I see we have some documentation. Yes, we have Scott Southall who's going to present on behalf of the organization. So we'll get him forward to the line to make his presentation. Am I here? Good morning. Good morning. Unlike my reputation, I will try to keep this brief and short and then be able to answer any questions that you may have. So, as Frank noted, this is a request for some additional funds for the Heartland Water Quality Incentive Grant Project. And if I can get the mouse to work here. Up top. Right. Yeah, ah yes, thank you So real quickly just want to run through the project background the design the timeline and then the bidding and the budget associated with the project so This Again was a FY 21 21 incentive grant project the current conditions had stream bank erosion the bank was undercutting and then we had invasive plant material associated with it proposed improvements included laying the product or laying the banks back protecting its slopes with rock toe and long-term erosion control armoring removing the invasives and replanting with appropriated functional native plant material along approximately 250 lineal feet. This is a site map of the area, and the area that we're talking about essentially affects these four properties, their backyard or side yards, and a little clearer indication of what that looks like is the stream basically follows that red line. Actually, it's probably more classified as a drainage swale than a stream because it's not listed as a stream on any mapping. This is a close-up of the area, probably the most affected area of the project at 2249 Abbeywood Way. showing the steep bank and the erosion that has been associated with the sloughing off of the slope. And here's another shot of that same area looking downstream, and you can see where the bank is eroding and falling into the creek as forces associated with it are continuing to cause erosion. Upstream, the bank is a little more stable, and so we're just proposing some landscaping along these areas and essentially staying out of the side slopes because, again, they're fairly stable upstream. It's downstream that we're having the erosive forces causing the bank to collapse. One of the other areas that we were addressing, and this is downstream, it's off of Abbeywood Road, is the relationship between the sidewalk and the steep slope. We looked at all the options here in terms of how to lay this back. This area, yeah, there's the cursor. You can see this area here. Here is the drainage ditch line down here. And so this slope was directly related to the downstream. And so we were looking at best ways to manage this. And after reviewing with the urban forester, the conditions of the existing trees, we came back with the best and most effective way to address this steep slope through here was simply to move the sidewalk back a few feet or into the right-of-way and place a new sidewalk and then we can regrade this out so it's not as a steep slope condition so we went into the design this is the grading plan I know it's difficult to see that I've got a little bit larger and large enlargement of that but this is the area that we're talking about doing the regrading areas associated with it we have landscape again as I mentioned landscaping along the entire corridor for the most part for the landscape plan we then get into a set of documents for the cross sections and how we're proposing laying the slopes back and then essentially getting into the project timeline the GA was signed in 421 our 422 21 notice perceived was given in 514 you can kind of see where went through survey kickoff meetings with staff design and permitting permitting for this project was given earlier this year as far as nationwide from the core and we got into bidding we bid the project we are proposing the contractors ready to move forward with construction and hopefully to have project close out by this fall. It's not a lot of time for construction although we're dealing with a fairly finite area to get in and work from. From a bidding standpoint we solicited bids from three landscape contractors. Two of them declined due to the scope of work and their experience Clausing Group and Green Solutions just felt like they didn't have the type of experience necessary to do this stream restoration our stream bank stabilization work please so we ended up with EcoGrow and with a single bidder our construction estimate they came in at eighty four thousand seven hundred $550 our estimate was $80,000 so there's a difference of about four thousand seven hundred and fifty dollars or five point five six percent To get into kind of the breakdown again. This is a fairly defined project. We don't have a lot of you know Items associated with the bids again because it was fairly tight in terms of what the scope of the work was. Clearing and rubbing came in without any difference. The bank and slope stabilization was about 3,000 more or 5% that was due to labor. Landscape materials was $1,000 more associated with labor and material. And the and the site quote restoration was about $750 more so that's how we end up with the $47.50 in terms of our total the way the project breaks down is Heartland Association has a match of 20.05 percent which gives us a nice round number of 952 38 and the water quality match that is 37 97 62 for the total of 47 50. So that is what we are requesting in terms of additional funds is 37 97 62. And with that. So the staff has provided a set of recommendations. It should be a form that looks something similar to this. And so there, we won't narrate the background anymore as we provided that as much as possible. But if you review table one, we show you here that the maximum grant award amount for Class A grants is $120,000. And when you couple the bid received in the amount of $84,750 with the design and grant administration fees, you come to the total of $129,715, which is more than what they were budgeting for in the first place. When you deduct the award from LFUCG originally, it's $99,915. And then the organization's original match is $25,050. You can see the gap there of $47,50 that Scott spoke about. And LFUCG is being asked to fund $37,9762 of that gap. and the organization will provide the remaining balance of $950, $52.38. And so I will read the recommendations just so for the record. The division recommends that the board consider approval of the change order request of 379762 based on the following. The board has approved to pilot a change order program which currently has a total of $161,500 available. Hartland Homeowners Association sent out a bid invitation and has only received a single bid back from EcoGro. The other two contractors, as Mr. Southard spoke about, declined. They received the invitations and declined. And those were Green Solutions and Clawson. And the request for additional funding is attributed to increases in labor and material costs, which falls within the guidelines of the approved changeover program, approval of the amended grant award as summarized in table two still keeps the organization's total grant award $103,712.65 well within the program's maximum amount allowable for the class A and for grants which currently is $120,000. This increase represents less than 4% of the total project cost of the original budget. applicant has agreed to provide additional match to meet the contract to percentage which is an additional nine fifty two dollars and thirty eight cents so those are recommendations from the division okay thank you we've had a presentation and the recommendation of staff any questions comments concerning what's being asked hearing none do I hear a motion I'd move to approve the changeover request. Next item is the FY 2024. class I think maybe you don't plan it selection so I'm gonna recommend it start with class B education centers on the tour though okay we can do that we can start this process I will recommend to read we provide some of the directors recommendations she looks like so and I would like to go over a for funding from that. FY 2024 Class B Education? Yes, sir. Okay. So I will review just the top portion for the funding, just so it's clear what monies we're working with. So the FY 2024 Class B Education grant has $40,000 in maximum grants and requests, has a chart of $12,000 for projects, $3,000 or less. There were no applications submitted in this category. And there's also available innovation experimentation tool in the amount of funding in the amount of $156,800. And this is available for use in any of the grant classes. Also available in the FY24 budget is $90,000.57. Available from unused grant funds, we have the amount of $13,000, $49.94. This is available from previous FYI grants that will complete under budget that will counsel or permit. Also available from remaining FY23 funds. There are no funds in that category. Yeah, yeah. Also, total available for FY24 funding is $103,957.51. the total amount requested from submitted application for FY24 is $79,100. And so that is the summation of the funding available for Class B Education grants. And so now we want to do, we will direct you to the grant determination forms for Class B. There are two of them. We will need those to provide the board with that information. Okay. The first application came in from Bluegrass Green Source. The requested grant amount of $40,000 with a cost share of $11,305, which is a cost share percentage of 23.4% with a total project budget, for a total project budget of $51,305. The grant project elements are as follows. organization to host another year-long public education and involvement campaign designed to empower two primary audiences to help students and parents understand the role they play they should play in stormwater quality the project has two main parts the first part includes providing stormwater education to youth ages pre-k through 12 the second part is to host a mini-grant program to provide financial assistance to homeowners and equip them with expertise to plant riparian buffers on backyard streams or install rain goings on residential lots. The recommendation of the Director of the Division of Water Quality, applicant and proposed project meet program eligibility requirements for the Project School of 99, approve the grant application for the full amount of $40,000 requiring a minimum of $9,250,000 three cents and cost share, approve the grant application with the following stipulation. Applicant shall obtain written approval prior to work being done on properties not owned by the applicant. Applicant shall provide a detailed plan for the mini grant program regarding the installation of the rainwater and riparian buffer plantings to address the water quality impairments such as eco-life pollution. Both electronic and hard copies of all materials are to be provided to LFUCG for its use as part of the grant deliverables including the four building and after photos of the mini grant activities. Applicants shall specify educational and promotional materials that are water quality related or that will include water quality messaging. Applicants shall provide a rate of pay records for the personnel listed in the project budget to the official water quality prior to drafting of the well-work agreement. Applicants shall provide a copy of the maintenance agreement between the organization and each home. Applicants shall provide student-teacher evaluations as part of the project final report. Lastly, the organization proposes a larger cost share beyond that required by the program. The budget shall reflect the 23.4% cost share offered in the application which is approximately $11,305. Second grant application. This class was the Fayette County School's application. They requested a grant amount of $39,900 with a cost share of $9,742, which is 20.9% of the total project budget of $49,642. The key outcomes of this grant proposal will focus on 12 schools within the West Hickman Creek with the following program elements. Provide stormwater education and outreach as a means to support LFUCG's water quality management program, the MS4 permit, and the West Tickman Watershed Management Plan. Engage students with activities and play space learning about stormwater, West Tickman Creek and the West Tickman Watershed Management Plan. Establish outdoor classroom stations and hands-on learning about stormwater. Deliver curriculum and provide professional development training for teachers to integrate lesson plans with on-campus teachers and outdoor classrooms. Conduct lesson plans so that students can participate in developing site-specific stormwater inventories of their school campus. Utilize the collection of field data and observations of school campuses to identify potential future stormwater programs and or VMDs and present project information to the Hickman Creek Conservancy and coordinate potential collaborations. Recommendation of the Division of Water Quality, applicant and proposed project meet program eligibility requirements with the project score of 81.3 approve the grant application for the full amount of $39,900 requiring a minimum of $9,225 cost share approve the grant application with the following stipulations applicants shall obtain written approval prior to work being done on properties not owned by the applicant applicants shall provide detailed lesson plans as to how the students may participate in developing site-specific stormwater inventories to address water quality impairments on their school campus Applicants shall provide the rate of pay records for the personnel listed in the project budget to the Division of Water Quality prior to drafting the grant award agreement. Both electronic and hard copies of all materials are going to be provided to LFUCG for its use as part of the grant deliverables. Applicants shall provide pictures of outdoor classroom installations as part of the final report. Applicants shall provide student-teacher evaluations to help measure the program's success as part of the final report. An organization proposes a larger cost share beyond that required of the grant program. Budget shall reflect the 20.9% cost share offered in the application, which is $9,742. Those are two. I suggest, as our normal procedure, is to take each one independently and move to the next category. The first project is the Bluegrass Green Source project. Any comments, questions about that? Mr. Jive has a question. Sure. It's a good project. He has done a great job as usual. So I certainly support the idea. A couple of questions. For instance, in the budget figures, a figure for professional volunteers are listed, and they're listed as $35 per hour. So my question is The idea that The volunteers are getting paid a little Quite understand that I wish maybe was here. She can answer that a minute. I suspect but Anybody can explain that to me. What which ones are well in the budget budget figures? Exact line It's their incident for match. So if they're operating in their professional capacity and the organization is using it as match, they can take credit for, from a match perspective, they can take credit for the wage that they would normally make if they were paid. So that's a match kind of in kind. So it's not, it's, this is a real outlet. No cash outlet. So the rate that we use for regular volunteer rates is like 725. If they were picking up the strain working not in a professional capacity, but because they're, we're asking, it's more or less donated professional service hours, so it's in kind. And then she alluded to it was, if they are, if they have a tenure at a particular company and they working in their capacity, we're not, we don't expect the grant to pay them less than what they make naturally on their jobs. So this would be extra work beyond their contract? Yes, this is their contribution to the grant and debt. Yes, okay. That helps. That helps. One other quick question. I see, again, in the budget, the teacher supervision for each creep day is listed twice. and I don't know whether this is because this is a mistake or they're they're listening they're thinking in terms of more than one creed day and they're listening in twice I'm just not real sure how that works I may have an answer for you after I speak with Amy but I don't want to assume that they have multiple creed days but it could be the case are you talking about the creed day family engagement event five events and then the creed day event or is there another one I think those are two separate because the Creek Day event are the events where the staff take the kids out of their classroom. Yes. Whereas the engagement event is a whole separate. Those are two different things. Right. And I guess my question is why that same exact wording is listed twice. But then the totals are different. I don't see the exact same wording. Well, let's see. it's on the second page one two three four five six seven eight nine down and about seven past that I think it's one is match for tree day and one for three no the ninth one down is match hours for the teachers that'll go with the BGGS staff and then the creek day event personnel hours is them actually paying their staff to go with the classrooms so like they they think they can take credit for the the actual lfc or the actual fank county public school teacher i understand that but what i'm saying is it's listed twice so there's one teacher supervision for tree days in the tree day category and then there's a different teacher supervision for the creek day category so for tree day they'll have a teacher supervision and then for creek day no these are both creek days okay looks like one has 60 hours one has 100 hours yeah and that yeah and that's where so like so like where you see tree day and then you have the teacher supervision then for the 100 hour you of Crete Day in the one manner. If you see at the bottom of the recommendation page, there will be remaining $23,457.51. sense and for now we would be asking to utilize those funds for class a except for i don't know that we need them all do i don't think so i think we well based on the outcome it depends on the outcome of the class a but that's the total remaining and we typically would request that the board allow us to use those for class a whatever that would get used for class a we would that it be shared with the Class B infrastructure just to get, you know, try to utilize as much funding as we can. In the, follow-up question, in the event that they, after flowing over to the other two, if there was a thousand dollars left, is that then? Into the next fiscal year. And then when you look down at the notes section, it will give you more details about the change order pool and any other suicide. change over the funding and the targets like the feasibility and the education grants as well. Some details about Class B infrastructure and projects, $75,000 or less. Just details about the funding in case you have questions about that and how those totals are derived. It kind of helps you. okay meanwhile we'll go to class a and we'll read the recommendations for the class a grants and I'll start out again with the funding allocation the details about the card is from the top of the sheet that reads some of the FY 24 class a grant applications and it provides you with some of the notes that the scores had during the evaluation process. There were $356,470 requested in six applications for Class A grants this year. So that is the summary of the funding available for FY24 for those Class A applications. You will read the bank determination forms at this time. We will read each one of those. The first application belongs to Water Creek II Homeowners Association. They requested a grant amount of $120,000. It costs you $30,000, which is equal to 20% of the total project budget of $150,000. This request stems from the FY23 LFECG Stormwater Grant for Design. There's a title that I should know. It says feasibility study, but it should be designed. This was a design project that I'm referring to here. This project will kick up with the project elements now. This project will consist of replacing the silted end and felled amenity pond with a natural stream ecosystem. The project elements will include restoring a series of pools, riffles, and runs, and enhanced riparian buffer and floodplain vegetation areas. It also will provide educational signage, documenting the stream restoration work and other project elements to increase the public's awareness about the West Hickland Creek watershed. The recommendation of the Director of the Division will respond. Applicant of proposed project meet program eligibility requirements for projects will be magnified. Approve the grant application for the full amount of $120,000 requiring a minimum of $30,000 cost share. Approve the grant application with the following stipulation. Tree planting shall be coordinated with existing utilities prior to planting, and if possible, trees shall not be planted within 10 feet of an existing utility. Encouragement agreements shall be obtained when working within any private utility areas. Freedom removal and planting activities shall be reviewed and approved by the Division of Environmental Services, urban forester and or arborist prior to any tree removal or planting activities. Applicants shall obtain written approval prior to work being done on properties not owned by the applicant. Applicants shall verify the needs and ensure operaments are received prior to any stream bank stabilization work. Education of signage is to be approved by the grant manager or administrator prior to production. BMP locations are to be modified to comply with the minimum setback distances stipulated in the engineering manuals, codes, regulations, and references. An inspection, operation, and maintenance plan shall be provided at the conclusion of the project. First application. Second application is from Friends of Wolf Run. The requested grant amount is $53,020 with a cost share of $19,228, which is 26.9% of the total project budget of $72,248. The project includes recruiting, training, supplying, and supporting volunteer stewardship groups to assist stream site property owners in managing vegetative riparian buffers along Wolfram and its tributaries. The project site location and elements are as follows. I'm not going to read all the separate budgets, but just the elements. Preston's Cave Spring Woodland Stream Buffer Repair. Doeville Drive Green Space. Pine Meadow Neighborhood Park and Right of Way Buffer Maintenance. Gardenside Park Stream Buffer Maintenance. Tobit's Trace Spring Garden, which is St. Raphael's Episcopal Church on Cardinal Run. Allendale Stream Buffer Extension. floating wetland island installation, native plant material propagation and distribution support, UK backyard stream stewards training and support, and administration and coordination. The recommendation of the Director of Division of War and Quality is as follows, applicant and proposed project meet program eligibility requirements with a project score of 93. approve the grant application for the full amount $53,020 requiring a minimum of $13,255 cost share. Approve the grant application with the following stipulations. Tree planting shall be coordinated with existing utilities prior to planting. And if possible, trees shall not be planted within 10 feet of existing utility. Encroachment agreement shall be obtained when working within any public or private utility areas. Applicants shall obtain written approval prior to work being done on properties not owned by the applicant. Applicants shall verify the need and ensure all permits are received prior to any stream bank stabilization work. The project shall not proceed with field work until written approval to proceed is obtained from the grant administrator or director of water quality because of the potential for conflict with future LNPCT projects. activities proposed for project site number six which is the Allendale stream buffer extension shall be restricted to the furlong drive side of the creek for invasive and native planting activities which is activity one and two in the application. Activities three and four for project site six to be removed due to pending flood mitigation and water quality project. Applicant to coordinate with the division of environmental services in Greg Lubeck with deputy director water quality. Applicant shall obtain encroachment agreements for each public site from the Division of Environmental Services. Applicants submit a revised budget for inclusion in the grant award agreement attachment aid document, and this is due to the restrictions to project site number six in the FIS stipulation above. Applicant to submit, oh, yeah, I just did that. Organization proposes a larger share beyond that required by the grant. budget shall reflect the 26.9% cost share offered in the application which is approximately $19,220. Application number three from Sunnyslope Arms Homeowners Association they've requested a grant amount of $54,250 with a cost share amount of $14,060 which is 20.5% of the total positive budget of $68,510. The grant project elements are as follows. Recruiting and supporting volunteers and neighbors to assist with stream, clean up, removal of woody invasive plant species, and replanting native species to restore the tree canopy along the tributary of South Elkhorn Creek. We also want to host a planting and educational event to educate participants about stormwater, buffers and basic invasive exotic weeds and native species the recognition of the director of the division one only our applicant and proposed project new program eligibility requirements for the project score number three approved the grant application for the full amount of fifty four thousand dollars and minimum of thirteen thousand six hundred thousand six hundred twelve dollars fifty cents a question approved the application with the following stipulations. Number one, tree removal and planting activities shall be reviewed and approved by the provision of environmental services, urban forest, or animal arborists prior to any tree removal or planting activities. Number two, tree planting shall be coordinated with existing utilities prior to plantings and if possible, trees should not be planted within 10 feet of an existing utility. The court's agreement shall be obtained in working within any public or private utility areas. Number three, applicants shall obtain written approval prior to working with than on properties not owned by the applicant. 4. Applicants shall verify the need and ensure all permits are received prior to any stream bank stabilization work. 5. Applicants shall obtain approachable agreements from the Division of Environmental Services from each public site. 6. Applicants to coordinate with DES to add educational information regarding impairments in the South Hercon Creek to their new newsletters. 7. Applicants to provide letters of support for invasive clinic and buffer enhancement from property owners immediately adjacent to the project area or provide a property boundary survey. An inspection operation and maintenance plan shall be provided at the conclusion of the project. Finally, organization proposals are larger cost share beyond that required by the grant program. Budget shall reflect the 20.5% cost share offering in the application, which is approximately $14,060. Next project is from the Beaumont Residential Association, requested grant amount of $6,000 with a cost share of $2,250 which is 27.3% of the total project budget of $8,250. Grant project elements are to improve water quality by maintaining and restoring riparian buffers along Cave Branch and its tributaries by engaging community leaders and volunteers in a coordinated, quality-assured effort to create and maintain stream buffer demonstration projects and engage neighborhood leadership in maintaining stream buffers on both public and private property, to recruit, train, supply, and support volunteer stewardship groups to assist our HOA and their HOA and stream site property owners in maintaining vegetative, repairing, and buffers along Cave Creek and its tributaries and to educate the public about the value of streamside buffers. The recommendation of the Director of the Division of Water Quality is as follows. Applicant and proposed project meet program eligibility requirements with a project score of 89. Approve the grant application for the full amount of $6,000 requiring a minimum of $1,500 in car share. Approve the grant application with the following stipulations. Tree removal and planting activities shall be reviewed and approved by the Division of Environmental Services, Urban Forester, and Arborist prior to any treatment. tree or more planting activities. Tree planting shall be coordinated with existing utilities prior to planting, and if possible, trees shall be planted within 10 feet of an existing utility. Encroachment agreements shall be obtained when working within any public or private utility area. Applicant shall obtain encroachment agreements for each public site from Department of Environmental Services. Applicant shall obtain written approval prior to work being done on properties not owned by the applicant. applicant, since the proposed project is slated for multiple properties, the different property owner's applicant shall provide the Division of Water Quality with an agreement in writing relating to the potential future transfers of ownership related relative to future maintenance responsibilities for all project elements at these proposed locations. Applicant shall verify the need and ensure all permits are received prior to any stream bank stabilization work. Permanent education signage design will be approved by the grant manager and administrator prior to production and inspection operation maintenance plan shall be provided at the conclusion of the project. Applicant to provide letters of support for invasive clearing and buffer enhancement from the property owners immediately adjacent to the project area or provide property boundary survey. Organization proposes a larger cost share beyond that required of the grant program. Budget show our pledge to be 27.3% cost share offered in the application approximately $2,250. The fifth application is for the Rotary Club of Lexington with a requested amount of $3,000 and a cost share of $970.62, which is 24.4% of the total budget of $39.70.62. The Grand Project government's office follows, initiate phase two of the Kenwood Park Rainwater Pollinator Garden Project. The first item is to purchase and install native flowering trees and native herbaceous perennial plants and marsh. The second is to install permanent signage, educational signage. It reads the second annual Hall of New Orleans Lexington Garden tour and other options to educate the community about how the garden helps mitigate storm water and provide habitat and food for Hall of New Orleans. So there are some details about the signage. Number three, host an on-site Kenwood Garden Project guiding tours to Rotary Club of Lexington, Kentucky. The recommendations of the Director of Water Quality are as follows. Applicant proposed project and program eligibility requirements with a project score of 87. Approve the grant application for the full amount of $3,000 per coin, a minimum of $750 in cost sheet. Approve the grant application with the following stipulations. One, tree removal and planting activities shall be reviewed and approved by the official environmental services, urban forestry, and for all of these parts of any tree removal or planting activities. Two, tree planting shall be correlated with existing utilities prior to plantings, and if possible, trees shall not be planted with the 10% of existing utility. Approaching agreements shall be obtained when working within any public or private utility areas. Applicant shall obtain written approval prior to one thing done in the property of our own. applicant for application of the pollinator for inclusion in the grant award will attach a made document permanent educational signage designs are to be approved by the grant manager or administrator prior production and inspection operating maintenance plan shall be provided at the conclusion of the project and lastly organization proposing a large cost share beyond that requirement grant program budget shall reflect the 24.4 cost share over the application which is approximately $970.62. The last application is from Beaumont Residential Association. The requested grant amount was $120,000 with a cost share of $30,000 which is 20% of the total project budget of $150,000. Project elements include design and construction of drainage channels, remove stone bridge rich and invasive species or shrubs overgrowth where are needed to improve the water quality and an interactive sign to educate the public about the importance of trash removal stormwater management and permeable products to help eliminate flooding in the neighborhood recommendation and direct information of water quality applicant meets program eligibility requirements with a project score of 42. the proposed project does not meet the goals of the stormwater quality projects incentive grant program we are not recommending this project for funding this discussion So if I understood this properly, what they're proposing is eliminating the basins that are there and having a restorement 2A stream. And that's the stream that was really well listed. Okay. And they currently have the fiscal year 23 design for this. So this is just a follow-up. Yeah, this is a follow-up for the construction, part of the construction. thank you for that certification i appreciate that is it normal for them to say that cost share expenses are are going they're going to apply that on 20 of each item in you mean in that executive summary yeah they say rather than saying what the cost share is going to going to pay for they just say well it's going to be 20 of each I don't believe that's practical when you talk about budgeting. It's always give and take. Some stuff coming under budget so it's, you know, you get estimates as much as you can, but some stuff lands dead on, but it's hard to say whether or not they're going to actually chip in on 20%. It's hard to break that up. It's better. We prefer them to do the cost share up front. That's our preference on the design. You know, we just like to get as much as possible. I think the reason they're doing that is because there's not really any in-kind match in this. I mean, the HOA is going to be putting cash match into this, so it doesn't really matter. They could just do, hey, send us 80% and we'll cover 20% of this. So I think that's why they word it like that. Yeah, that's a good one. So when they turn in their expenses, they're... You see, hey. Yeah, I guess it is practical for them to just, you know, write a check for their portion on every item from the app. And it may not pan out like that. Yeah, $1.00. Either way I go, we'll be sure to get their 20%. Yeah, yeah. I think it's interesting that the existing basin is filled with sediment and only four to six inches deep is the amount for water. I mean, yeah. In the pond now. Yeah, there's a lot of sedimentation. The drains are a pretty big area, and it's just an amenity pond. I remember a few years ago, I remember this, I drove by there, and maybe it wasn't a few years ago, but they did some work on that. Yeah, I think they, that was on the organization's tab. Yeah. kind of getting it up and whatnot. But I think ultimately they were going to lose so much capacity that, you know, they thought it was a good idea to just restore it back to the future. And one other note that this is, I think it was in there briefly, but we did get more details on the construction itself. It'll be phased. So this is phase one of construction. essentially they'll do the stream work the buffer the ripples and pools and they'll just remove the weird plate from the downstream area and then phase two construction would be the removal of the actual concrete there where this will just allow it to blow but they'll come back in and phase two and finish that but they couldn't do it for the full amount. And that was one of my questions. So no, you all wouldn't have concerns that we fund phase one, or let's say whatever, they don't come back for phase two, or we don't fund a future phase. You don't have any concerns on the quality or whatever of what's going on in phase one if phase two didn't occur? I think the removal of the weird, like the way they're planning it should allow for phase one to be successful if phase two never happened, but phase two is to just further improve water quality get the concrete out you know replace that spill away with the rest of the natural system comments questions for some clarification That's the middle of the group. I think the question that I had to come to was with number five of the recommendations that you all were removing activities from the project site six, does that then, I was trying to figure out, does that then change any of the money related we requested in 7 is that right? no you're fine I think in stipulation 7 we requested that they submit our advice I get that thank you for clearing good catch any other comments questions I use this as an example. The cost share amount is 19,228. 26 or 9%. But then under the recommendations, it's requiring a minimum of 13,255. And then number 8, It goes back to the original, $19,228. How is that? I can explain that. And so the cost share. Several are like that. Yeah. So what happens is at the top, you would read what the organization proposed in the application. Yes. But in the approval, what we're approving is the program's minimum requirement. That's the number you're seeing. is what if they didn't offer a larger cost here which is why we had that stipulation in case we gave them a partial we'll make sure that proportionally they would still be contributing the proposed amount of 26.9% in this example here but the program we just want to show what the program requires minimally which is the 20% and that's the amount you see there about 13,000 2055 which is 20% of their request of 53,000 2055 They are required. They would be required to spend the $19,000. Because of stipulation of that. Gotcha. They've actually asked, they've actually shown providing a local area and kind of their part of a greater than 20% price, the minimum part. Yeah. It was asking, making sure that they follow through with that. Yeah, that came about because I think in the past we had a situation where we only avoided partial. We recommended partial approval. And so the organization's question like, well, can we revert back to the 20% cost share of that? And so I think back then, Charlie was like, you know, basically, if they ask, you know, if they propose a larger cost share, we should make sure that's consistent, which is where stipulation of aid comes in. Well, I saw this happening in several applications, so I thought it was a clarification. It's just our way of, you know, making sure that their interest is consistent with what they were proposing. No matter what the award is. Any other thoughts? Any other questions? In the project schedule, the applicant requests a March 1st notice to proceed. It's August. That doesn't seem like that's... Yeah, you know, when they proposed, you know, these are all conceptual, you know, these proposals. And so it depends on when the contract goes out and they may get it back to us. And of course, it has to go through Irving County Council. So we try to move that along. Like when we do the grant award agreement, we will shift that schedule accordingly because of that time issue. Well, no, I mean, their number 10 proposed general project schedule is it has April 2024. they know they'll get their grant award agreement in early 2020. I'm just wondering what UCG has in place. we're working with council members I guess this is between Savannah and Guilford and getting him and the HOA board together with the neighbors we've had Prime do some preliminary work and came up with like eight different alternates for how to relieve some of the erosion back in that flume we can't get anybody to decide which one they like so we're trying to get one more group together to say do this one. We've got money budget this fiscal year to start that so I'm still working with his office to pull that meeting together and get us started on it. I'll add is that of the different alternatives there's some of them we believe will work and there's others that will work and that's where the breakdown is is that some folks they want to do the project that we don't think is really going to get the outcome that they want. As far as the eligibility comment or you know not meeting the goals of the incentive grant, just the fact what they were proposing and putting walls in the pension basin is just not something that we would allow. So it's not focused on water quality. Yeah, there is no water quality element. Except for, I mean the erosion, there's an element there but this option not so much. I've been in communication with them. I know it's been up for a while. I apologize for the board for just being on there for so long. We've been tackling trying to get these closeout documents from Mr. Chris Kelly, and he's put us in touch with one of his assistants who's going to help gather the remaining deliverables. We're just waiting on one item at this juncture in terms of the things that has been. We're waiting for them to put to the package and turn them to find a report. And we hope to have, we hope to not have to mention this again to you, other than the fact that it's completed the next meeting. This is a pepper distillery area. Yeah, this is Manchester It's $28,000 you think they would Right close it out and let's move on. I think it's interesting getting the money. I think he just had trouble trying to get navigate the process and getting all the close out documents because we can't release that final payment until we have everything Okay Thank you 2016 there are no 2017 open so We moved to 2018 and you see that Blue Bear Spring source and that project. We are in the process of trying to sell the property that they have and acquire new from that mistake. And we give them a deadline to try to make that acquisition happen. They have requested an extension to do so. And so once they determine whether or not that's going to be the actual site or not, we will proceed with an update on when we feel like the project might be completed. So we're tossing $166,000. They have $265,000. Exactly. So they purchased the papers. Is the money spent there? They've actually purchased the papers and stored and then they're stored away just waiting to see that they were going to install them at that location or another location that they would hope for. You said you gave them a check-in? Yeah, but we have a check-in in December to see where we are with that acquisition. If nothing happens, they're going to proceed at that project site is what we've been told. And so that's not allowed? That's not going to cross in the hopes that it was donated by Lexmark. And so there was an issue with the storm drain, the storm outfall right in the middle of the property. They finally litigated that, and so now they're just trying to determine whether or not they're going to actually build on that site or try to sell it at a firewood. At what point do you cancel it or whatever? Well, at the point of if they can't decide on whether they're going to build on that site or not by December, then we're going to suggest they terminate the grant and reapply if they get a new site. But I know they're trying to hang on because they do have those papers. So they have to repeat that. They're a non-profit and so we're trying to be as patient with them as possible, but we do realize that we're going to have to make a call at some point. Five years after the fact. I would feel a certain way, except once I get this 2016 grant out here, then I'll be able to be a little bit more. Yeah, I can't really say much until. If you move to 2019, there's one project remaining, and the grant manager's been aggressively getting that one to wrap up as well. I believe we're at the final stages of that. Scott was here earlier, but I think we're waiting on the final project only for that project. were typing up the landscape but now I think we're just waiting on the paperwork and sort of we can close out. Moving on to 2020 Class B Education FY 20 University of Kentucky Class B Education, I'm sorry, grant. I'm also in the process of determining a couple of requests for funds and we've had to reconcile some of the items that they've determined and that's where we are with the project. I believe the work is pretty much done on this project. As a matter of fact, I think Lindsey saw some materials that they presented on the project recently. It's just about getting the paper. I believe once they put these requests for funds tightened up, I believe we're going to see three or four of those coming at a time. We're just going to get those processed, and hopefully they have a final report with them through this closing project. And is that on alumni right around the baseball show? No, this one is campus-wide. This is county wide where they open the example of the no pee on my line where they were interested in homeowners and landscapers. I got that for weed man. Yeah, weed. Well, 2019 is... yeah I'm sorry 2019 is closed 2022 no peel my line the second campaign for that and that is still the best one I was referring to with those details that we don't see wrap up fairly close because they've already done with the teachers here sorry sorry don't look like after a while man okay so referring back to 2020 that was close number nine exactly American water that project is also generating in I think they've settled on location and you know they're just trying to get the data about how to the frequency on how to empty the compactor and who's going to be going in to try and put those details together so that one is moving along as well make sure village we're waiting on a final project that detailed under the construction is done we're waiting on Scott to turn in the final report project and then the last one that you see open the night managers here yeah you care I think completed so this is the project we went through the first change order process with and they used some of the innovation experimental funds so that project is complete now and we actually have a walkthrough tomorrow that if any of you are available frank and i were going to invite you to if you're interested i'd take the time after the meeting yeah definitely yeah so that'll that some of their their facilities people are in a walk us through everything and show us how it's working and yeah and for that was the last one on that she FY 21 makes you part of the homeowner's Association the person you see open there they of course just were approved for change or so hopefully we can get that move along steady there after receiving of that news of additional funds. Hickman Creek we reached out and we're waiting to hear back on the final report. They told us it was kind of fairly close but we're just waiting to hear back on whether they plan on turning that in. I thought Eric was here earlier but he left. I thought Eric was here earlier. Oh, okay. He said for earlier. Okay, I'm sorry. Lexington Center Corporation, this is their Class B education grant which is essentially in tangent with the design. The design is nearing the end. I believe we've gotten the and everything on that one. And so we should see this one kind of progress. They turned in a request of funds, and we're reconciling some items with that to discern which expenses are for which project, you know, which portion of the project. Because, of course, you know, when you do a big project like Towne Branch Park, there's some different components, and we just need them to discern which ones are for, even for this education grant. The Andover Neighborhood Association, this grant here is pretty much wrapped up. I'm just waiting on the attachment B to be recorded. I think I just did that not too long ago. I was waiting to approve that payment. So that one's moving on. The Lexington Center Corporation, this is the design grant for the Town Branch Park project. And again, we've received the drawing. I believe Doug is in the process of signing off on those. And so we should see this grant wrap up. and then the next grant that they were awarded for, we should see that one sort of move into construction. As a matter of fact, I think we have a groundbreaking for that. What did you say? What did you say? 11 a.m. is the next Tuesday? Next to that at 11. So if you guys are interested in attending that, you're more than welcome to attend that as well. That's what the construction portion to the Town Branch Park project. So now that the renovation of the Pacific Center has been completed, the new Pacific Center has been, they're now getting into modifying the parking lot? Yes. And actually doing work to make it green space? Yes. And that's what the design project was looking to achieve and now we're getting into the actual construction part. Like I said, the ground breaking that they're going to actually do. So they have all the money they need to do that now? We hope they have our portion. This is government. Come on. Our portion will cover... I don't know that our $234,000 will go back. I didn't close. If you go to the groundbreaking that we haven't had around. Of course, that amount is just the feasibility of the design portion. okay they received another 300 000 for construction yeah and just to add on we've been through several design meetings with this just on how the incentive grant is being used on that project and so we've been working with them through design and as things have changed just to make sure the grant manager has done a really good job of just making sure that we're getting our money's worth and so we've a lot of the construction project of which is fiscal year 22 is that right a lot of that one will be used for pavement removal and then the water quality unit that's going in and then also some of the rain gardens so we've just asked them to kind of redirect funding to make sure that we're paying for water quality things and so the grant managers done really a good job Yeah, I think they're trying to do this in phases, obviously, and by starting it, that helps them with fundraising because people can then begin to start seeing that it's happening, you know, and so planting the seed, I guess, for the community using our funding and other funding that they have is important to really get to the end again. Okay, good. Let's see here. Wesley United, I'm waiting on a final report. That was just a feasibility grant. They've actually turned in an application for construction from the results of this feasibility study here that's about to close out. So that's one that we're seeing go from feasibility to design and construction. They're in process of evaluating that application. I believe they're going to do some permissible papers and proposing permissible papers. 2022 friends report fund they wrapped up the previous plan now we're going to begin these activities here for this 22 grant it goes on progressing bluegrass green source we just approved request for funds number two and three they return at the same time and so we've just paid them out for that that project is moving forward fiat county county school the winbron grant is actually at the end. I believe it's actually closed out. I just got to sign off on the payment. They've installed a rain garden out there at Winburn Middle School. It looks good. And so we're happy to see that project close out. Living Arts and Science Center, they've had some personnel changes and I believe they've recently got a new director on board. We haven't had a chance to meet her yet, but we're hoping to in the future. And we're hoping to see some more progress from that particular grant. In the future, they did request an extension of that. You didn't see an application from them this year because we asked them to hold off so that they could use the work they've had and get their feet under them a little bit. That's good. They've had a high turnover. They lost some key personnel, the director, Lori Hounding, and Ethan Sharp, they both resigned and went to different opportunities. And so we've told them, like she said, slowly don't take a year off to try to get your brain into the other stuff. The UK Research Foundation, it's nearing to close out as well. I believe, let's see here. That's Heather. Oh, this is the Dopey. Yeah, this is the one that is also completed, but we're working with them to reconcile the request for fund guidance. They have several turned in and they've turned them in without reconciling the ones before because they have an accounting department and have the guys that's working on the actual project. They have a bit in tangent and so we're trying to tidy that up and hopefully we get that back and see to get that closed off and off the list. So is that information they found available? Which one? The UK research, the E. coli content of dog I don't think we have a final report yet. They presented at the Kentucky Stormwater Association on the outcome of this. And that's the only final product that I've seen, but we haven't gotten a final report, so I'm not sure. As a deliverable. As a deliverable yet. We just got. We will. Yeah. We will have that information for use by LFECG. We will have the final product. We don't have to share that with DES, so they can use that for our communications and the marketing. Okay. Code engineering, that project is progressing in design. This is the one that you all recently approved a change over for, $111,000 or so. Community Montessori, that project is built. They're actually gathering, getting the ice cubes together and whatever. But if you go out there off Stone Road at CMS, you can see the outcome of that project. construction phase. They're kind of working on the final landscaping items now. Lakeshore Village, this is phase two of the one that is also near completion where they're going to install permeable pavers along sidewalks in that community. And that hadn't gotten underway in terms of construction, but it's soon to. Lexington Center Corporation, this is the one I mentioned, it's going to be groundbreaking. Next Tuesday, 11, standing from the design that is nearing the end as well. From the 2020 Grant, 21st, Unitarian Universalist Church. This is a good 95 they just turn in the 95 percent drawings here And I believe The bank managers of communication about how to get that one down moving a little bit faster I won't recite each one of these but these are all ongoing except for Ellison that's because with number two, I'm sorry, number two in red. It's in red because that's the only grant award agreement that hadn't been returned except through the Irving County Council. And that's because the association has been hunting down Mr. Carlton to get his permission, his blessing, because he still owns the property of the proposed project location. So I think he actually just turned it in the other day. I think we're happy. We're hoping that it's on the way to us and Mel So we can get that to the council. Yeah, he said, yeah. So, I mean, he actually signed it before, but he signed it in the wrong place, and he requested changes. So he marked it up and turned it in and signed it in, like, off to the side. But I told him, you know, for these documents, you have to sign it in the appropriate place and then allow us to make the changes and then confirm what our law is. So thanks to Evan here. You know, he's been patient with himself. He's been able to get them to draft it. We hope that they are signing it. And if you have any questions about any of the others listed in this 23 list here, we're happy to answer those. But they're all ongoing. There's some slight progression on some of them. And there's some slow moving on others. But we hope to pick up the students. It appears there are very few that are canceled. Most of them are trying to move forward. I think that's a good thing. We did have an application turn in to turn around to canceled, which was for John's runway shop, run-walk shop. shop it's just because the timing they felt like they needed to go ahead and repave the lot faster than what this grant process in terms of timing but they're going to look in the future to see about some phase it out and somehow I don't know that repaving is going to take care of the issues It's the problem that I've got to stay to them. I think it's only going to just make it worse, ultimately. But let's see how it's going. We hope this looks different next time. We've got the grant tracker that all grant managers have been using for about four or five months now. So we're working with IT to standardize these reports so we can just go in and print what grant managers have been putting in. So it's a whole lot of unnecessary information for the sake of this. Yeah. On here. But we're hoping to get this. Well, I try to drink and get a drink out of an apartment. Yeah. Yeah. So we're working on updating this, but hopefully it'll, when the work is done, hopefully it'll be such a more streamlined process. Okay. And I should also mention before we close out that I'm not sure what happened to Ms. Fogel today, but I will say that she was re-sworn in in May. And so I was hoping she showed up today as well. I guess I'm going to speak to her about whether or not that was a good decision or not. So I'll have a conversation just to see maybe, you know. I'll say I know it's premature to ask if you just received those Class Bs, but I'll be very interested to hear if there's a discernible change there, If it can be quantified by square feet or anything like that, that would be great information to bring to various parties around town. So as we continue to look through these, maybe with the grant tracker thing it'll be a little bit easier. but you know every time I look at these throughout the years I always want to see like a map of Fayette County where our projects are so I don't know if GIS could like we've been in the process this whole year all of these grant projects have been mapped now not the newest ones all active grants are now mapped in our GIS so we could I mean it would probably just be a dot on the map it'd be hard to label yeah just an initial like map of where the projects are funded that way we can see yeah like okay well if there's this section of town that no project Yeah, we can definitely bring that to the next meeting. If it's possible. I don't want to spend a lot of time. In the new slide, there's also another one that we're working on, the new slide, where we actually provide a map of all the previous projects that are completed. and when you hover over it, it kind of shows you some pictures and some of the other projects. That's another feature we're working on outside of our own GIS layer that we've implemented now. Thank you.
