There's not any others, and we're staff, page 2, PLNMAR 24-2. All right. Good afternoon, everyone. Daniel Crum, planning staff. The first item, or the first zoning for today is PLN M.A.R. 2402. This is a request by Anthony Humphress. My understanding, staff is recommending approval. This may be eligible for an abbreviated hearing. So is there anyone in the audience that wishes to have this item heard in full? It does not appear so. So, Mr. Chair, it looks like we can go abbreviated on this. So this is a request to rezone the properties at 802 and 804 Gulfview Drive, approximately half an acre in size, from the single-family residential R1C to the townhouse residential R1T zone. As that suggests, the applicant is seeking to establish a townhome development at this location. The applicant is placing this in an enhanced neighborhood place type and a low-density residential development type. In order to make this development work, a variance is necessary from the floodplain. The applicant here is seeking to reduce that from 25 to 15. You have in front of you an updated staff report, so the applicant has sent in a revised plan, and so staff has responded to that with the supplemental report in front of you. That responds to the updated variance as well. So staff will present the zone change information, the development plan information, and then finally the variance. But just to orient everyone to our location, the subject properties are located in the center of the screen in the white. This is within the Gulfview neighborhood, so Gulfview neighborhood is tucked in between South Broadway and Red Mile, its existing residential area. Here, this large green mass is the Picadome golf course. Zooming in a little bit closer, you can see the location of the property. This area is almost entirely zoned R1C single-family residential from when it was originally developed. The golf course is operating in that R1C zone as well. Here we have an aerial view of the subject properties. Currently, they consist each of a single family residence as well as a detached garage near the shared property line, so a total of two dwelling units and two detached garages. We have two roadways that intersect in the vicinity. You've got Gulfview that the property is front on and Garrison Avenue which serves as the intersection. Both of those are stubbed into Picadome but don't have any plans for extension in the future. There also is a stream or a creek that runs to the rear of the property and is the source of the floodplain that affects the rear portions of the property that should be shown later in the development plan. Here we have images of the single family residences that are present on the site as well as the two existing detached garages. Here we have the rear portion of the property, so those are the existing elements. There's not any existing paving. It's currently open green space, existing trees with the stream located on the Gulf course side and once again uh... much of that reports of property is flood plain here we have views uh... of the roadway itself so this is essentially single family residential developments uh... with with sort of this development style found in the vicinity uh... in order to kind of understand staff's change uh... from the recommendation of postponement from the original plan to the supplemental i'm gonna show you the original proposal which that had a couple issues with uh... at first the applicant was seeking to demolish the single family residences and their detached structures in order to develop a ten unit townhouse. This would have parking to the rear as well as a dumpster, vehicular use areas that would circle around the site. But what staff really took issue with was sort of the treatment of the environmentally sensitive areas. So the flood plain is this line right here that runs through the rear of the site. So this would involve paving the flood plain, removing existing trees, they would have the dumpster in the flood plain and there is a required twenty five foot setback from all flood plains this would have to require a variance because this line here shows that twenty five so essentially that the buildings were located closer there was issues with the amount of impervious service and how they were kind of handling these environmentally sensitive areas the proposal for the townhomes themselves was was three stories with rear decks that were indicated second and third floor decks so they are treated as far as setbacks are concerned as a part of the principal structure. What has changed since then? Staff recommended postponement due to the issues with the environmental side of things, with sort of paving in those areas and kind of the setback that was necessary. As always, development plan staff will be on to review it more fully, but essentially the applicant is now retaining the existing homes. It's really seeking to remove the detached garages that were found in the middle, So this is going from 10 townhomes to three townhomes and maintaining those two existing single-family residences. This allows them to avoid many of the floodplain issues. This is using existing on-street parking. So this is not going to involve any paving, any grading, any trash or dumpster facilities at this scale. Solid waste has indicated that these can be served by roll carts. And so really the staff's main concerns on the environmental side were addressed by the revisions to this particular plan. With regards to the place builder element, the applicant is seeking to place this as an enhanced neighborhood. This is an established residential area. Low density residential is what they are proposing. It's called for here. The R1T zone that the applicant is seeking to apply isn't one of the recommended zones. R3 can be developed as R1T, but the applicant really was just interested in this singular product and maintains that it's compatible with the detached single-family. So this is located to the rear, will have sort of a limited impact, but still kind of be within the size and scope of surrounding development. Overall, staff is recommending approval. These are the revised changes, brings it in line with the goals and objectives of the comprehensive plan, introducing this new housing type in an area that's predominantly single-family detached is going to provide a new sidewalk for that portion of Gulfview that doesn't currently exist. It really is not going to impact the environmental features on the site and really contributes to some of the mitigating impact of severe extreme weather events. For many of the same reasons, we find it's in line with the policies of the comprehensive plan, creating existing housing, increase in density, providing additional choice in housing type, and managing those environmental impacts. We find that it's an agreement with the corresponding development criteria, talking about land use, pedestrian connectivity, environmental sustainability, site design, and building forms. So really a small change of the site, but still an increase in the number of housing units in sort of a context-sensitive way. As always, this is subject to the approval and certification of the corresponding development plan. that staff will be on present present momentarily. There also is a variance request associated with this, so that'll be handled last. And just as a indication of sort of the public outreach that has been accomplished with this, staff did attend a neighborhood meeting with the applicants with regards to the first plan. The neighborhood at that time was very receptive and didn't really have an issue with the density, but they were really looking to see if there were avenues moving forward to just sort of increase home ownership in the area. That was really their main focus. They have since provided a letter that stated they're not objecting or disapproving or supporting this particular request. But otherwise, staff was what did attend that meeting and was present for those engagement efforts. So staff is recommending approval of the zone change, and I'd be happy to entertain any questions you may have at this time. Any questions for staff? Thank you, sir. Hello. As you can see, we have development plan MJDP 23-3, Kidwell, and Otis Property, Golf View Estates. As Daniel had spelled out, we have Golf View here, garrison along this way so that the houses will be facing Gulfview. They're putting in three townhomes, creating three individual lots for the townhomes and leaving the other two existing homes alone. They have their typical sign-off conditions. We had provided that the Planning Commission grants the waiver of the variance, which Daniel will present here shortly. We have discussed the non-conforming status of the remaining single-family lots. After reviewing with the ordinance, we believe this one can be removed because the halms on the property were built in 1946-1947, and the zoning ordinance states, building permits issued prior to the adoption of the zoning ordinance are permitted. So we believe that that condition can be removed. And then condition number nine, which is discuss place builder criteria is what Daniel has gone over with you. That one also could possibly be removed. This is fairly simple of just increasing the density in our neighborhoods. So if there's any other questions. Any questions for staff? Thank you. All right. So the last piece of this request is an updated variance request. So this is a request to reduce the required setback from the floodplain from 25 feet to 15 feet. Just as a kind of refresher, the kind of standards for granting a variance is that you all will determine that it is not going to alter the character of the vicinity, cause a hazard and nuisance to the public, and won't be an unreasonable circumvention of the zoning ordinance. In kind of considering that information, you'll take into account whether there's special circumstances that apply to the site, if application of those provisions would limit the applicant and create an unnecessary hardship, and if these were the result of the applicant's action. So essentially the things to know with the zoning ordinance is from the floodplain a 25-foot setback is required. This is for the structures themselves. However, if there is a deck that is above three foot in grade, it's considered part of the principal structure. So this setback has to be measured from the rear decks as well, not just the actual physical footprint of the structure. So here we have the development again. Again, the existing structures are not being modified with requests, so these already exist and protrude into the setback. So this new construction here is what we're looking at. Here in the red line that you see that just popped up on your screen is a rough drawing approximating that that required the floodplain boundary itself. That blue line is the line that would show what the full 25-foot setback. So if they didn't request a variance, what that would look like and what that would impact. So the structures themselves, you can see in kind of the darker outline, shows the footprints of the building that last 10 feet, so this rectangle here, is those rear porches. The applicant indicated originally that those would be cantilevered, but essentially those would be raised above the flood plain with the structure and the portions that are actually on the ground being outside of that 25-foot setback. What the applicant has to request in order to develop is this reduced 15-foot setback, So the line that you just saw pop up has to accommodate even those rear portions as well. Due to the changes that the applicant made in the sort of design of the site, resulted in a reduced setback. The original design with the full 10 townhouses had a greater encroachment, so they needed a 5-foot setback in order to make that work. Scaling back on the design here has resulted in a reduced variance down to 15 feet, and that is just to accommodate those rear porches which will be elevated above the ground. Staff is recommending approval of the updated 15-foot setback. We're finding that it's not going to affect the public health, safety, or welfare, as the structure itself is going to be set back past the 25-foot, and then those portions that are overhanging are going to be second and third floor and above any reasonable kind of interaction with the water. As far as limiting and special circumstances that apply to this site, The amount of site that would be unbuildable under normal circumstances due to that floodplain is indeed a special circumstance and would really limit the ability for the applicant to more effectively utilize this land as it's called for in the comprehensive plan. And so this is not the result of actions that the applicant has already taken, so he's seeking this approval in order to make this work. So staff is recommending approval of the 15-foot setback, subject to our pretty standard conditions. did chat with the applicant just before the meeting. It looks like item B on the conditions. The rear deck should be cantilevered. The applicant early on in the process indicated that these would not have ground supports, and so they would just be located, you know, above the floodplain. The applicant, I think, during their presentation may seek to have that language modified to give them some flexibility moving forward. But other than that, all of the other conditions there are your standard conditions for granting a variance in association with the development plan. So staff is recommending approval and would be happy to entertain any questions you have at this time. I'm not seeing any questions, so thank you. Applicant. Thank you very much. I'm Dick Murphy. I'm representing Anthony Humphress, the owner here today. He's with me in the fourth row back there, and Tony Barrett is with us also, our designer from Barrett Partners. We agree with the staff presentation to you. I do have one matter I want to bring up. First, I want to thank, though, the Gulfview Neighborhood Association. Adrian Bryant is here, I think, who's co-chair of the Gulfview Neighborhood Association. They have, Mr. Humphress and the association, have had very good communications back and forth throughout this process. So we want to thank them for their role in what we're doing today. The, on the, we agree with the staff recommendation on the zone change and on the development plan was deleting those conditions, I think it's eight and nine on the development plan, which Ms. Galt mentioned to you, could be deleted. On the variance, our new plan is the result of Mr. Humphress going back to the drawing board after we were told about the conditions, the issues the staff had about the paving the backyard and that sort of thing, and after the meetings with the neighborhood association. So we scaled it back. So right now all this involves is removing the two garages on the property and replacing those with three townhome units. As Mr. Crum mentioned, the two houses on either side will remain. In going over the variance on condition B, the change to the condition Mr. Crum mentioned to you, Mr. Humphress does want to cantilever the deck, but since these have not been designed architecturally we just want to in case the architecture engineer says no you can't do this cantilevering we'd like to have the option of using a using posts to support it so we have a proposed revised condition which is very blurry on your screen right now but it says it says be it says cantilevered or there we or use six inch by six inch posts if necessary. Mr. Humphreys says his desire is to cantilever, just wants to have that option. I do want to emphasize that no part of the new townhomes or the decks, none of them are in the floodplain. Our variance relates only to the required 25-foot setback from the floodplain. And as Mr. Crum mentioned, we originally asked a variance from 25 feet to 5 feet, I think, for the original plan we had. This plan has 25 to 15 feet, and this whole variance is just for the decks. But we'd like to be able to have posts if necessary. The decks are an essential part of this. This is a very beautiful location. The backyard of this especially has a beautiful view because you get to look out over the golf course. And just across the way, there's a stream in the golf course. So we want our residents to be able to get out on the deck and enjoy the view at their backyard. So with that, we thank you very much for hearing this. It does not appear so, so it looks like we can proceed with an abbreviated hearing on this as well, Mr. Chair. So this is a request by Denton Floyd Real Estate Group. It is to rezone the property at 2350 Remington Way. This property is 13.09 net acres in size with a total of 13.82 gross. The applicant is seeking this rezoning in order to construct a 280-unit multifamily residential development. In order to accomplish this, they are choosing to rezone from the current professional office, P1 zone, to the medium density residential R4 zone. The applicant in placing this within the place builder criteria identifies this as a new complete neighborhood and a medium high density residential development. Staff agrees that this can be appropriate at this location. So just to orient everyone, the subject property is this property shown in white here, located at the intersection of Remington Way and Gatton Way, which has been partially constructed. But in the greater area, we have Citation Boulevard. as it comes out and intersects with Georgetown Road. Zooming in a little bit closer, you can see the zoning of the surrounding area. So this area originally was agricultural and developed as a part of the Belmont Farm. As citation was developed in the early 2000s, this area started to see a shift in zoning and originally was anticipated to be residential. So in the early 2000s, the subject property and the property, among other properties, including those to the south were rezoned to accommodate residential development. That occurred with condos further south but never materialized on the subject property itself. About 10 years later, in 2014, there was rezonings further down Remington Way toward the light industrial, so this current purple color you're seeing, as well as for other properties further north, was accompanied then. At that time, the subject property was envisioned to become P1 as sort of a buffer between the industrial and another residential plan in the area. This also never materialized. So the subject property has remained undeveloped to this day. The applicant is now seeking R4 to match the zoning to the south in order to accommodate the proposed multifamily residential developments. But just to orient everyone else to the other pieces of the area, there's B6P commercial center zoning in the area and other commercial development that is occurring closer to Georgetown. So this is an area that's sort of beginning to finally develop and build out into kind of a more fleshed out neighborhood. Here we have aerial view of the surrounding area. So the subject property itself currently undeveloped. There are several significant trees on the property that you can actually see from this area. Multiple burr oaks located here and here. mass absolutely massive in size over 70 dbh very significant trees as well as existing tree development kind of located near the front of the site but in the surrounding area we have the i1 light industrial use this is a facility that makes electronics for for car systems we have existing condos to the south as well as residential across citation and a little bit further up uh... huntley place so an area that's kinda starting to build out uh... but with an existing kind of flight industrial present as you go further up remington way i'm here we have some views of subject property so this was taken uh... uh... near the intersection of uh... remington and gotten way uh... so once again undeveloped with existing kind of uh... mature tree stands this is the view as you are going up north on uh... remington way so you can see existing single family residential and then the sign leading to the industrial use to the north. Looking the opposite way, you'll notice there is currently a lack of sidewalk facilities. Those are present with the condos and provide connectivity to citation. Those facilities would be provided with this request. Here we have a view of that adjoining industrial use. So they serve accesses off of this portion of Gatton Way. That would be extended out to the Coldstream campus with the development of this project, so another portion of that roadway would be extended along with the corresponding facilities on that. Once again mentioned the significant trees on site, that is the largest located further into the site, over 70 inches in DBH. The second most significant tree is kind of located within this kind of existing tree stand area, but once again is proposed to be retained by the applicant. So here we have the applicant's updated development plan. So this was submitted this past week in response to comments received by the subdivision and zoning committees. But essentially you're looking at a development that features multifamily residential units, a total of seven buildings spread throughout the site. Each of these are going to be four stories, and you're looking at a total of 280 units. There's also going to be 440 parking spaces associated with this request sprinkled throughout the facilities. In sort of the justification for the site and the layout, these two large existing trees were sort of centerpieces for how the applicant was sort of choosing to arrange the site. They wanted to make those features and amenities and really feature them in the design of the roadway. Once again, Mr. Martin will go through all of this in a little more detail, but this extends Gatton Way out, providing sidewalks and connectivity as well as sidewalks and connectivity along Remington Way as well. Now the shifts since the subdivision and zoning committees saw this, one of the main issues or one of the main things raised by staff in the initial report was these trees here. So initially the two largest trees were proposed to be retained. however the initial version the plan saw this area right here being paid this parking in those trees being removed those are also burr oaks smaller in size I believe the smallest is about 20 inches dbh and the applicant heard the comments from the zoning and subdivision committees about retaining those elements if possible and so they have they've shifted the location of parking and the location of structures in order to accommodate those so that the most significant elements natural elements the sites are being preserved Staff also had mentioned in the staff report a desire to see kind of greater connectivity from these buildings to the roadway in the form of sidewalks. There was also some comments received by the zoning committee about increasing the orientation, if possible, to the respective roadways. So while it may not be kind of immediately obvious, the structures here, here, and here have been reoriented and so shift as far up as they can go with the setbacks in order to kind of help better reinforce that roadway. There was sort of a larger distance where they set back, not really interacting with Remington in a meaningful way. But now the amenity area, the clubhouse, are parallel with that roadway have been shifted up as far as they can and now have sidewalk connections from these respective buildings. We have some images of the proposed design of the structures that were implemented as a part of the multifamily design standards. Once again, when we're looking at these multifamily structures, we are kind of architecturally looking for breaking up these facades, providing some variety in materials, generating visual interest, providing as many window openings as possible, and just providing connections and really a connected development. Site considerations as well, they're encouraged to interact with the roadways where possible, but also they're encouraged to sort of supplement those open space, reinforce and get eyes on these green spaces, the open spaces that the applicant is seeking to frame as sort of being so crucial to this particular development. So staff found overall that they are meeting the majority of the requirements for the multifamily design standards. We also have a view of the proposed clubhouse, so that's really the only non-residential building being proposed with this particular request. With regards to place builder, they are seeking to kind of situate this as a new complete neighborhood. So once again, acknowledging that we've got sort of a new context, this new build-out from what was historically sort of undeveloped farmland that never really developed into the ways we originally thought. To that end, the medium-high residential development is recommended, as is the R4 zone. Staff, with this being four-story multifamily residential, is comfortable with the applicant's choice in place type and development type at this time. So staff is recommending approval. We find in its agreement with the goals and objectives that relate to prioritizing that higher density multifamily residential development, providing multimodal connections and centralized open space, retaining those significant trees that are present on the site, and really more effectively utilizing land we have within the urban services boundary. We find that it's an agreement with the policies for many of the same reasons. This has extensive connections pedestrian-wise throughout the development. They have demonstrated compliance with the multifamily design standards, providing additional connections in the vehicular manner with Gatton Way's extension, and increases density along Remington Way. We find in this agreement with the land use, pedestrian and transportation connectivity, environmental sustainability, site design, and building form criteria for the reasons listed up on your screen there. So overall, the applicant's revised design addressed a few of the staff's comments that we had, and so brings it even closer into agreement with our comprehensive plan. So staff is recommending approval at this time. As always, Mr. Martin will be on to follow me to discuss the development plan in a little bit greater detail, but we are recommending approval, and I would be happy to entertain any questions you have of staff. Thank you. Do we have any questions for staff? Thank you, sir. Mr. Martin. Mr. Chairman, members of the Planning Commission, the preliminary development plan that is associated with this own change starts at the bottom of page four, continues on to page five, and we have distributed to you on this lovely blue paper, revised conditions, because as you have now seen, we have a revised plan for you today. As Daniel explained, we are out with frontage for the development along Remington Way. Here is Huntley Place right through here across from the main entrance, vehicular entrance into the apartment complex. Again, as he pointed out, Gatton Way in this location to the north, vehicular access here and here. Now, they're proposing seven buildings on the site. There's 280 total units. There is a bedroom mix of one to three bedrooms on the property. They They have a total of 532 bedrooms on this property. Now the parking, which they did shift and move around, they still are maintaining 440 parking spaces to serve the residents. You saw the rendering. They're four stories, 48 feet in height. The lot coverage is 16.9% lot coverage. They're well within the requirements for lot coverage on the property. The total square footage for it is 13,800 square feet in the buildings. Now, here we have the amenities, the clubhouse, the pool, the deck around it. Again, as Daniel pointed out, they changed this area significantly in terms of parking in order to protect these trees. Again, as Daniel stated, this is a very large tree here that they are protecting. There's a dog park in the rear, back in here, for people to take their dogs out, for them to play. Gatton Way will be constructed by this developer due to previous agreements, due to previous developments that has fallen on this piece of property. though the industrial developer to the north they built this section and then built their entrance and as all that developed over time back few years ago getting way again the requirement forget way is falling onto this piece of property but you all may remember those on the committee there's a brief discussion about note on the final record plat on the property staff highlighted that as much for the applicant as anyone because that note addresses the Gattonway timing and the Gattonway responsibility as well as the fact that there's a temporary construction easement on that property to the north. All again in anticipation of Gattonway being fully built out when this parcel developed. So again at the time of final development plan they're going to have to flesh that out and address the timing of Gatton Way along with the development of this site. The tree issue was a very good discussion. Daniel touched on it very well, and those of you on the zoning committee will remember, it was, and the subdivision as well, there was a good discussion about the burr oaks and the trees on the site. And what we gave you today is a little handout from our urban forester. He has given you a little written report on the significant trees, and he has expressed in this little report his support for the efforts and what they're doing to protect those additional burr oaks that you can see. He comments further a couple of times. He makes some interesting comments that I think are worth sharing with you. He talks about why not alter the development plan to save more trees, and we understand that comment. It's important to remember that developments have to accommodate a lot of things. They have to work to accommodate the buildings, the parking, the trees, the sewers, the utilities. All these things have to go on a site and they have to function. And they place different demands on the site. So again, that's the challenge that you face and that a developer faces, staff faces when they evaluate plans, how to balance those requirements. He goes on to touch further on best management practices, in essence. And those are acknowledged. I think it's important you all understand that, and have been acknowledged in our manuals and in our development standards for years. And it is important that when a site's developed, that they follow best management practices. Now, at the time of the final development plan, you may wish to emphasize that point on this particular site and emphasize that point with these trees. And that's perfectly acceptable. It's supposed to be done, but frankly, when it comes to development, out in the field, sometimes management of the contractors and the people working on the site is not always as it should be, and things can happen. So again, there are ways, best management practices that can be done that will make sure that not only are these protected after development, but they are protected during development. And for instance, they're required to be fenced off. I mean, literally, a fence has to be put up. And people aren't supposed to go in there and bulldoze or move dirt or anything. It's literally a no-disturbance zone. So, again, we appreciate the fact that Eric has shared that concerns with you about the development of the site. and staff is recommending approval of the plan to you and be happy to answer any questions you may have. Just to confirm, you're not recommending that we add that note at this time, but on the final development plan? I think it would be appropriate on the final development plan because we may want to expand on this discussion about the trees, and that would be an appropriate time to do so. All right. There's not any more questions. Thank you, sir. Applicant. Good afternoon, Chairman and Commissioners. My name is Lexi Holland. I work at Wyatt Tarrant Combs here in Lexington, and I represent Denton Floyd. I have Clayton Pace here with me and Landon Burcham also from Denton Floyd, and Tony Barrett did our design, so he's back for round two. So we just have a couple of points to make. I think staff pretty much covered most of what I wanted to address today. And first, I did just want to introduce briefly Denton Floyd to kind of Lexington and development here. So Denton Floyd was co-founded by Brandon Denton and Thomas Floyd back in 2008, and they are a full-service real estate development company that owns and manage assets from the very beginning, acquisition all the way through rental and property management. So they have very significant experience developing multifamily units in this region. And they are based out of Louisville. So kind of a focus for their projects is building better communities. So that includes when we're looking at these type of class A multifamily developments. You know, we're looking at high quality construction, materials, appliances, and finishes, as well as amenities. And we'll briefly talk about some of the amenities that are on this property. Okay, so we talked already a little bit about the existing zones, But I think kind of this bigger picture, you can see how well a residential change fits into the larger zoning of this region. As you all are aware, there's a lot of new development happening here, a lot of new retail and grocery store being built really close by. So I think it is a good position for not just residential development, but a higher density residential development. To the south, we have Citation Point condominiums, but those are owned multifamily units. This presents an opportunity for rental units within this area that already has a lot of employment opportunities and will continue to have more retail, grocery, and other opportunities in this area. Okay, so we're looking at the map here. there we go okay so this is our property here and you can see that right behind we've got cold stream park and the legacy trail actually runs kind of right adjacent to this property so that's you know when we were first engaged i looked at this property yeah i know everyone's been out to legacy trail and knows how beautiful it is and it's a fantastic amenity in this area for residents The extension there of Gatton Way I think could potentially in the future be really useful for people to be able to access Coldstream Park. But even from the development itself, we have, let's see, oops, figure this out. So from Remington Way, Remington meets Citation, and then goes over to, I think it's McGrathianna Parkway. And that's a very quick and easy access to Legacy Trail. and I thought that would, you know, really increases the quality of life for residents nearby. You know, we've got, as you can kind of see from this Google image, you can see a lot more of the industrial uses nearby and the areas for planned development, such as where the future Publix is going to be right in here, and some of the more retail planned development in this area. We've also got Coventry Oak Elementary School just right to the northwest, and I believe up here it's kind of off of the picture but you've got the STEM Academy for girls right off of Georgetown Road this is just a little bit closer of the photo here of the aerial property and we already talked quite a bit and we will keep definitely talking about these trees you can really see here how large this beautiful bur oak is that we do plan to preserve in this one as well and so those other trees are kind of in this tree line which appears to have been you know a fence at some points it's kind of a fence line that had burr oaks and a couple of other species of trees in that area so one thing to note too is that this tree line here will be preserved and will act as a great natural buffer with the citation point condominiums. And another point I wanted to make kind of on this map, so we've got Remington Way, Citation Boulevard, and Huntley all here, and those provide really good access not only for vehicular traffic, but for bike traffic. So you've got bike lanes here on Citation, and then, you know, another potential access to Georgetown Road through Huntley. So it does provide some good, you know, corresponding traffic movement, I think, through the entire neighborhood. Okay. So, yes, here's our revised preliminary development plan. We've looked at this a little bit already. And I think that, you know, a very good point was made about kind of hitting that balance between the tree preservation and making sure we can meet those high-density goals of the comprehensive development or comprehensive plan for 2045. so you know we did add in preservation of three additional trees in that section and are excited about the opportunity to be able to do that so just to walk through a couple of the other amenities and it's kind of hard to see from this size but we have a dog park over here which will be a nice amenity especially facing out right now to kind of open cold stream park this green space here will be really nice for that also throughout the entire development you have walking paths so in addition to regular sidewalks you have kind of trails through the entire development which should make it much easier for people to kind of move through the entire property also of course we have a pool a clubhouse and a really wide kind of deck area for you know any number of activities that residents want to engage in and one other thing i wanted to point out and it's kind of been talked about today too but there are multiple entrances into this development which i think is really crucial for you know making sure that traffic moves efficiently and slowly through the property and doesn't they're not going to be points huge points of congestion in this property and we also have this rendering that just shows the amount of green and open space that will be available to residents and i thought this was really nice especially to show that we're going to have over 180 000 square feet of open vegetated space on this property so it really maintains i think the character of the area which was you know originally belmont farm and had a high agricultural use and then we have a couple of additional street views here you can see this is across remington way from the site this is i believe huntley right here and this is actually the entrance to the citation point neighborhood just south and we've gone through a couple of these renderings this is kind of the demonstrates that you know broader area right here where all kinds of different uses will be implemented to provide additional amenities to residents and I know we talked briefly in the zoning committee meeting about differentiation and you know talking about the and Daniel actually touched on this and a little bit too but in the design standards making sure that we have you know different materials that are used different colors to make sure that the buildings you know that it's a place people want to live and come home to you know and we heard comments about you know can we provide some kind of differentiation and we certainly intend during the process of doing that. And definitely through the final development plan phase, we will take in all of those considerations and make changes where appropriate. So we are certainly open to that and understand those concerns. Okay, so overall, and you can see some photos I've had in the bottom of these slides of different properties that Denton Floyd has done and has incorporated. So, you know, we kind of have in our stock different ways that we think that we can improve kind of that differentiation and those concerns as well. So in asking for this zone change request, you know, we really think that this helps expand housing choices in Lexington, and particularly in this area that has so much different development happening at this point. It is higher density. It provides, you know, all kinds of different types of families can live here, and I think that's really important, different units with different numbers of bedrooms. It's well-designed, multimodal. We have lots of open spaces, and it really brings a sense of community, and we've made a huge effort to preserve its natural resources on the property. So, you know, in my letter of justification you can find in the record we have a lot of, you know, different kind of areas that we've identified where we believe this meets the goals and objectives of the comprehensive plan. So with that, I'm happy to answer any questions that you all may have. First of all, thank you for listening and responding so positively to the suggestions put forth in the zoning committee. I understand this is a preliminary development plan, but one of the questions I have is how do you plan on addressing the public engagement piece for the final development piece? Thank you for bringing that up. I intended to talk about it and completely left it out. So I appreciate it. We have engaged with the neighborhood. We had a meeting, I believe, on the 23rd with Citation Point, a virtual meeting with a couple of the neighborhood representatives. And it went really, really well. you know they raised some concerns to us primarily about the construction process and what that would look like some lighting concerns that we are very happy to address and then when we talked about kind of the buffer between the neighborhoods you know we indicated there's kind of this natural tree line and they have some input of potentially talking about putting in a fence or you know some area that you know provides an additional buffer between the neighborhoods um so those are all things we're certainly considering and we'll continue talking to them about the industrial user to the north we have also engaged in conversations with and we've talked about that a little bit previously those conversations have mainly had to do with gattonway and clearing up you know any concerns about who should be developing gattonway and when and how but you know they're really amenable to the project and you know we haven't received any strong concerns so far so we definitely intend to continue talking to Citation Point throughout the final development plan process and ensure that they're you know a part of this too yes do we have any further questions for applicant is a major one question this maybe for you or the designer you all went back in reworked that area to include those three additional per oak trees along that fence line there and designate that area as a tree protection area. In the letter from the urban forester, we get the question, why not include all the healthy trees in that tree protection area? And I want to know the, because you're setting the protection area aside, so I want to maybe, can you clarify the logic there or is that something that we would expect to see on the final? I'll give a couple of comments and then Tony can probably add as well. I do think it is probably something we'll be talking about more through the final development process. and it gets back to that issue of balance that we've kind of talked about. But I think that the priority was certainly looking at the preservation of those burr oaks and maintaining our ability to do the parking and the clubhouse and everything kind of around that area. So I'll let Tony pitch in if he has some additional comments. thank you Lexi there's just a lot we have to accommodate on the site the developer has made some significant modifications to accommodate the three additional trees we have set back the parking that is dedicated towards the clubhouse to about 200 feet away from the clubhouse in an effort to protect the trees. I mean, you know, there's a lot of air in the balloon, and when you squeeze one end, it pops out on the other end, and just trying to accommodate people, trees, zoning ordinance requirements, parking, tree buffering, added trees, there's just a lot. And a site can only accommodate so much. And we're trying to intensify development in Lexington to protect our surrounding area. And it's a whole series of compromises. and I think we've addressed the protection of the trees that are appropriate to protect and the developer is committed to doing that and you know we'll continue to have the dialogue but at at some point I can't do anymore and you know we'll just continue to work together and see where we can go so I appreciate the comments and look forward to continuing work on the project and we can further address as we move along but thank you Robin well well I just want to I want to clarify, and maybe I'm misreading, or there's a question, but I think you've designated tree protection areas, correct? I have. I'm protecting the southern boundary, the eastern boundary, and five very large areas in areas that I cannot control. They're given. And I have an irregular-shaped parcel, and it's just a lot. Well, I think, I guess maybe the way that I read that was not changing the area, but maybe the way that I read that was, I guess, is the intent to broaden the intent to preserve the healthy trees in those areas, regardless of the, in addition, does that make sense? Because the way that I read that is that there are other healthy trees that were in that area that you are already protecting. That's a fence row that goes basically through the, I think it's about 60, 200 feet. Sure, and part of it, the south part you're developing, I see that. And then part of it has the Burroughs that you're preserving. And I guess the question is whether, because the letter calls out the possible disturbance of removal of the other trees in that area. Yeah, those are all construction document matters. There will have to be a tree protection plan that delineates the fencing and how to, you know, and the grading around the trees. That would be spelled out. Sure, I guess I understand that. What I guess I want to know is whether from your design perspective, because that area where those three burroques have been added is not part of the development of any additional buildings or other infrastructure. and so is your design to to remove the other trees as part of the landscape design that you're going for or is are those other trees does that make sense well it's a tree row intent is to save specifically the three bar oaks uh... There will be clearing of the other trees to build the buildings, to do the parking. Within the footprint, if you would, of the tree protection area around the bur oak trees, I think that can be a combination of clearing, hand clearing probably, and preservation of trees in and around the burr oaks. Each case is a little different. It's a tree row. I also want to get that path between the trees that is shown on there. That's essential or the plan doesn't work because I have to get through the trees to provide connectivity. And I also want to use the area around the trees as open space recreational area. you know passive so I'm not anticipating that that the community will have a you know fenced off tree that is for looking only I anticipate that there would be some element of activity under and around the trees by people that live there uh so i'd you know so i'm not exactly sure what your what your question is but our goal is to protect the the trees as indicated and and live amongst them i may have a comment thank you thank you tony and this is a wonderful example of an applicant going through the subdivision and zoning committee hearing process and listening and being constructive. So I was very pleased to see the changes. I think they're great. And like Ms. Worth, I would support when it comes to a final development plan, a note that the clearing that occurs around the protected trees be done not by heavy machinery or anything that would disturb the roots. So thank you all. Thank you. Ms. Worth? Yeah, I'd just like to add a comment for members of the zoning subcommittee. We discussed those three Baroques, but we didn't push as hard as you did. So I want to thank you all for your advocacy. Okay. Anyone else? All right. Just I would add just a comment. If you're looking at those three burroaks, I think about what it's like to be a resident and standing either by the clubhouse or on one of the walking paths and kind of looking in toward the development. And, you know, I think having the fence row as it currently exists without some clearing for those three burroaks, you're going to have a pretty substantial kind of barrier to being able to look at the entire development and to be able to look at the other significant burroak tree right behind it. I think having it a little bit clearer and more kind of almost like a park space will make it really more open and inviting for the residents. I think there's a point that both you make and the urban forester make that are both valid. because you're trying to create a space that is really an amenity for the residences, the residents eventually here, and an amenity environmentally and kind of in the middle of a lot of asphalt. And I think when you get down on the ground, there is going to be beauty and elements that you'll see in some of the smaller trees or some of the natural things that have come up along those fence rows. and taking a pedestrian and ground level approach to editing those areas by hand and more carefully and really coming up with a good plan to accommodate the paths that are essential, as you sort of say, through the area. and preserving those elements will only highlight these large trees. It would be, I think, short-sighted to leave them standing alone amongst the asphalt and leave them some of their companions in those protected areas, I do think would be beneficial. So essentially it's listening sessions and in response to a draft that the consultants, so the consultants have talked to the property owners, they've done some outreach and are developing a draft that they'll present and then take response on that. And that's essentially what they're doing the Monday and the Tuesday. And then Tuesday afternoon, or I guess Wednesday afternoon, then they will collect the comments that they've heard and then present back some ideas and thoughts on that. I don't expect a lot of revisions physically to the plan. I'm not sure how quickly they'll be able to turn that around. But certainly taking the input and the comments on the plans. So, yes, there are some identical sessions on Monday and Tuesday that people can attend. Hello Lexington, I'm Councilmember Shayla Lynch and I honorably serve the 2nd District and I'm excited to be here today to introduce you to two of our Neighborhood Resource Officers in the 2nd District. They are two of Lexington's finest, Officer Jones and Officer Sherrod. How are you all today? Very well, come on. Thank you. Awesome. Well, thank you for being with us today and to tell my neighbors in the city of Lexington a little bit about what it means to be a Neighborhood Resource Officer. But my first question is, tell my neighbors a little bit about yourselves. I'm from Washington State originally and I've lived here most of my life. I'm a graduate from Henry Clay High School, in case anyone's out there from Henry Clay. And then I have a bachelor's degree from Miami University in Ohio. Okay, I did not know that. And I've been a police officer for 15 or 16 years. Awesome. Officer Jones. I moved to Lexington in 2012 from Buffalo, New York. In 2016 I met my wife when she was working on the fire department. We've been married pretty much ever since. We have three boys now, and we run a small homestead and play a lot of baseball with three boys. That's awesome. Awesome. That's wonderful. My next question is, what is your role as neighborhood resource officers? What do you do in our neighborhoods for our community? So what's unique about our position is we are not directly tied to the radio for calls for service. So we're not going to be a primary reporting unit. With that, that gives us the opportunity to take extra time out of our day to be able to kind of hone in on some of the bigger issues in the neighborhoods that we serve to find more long-term solutions to those problems. That's great. That's great. That's great. I know I love, as a council member, having your presence and seeing your presence at our community events with interacting with the neighbors. I know it's a big plus for our community. So thank you all for all you do, if I haven't said that yet. What is unique about serving in your role in the 2nd District? Anything unique, something special to what happens in our neighborhood over in the 2nd District? We actually get to participate in a lot of different activities. So you have Masters Station Park, which is a large park and a lot of different organizations use the park. So I've enjoyed as a neighborhood resource officer being able to, we have Operation Copsicle Van. So we hand out Copsicles and I've participated in numerous events out there. I have a lot of kids that come up so we interact a lot with the kids. We also do events with the schools and so I've been to the schools in the area. We do Real Read where we go to read to different grades in the elementary schools. schools and that's a great time and we kind of get to interact with the kids a little bit so that they're not necessarily scared to see a police officer in case they need one it makes a little bit more at ease for them right it's a great way for us to meet the community we meet the parents on a lot of these events I've had to or I've been able to participate in a few complaints as well so I mean we do police work and like he was saying there's in patrol you're going call to call so we have more time to deal with something that maybe is I don't know a hindrance or a bother in the community or it could be something for a lot of people or just a few and we have more time to kind of deal with that and try to take care of the problem as it occurs so that we have a lot of events that we do up there. Awesome, awesome. I know my neighbors love the Copsicle van. Whenever they see it rolling up the kids get very excited so that I'm so glad you all have that and hope we can go get another one. My next Next question is, what are the top public safety concerns for my district from your perspective and what you've seen in your experience? It's more of, I wouldn't necessarily say for your area, but for the whole city. A lot of things that we kind of deal with are thefts from cars. That's just a common thing. And that's helpful to every neighborhood. So that even my wife, one time when we moved, we had to park our cars outside and she didn't lock her doors. and find her her car doors are open or unlocked anyway so it's important to not leave things in your cars there's a lot of things you can do kind of for yourself so that you don't leave yourself to self susceptible to theft or some crime happening to you or being a victim and it's simple as as not leaving anything in your car and locking your doors whether you have anything in your car or not mm-hmm so one thing that people can do is we have a Arctic which is what we call it but it's the real-time intelligence center and what we can do is we can tap into different cameras that the city has, and then we're also part of FUSIS, which is just an acronym that has a system of cameras so that if you have a camera on your house or a personal camera, we don't look into your camera, but if there's a crime that occurred in your area, you can review your own footage, and if you register your camera with us, we'll already know that you have it. You'll just be sent an email, and it's a link on how you can have your camera footage sent to us in case there was something that's on your camera footage that we can use to solve a crime potentially. That's awesome. That's awesome. And to my neighbors, it's relatively easy to sign up to participate in that service. I signed up myself already. It's just a quick form online, and so if you want to do that, please check out the Lexington Police Department's website to find out more about that. And then my last question is, you've already addressed it a little bit. Any other tips that you can give my neighbors so that how they can be proactive to keep our neighborhood safe? So an active and engaged community is generally a safer community. When we are bringing in positive edifying activities within our community, it naturally pushes out the bad activity. And that's our goal here in community engagement as neighborhood resource officers to be a part of that. Wonderful, wonderful. Hi, I'm Liz Sheehan, 5th District Councilmember, and I am here today with Jill Farmer, one of our Recreation Manager Seniors for LFUCG. Jill, tell us a little bit about the program that you oversee. I work for Lexington Parks and Recreation. I am over the Therapeutic Recreation Division, and I offer programming, recreation and leisure programming for people who have disabilities. It could be a physical disability, it could be a cognitive disability, an intellectual disability, a learning disability, what have you. Everything under the sun. And I probably have the coolest job in the city. Well, I know I have stopped by some of your activities in the past, and it always looks like a great deal of fun. What age groups do you work with? So we start as early as five. We've taken a couple of kids who are a little bit younger than that just because they were on the cusp of turning five. But we go all the way up. I think our oldest participant right now is 67. So we serve everybody. Yeah. And could you talk a little bit about some of the activities that you do with the participants in your program? So our program actually has been in place since 1955. We started our program through a grant through the Kennedy Foundation. And that was our first program was called Camp Kennedy, which is a summer camp program. So since then, obviously, we've expanded over the years and offer everything from dancing classes to cooking classes, a yoga class that's getting ready to start in this very room soon. We do sports, we do fitness, and just anything that you can think of, we try to come up with a way to get people involved, keep them active, keep them healthy, keep them informed about what we offer as a city to our citizens. It seems to me like this is a great service for our community and the families in our community who are looking for these types of programs. Could you talk a little bit about you have summer camps that you offer sometimes could you talk a little bit about those and and how those work and where people might find information about those sure we have a whole registration process we do for our particular programs we do registration three times a year we'll do january we'll do february starting for our summer camps that you just mentioned and this will also do another one in august for our fall winter programs so anyone who wants to learn more about us can go to our website which is lexingtonky.gov slash parks. You can learn about all of our programs but specifically you can learn about therapeutic recreation and the programming that we offer year-round. For your programming are there costs associated with enrolling? We are a fee-based program. Some of our programs are are free. We do day trips sometimes out in the community like we might take a trip to Keeneland for the day and they'll have to pay for their own costs there but the majority of our programs are fee-based. We do have a scholarship program called Everybody Count Me In, and it's an opportunity for somebody who might not be able to afford the full cost of the program to at least get half off. And that includes for our summer camp programs as well. So it's a great opportunity. And for those individuals who truly, truly have a really hard hardship, we will work with them to make sure that they can get that experience as well. We're always looking for inclusive opportunities to mix and mingle our programming with another community program. We do that a lot. We do that with our dance programs. We do that already with a lot of our programs, but we're always looking for opportunities. And we're always looking for volunteers who are very interested in maybe working with these populations, but also just working for parks and giving back a little bit. And how, if someone is interested in volunteering, how would they communicate with you or give their information? We have a volunteer coordinator and again you go to our website lexingtonky.gov and you'll look up for volunteer opportunities and we do background checks on our volunteers so we know that everyone is safe and secure in all of our programming that we do so it's a great opportunity for somebody if they're trying out working with different populations or just want to like I said give back to the community a little bit it's a great opportunity to come and volunteer tier for our programs. Yeah, and one of the other things that I like is that you move around the community, right? So you're not always just in one place in one location. So, you know, it's, you know, families from different parts of town could interact in different ways and see different parts of town, but have programming closer to them sometimes. So like we're at Artworks right now, but I came over and played some games with you all in the Kenwick Community Center in my district. So So I really value that about this program and how you kind of expose folks to different areas. And we want to make sure that we are serving our community that way and that we are giving our participants who might not have an opportunity to mix and mingle in a different community setting the opportunity to do that. So any of our parks facilities, you will see our programs going on there. Any of our open parks, you'll see our summer camps. We also go to non-park related facilities, too, to offer programs. Like we do a bowling program at Southland Lanes and we do a swimming program at the YMCA. And so we look for opportunities like that. And like I said, I have the coolest job in the city. It's certainly a fun one. It is. So thank you for all that you do for the families and our community. And thank you all for watching our video today. You'll always have me. I'm Neil Noah and welcome to Lexington Now for the week of April 22, 2024. Residents of Lexington now have a new way to make their voices heard by city leaders. Engage Lexington was launched this week as a public engagement tool. Here's more. Today we're announcing a new avenue of communication between the council and the public. Engage Lexington is a website that will make it easier for our residents to take a look at city projects, weigh issues, provide feedback, and ask questions. I think it's great that the council is looking for new ways to reach out to our residents, and I have supported Engage Lexington in my budget. I've always been a firm believer in engaging the public in public decisions. That's how the best decisions for our community are made. The Urban County Council's Public Input Subcommittee was established to explore and innovate the ways in which council can receive feedback from the community. It was created in part as a result of Civic Lex's Public Input Plan, and the Public Input Subcommittee is chaired by Hannah Legree, Councilmember Hannah Legree, and they began their work in February of 2023. I'd like to thank the staff members who have been instrumental in making the work of the subcommittee possible. One of their more notable accomplishments is modernizing our sign-in process for input in-person public comment. The subcommittee also overwhelmingly supported the creation of an online platform where community members can engage in the decisions that shape Lexington in a different way. From those discussion, Engage Lexington was created. Engage Lexington is a website where anyone who visits, lives, or works in Fayette County and has the ability to provide feedback on the issues that matter most to them. Here you can learn more about the Urban County Council's processes and participate in surveys and forums to have your voice heard. Engaging online allows you to participate in the local decision-making process on your own time and a place that suits you. It is quick, safe, and a convenient way to share your thoughts with your local government. All feedback will be used by staff to inform Council of community views when developing programs and policies. The information collected will be used in conjunction with other types of public input like in-person public comment, emails written to Council, as well as neighborhood meetings and other types of input. On each project page you will find a description of the project, important links and dates, as well as files. There will also include a public engagement tool on every project. Depending on the project, engagement tools can include surveys, polls, forums, interactive maps, and space for the community to ask us questions directly. To participate, we ask you ask that you register directly on the site. We are looking forward to sharing this new platform with the community. Since June of 2019, the urban county government has sought to craft local policies to address short-term rentals, particularly in residential areas. Councilmember James Brown and I began a work group in 2022 to receive input from neighborhood representatives, short-term rental operators, the Division of Planning, Revenue, and our Department of Law, and after months of discussions, Council passed updates to the Code of Ordinances and Lexington Zoning Ordinance in July of 2023. The Urban County Council is now seeking input from the community about the local regulations since they took full effect on January 11, 2024. The best practice is to regularly review policies to ensure that they are working, as intended, and benefiting our community. Public feedback is critical to continue enhancing our local approach to short-term rentals. The feedback gathered by Engage Lexington will assist the Council as we start our planned review of these policies. Please register for Engage Lexington and share your experiences and suggestions for our short-term rental policy here in Lexington. We want to hear from the public and see this as a great opportunity to introduce this exciting new tool. All feedback collected through Engage Lexington will enhance the input we typically receive through calls, emails, one-on-one conversations, and public comment at council meetings. As a researcher, I'm excited about the potential that this tool provides our local government in creating data-driven processes now and in the future. In addition to the short-term rental project that's going to be on the platform, we're also going to have the budget, the FY25 budget available to also gather input on this page. As a budget chair, we often hear from our constituents about the budget, whether it's through emails or phone calls, or in some cases in person, in person about what people think and what we should fund in the budget. But I'm excited and interested in seeing how this engagement HQ can be a better resource for us to engage the public and also share information about the budget. So in addition to the comments that we may receive from community members, there's also questions in the form of a survey that asks our constituencies how they would like to receive information on the budget and how we can assess how they rank the priorities of the budget. So Mayor, I'd just like to thank you and your team for giving us the opportunity to share this information with the public and look forward to the opportunity to engage more of our citizens. Lexington's latest expungement clinic and job fair is set to take place on April 30th with the goal of helping residents with expunging qualifying misdemeanors and felonies from their criminal records. We were there for the announcement. We are here today to announce the next Clean Slate Lexington Expungement Clinic and Job Fair. Coming up on Tuesday, April 30th, we will return to Central Bank Center, where our residents may have their criminal records expunged and talk to employers who will conduct job interviews. Expungement can erase some nonviolent misdemeanors and felonies from an individual's criminal record. It offers a second chance to people who have been unable to vote, to find a good job, continue their education, or find stable housing. I am a firm believer in second chances. Expungement provides this opportunity in a big way. Clean Slate Lexington also provides participants with on-the-spot interviews for open positions with area employers. The Clean Slate Lexington employer partners have immediate openings and are looking to fulfill them that day, providing a life-changing opportunity for those in need of employment. April is National Second Chance Month, which started in 2017 to raise awareness and improve perceptions of people with criminal records, encourage second chance opportunities, and drive momentum for policy change throughout the country. This will be our fourth Clean Slate Lexington Expungement Clinic and Job Fair that we've hosted since I started in my role in 2021. I believe that for us to meet the recommendations in the racial justice and equality report from 2020 and beyond, we have to start by leveling the playing field for those in our community and provide equitable opportunities so that everyone in our community can thrive. Each time we've hosted a clinic, I've witnessed countless individuals who are eager to change the trajectory of their lives, sign up and attend. Many of them have faced adversity and for some it has led to entanglement with the criminal justice system. Not only is this my career, but it is my life's mission to empower people with opportunities to be successful. As Mayor Gordon has stated, since the inception of this program, we have helped 1147 people exactly with expungement services, education, connection to jobs and resources. I see this program as an incredible opportunity to make a more meaningful impact in the lives of individuals, families, and our community. This is part of our dedication to creating a more inclusive and equitable Lexington. And at Legal Way to the Bluegrass, we provide legal services, free legal services in civil cases to low-income people and other vulnerable populations, including people who have previously been incarcerated and are looking to move forward with their lives. As Tiffany mentioned, April is Second Chance Month, when we highlight the need to create meaningful second chances for folks who are a part of the re-entry population. And the expungement of criminal records can provide that second chance for folks to have opportunities for better housing, jobs, and education. And this benefits the person, their families, and our communities. The Clean Slate Expungement Clinic and Job Fair serves as more than just a platform for expungement. It stands as a symbol for those hoping for a fresh start. Attendees at the event will have access to a multitude of employers eager to engage individuals with prior justice involvement. Representatives from the Kentucky Department of Corrections and Legal Aid of the Bluegrass will be available to provide personalized consultations to determine expungement eligibility and guide attendees through the process. The job fair piece of this event holds equal significance, catering not only to expungement candidates, but to all individuals seeking new career pathways. Hello everyone, I'm Tiffany Brown, Equity and Implementation Officer in the Mayor's Office and Chair of the A Sense of Place Committee. I'm here today to talk about A Sense of Place, an initiative dedicated to preserving the history of Lexington's rural black hamlet and celebrating those that remain active today. More than 20 historic black hamlets have been identified in Fayette County. Most are located in rural areas. Our historic hamlets have been in our home to generations of lived experiences, traditions, and culture. Houses, churches, schools, grocery stores, agricultural enterprises, and lodge halls for community gatherings were found in many hamlets. A sense of places of partnership between community members with direct connection to our hamlets and the city of Lexington. Its goal is to raise awareness about what the hamlets represent and to identify steps that are needed to take to preserve their history. The Ascensive Place committee includes local historian Yvonne Giles, local historian Calvin Graves, executive director of the Lexington History Museum Mandy Higgins, Catantown resident Dr. Alvin Seals, Catantown Baptist Church pastor, Reverend Leon Slatter and others. With support from members of the Catantown community, A Sense of Place is currently raising funds for maintenance updates and programming of the Catantown Rosenwald School and property located at 705 Catant Lane. In the early 2000s, members of the Catantown community worked with the city to preserve the school. In the early 20th century, Rosenwald schools were found across the South, serving rural Black children and families during segregation. Many of the buildings have been destroyed. Lexington is proud that the Cadentown School still stands and wants to preserve the history and significance that so many of these schools have had in our Hamlet community. The funds will complete the restoration of the school and upgrade the historic cemetery and church building. The school will permanently house artifacts that tell the story of Lexington's Hamlet. The Lexington Children's Theater has been delighting young audiences for decades, but has a show geared for the youngest of its audience members. Ashley Collins tells us about it. My name is Ashley Collins, and I'm the development director for Lexington Children's Theater. We are in our home space here on Short Street, where we've been since about 1999 and 2000. We are getting ready to open our theater for the very young production called Circle and Square. This is a really fun show for first-time theater goers and people with lots of wiggles in their legs, especially our two to five-year-olds. It is a show where the entire dialogue is circle and square. There's a circle character and a square character and they communicate the entire show and they bring audience members on to explore with them. And we kind of learn that you can communicate through a lot of different ways other than language. So we do one show a year that is theater for the very young, which is primarily two to five-year-olds. Typically in our end of this season, April-May spot, and we've done really fun stories. One year we did a show called Balloonacy. It's a one-man show. His best friend was a balloon. It came and popped in and had some really fun magical moments. We've done a story called Pots and Pans where it's exploring the kitchen and getting to explore different elements of the kitchen that they're probably familiar with in a way that's playing. So it's always geared for getting them to use their imagination and play, which they're already doing anyway, in a way where we can guide them through and get them interested in theater and play. It is not in our main stage theater. It's in our secondary learning stage, which is more stadium riser seating. So there's room to wander a little bit if you want. There are parts of this show in particular where the actors will invite audience members down to participate in some, I think there's a hula hoop people can go through and tunnels and different elements that are circular and square that they can play around with while they're on stage as well and then head back up and continue our story. Circle and Square runs here at the theater April 27th through May 5th. $15 for grownups, $10 for our younger friends and we also have pay what you will performances where you can come and name your own ticket price. Mayor Gordon unveiled her proposed budget, and over the next several weeks, we'll give you a little more in-depth look at the different parts of her speech to council. This week, we bring you part one. Today, you officially begin your deliberations on the budget I'm proposing to you. Generally, my plan is a solid, no-frills budget. It's more about needs than it is about wants. Even so, the strong, targeted $531.8 million budget that I am presenting today addresses our needs, promotes progress in every corner of our city. My proposal is based in part on council input. I met with each of you to discuss your priorities, and I'm sure you gathered ideas and information from your constituents about their needs, just as I've heard from people all over town. I included many of the needs that you identified in this proposal. Our city employees, who are boots on the ground in our community, have also identified needs that are funded in this plan. Our balanced budget is based on what we can afford. While we continue to see growth in our revenues, this budget anticipates solid 6% revenue growth. This year, we are entering a new era with our budget. Now, you might wonder, what is a new era? Well, first, in our 24-25 fiscal year, the Federal American Rescue Plan funds, those one-time fundings that provided millions of dollars for projects since 2021, are phased out. Second, in concert with Council's new ordinances, this is the first budget requiring 1% of the prior year's revenue to be dedicated to affordable housing and 0.3% to the Office of Homelessness Intervention and Prevention. This is the fourth budget that we have had in place a requirement that 1% of the prior year's revenue be dedicated to extended social resource grants. Taken together, those all add up to a total required funding of $11 million for these three projects. There's a lot of meeting coverage coming this week on LexTV and streaming on our website. We are here back at the Training Academy to talk about recruiting. The Academy where everything begins right, but we're gonna go back even before the Academy and show you how you can begin a career With the Lexington Police Department, you know I've been on 27 years and you hear me say all the time what a great place this is to work So we're gonna show you how you can have a career here Yes, so we are gonna talk to the recruiting coordinator officer Brandon Kennedy Hey, and we are back and we are here with officer Brandon Kennedy. Thank you for joining us. Thank you. Thank you you. He is our recruiting coordinator, right? So before we get started, tell us a little bit about your career, your background with the Lexington Police Department. All right, so my career started in 2006. I was on patrol where I spent approximately seven years on patrol. From there, I went to our clear unit. I was in our clear unit for about seven years, and while I was there, I did gang investigations and then our normal clear duties, and then after that, I signed up and went to our downtown entertainment district. I was down there for another six, seven years. And then at that point, I then came over to the training academy where I have taken over the recruiting. And then on top of that, I'm also on our bomb squad. So I've been there for about six years as well. Okay. So you're the first face that a lot of people see, obviously, when they're applying for the Lexington Police Department. So we're going to be talking a lot about recruiting in the process today, but I guess we'll start with what are we looking for? So we're looking really for any good individuals that have met our standard that we have set, which is, you know, at least a high school degree, general education degree, a GED are some of the minimum standards you need, but we also need you to be physically active. So when you come through our process, which would be in the phase one, you're going to apply online, which the website will be on on the screen and then from there you'll come in and take a written test. After you complete the written test and pass then you'll go into the physical test. After that is the oral board and then you move on to phase two which is the background process. And to get a little more detailed on the written test, the written test consists of three different parts which is a math section and then you go into a reading comprehension and then a grammar section. And then the physical test then consists of a bench press, sit-ups, and then you'll move on to a 300-meter run and push-ups, and then a mile-and-a-half run. Awesome. So what would disqualify an applicant? So general disqualifications really consist of if you've used any kind of narcotics in the last year, those are automatic disqualification. And then with LFUCG, if you've been working for us within the city, then if you've been fired within a year, that would be a disqualification. Felony arrest, and there's going to be certain misdemeanor arrests that we will not accept. And a lot of it comes down to just honesty in the background process. And then as long as you meet the standard that we have set, then you're going to be just fine in the process. So you mentioned a high school diploma or a GED. What about somebody that has a degree in biology? Do they have to be going down the criminal justice path, or are we looking for other things? So that's the great part is we'll accept any degrees. We actually like that diversity in degrees. We actually like the whole diversity period within the agency. But the real big thing we get out of different degrees is it brings in an all-around education to the department. So if we need someone who is into finance, well, we have a financial crimes unit. If we have somebody that has an English degree, well, we take a lot of reports. So having a good report writing is very important. So really any degree that you have is what we're looking for. We want that widespread just to help make our department better. We'll teach you everything you need to know in the academy. So whether you have a criminal justice degree or a biology degree, we're going to teach you what you need to know inside the academy. So we'll start off with law. We'll go into driving. We have firearms. So anything that you consider law enforcement related, we're going to teach you. So you don't need to have anything prior knowledge coming to us. Now, when you talked about the process, you mentioned as far as getting hired, you mentioned the written exam. You mentioned going into the physical fitness exam and then oral board. And then we get into backgrounds and some of those things. So what expectations should somebody have? And are we helping people get through that process? Yes. So actually what we put on are prep courses throughout the whole process. So once a month we'll have folks come in. It's about a two hour, starts at 6 p.m., lasts until about 8 p.m. Come in and then I sit down and I give on a presentation in our training academy just guidelines on what to look for in the process. So I break it down just even just to the bare minimum of what we pay, what benefits we have. and then I go into the testing process. And then after I'm done with my presentation, one of our background folks comes in, and then they give their presentation as well. So there's a lot of good tips, a lot of good things that we give you from the prep course that are actually very handy for those who are applying. And it helps them just guidelines through the whole process. That way it's not something where they're feeling too anxious, too nervous about this. We open it up. The prep course is a very relaxed environment. It's something that I want a lot of questions asked. And I ask, I think, 10, 15 times just in the first hour, is there any questions? Because I want everybody to be relaxed. I want them to know everything they need to know before they get into the process and take the test. Nicole, you remember when we talked to Donnell Gordon, which is a lieutenant training back a couple of months ago, he said even during the oral board, they could tell when people had been through the prep course. You remember that? Yes. So it helps a lot. There's a lot of really good tips we give. And it's, you know, just coming down to just how you should dress, to how you should present yourself, how to answer the questions. That's, I mean, we break it down very well for the folks who attend. That way they can get the best step forward in the process. So you had mentioned benefits. Yes. Can you kind of touch on what benefits is offered? Yeah. So when you start off in the academy, you're around $61,000. After that, you'll get an associate's degree if you don't already have one, which will bump you up another $750. $250. You also get a $3,000 bonus if you complete the academy and graduate. And then from there, depending on what other degrees you have, whether it's a bachelor's degree, a master's degree, you will get additional pay on those as well. So and then we also have an incentive for you that we have a $2,000 educational that we pay toward your education. So if you want to go back and get your bachelor's degree or get a master's degree or whatever education you want to continue on with, the department will offer a $2,000 tuition reimbursement towards that. And we have some other benefits including your traditional 401 s, your Roths. We also have a 25-year pension. So if you're not planning on retiring right away, you can stay a little longer, which we'd encourage you to do. But 25 years is our pension right now. But I also encourage all the folks that when they do come to the prep courses to invest into one of our other investment opportunities that you have. Then we have the traditional take-home car, so you can drive your vehicle home. Even if you live out of county, there's a small fee that you would have to pay if you live out of county, but you can drive your cruiser home. You can drive it throughout the city, and just as long as you have your radio on and respond to something if you're nearby, but that's the only requirement that they'll have. And then we also have a GI bill for you, so any folks that are in the military, you can utilize your GI Bill towards the academy. There's also military preference points for folks while they're going through the process to boost them up a little bit in the final ranking system. So if you are in the military, that's another benefit that you have. And the prep course, these are great questions to be asking because a lot of times, folks that are maybe in their early 20s or whatever may not be thinking down the road. You know, they start talking about pensions and things like that. So the prep course really gives them an insight. So besides the financial things and some of the things that you've mentioned, I always talk about why Lexington is such a great place to work. And, you know, our size, we're not so big that you get lost, but yet we're big enough that there's all kinds of opportunities that people can experience once they have been on patrol for a few years. So what all do we have to offer at Lexington? So if you remember when we first asked me, where have I been in the department? Well, just to show you right there, I've been in numerous positions here, which has been the greatest thing this department has to offer. So you get working in patrol, you get tired of patrol, you want to go on to something else, then we have our detective bureau, you have our canine, you have our specialized units, including the downtown entertainment district, you have our mounted patrol, then you have part-time units, our air unit, you know all about that, And then you also have Honor Guard, you have the Bomb Squad, our Emergency Response Unit, which is the classic SWAT team. And on top of that, our Traffic Unit. That's another one that you can get into. If you get bored, there's 15 different jobs within one job that you can do here. And that's one of the great things you have about our agencies compared to other agencies. You know, you get locked into one spot, you don't have to worry about that here. You're not locked in. You can go into different parts. And that's what I love about it and why I've got the experience I have here. Just being able to move around, get to learn new things, new skills, and then actually get to work with new folks and really expand your overall knowledge of the department and how policing works in general. So with a lot of, we have a lot of different agencies that work within this county. So, and they usually have to go to Richmond to DOCJT. Would they have to do that for Lexington? No. So that's another great part that our academy has to offer is you get to go home at night. So you get to sleep in your own bed. You get to be with your family. You will have tasks. I mean, you will have to study and get ready for the next day, get your uniform ready, you know, shine your boots. But you do get to be at home. So that's one of the great things about our academy is we're not going to wake you up at 2 a.m. You get to sleep all night. But, yes, you get to go home every night and be with your family. And if someone started the process, how do they get in contact? Do they call you, e-mail? What's the best way to communicate because it's a lot of information? Oh, yes. And that's one of the great questions I get asked. How do we get a hold of you? So if you text us on the Join Lex PD on our website or on the text line, that will come directly to me, and then I can respond to you. And that is actually the best way to communicate with me because it's not only do I have it on my computer when I'm at work, but I also have that connection on my phone so I can answer questions and I can respond. And the quickest way is for me to get back to you and actually answer the questions that you have and you're not being held up and waiting for someone to get back to you. So Lexington is a great place to work, right? One of the best police departments in the United States. My name is Jenny Norma and I'm here with the Senior Center in Lexington. And we are going to do a little flow yoga this morning so you're going to need your mat and and maybe a block, whatever you can find around the house about different sizes. Grab your water and towel, whatever you need. Let's go for about 50 minutes here. Doing some down dogs as well as standing up as well as stretching on the floor. So you'll be a little up and down. Right now let's intentionally just quiet our minds and get our spine up tall, as tall as We can lengthen our spine. Just kind of be aware of our breath. Maybe close your eyes or maybe place your hand across your heart. And then just going to breathe in the nose and out the nose. If you need to open your mouth, open your mouth. And let's just take some deep inhales here. Exhale. And get the rhythm of your breath going that feels comfortable to you. Right now you're just decluttering your mind, taking some stress away, getting ready for your yoga practice. Give me two more deep inhalation. Exhale. Exhale. Exhale. Drop in your right ear, right shoulder to start. Inhale, lift that head straight up. Flowing to the left ear, left shoulder. We'll do that once more on each side. Inhale, lift off. Lowering right ear, right shoulder. Inhale lengthening. Left ear, left shoulder. Inhale lengthening. This time dropping the chin to the chest slowly. Inhale lengthening, back up. dropping the head back gently. Inhale, lift up. Just going to press your fingertips into your knees or your thighs and we're slowly just going to roll the torso to the front as you exhale, rising back up as you inhale. And maybe go the other direction. And go with your rhythm, go with your flow, right direction, let the head roll with you. Once again, releasing some tension here, just comfort zone. Let's flow one more time each way. Inhale on the lifts. Exhale on the bends. And good. Let's center it all back up. Center your heart over your pelvis and your head over your heart. Let's sweep to the sky with a big sunrise up. Interlace at the top. Press the palms to the sky. Gently draw the shoulders back. Maybe then chin rest towards the chest. Whatever feels natural for you. Just taking that big chest stretch. And then reach tall, center up, releasing the right hand to the floor as you sweep to the right with your left hand. Oh, feel that side bend. I like to swerve my wrist here. You might also. Just going to give a wave. And then we're going to flow back up to the top. Interlace again. Press the palms to the ceiling. Big inhalation. Exhale, releasing the left hand to the earth as the right reaches over. Big side bend. Give yourself a little wave here with that right hand, that right wrist. Maybe open and close the fingers. One more time each way. Inhale, rising to the sky. Pressing the palms to the ceiling. Lift. And release to the right. Big sway. You should feel that coming up out of your hip, to the waist, to the ribs, to the armpit. And rise one more time to the sky. And side bend to the left. And good, coming neutral spine. We're just gonna take an eagle wing to the back, opening the sternum, the chest, the collarbone, reaching the fingertips back to your ability. Take that big inhalation here, and then exhale. Draw the sternum in and sweep the arms to the front. Hollow out that chest area. Big reach, exhale. Now we're gonna keep flowing over to your cat and cow here, which is on all fours, and continuing that spine flexion. Just rounding that spine up, pushing the shoulder blades to the sky, Tuck in that tailbone under, exhale that breath. Inhale, now we're going to make this a flow. Chin rises, tailbone rises, your inhale is here. Exhale, cat. Push those shoulder blades away, tuck that tailbone under, exhale the breath. Three more of those. Inhale, lift. Exhale, round. Inhale, lift. Exhale, round. And one more lift with the chin and the tail. The belly's going to sag here. And one more big cat. Now stay here on tabletop, neutral spine, which is parallel with the floor. floor. This time we're going to push the ribs to the left. So your right shoulder is going towards your right hip. So now your spine is going left to right or lateral. Come back center. Right ribs push away. Your left shoulder goes towards your left hip. Exhale. Let's do that two more times. If you have wrist issue, you can always come into a fist position, whatever feels good. Left ribs reach to the left. Center. To the right, those ribs, you should feel that from the hip to the shoulder. Center, last time each way. Left ribs reach. right center center first then right and good once again if you need to loosen up those wrists go ahead spinal balance now we're going to take our left toes and press them into the earth feel that stretch through the heel up the calf up the back of the knee now from there you're going to just give your butt tops a little squeeze and that leg is going to lift as your right arm reaches front your left heel reaches back now feel the lengthening of the spine pull up the belly core and reach inhale exhale tabletop right toes dig into the mat press through that heel feel each muscle stretching and lengthening give that buttocks a little squeeze you could call it a bum bum left hand reaches right heel flexes reach inhale back to tabletop let's do that two more times each way right on left leg reach extend take your inhale take your exhale back to tabletop. Left and right, reach and extend. Go taller, go longer. Back down. Last one, each side, right leg, left foot, reach. Bringing those muscles alive, bringing the tissues alive, getting the blood flowing, circulation, reach. And good, tabletop. Let's go wide with our knees and just sit your hips all the way back to your heels. First to start, we're just going to take our fists and put them in our forehead. Or I should say under our forehead. Just kind of let the lower back, the opening of the hips. This is called Y Child's Pose. Just let yourself feel grounded, feel relaxed. And then we're going to extend the hand straight up on extended wide child's pose. And if you really take those spider walks, like reach those fingers until they can't reach anymore, you actually feel your muscles stretching from that tailbone, that pelvis area, up the back. are pressing towards the mat, letting the head rest. You can always put a block or a pillow underneath that forehead if it doesn't rest down, no big deal. Just enjoy this stretch. From here, we're flowing into a shoulder stretch. It's called knot pose. The right arm's going to go in between the chin and the chest. Maybe the right ear turns towards the mat. and take advantage of that stretch. You should feel it from the mid-spine. Wrap it around your shoulder. Get comfortable there. Right arm comes back out. Big stretch to the top of the mat. And then we take our left arm in between chin and the chest. The ear can turn if it wants to. Exhale. Take the stretch. Walk our hand out there. And good, bringing everything back center, including the knees a little bit. If you have a hard time with bending those knees, you can always put your pillow or a mat, I mean a block underneath those knees. Now child's pose this time, with the knees a little closer together, take your hands down by your outer foot. Sometimes this hurts my knees, but hanging in there. Now this is your pose to relax, to come. If anything gets difficult and you're not feeling it today, just come to Child's Pose. Listen to your body. Check in. And join us again when you can. But right now, we're going to extend the palms out. We're going to press our forearms. Take our first plank here. Forearms right underneath our elbows. from our shoulders and then extend our legs long. Now modification, knees drop, but you want to be intentional of kind of squeezing those thighs together, letting the lower abdominal area feel nice and firm. You're going to push up out of the shoulders and then lengthen the spine so you can breathe. So move your chin away from your chest. And normally we take five long breaths here. I think we've probably already taken three. Let's go two more in the nose, out of the nose, and one more. Lowering the knees first, lowering the thighs, then the hips, chest, and then just let your head rest down. Once again, you can put your hands underneath your forehead. Now let's warm up the cobra, the lower back area, the upper back. So to start, just kind of lengthen the legs, pick them up and lengthen them, pick them up and reach down to the bottom or top of your mat there. You're going to take your hands to the outside of your chest and close to your chest and tuck those wings in or those elbows or those triceps, whatever you want to call them, tuck them right by your rib cage, like squeeze your rib cage. Now fingernails are down. So start to squeeze the legs as you squeeze your shoulder blades. Just lift your heart slowly. So let that lower spine start to feel some blood flow in that lower spine. But you're squeezing your upper shoulder blades. Take a big inhale here. Exhale lower. Squeeze the shoulder blades. That's the initial contraction. Slowly lift by squeezing those legs towards each other. So roll the thighs towards each other. Give your bum a little squeeze. Toenails down so your legs are nice and strong. And exhale, lower. This is good if you have the sciatic nerve also. You got to get your lower disc back in place. Let's get two more little baby cobra poses. Squeeze the blades, lift the heart, inhale breath, exhale lower. One more, I'm going to need your strength on this one. Squeeze your blades, lift your heart. Now use your strength, push yourself up, push yourself back, child's pose, exhale breath. Now let's put it all together. Coming to a modified plank with the knees down, you're going to shoot those elbows back, Squeeze your side body, lower your chest, extend the leg, squeeze the shoulder blades, lift your heart cobra, inhale, push back child's pose, check in. Two more of those, getting that blood flowing, getting everything lubricated here, ready? Chaturanga down. Squeeze the shoulder blades, Cobra up. Push back, Child's Pose. Just want to do one more. Do your best. Here we go. Plank, modify. Exhale, Chaturanga. Squeeze up, Cobra. Push back, Child's Pose. Curl your toes. Now sit back. Just walk yourself back. to kind of sit back on those heels, feeling a nice stretch in the feet. We're going to place our hands by our knees and pop our knees up. If this hurts, you're going to go stand all the way up. Otherwise, enjoy the stretch here. Nothing fancy. Now we're going to lift our hips and go into a forward fold. But the first forward fold, keep those knees as deeply bent as needed. Let's just kind of shake the head out, nod it yes and no. Hold on to those thighs or the knees, whatever you got there. Just slowly letting these hamstrings, which are the back of your thighs, let those stretch out. Taking a deep breath. Now bend a little more start walking yourself up those thighs. Start to draw your navel in. Give that core nice support. Walk your hands up your thighs then just take your hands to your back. You can also squeeze your waist, whatever feels normal for you. You're just going to slowly open your heart. If you feel dizzy, don't go here. Listen to yourself or stay close to a wall. Back bend, let it go. And now we're going to squeeze our waist and come to a complete stand. And this is called mountain pose. Mountain pose is just kind of checking in, bringing everything back to center, being aware of your breath. Let the hands just shake out. The knuckle of your big toe, press it into the earth, and then just let the side of your foot just feel normal into the mat. Just kind of coming back. Next week I'll throw in a balance pose and just let you maybe scoot closer to the wall or something. Today we're not going to do balance. Just because I'm not good at balances, but I need them. I'm going to step a little wider than your hips. Taking the arms straight up to the sky. Inhale. We're going to swan dive. Let's just do plies here. Just kind of warm up the knees. No tipping over yet. Reaching high. Inhale, breath. Exhale. Just kind of warming the knees up, the thighs up, the torso up. Go at your rhythm. Give me one more. Rise up. And then this time, take the hands to the thighs, lengthening the thigh, lengthening the spine. Let's push the right hand into the right as you twist to the left. Oh yeah, a little pop there in that lower back. So you're pressing into the right and twisting to the left. Draw center. Be intentional of pulling that core in, left hand in the thigh, right twist. and coming center again good heel toe in a couple of times so you're you're right underneath your hips roll up nice and slowly we're going back into that back bend thumbs in back fist in back squeeze your waist whatever you feel open up open up that heart and good squeeze the waist to come to a complete stand Ready? We're going to just tip on over to forward fold. Some people like their legs together. Some people take them out a little bit. So we'll get the flow going. From here, I want you to think about lengthening, lengthening, starting to bend the knees, starting to put the ribs on the thighs, letting the head just dangle, letting the arms come to a ragdoll, or holding on still. Let's take five breaths here. You might have raked some leaves yesterday. Things are tight. Okay, so this would be a forward fold. Then we go into monkey, and this is side view monkey. Monkey is where your hands will go to your shins or your block. But the main thing is you try to get your spine parallel with the earth. Monkey pose. and then from monkeys just into a seated chair. So hips go back, and this is usually a nice diagonal spine with the fingertips floating to the top. Ready, we rise straight up, inhale. We exhale back, bend, and then we swan dive over into a forward fold, hopefully getting a little tighter as we go, folding those lines together. Hands can come back to the back of the calves, or they can still hold on where they need to. One more inhale. Exhale, monkey, lengthening. Be intentional of those lower abdominals. And then chair pose, have a seat. Now push through the feet, squeeze through the thighs, lift through the core, exhale the back bend. One more swine dog. Now if you feel a little dizzy as you do that, it's usually because the large artery has been cut off when we sit and share. I'll show you. And then that blood flow has got a little bit of jet up there. That's where we get a little dizzy when the blood flow has a little hesitation. Forward fold. Inhale. Exhale, monkey, lengthening that spine. So here's chair, have a seat. So right there is that big artery right there is a little folded, a little chopped off. Now the blood flow is going straight up. This is where you might get dizzy. If you do, don't take the back bend. Exhale. Okay, we're moving on. Slide, dive, forward, fold. I want you to find yourself back in a plank. So either walk forward, walk back with the feet. Find yourself in a nice, strong, straight plank. We're going to open the feet hip-width apart. Push your hips high. We're going right into down dog. Push your hips high. Push the floor away. I still feel like I need to bend my knees. I'm not totally warmed up back there. Main thing is lift the tailbone. Push the floor away with the palms. Your head is going to dangle through your biceps. Good stretch, good stretch, good stretch. Give me one more breath. Now we're just going to drop to the knees. Sink back, child's pose, check in. And rising up. Taking our blocks if you have them. them if not just even you know sometimes you can just use a water bottle or whatever feels good for a stretch we're going to take the left leg through first go right into a deep lunge so the knees going to be over the ankle i want you to see if you can lift your heart you should feel that nice stretch in the right hip flexor i can't see myself oh i see myself i feel that stretch i haven't done much yoga y'all. I've missed y'all. Seven months has been a long time. Right arm is going up and it's just going to take a little stretch back as you're stretching into the left knee bent. That feels good. Okay, both hands come back to the earth of your block. Now it's a hamstring stretch. Just going to flex your heel. Sit back. Just lengthen over that leg. Good. Take it over. So your left foot is out in front. You're going to curl your right toe and then rise up for the low lunge. Give your right hamstring a nice little tight firm. Now see if you can walk yourself up. Take your hands to your thighs. And we're going straight up. If your arms can rise over your shoulders, go there. If not, keep them right there on that thigh. Low lunge. And good. All we're going to do is bring the hands back to the floor and push off with that right foot to meet the left for your forward fold. Ragdoll, whatever you're feeling there. Knees bent. Take your time. Inhale. Exhale monkey. Inhale. Exhale. Let's have a chair pose. Rising all the way up. Straight up, straight up. Back bend. Exhale. Swat dive. Forward fold. Now, the last time we hit our left leg out in front, this time we're going for the right leg. So let's step back with your left foot, drop that left knee immediately to the earth, and then we're gonna take that stretch that we did in the beginning. So your right knee is over your ankle. Taking that left arm, so if you've got a nice hip flexor stretch, let's take the left arm up. A further stretch if you need it. That left hand comes down, grab your blocks again and slowly. shift your hips back so your right leg is hamstring and stretched. Shift those hips back, ease into it. Bend the knee if you need to. Good. And then we come up to our low lunge. So walk the blocks back to the ankle, curl your left toes pop it up there so it's all control back here in this left leg as you start to rise your torso walk your hands up your thighs you're feeling it arms extend my line sink deeper if you can beautiful two more breaths Arms come around. You push off that left foot. It meets right. You're in forward fold. Check in. Deep breaths. Okay, moving on. Monkey pose. Chair pose. Straight up. Inhale. Exhale. Back bend. Swan dive, forward fold. Now, you can either A, jump back to a plank, or B, walk back. I'm going to walk back. So my hands stay at the top. I go back to a plank. And then we're going to the flow. Adding chaturanga, adding down dog. Dropping our knees first. Shooting our elbows back so our chest lowers. squeezing our shoulder blades as the legs lengthen. It's Cobra. We push back, we curl our toes. Child's Pose. Pop those knees up, pop those hips up. Down-facing dog. Now your legs are part little. Stretch down even more. Let's go ahead and walk the dog. That means right heel up, left heel up. Tailbone still rises. Head just dangles through those biceps, no stress there. Taking the right leg behind us, it's called three-legged down dog. Lift as high as you can. You can also be, if you need modified, just drop your left knee. You can lift that right leg up. Circling the ankle. Bending the knee and pumping it a little bit. Kind of loosens the quadriceps up. From here, we're going to swing the knee towards our chest, and then just lay the shin down where you want to lay it down. If you can do full pigeon, go ahead. My hips aren't totally warm. I'm just doing modified pigeon. It's just a comfort zone. Once again, it's nice hip stretch there. Some people lay your down. Some people stay up. But you could get that right hip. left hip flexor loosen up your wrist if you need it there we're doing good okay you're going to curl the back toe again and just slide the right leg back to that plank dropping those knees we're going through the flow chaturanga down squeeze your shoulder blades up push back child's pose curl your toes take a little break there take a little stretch right back into down facing dog lift the hips find your pose breathe your breath left leg rises the dead circle the ankle durability Bend the knee and pump it a few times. That's optional. Keep pushing out of the shoulders. Try not to collapse in the shoulder. From here, we bring our knee towards our chest. We just let that shin bone down where it wants to float today. And then take that. You'll feel it on the right hip flexor, which is your front. And then you'll feel it on your left outer hip. If you want to lower, you can lower it. You don't have to. Loosen up your wrist. Two more breaths. So that was sun salutation. You'll see that almost every time. It's just the perfect flow. Now, we're on our left hip. We're going to stay on the floor now. Just kind of shift our body to the left and swing your legs over. and come into a bone. First, we're just going to come into a seated position until I get my thoughts together, which I want to go look at y'all. So, with that said, you are seated. You're checking in. Be intentional of your breath. Be intentional of loosening up. Now, just going to extend your left leg out and keeping the right one thin. Go ahead and flex that left foot so it's nice and firm. It feels nice and soft. Now to take a little twist and a side bend. It's kind of fun. Take a twist towards the bent knee. I always take the right hand to the back. The left one just kind of helps me twist. Just a little twist. Sweeping the right arm over now. Try to reach for that left big toe. That should feel like a really good stretch. Your left hand can also go to the thigh if it wants, or it can stay out in front. You're feeling it though. Breathe through it. Should feel it like a side and a back. Nice stretch. Of course, the leg is feeling a stretch as well. and good let's push off and bring ourselves back to center this time switch legs right leg extends I like to flex it I just feel like the muscle feels a little firmer ready take your twist first first your spine goes as tall as you can like someone's pulling you to the ceiling right hand to the front left hand to the back just feel the twist feel the twist flex that right foot again be aware now right left hand reaches over finds that side bend oh that's the side where you're raking the leaves yesterday it got me let it go Good, one more breath. Okay, good, rise back up. Help that right leg come in for, oh my goodness. I've gone blank. Senior moment here. Feet together. Butterfly pose. There it is. Seventh grade gym class. Soles of the feet together. Go ahead and think about lengthening the spine. Don't round. Think about lengthening. You're not going to get very far, but you're going to feel it right on those inner thighs. We just don't draw enough attention to that inner leg. So let's give it a little stretch. And good. going to bring those thighs together and extend them straight out so shake a little bit reaching tall like at 90 degrees the legs the arms 90 degrees and slowly forward fold my goal for 2020 was to touch my chest to my thighs obviously 20-20, headed pivot. A change of plans for all of us. Hands, just relax now. As you're still stretching that lower back. And good. Walking those hands up the thighs. Before we hit our back, let's take our spinal seated twist. Right knee comes in, right heel comes in, right knee bends. We're going to cross it over. Once again, nice straight leg, nice straight 80 degree, or is it 90 degree? 90 degree body. Getting that spine lifted, taking that right hand toward the tailbone and take your twist. Healthy spine, healthy body, healthier day. Good. Just relax that right shoulder, letting the head relax as well. And good. I just sometimes take that right arm back up to get my spine back in line. And then removing the right foot down to the earth. Shake it out. So once again, both legs are straight. Sitting as tall as possible. Heel. Left heel in this time. A left heel can cross over. It doesn't have to. You want to think about the knee coming towards the sternum. Left arm rises and waves and comes to the lower back. And then make those little adjustments. You know, sometimes we feel like the Tin Man, and it takes forever to feel like the Scarecrow. But hopefully you're getting a little looser as you exhale on each of those twists. One more. Deep inhale. Ring out that spine like you're ringing out a dishrag. Exhale. And good. Bringing everything back center. And bringing that foot to a straight leg. Shake it out. now if you're not afraid to rock and roll back some of you all would take my my tuesday thursday class we're going to rock and roll back if you're scared to rock and roll back just lay on your back but rock and roll is just a little pilates move you're just going to crisscross at the ankle and roll like a a somersault like once we were a kid but you're just massaging your spine give me one more and I'll be in the back with you. I'll be on your back. Now still kind of holding on to the knees. You can rock left to right. And good. We're going right into bridge pose. So feet flat. Bring the heels as close to your tush as you can. If you have a block or a pillow that you would like a little inner thighs contraction, you can put it in those inner thighs or inner knees. So your heels are close to your bottom. Your hands are flat, just nice and relaxed. You're slowly going to peel your pelvis up, your lower back, to your ability. If you have issues there, you can also put your hands there and pop it up. You can also put a pillow underneath there, a block. But press the hands into the earth right now. Gives you a little pressure. You can walk your feet in, push a little more into the feet as you lift those hips. Now we're gonna take five breaths here. Think about the back of the leg, strengthening your buttocks. You're opening your hip flexors, getting a nice stretch out in the front. close, sorry, five breaths. And one more. Start to bring your vertebrae down one by one. Remove the block if you had it there and then once your tailbone hits, bring both knees to your chest. Maybe tuck like a ball, just counteract that last back bend. Come back to the center. We're going to happy baby pose here, bringing the knees high to the shoulders and the feet over the knees. Reach for the outside of the foot and press down. You can rock right and left. You can close your eyes. From here, we're going to extend the legs, wide straddle, maybe piece fingers on the big toes, maybe just press them in the inner knees. Once again you can rock right to left. Let's bring the legs together. Flex and point. Bring the palms up. Give them a circle. Get those joints some attention there. Give them some love. Dropping the right knee, right leg first. Right leg first, go long as you can as your left knee comes high towards your shoulder. Good stretch here. Relax your chin, relax your neck, relax your face. From here, we're just going to bring both knees towards our chest, extending the left leg long. Just a nice extension. squeeze that calf or that knee towards your shoulder both knees in one more time each way right leg long, big stretch both knees in left leg long Hug right. Good. Now just let your left leg relax as your right leg extends up. Once again, peace fingers on the big toe or on the inside of the thigh. Just take a stretch of the hamstring. Go gentle here. Right leg is stretching. Now we're going to take that right leg to the right. but you've got to keep your left hip down. So it's not going to go far. It's not going to touch the floor. Now I want you to extend your left arm as long as you can. Help that right leg come back to center. Relax it by bending it, foot flat. Left leg's coming up. We're going to stretch it first. No big deal if you can't touch your toes. No big deal, just gently draw it towards your chest. If you can grab the foot or the inside of that calf, take it to the left, but you gotta keep your right hip on the mat and your right shoulder on the mat as your right arm extends. Let's bring that leg back to center. And this time both knees are bent. Go ahead and put those knees together. You can stay in big arm Texas T. We're going to pick our hips up. Lift a little shift to the right as both knees drop to the left. Oh, I'm feeling that. Let's turn our face to the right. If it's too much, you can put the pillows underneath those knees. Mine are not touching, no big deal, but I'm definitely feeling the stretch in the lower lumbar. Quiet your face here, quiet your mind. Let's bring our knees back to center. Now, feel free to stay in these poses even longer. Let's little hip, shift of the hips to the left, both knees to the right. Turning our face to the left. And quietening our breath. Incoming center for final relaxation. Maybe you want to go diamond shape, just letting the legs flop open, the knees flop open. Or you can go straight legs long. I always like to keep them bent some way because completely straight leg kind of raises that lower back. I like to keep it more towards the lower back closer to the mat if you can. Now just kind of let yourself go. So obviously you can stay here and take your afternoon nap. Take a 20 minute nap. Otherwise, let's just open our palms close to our hips, palms towards the ceiling. Shoulders relax. We carry a lot of stress in our eyes, so let's relax our eyes. Relax our cheeks, your mouth, your tongue, your throat, your shoulders. Just think about melting into the mat on a sunny day like that's your beach towel out out by the sun on the ocean front.
