And we have one person signed up. And the way this works is that I will call your name, and you'll come to the podium and restate your name and say your council district. And you'll have three minutes. Amy Clark. Welcome. Thank you, and good evening, council members. I am Amy Clark, and I have lived in our home in the third district for about 25 years now. I'm here to ask you to please pull from the docket tonight the ZOTA 25, I think it's 25-2, the B-3 ZOTA. Item 8, I believe, in the first readings. This came straight from the Planning Commission report onto the agenda through administrative process. It wasn't discussed at work session. The ZOTA has no deadline for decision. It is in no way linked to the House Bill 443 mandate to make development plan standards objective and ministerially applied by July the 1st. It is not on the clock. The Planning Commission recommended approval of this ZOTA by the closest of votes, it was 6-5. Both the Planning Division staff and the Commission's Zoning Committee, the subcommittee, had recommended approval of an alternate text developed through discussion, there were actually several discussions, to arrive at the right amendment. Two sets of changes were offered. And it extended, as I said, over several meetings. There was confusion and new information was introduced by different parties, even in the final hearing. My thinking is this needs more thought. This short ZOTA, as reported from the Commission, would simply strike a provision in the lengthy urban growth ZOTA that was adopted last June, one little provision, without offering anything better to replace that standard. For the B-3 corridor business zone, the 2024 ZOTA set a minimum requirement for building size relative to the total size of the lot or the development, the land. Today's ZOTA would simply remove that minimum building threshold for developing land in B-3 zone. The language in alternate versions of this text proposing a different standard and some loopholes wasn't, I believe myself, terribly clear and ultimately was not persuasive by one vote. No real consensus was reached on this matter. This B-3 ZOTA addresses a complex matter. It affects how efficiently we develop scarce and valuable land on major urban corridors, how we foster housing and employment opportunity, how we improve the public right-of-way and support affordable transportation facilities to serve all modes of travel, including walking, biking, and riding the bus, as well as driving. An ordinance amending section 21-34A of the Code of Ordinances of the Licensing for Urban-County Government to reflect current requirements for municipal expenditures in appropriating and repurposing funds, FY 2025, Schedule No. 25, Item 2. An ordinance amending section 21-34A of the Code of Ordinances of the Licensing for Urban-County Government relating to sick leave to provide that individuals hired on or after July 1, 2025, may accumulate sick leave up to a maximum of 600 hours and may continue to accumulate such leave but shall not be paid for any excess accumulation and any excess accumulation shall not be carried over to the next calendar year, Item 3. An ordinance amending the compensation system salary schedules to provide a one and one-half percent structural movement applicable to all full-time and part-time positions in the unified pay plan to the position of council administrator and to two positions of police and fire pension benefit specialists providing that all full-time and part-time employees included in the unified pay plan shall receive a three percent pay increase for FY 2026 provided that the council administrator and two positions of police and fire pension benefit specialists shall receive a three percent pay increase in FY 2026 providing that the section 21-29B and 22-26B notwithstanding all employees at or above the maximum of the pay grade salary range shall receive a three percent pay increase in FY 2026 amending section 23-28A to increase the existing substructure for the positions of police chief grade 324E and fire chief grade 324E by three percent and adjusting salaries accordingly increasing the salary by three percent for three positions of law clerk part-time within the department of law and amending section 22-53.2B of the code of ordinances increasing the starting pay for traffic school guards to $16.71 per hour all effective June 30, 2025, Item 4. An ordinance amending the authorized strength by creating one classified position of an encampment coordinator grade 520E in the department of housing advocacy and community development effective as effective as of July 1, 2025, Item 5. An ordinance amending the classified civil service authorized strength as follows change the pay grade from 15 classified civil service positions of early child care assistant teacher from grade 510N to grade 512N reallocating the incumbents in the division of family services changing the pay grade from 10 classified civil service positions of early child care teacher from grade 512N to grade 518N the incumbents in the division of family services changing the pay grade of three classified civil service positions of educational program aid from grade 510N to grade 512N reallocating the transfer adequate funds in the grant budget item 47 a resolution designated the speed limit on dogwood trace boulevard from agape drive eastward to the end of the street as 25 miles per hour and authorizing and directing the division of traffic engineering to install proper and appropriate signs in accordance with the designation item 48 a resolution authorizing the mayor on behalf of the county government to execute an agreement with the fiscal court accepting and establishing funding for fiscal year 2026 county road aid projects in the rural service area item 49 a resolution councilmember baxter thank you mayor um i just wanted to um announce that the chilito park overnight closure that we expected to be done last night needs to be extended tonight and tomorrow night the work still continues so after 9 p.m this evening traffic will be diverted away from the through traffic in chilito and then it'll be intermittently closed throughout the day tomorrow and tomorrow yes just tomorrow so just just a note of caution thank you thank you councilmember hale thank you mayor um it was a pleasure to join the lexington uh department lexington fire department and mayor gordon this morning in the heart of the seventh district at fire station 21 on maple drive as we pushed newly refurbished ladder 16 to service according to battalion chief derrick roberts public information officer for lexington fire department as costs and build times for brand new apparatuses soared to over two million dollars in over three years the lexington fire department and atlantic emergency solutions contracted together to save time and money refurbished lfd ladder 17 this 2003 pierce 105 foot hd aerial ladder underwent a complete frame off refurbishment saving two and a half years on the current build time for a truck and hundreds of thousands of dollars ladder six is a worthy investment in public safety and an important addition to uh fire station 21 and for community members who may not know the tradition of pushing a new fire truck into the station it dates back to the 19th century when fire stations primarily relied on hand drawn or horse drawn pumpers and hoses after returning from a fire these heavy apparatuses could not be easily backed into a station by horse or by hand firefighters and sometimes community members will work together to manually push the equipment back into the bay this practice this practical necessity evolved into a ceremonial practice when new equipment was acquired now pushing the truck marks the official placement of a new apparatus into service it signifies that the truck is ready to respond to emergencies and protect the community also pushing the truck together symbolizes the unity camaraderie and teamwork that are essential for firefighting and the collaborative effort that is required to operate effectively i was immensely honored to have been included in this meaningful experience i want to again express my gratitude to the lexington fire department for the work that they do the professionalism and dedication that they bring to the job and their unwavering commitment to our community thank you mayor thank you it was fun wasn't it council member morton thank you um i got a couple pictures oh my bad that is one of the pictures um so i'm excited to share that the north side branch of lexington public libraries officially opened a new podcast studio and it's going to be open in july 1 2025 this is an incredible free and accessible resource available to everyone in our community the studio is fully equipped with professional grade tools and technology the library staff will be offering editing support and hands-on classes to help you learn how to use the equipment and produce your own content whether you're telling your story amplifying your neighborhood voices or creating something new this space is built for you we had the we had the chance to help break into the studio last night while recording an episode of real talk real change and it's a fantastic setup it's exciting to see what kinds of resources available right here in the first district and we will be utilizing this resource in the future for our office so you can stop by to into the digital studio at the north side library and book a time in person or learn more online at the lexington pub lib.org website and i hope you'll take advantage of that and then moving on um i at the previous meeting i need a chance to shout out the fatherhood initiative in the lexington leadership foundation's annual event so we continue to support the efforts that strengthen families and uplift fathers in our community as part of the commitment the fatherhood initiative was with the lexington leadership foundation um hosted a host of the father's day cookout at douglas park a beautiful afternoon of food fellowship and celebration of the vital role fathers um play in our neighborhoods in in the community this initiative offers ongoing resources mentorships and support to help men stay connected and active in children's lives we are proud we were proud to walk alongside community leaders i mean it's important work um and there was many many council members and community leaders there and then lastly just a heads up please mark your calendars for the isaac murphy memorial art garden summer concert series which returns this friday june 28th from 6 30 p.m to 8 p.m this free community event celebrates art culture and music in a space that honors lexington's black heritage and history bring your lawn chairs family and friends it's always a good time in the garden thank you thank you councilmember curtis thank you mayor um a couple of things uh first off uh we have a birthday on council and i would like to uh join uh ask y'all to join me in wishing my colleague from the first district a happy 27th birthday today and uh remind y'all that at the ripe old age of 28 i am not the youngest person on this council um second of all uh today is a significant day for uh me personally and uh for the lgbtq community uh it's the 10th anniversary of obergefell v hobbs uh being released uh that's the supreme court decision that made marriage equality the law of the land and something that a lot of folks don't realize is the kentucky connection that's there um there were several couples who were part of a couple of different lawsuits that were enjoined with uh obergefell v hobbs i had the pleasure last weekend at kentucky and a pride to speak with several of those couples and to have that firsthand reminder that this history is very recent uh it's not something that is a long ago uh relic um i remember finding out about the decision being in uh my bedroom and at a time in my life when i was questioning uh what my future would be able to look like and it was incomprehensible to me at the time that something so basic as marriage and equal dignity and protection under the law would be afforded to somebody like me and my partner um but thanks to those folks who were willing to take a stand against a system that was not designed to help people like them i'm now afforded that privilege and so i wanted to take a moment tonight to just say thank you to gregory burke and michael de leon randall johnson and paul campion jimmy meade and luther barlow kimberly franklin and tamra boyd marie splanchard and dominique james as well as timothy love and lawrence isunza uh without them uh that would not that would not be the reality that we live in right now and it takes a lot of bravery and a lot of courage and so i just wanted to uh give them their flowers so thank you very much mayor thank you council member beasley thank you mayor we may have some pictures oh we do so this past friday we hosted the um 21st century milk creek summer growth kids uh came here and visited our our lovely government center and i want to take just a minute to thank some folks that helped me pull that off i'd like to say thank you to the mayor's office for meeting with these rambunctious children um our fire department the police department e911 partners for youth emergency management the aclu lexart and our security team um corralling all those children up to my office was a feat and everyone helped the lr look how cute they are they also have somebody's holding a little crocodile they have a crocodile that they're touring with and taking pictures all over town for some project they're doing um we also got to go to the kentucky and and chorus this past weekend which is an amazing show if you all haven't got to see it i think they're coming back at christmas um this was a beach boy show that was really good and they had the kentucky acoustic cats there that was great so if you didn't get to see that show make sure that you're buying those tickets for the christmas show let's see what else do i have um we have some things going on in the eighth district we have um art in the park from the art on a move studio at gainesway and at river hill um july second is the next one at river hill we had to postpone it due to the heat this week and then we're also going to have the lexington children's museum come to both of those parks and those flyers are up on our website um also if you all see my little um stingray that's on my desk on the by my name tag um we went to the juliet market east end edition this past weekend and bought that from a lovely um artist there who is selling their things so make sure that y'all are visiting these local little pop-up shops there we went to um the local lex uh block party that's out on southland drive in the 10th district um this past weekend as well um and you can get lots of those good things i may also have one more city state off of richmond road i recently returned from a trip visiting london united kingdom i had a lovely visit and enjoyed everything i learned about policing i learned about health care i learned about community i learned about mass transit i learned about driving on the left side of the road i've learned about a lot of things when i was in the united kingdom i learned about i learned about a little bit about their homeless issues and problems and things that deal day to day i stayed in many different boroughs my favorite borough that i stayed in i liked the most was kilburn because i was close by to the train station and stores and places where i could have my cup of tea cafes and coffee shops and food was good it was excellent and i was able to able to get accustomed to the different foods and things that you could eat in london united kingdom also i was able to visit the united states embassy twice furthermore i even was able to visit home office immigration i was inside the building basically um i like london united kingdom they're very nice polite people and my most favorite thing to do was ride the buses and trains because i was able to watch the school children on their way school and their parents interacting and making sure they were disciplined and obeying the rules on the bus i will tell you a funny story have you ever tried to carry a suitcase and a 45 pound knapsack or backpack on your back and and riding on a bus or train where it's jam packed with a lot of people basically um i saw all the attractions to sites and made my own adventures and i even went to malls i like the malls it's just like being in america but they were similar and a little bit different my name is britney price thank you very much for allowing me to speak today
