to advance it so you see liberty road here and they have a new driveway with circulation in the rear we have additional parking spaces on either side of the driveway we have a large detention area back here in the back um this has been approved um and then the the applicant it never was signed so the applicant is asking for reapproval with this revised plan we have our typical sign-off conditions um one of the major issues on this was this stormwater detention um as far as um the maintenance on this on this this lot here um then we had um sorry um provide outdoor lighting plan per article 30 and then addition of dimensions of landscape buffer adjacent to vehicle use area on the previous plan they were showing um all compact spaces along here and they revised it and now they've made them a standard 18 foot depth but we still want to verify that they still have the vehicle use area buffer between the parking and the property line um they don't have a dimension there so we're just curious to make sure that they still meet the minimum requirements there um the the retention detention stormwater area has been a discussion with engineering and at this time it's understood that there's still some concerns and issues that need to be resolved before for the maintenance on this so i'll open it to you all to see if you all have any other comments or questions yes i mean i can comment on the issues that we're having um on the final development plan they carried over a note from the preliminary plans that said you know stormwater management would be resolved at final development plan and we've not been able to come to an agreement and how they're going to meet the stormwater manual requirements um there's there's been the that basin's been non-compliant for a long time and um the solution they proposed was was to basically maintain it as is and not bring it up to standards and so we've not been able to come to an agreement on how they're going to manage their stormwater on site am i correct that that area floods a lot down in there along liberty road somewhere along in there i know they have major outside of new circle there is um no i'm thinking inside inside yeah well at any rate technical committee approved this with the uh condition that the stormwater plan gets resolved so you're you're okay with our moving ahead with that well you've already approved it three times yes and they keep they keep saying well i think the issue is that um they need everybody meets the stormwater manuals the stormwater manuals have their own relief valve appeal process that doesn't involve the planning commission because it's an engineering requirement right they need to follow that process if they want to appeal through the division of engineering it's not something the planning commission can waive okay so we're okay to what i'm trying to say is are we okay to go ahead and reapprove this if we've got this issue hanging out there and you're saying there's a separate process right we can approve it and they understand they everyone has to meet the stormwater manuals right we they apply to everyone and if there's relief they need they follow the you just heard is correct it's been approved several times there is an engineering challenge on this property one clarification is the non-compliance was not for my client was from a prior owner so feedback we've received uh previously um um the applicant unfortunately is on jury duty um so that's interfering with making final decisions and things excuse me but you know it's an engineering requirement um so we've got to deal with it so the fact is this is a resolved condition we know we're going to have to resolve it we're working on that we may end up asking for a postponement next week to have more time to do that especially if it's going to require uh changes to the plan itself we'll cross that bridge when we come to it but we we understand we've got to get this resolved and existing building to be replaced with a larger addition and upgrades to patio and sidewalks the applicants submitted a revised plan and in your packet you have revised conditions what we what we still have is uh to denote all buildings paving signs fences walls and retaining walls that are depicted described or required on this development plan should be required to require a separate review and building permit from division building inspection prior to construction and to provide a lighting plan per article 30 of the zoning ordinance and then on the final note is to discussion item how note 12 from the preliminary development plan is resolved and that note is information regarding the plan for stormwater management and information related to the resolution of the proposed building addition conflict with the existing sanitary sewer and will be provided at the time of the final development plan and um just for information this is the existing building and the proposed addition is outlots here this one is located on the corner of citation and georgetown and with that um we have the standard first 12 are just our typical sign up uh sign off conditions we have quite a bit of cleanup conditions um just we were talking about corner lots i'm just going to go back real quick talking about corner lots and how you cannot have vehicle use in the front yard um so i spoke with the engineer and he said that this was going to be their front yard over here on georgetown so that he has pulled back the vehicle use area back behind the front line of the building so that's how you know we were just talking about that i just wanted to explain on this one they had done that um the other side on citation um since we have to meet the front yard setback and make sure the vehicle use screening is not in the front yard it does on this one but over here this is a side yard so i just wanted to clarify that but as you can see we have um quite a bit of cleanup conditions um we have a new standard site box site statistics box this is in the royal springs wellhead protection committee or area and has to be reviewed by the committee we have to have something denoted on the plan as to when they do and if there are any additional conditions that need to be resolved clarify area of amendment correct boundaries of lots six and seven um just prior to um whoops just prior to these last two lots being submitted there was a consolidation plat which changed the property boundaries um ever so slightly um so the property boundary comes up this way there's just this wedge that was added to the adjacent property so we need to have that clarified because actually the parking and the proposed on this plan crosses over the property line to pick construction vehicle access to pick the location street cross sections of plan face addition of street cross sections per the plat there was a couple additions clarified on the record plat so we need to make sure that that's clarified on this also um easements with dash lines addition of a note from the previous plan that was denoting natural gas line is not located on this property and we had that on the previous plans and for whatever reason it was dropped off the plan uh clear from clarify information for approval on outlot as i said we've been working to get all these plans signed so we still have at this current time a few outlots that have not been recorded so we need to make sure that when they come in before this plan can get signed that we have all the development plans that have been recorded have been signed make sure we have all that information on this plan before they submit it um lighting plan uh discuss compliance with article 16 18 20 and 30 16 like i said was the corner part of that was the corner lot which i believe now after being told by the applicant how this front yard setback works um but these were new with the ordinance and we want to make sure that they meet those conditions discuss the approved square footage lot coverage in the b3 prior to june 27 2024 when this um when the plan originally came in they were approved for 7 000 square feet on this corner lot and currently they're coming in with a proposal for 800 square feet so as far as with the lot coverage we are gone totally in the other direction um and not sure how they can come close to what was previously approved um we've been on the understanding they can have the same same number of square footage that was approved on the previous plan and they can increase it but they cannot decrease it this one's showing quite a bit of decrease on the lot um so with that i open it to you all for any other comments or questions my comment is um this is the reason that i proposed the zoda to look into that requirement and some of the possible consequences as it relates to b3 which its intent is to increase economic viability so just a statement that this is a we're going to see a lot of this and i'm excited to see cleanup stuff uh what remains is uh update the tree protection plan and tree inventory for lot c um denote exactions to the approval of the division of planning provide a lighting plan per article 30 I think Brandon East is just to the south, comes out on Tates Creek Road. So it isn't on the corner, but it's just north of that. The Jessamine County line is this bottom part of the development and the development itself actually extends into Jessamine County. And we've received plans from Jessamine County to see how everything ties in together. And particularly the stormwater detention is just over the county line on the Jessamine side. And that's how we're dealing with this. There will be stormwater easement maintenance agreements recorded. So for a long term to make sure that these are taken care of. So that's how that's going to be addressed. As far as timing of the pump station, the existing pump station can't be used for this development. There have been discussions with various people in engineering, I think, at different levels of water quality about tying in this project with the improvements that are coming along Tate's Creek. There's 34 townhome units that's going to be at the entrance part for Elderslie Park. This is Richmond Road down here. So they're just revising the type of dwelling unit to attach single-family dwelling units. With that, you can see they've done some cleanups. We just had a couple conditions left to talk about. The first 11 are typical sign-offs, improved plan legibility for the conditional zoning notes, addition of tree inventory to be preserved. So a couple areas where there is some tree inventory or tree protection areas, and we don't know what kind of trees they have in there. Denote exactions to the approval of the Division of Planning. This is located outside the expansion area. Provide lighting plan per Article 30. Provided Planning Commission makes a finding for the compliance for the expansion area master plan. In the expansion area, we've been adding that note to make sure that people know that there's a 25-foot setback because it wasn't being shown correctly. And it's just for the garage itself. Five is the urban forestry, and 20 is the height and elevation of the buildings in feet. Let me put this in context. Here is the green. Uh-oh, hit the wrong one. Okay. The green is not working. All right. These are all townhomes in here, existing townhomes. Can you take the mic with you so people listening can hear? I'm not a veteran of this. That's okay. Let's see this. Okay. These are all townhomes existing. They're the newest part of our community right now. Along Tatton Park and Grassland, they're all single-family homes, two-story tall. Down Ellerslie Park Boulevard over here, this is the main entrance. It's one way in, one way out of Ellerslie. These are all single-family, two-story homes. And so what I'd like, just for your knowledge, took these pictures here. This is standing in the townhome area looking across the detention basin. On the plat that the developer shows, it says remove existing trees. These are the existing trees that will be removed. It's quite a tree stand that's going down along the detention basin where currently buildings one and two will be and the townhomes that go down 22 to 27. So that's this tree line. I know number five is the urban forestry plan. There's not much green space in there. The concern is how many trees are going to be put back in this and comply with the urban forestry plan. The second thing is number 20. As I said, building three at the corner of Tatton Park and Ellerslie Park Boulevard, that is one of the, I highlighted it here in yellow, it's one of the highest points in the community. And in fact, the community fountain sits at that intersection. The terrain at that point is about 10 feet above street level. And so the concern when I look at number 20, it says give the buildings in feet. I would recommend that it be building above street level in feet because if they're put on top of the current soil, they will dwarf the surrounding homes with the size of the building. So these are projected to be two-story buildings, condo buildings that currently sits at 10 feet tall and they're surrounded by two-story single-family homes. We don't know this, but we've been told there will be parking garages underneath these buildings if that, then we could imagine what the height of that. So the concern is the height above street level of the finished product and the urban forestry plan. Do you have any questions? I don't think anybody have any questions. All right. But can you address that? I met with Eric on site before filing the plan, and there's a couple of ‑‑ and he was agreeable with the plan to remove that fence row. The bulk of the fence row, the trees are interwoven with the woven wire fence, so they're impacted by that wire fence. And then beyond that is honeysuckle and volunteer pears. So the honeysuckle and the pears kind of make up the bulk of the fence row. Also, when the current plan proposed the removal of this fence row, and also I think, Judy, maybe you were on the planning commission when this was zoned? Yeah. It was quite a complex and comprehensive rezoning, and the property was looked at in total. And there were areas designated for tree protection and tree preservation at that time, and this is our last developable site. So in the zoning staff report, a lot of it is just seeking further information or clarification, really on how this relates to those master plan efforts, as well as if there's been any kind of talks with the surrounding areas, surrounding property owners, et cetera. But this area, it's really only two or three parcels that are really kind of in close connection. There are a couple commercial uses, industrial uses in Blue Sky. Their conditional zoning note that protects this area up here at the front coming off of Red Mile at Broadway, and it was to protect that there would be only green space in this area, and they're showing drive aisles in front of the properties. Clarify number of floors in building 36, 27, 38, 37. At one time, on this side of the parking area, it had mirrored similar to what was on this. This is our main drive coming into the Red Mile, and they had, with this being mixed use, they were to have retail, commercial, and residential, and they had proposed this along this side here. The intent of the hotel to be five-story building, and then that would be connected with the lobby. We lost a lot of parking spaces in that area, and mostly of these parking spaces are handicap parking spaces. We are replacing majority of them over here. And during the construction of the Red Mile, KU did not have enough capacity to supply the facility. So there is a transformer has been located over here that's fed from Versailles Road, and there is another transformer located over here that's fed from Broadway. So in that line, it's high-capacity lines that run along the building and feed the building in that location. So that dictate where the hotel is going to be located from relocation point of view because I don't think it's going to be very feasible for them to relocate that electric line. So that led the location of the building over here. So from these two buildings over here, we don't have anybody interested right now. So basically it's kind of still a concept idea where it's going to be this kind of building. So the intent of this building to be a two-story building. And we are adding this kind of basically to help traffic circulation. We're adding this entrance over here so that can connect Winback Way with Red Mile Road. On the tree protection area, we work the parking lot in a way to kind of minimize the impact on trees. So this tree will be protected, which is 38-inch sycamore trees. And this 41-inch tree will be protected. This 44-inch hackberry will be impacted. And 36-inch red maple and hackberry tree will be impacted. And we will get with Ben and we'll come up with a mitigation plan to his satisfaction for the tree removal. And that restaurant over here, most probably it's the Drake restaurant. baj is on sunny so we are out here at the lexington police department mounted barn how you doing up there well they actually found one of the horses that i feel comfortable getting on so far staying calm everything's good so but as you would expect lexington kentucky horse capital of the world you would expect us to have a mounted unit actually known all over the country so this month we're going to be looking at all about our mounted unit going all the way back to the early 1900s up until now and what's going on on the streets of lexington on horseback hey we are here with sergeant byron kriegmore with the lexington police department mounted unit thank you for joining us today for having us so can you tell us how you became the sergeant over the mounted unit uh funny story actually i was sitting in the office on patrol and i was working with another sergeant at the time he was an acting sergeant we were working on some paperwork for that day and he left he called me about five minutes later and said hey i have a random question for you i was like all right and he said you uh you like horses like this has nothing to do with what we were just talking about at all so it's kind of one thing led to another i came out here and met with the sergeant that was retiring from this position and the more information that i learned about it it seemed like a good fit for me and so i put myself out there and interviewed and got lucky enough and got the spot well you know you think of lexington you think of horses right and how we got to where we are today goes all the way back to like 1905 is when they first started talking about having a mounted unit here in lexington and then 1907 it came about started and it was basically then because officers couldn't respond to things in outlying areas quickly whether it would be livestock thieves or whatever and then it was disbanded in 1909 1973 they thought about bringing it back but 1982 is where you're at today all started correct right okay and and you how many officers do you have in the unit now we have three officers and myself as a sergeant so four total and what kind of training goes into becoming a mounted officer here with lexington so there's no requirement of any prior horse experience at all we've had a few that had no experience whatsoever and we've had several that do have prior experience some of them have either horses of their own at home or they've just grown up around horses and whatnot but the general requirement is once the officer gets to the unit the setup is there's a 10-week training program and it's kind of can also be adjusted a little bit based on their experience and their level of riding but they go through that course and once they can prove that they're ready and then test out and we do have a skilled out portion where we'll bring in guest instructors as well but then as long as they can prove themselves and test out on the on the horseback riding portion of it then they're they're qualified on our end to show that they're safe and that they have the proper skill set but they also have to train in driving the trailers the trucks too because the horses we don't just ride out from here we can take them anywhere in the city so we involve the the trailering as well and there's a lot of other components into it but generally speaking it's about a 10-week course but again that's based on their their experience level coming in so what does the mounted like what are your daily routines or sometimes we used to see them out like at parades and stuff like that what other events do you all attend so a lot of people out there don't know that we are a full-time unit this is our full-time spot so this is where we come to work every day and this is a 365 day a year job the you know the horses are not going to take care of themselves somebody has to be here every day take care of them so depending on the day of the week we could be turning the horses out first thing in the morning they go out to to graze in the fields and then we're responsible for cleaning their stalls that they've been in overnight making sure they have all the food medications and supplements and all that that they have at the end of the day and then it kind of just depends on what our schedule looks like we can either ride out here on patrol and that would mean the officers just saddle up and ride the neighbor neighboring areas close to here or they can put the horses in the trailers and go anywhere else in the city and we like to try to get as many different places as we can and when we're not doing that we do get requested a lot for a lot of the public relations types events it is a lot of the parades a lot of the like city parks events a lot of school events like the elementary kids love us so we do that a lot and then we also get a lot of requests for tours of our facility here and then we'll usually try to throw a demonstration in our training arena so they can kind of see our facilities and we can show them some of our skill set and whatnot so you mentioned the facilities here and 1986 i think is when this facility which is very near to downtown lexington was was built up until that point from the time i guess this current era started in 82 were you at the horse we were out at kentucky horse park they let us keep our horses out there so the one or two officers at the time would just go out there and get the horse and then kind of do things from there but once we got our facility here it is streamlined things so much for us made it so much easier to where we can patrol downtown areas from here and then we can also trailer out and go anywhere we need to go so with it being fall we have a lot of horse events you have keenly you have the colloquium do you all do anything out there at the horse park with the colloquium with our horses yes so that's actually we partner with them to host that event and that one this year we brought in 136 riders from i believe it's 41 different agencies across the country so we had people we had minor police officers from as far away as canada the toronto guys we had a couple from california some from florida they come from all over to this training we bring in outside instructors we brought in a couple instructors from toronto and a couple other places so it's two days worth of training and then two days worth of competition for the officer side of it and then on saturday and sunday we have two days worth of civilian clinics so pretty much anybody that's mostly local that they typically are people that just own their own horses and are looking for extra training opportunities that we bring them in it's a different group on saturday and sunday and we use those same instructors that we had all week for the police officers for those civilians as well so they get to be exposed to a lot of things that they wouldn't normally be able to access without us having that training so and then that it's also sponsored by our friends of the lexington mounted police that's our non-profit organization that they start off with the seed money for that and then it's a it's a really great fundraiser for us and it's just great training for everybody else as well we have a lot of officers that return year after year because they just constantly talk about the level of training is is unmatched and the facilities out there to all tech arena are awesome as well that's fantastic and you would expect that in kentucky right so what about and some other things you've got to think about it's not just you all we have to think about veterinarians and care and so forth so how do we how do we do that so that's that's mostly falls on my responsibilities is i'm essentially managing a small farm out here i never would have known it until i came out here and most people don't realize that we have almost 10 acres on the property here but the facilities out here we do all of the upkeep a lot of the upkeep ourselves as far as just the mowing and general stuff like that but then the veteran veterinarian stuff that that falls on me anytime we have an issue pop up which is fairly regularly if you have kids you know stuff just just pops up and you can't really plan for that kind of stuff but then also their their feet we do have a fair that comes out every six weeks to redo their shoes we have to keep the hay stocked we buy that every six months go riding yeah he's he's ready to work we buy about 500 bales of hay every six months and stock it in the hay barn that gets us through the year and then we use hallway feeds for our feed so it's a lot of the administrative side of it that most people just don't really realize until you've had horses yourself well course so ellie what is a hustler it's pretty simple i'm basically a horse and barn caretaker so bringing the horses in feeding turning out making sure that they're healthy and happy and assisting the officers so you're like a horse whisperer exactly so what does your daily routine consist of i come in at six every morning and feed the horses their grain make sure that they're doing well from the night in the stalls and then turn them out and they're out for most of the day until the officers need them for patrol and then clean their stalls and make sure they're good for the day then bring them in at the end of the day and call it a night so we we you know sometimes we don't think about all the care that goes into because these are animals right we can't just leave them so it's a year-round job right somebody has to be here every day yep and no days off that's why we've got me to help the officers out on the weekends and everything so we do take days off but but somebody has bit about how because i remember both of you on patrol how did you all get in the mounted unit yeah so there is an application process after three years uh patrol officers are eligible to put in for the unit if there is an opening once that opening is available there is an interview process and whoever is selected from the interview gets to come to the unit and there is a training process that takes place once they come to the unit to make sure they're able to ride and proficient in their skills so how long have you been in the unit four months four months all right and and what about you four years four years and four months okay so tell us a little bit about how does it how is it different being a mounted officer from being both of you in patrol how is it different from being a patrol officer so being in a mounting unit for me is uh it helps bring me closer to the community uh in a just a more pleasant way instead of seeing somebody on their worst day you know we get to see everybody on their best day and sometimes on our worst day and help make their day better if we can i've had just tons of people that are scared of horses and sometimes scared of police officers even come up and come a lot closer to us and finally end up petting the horse and being able to bridge a gap that that i've noticed before being able to go to schools is a pretty cool deal having kids getting to see horses and getting to see police officers we also have barn cats that when we do tours around here smoky and bandit are their name and people half the time love the cats just as much as they love the horses i'm barn cats and i've noticed them running around here oh yes they seem to be popular this is their house they love it so are you all assigned the horses yes so i'm assigned to bishop and aiden uh they're currently our two oldest horses as well they both came from asbury and she is assigned to houston who also has came from asbury they're all three of them are percher on thoroughbred crosses and we have two Clydesdales as well that are currently unassigned but we take turns riding them to keep them up now i know beat partners and the officers you work with every single day have different personalities right do the horses have different personalities definitely we call them horse analities okay i like it a little different than personalities i like it yes yeah he's uh he's a goober he's tired right now but he's uh he's very uh i would say personable he's very forcible he uh he loves his treats and he loves people a whole lot and he gets real lippy and plays with people a whole lot where some of the other horses are a little more just like like a statue kind of some of them some of them are very sleepy all right well we appreciate you talking with us this One call for your City Hall One call for City Hall, I love it That's easy for us all to remember What are some important facts about this service That the residents should know? I would like to say that we're the front line For our major service divisions Our hours are 8 a.m. to 6 p.m. Monday through Friday And by calling us, we try to do the first stop shop That one call resolution If we can capture all the information We document the call and get it To the appropriate division for servicing I believe that we spoke earlier off camera And you told me that at certain times That you receive more calls than others How many calls do you all typically receive? So our call volume fluctuates by the season Right now with the snow on the ground Last week we took approximately 5,400 calls for the week Wow But on a winter time normally is our slow time And that averages around 700 calls a day So that's 5,400 calls And that's excluding everyone that was on next door Or on social media Those are the people who actually called in So think about how many calls That you all would have received If everyone would have called you all directly Rather than getting on social media Correct Yes And what information do you need From residents when they call? An address An address is very important If you're not able to provide an address Give us a landmark or starting point To enter the request from The other information would be Contact information should the division Need to reach back out to you And then of course what your actual concern is Right So when a caller calls in Don't just say Eastland Parkway Give an address or a landmark Yes There's some streets that are long So we sometimes get callers that say You can't miss it But if we could get a starting point That really helps narrow it down Any kind of information to help out our employees Absolutely Remedy the situation So yes So what happens if a resident calls after 6 p.m.? After 6 we have multiple channels That you can still contact us We have a voicemail And we have an online web service Where you can enter a service request yourself The following morning when the agent comes in Someone will respond to that And actually put it in the system for the division Wonderful And so to get to that To the online process You just go to lexingtonky.gov So how long does it take for someone To review residents' reports? And could you walk us through What happens after the report has been received? So if we receive the concern via telephone It is entered immediately And sent to the appropriate division If we receive something through a voicemail or a webmail Our goal is to have everyone answered received In the course of a day by 6 p.m. upon closure So during the day phone calls take precedence But we do answer everything received on that day Thank you That's wonderful to know Let's say that you receive a call Regarding speeding issues Or traffic safety concerns in someone's neighborhood Who or what departments would you Direct the caller to reach out to? On this edition of Lexington Now we'll be bringing you highlights of her speech. Mayor Gorton began with the importance of agriculture and education to our city. While Lexington has seen enormous change since its founding, it's surprising how many things today remind us that we have not forgotten where we came from. Like the intertwining of our history with agriculture. Agriculture's roots run deep here. In 2025, agriculture remains an important part of our lives. It currently accounts for 1 in 12 jobs and adds 2.3 billion dollars to our economy every year. Horses have been a constant presence on our farms since the early 19th century. Today, our identity is wrapped up in our horses. They set us apart from everyone else. Our booming tourism industry, which also creates thousands of jobs, is centered around them. In 2023, the economic impact of travel and tourism in Fayette County was a record 1.6 billion dollars. Because agriculture has always been important here, we've long recognized the need to protect our farmland, some of the best land in the world. Our 25-year-old Purchase of Development Rights program now protects almost 33,000 acres from development, including large and small farms. Our Urban Service Boundary, set in place in 1958, is the oldest growth boundary in the United States. As Lexington grows, the importance of the Urban Service Boundary and the need for smart management of the land grows with it. A belief in the importance of education is also deeply rooted in our community. We had our first public school in the late 1700s, just a few years after our founding. That was unusual in those days when most formal education was private and costly. The first university west of the Allegheny Mountains, Transylvania University, was founded in 1780. Located two blocks north of Main Street and still in the neighborhood today, Transylvania also established the first law school and the first medical school in the West. With the founding of the land-grant University of Kentucky in 1865, higher education was further established as a firm and continuing part of the foundation of our community. It is no surprise today that we have a fairly, very highly educated populace compared to most cities. Because of our education system, including our public schools and Bluegrass Community and Technical College, our workforce is attractive to local employers and to companies around the world looking for a new home. Furthermore, the growing power of our universities often sparks technological innovation that becomes successful startup businesses. In the early part of the 19th century, Lexington's focus on education was one reason we became known as the Athens of the West. Today, the Athens of the West spirit continues to define our community through our continued creation of education, all forms of art, and that special sense of place that is pure Lexington. We are proud of the national and international acclaim achieved by our academics, our creatives, our local writers, visual artists, musicians, and the chefs who create our renowned local cuisine. That Athens of the West spirit is also present in our support of forward-thinking government. Our vote to merge our local government, to do away with city and county divisions, to be nonpartisan dates back to 1972. Today, we remain one of the few truly merged local governments in our country. Over the years, merged government has helped us use public resources wisely and efficiently, taking on costly challenges like protecting our environment with up-to-date sewers, developing a modern transportation system, protecting our neighborhoods, carving out our rightful identity as the horse capital of the world, becoming a leading economic engine for the entire state, keeping our cost of living low, engaging in smart planned growth, keeping downtown vibrant, and investing in quality of life. The need for continuing change and improvement drives us forward as we move into our next 250 years. We know we have much work to do to continue the tradition of accomplishment that has been part of our community since its founding. Driving accomplishments that serve people is the ongoing mission of your merged government. Mayor Gorton continued with a look at public safety. Based on the 51-year-old charter of our government, the mayor must report back on its accomplishments each year. Here are a few of the things from 2024 of which I am most proud. Let's start right off the bat with public safety, job number one for our local government. All-around progress in Lexington is only possible if we are first a safe community. Our public safety divisions are rock stars, well-trained, achieving the highest levels of accreditation available in their fields, and they are supported throughout our community. Recent years have brought safety improvements built on new technology, more services, improved recruiting and salaries, and investments in the best equipment. Here are a few examples of progress our public safety divisions made in 2024. Our police department continued its move toward use of more technology. Last year brought additional use of flock license plate readers and more staffing to our two-year-old real-time intelligence center where technology acts as a police force multiplier to improve efficiency and help police solve crimes faster. In part because of this technology, we have been able to cut the time it takes to recover stolen cars in half. Recovering vehicles valued at $4.5 million, increased the clearance rate for homicides, assisted with returning 27 missing persons to their families, and taking 113 firearms off the streets. Working together, our police and fire departments, along with E911, officially launched the community crisis co-response team. Community crisis assists public safety with mental health-related calls. Chris Perrine, who has a master's degree in clinical health counseling, was hired to work alongside public safety, bringing a new level of care to our residents. In recent years, we have taken several significant steps forward to improve service to those who are mentally ill. We added a 13th emergency medical vehicle to our fleet in fire, responding to a definite need in our growing community. Twelve firefighters for the additional vehicle are now in training. In 2024, we also made dramatic improvements in staffing levels at our detention center. After staffing deficits that ran as high as 130 officers, we are now just eight vacancies from being fully staffed. Today, our division of community corrections leads the nation in the number of nationally certified officers through the American Jail Association. Congratulations. Congratulations on a job well done to Chief Weathers, Chief Wells, Chief Colvin, and E911 Director Janelle Patton. Now, I can't finish this part without mentioning the fifth member of our public safety team, Rob Larkin, who just finished his first year as Director of Emergency Management. With the weather we've had, we are grateful to have Rob on board. He has extensive experience handling all kinds of emergencies as a former firefighter as well as a former member of the Kentucky National Guard. The work of One Lexington also makes our community safer. Now in their fourth year, our One Lexington team addresses youth and young adult gun violence using community-based strategies. Along with our police department and our community partners, One Lexington has helped drive down the number of homicides and shootings. Last year saw a 10% decrease in homicides and a 68% decrease in reported shooting victims among victims aged 10 to 29 years old. With our One Lexington team today is Max Rios, who survived nine gunshot wounds two years ago in a shooting that claimed the life of his best friend. Through his faith, relationship with our community partner Nestor Gomez, and the One Lexington team, Brian Karama, Kenneth Payne, and Larry Johnson, he has taken a new path in life. Thank you, Max. In 2024, One Lexington received a $500,000 grant from Governor Beshear's Everybody Counts initiative. Part of that funding is being used to pay for scholarships and training for those affected by gun violence. Max is the very first recipient of our skills scholarship, and he will begin dental assistant training this spring. Max, congratulations. After this, we continue our look at Mayor Borton's State of the City and County address. Hello, I'm Lieutenant Chris Van Brackle with the Lexington Police Department. Today we are talking about disability accessible parking and the aisles between those parking places. Accessible parking is a valuable and necessary resource for people with disabilities, and that includes the striped area next to accessible parking spots. These are access aisles, and it is illegal to park here, even if you have an accessible parking permit. Police in Lex Park will write tickets when they see vehicles parked in an access aisle or parked in an accessible space without a placard, and the fine is $250. Know where and where not to park. Mayor Borton highlighted the strengths of Lexington's economy during the second half of her State of the City and County address. So a safe community establishes the foundation that's capable of supporting a strong economy. Our economy is booming. Last October we set a record for the highest employment in Fayette County's history to date. 174,328 people are in our workforce. The Federal Reserve Bank recently confirmed our economic growth. Since the start of the pandemic in 2020, Fayette County has seen the highest rate of growth, 5.5 percent of any metro area in the Cleveland Federal Reserve Bank District, which includes Cincinnati, Cleveland, and Pittsburgh. While our cost of living remains relatively low, our median income is rising. Between 2020 and 2023, our median income increased by $1,311 a year. Workforce development is a continuing priority. Yesterday we opened the new Davis Park Workforce Center, and I welcome Johan Graham, who is with us today. He is president of AU Associates, the developer of this project, along with Affordable Housing in Davis Park. Along with partners throughout the community in workforce development, we serve people looking for a first job or seeking a new career, which also is meeting the workforce needs of our employers. Workforce training also includes inmates at the Lexington Detention Center, those who are near the end of serving their sentences. Our Second Chance Academy prepares them to find employment. Fifty-six graduates of our Second Chance Academy now have full-time jobs since being released from jail. New projects already underway will ensure that our economic growth continues. We are working on two new business parks. Construction begins this year on our legacy business park on Georgetown Road near the interstates. The park is estimated to create nearly 1,700 jobs, with an annual payroll of about $100 million. And we recently joined the City of Berea and Madison and Scott County Fiscal Courts to create Central Kentucky's first public regional business park. The 300-acre industrial park will be located in Berea. After a 10% hosting fee for Berea, each county will receive 33% of the tax revenues created by this park. Our regional partners are here today. Applause We have a grant program underway that's designed to encourage ag tech and food-based businesses to locate in Lexington and Kentucky. We are working to become the international hub of ag tech businesses. This past year, Bluegrass Ag Tech Development Corp issued its first seven challenge grants to ag tech businesses. We also have some very exciting economic development news downtown. Construction will begin this year on the 17-acre High Street lot across from Central Bank Center. A mix of residential, retail, and multiple parking garages is planned. Take a look. The High Street project is the work of Dallas-based Lincoln Property Company and local developer Dudley Webb, who is here with us today. Dudley, thank you so much.
