. Thank you for the reasons, is there a motion to postpone July 27th? I would move to postpone. Well, I turned my page, sorry. Page four, all right. PLN, sorry, PLN MAR21-18, Flora Investments to July 22nd. Okay. Is there a second? Second by Zach? Vote when it comes up on the plan. I'm going to go ahead and do the one on page 5. Mr. Penn. And, uh, excuse me? Just for the record, if anyone is in the audience today for that item, next month we will not be in the council chambers. We'll actually be in the Phoenix building because they'll be doing some remodeling in here. And so the address of that is 101 East Vine Street. Okay, thank you. Then do you need a motion on the conditional use in the development plan as well? I don't really think we need it. Let's just leave that alone. It's my fault, thank you. Mr. Murphy. Mr. Chairman, I'm Dick Murphy representing Anderson Communities on page three, Item 1A, PLNMAR 23-5, Anderson Communities, 4075 Old Richmond Road and the Associated Development Plan. We are revising our development plan in light of feedback we've received from the staff and neighbors and request a one month postponement on that. Is that to the July 27th? Yes sir. Any behind the audience want to comment on that one? If not, the chair will entertain a motion. Mr. Chairman, I move for a one month postponement of PLNMAR 2305 to our July 27th meeting. Need a second. Second by Judy. Vote when it comes up on the screen. Thank you Mr. Murphy. Thank you. Thank you Mr. Penn. We also have a request from the attorney for the Lexington Center Corporation, requesting a one month postponement for the text amendment that appears on page six of your agenda. Item C1, PLN ZODA 23-2, an amendment to Article 17 for additional electronic message display signage, including video in the Lexington Center Business B2B Zone. And they are asking for a one month postponement, also to the July 27th public hearing date. They're going to be busy, very busy in the 27th. Okay, anybody in the audience want to comment on that one? If not, the Chair will entertain a motion. Page 6, Item C. Mr. Chair. Yes, ma'am. I move for postponement of PLN Zota 23-2 as recommended by the applicant. No second. Second. Seconded by Ivy. Vote when it comes up. Thank you. I saw the city won their lawsuit about the bill. Where are we going, Cheryl? Well, it looks like we have one development plan on the agenda, MJDP 2331. This is the one that was postponed. Oops, we need to get the screen up here. This is postponed from last Planning Commission meeting, Subdivision Committee meeting, because the applicant did not have their sign posted in an afterdavid for the posting of the sign. They have submitted that to us for our records. So now we can move forwards. There we go. There we go. Never mind. My fault. Sorry about that. Pushing the wrong button. Okay. This is Grayline Station. We have Loudon Avenue. North Limestone. Here's the Grayline Station area. This has been developed already as an adaptive reuse, and they have a structure back here. What they're proposing to do is to add two new structures for the total of 5,000 square feet for the two new structures on the property. With that, we have our typical sign-off conditions for the first 11, and then we had some cleanup conditions. One of them, the last one, is to resolve compliance with Articles 16, 18, and 20, and those are our news articles that have just been revised, so we need to make sure that they meet those requirements. So with that, I can open it to you to see if there's any other comments or questions. Any questions? Any questions? No, I was just looking. Any questions for the applicant? I mean for the staff? I will ask you Cheryl if this meets the adaptive reuse ordinance. Yes, sir. It's still in line with what was approved the last time, originally when it was approved for an adaptive reuse, and it's still following all the rules on that with the art. Yes. So we'll use that as a statement of record instead of a condition. For the record, it does make them ask for the finding. It does meet the finding requirements for an adaptive reuse. All right. Thank you. Applicant? Hi, Mr. Chair, members of the commission. I've posted my sign, and I'm ready to move forward when you are. Well, we're glad to hear you posted the sign, and we're glad to hear you made it to come back to us. Is there anything else we need to know about this plan that you want to share with us? I don't think so. So we're just adding the opportunity to expand a little bit of the footprint of the 109 building to take care of a few of our clients that we've kind of grown in the area with, and they want to stay, so we're just trying to accommodate the additional need for their spaces. Any questions for the applicant? You must have done the good work, is all I know. Far so good. All right. If there's no question for the applicant, does anyone the audience want to comment on this one? If not, then we know what we have. We have 21 conditions. And the chair will entertain a motion. Bruce? I'll just, I'd like to make a recommendation for approval of PLN MJDP 23-31 Grayline Station and Market. with the 21 conditions and staff's recommendation of approval. Second by Judy. Any discussion? All in favor of vote when it comes up on the Granicus. Thank you, Mr. Mede. Thank you very much. Is there anything else we need to do at this time? Mr. Duncan? Mr. Chair, I don't want to hold up any records, so we're going to try to get out of here as quickly as we can. But I do want to remind you all of two meetings next week. An odd day, Tuesday the 27th, we have scheduled a 10 o'clock meeting in this room for you to receive the official report from the planning consultants who were looking at the planning process. They'll also be making a similar presentation that afternoon to the council work session, but they asked if they could make a presentation directly to you. So 10 o'clock Tuesday in this room you all will be sitting in those spaces for the planning process presentation. And then also next week, back to our regular schedule, on Thursday the 29th at 1.30, the Planning Commission will hold its fifth Thursday work session, and we expect to be back in the Phoenix Building at that time. So plan on going to the third floor Phoenix. If we have additional information that we need to be elsewhere, we'll certainly let you know. But at this time, on Thursday the 29th, 1.30, in the Phoenix Building third floor for the Planning Commission work session, where we'll be presenting additional themes for the comprehensive plan. Thank you. Thank you, Mr. Chair. I appreciate it. Just a quick question. Is this a different, this is the same group that presented here on the planning process at a meeting a few weeks ago? Yes. You all received a preliminary presentation in May. This is the final presentation. So I think they've made some, well, I don't know if they've made any changes, but they've perhaps made some corrections to the report. and we'll be presenting that and of course you all can ask questions on the record at that time if you'd like. Okay, thanks. Thank you. Anything else before we adjourn? Motion to adjourn? So moved. So moved by Zach. We're adjourned. Thank you.
