I just want to take an opportunity to thank all the folks that were involved in making our Digital Accessibility Expo Let's Get Connected a success this past Saturday. Troy Black and the Chief Development in the Mayor's Office, Sharon Murphy in my office, Amy Glasscock in the Mayor's Office, CIO Liz Rogers, and then Leighton and our PIO all did a great job making sure that that event went off without a hitch. The Mayor came out and opened us up. I think we had great panelists, presenters, and then I think we had some really excellent vendors. So the main purpose of that event was to launch the survey, the Lexington Digital Community, not asset, but Digital Accessibility Survey. So I think Leighton, if he already hasn't, will share that information to councilmembers so you can get that in the newsletters and get it out. The goal is to try to get as much input and feedback as possible as we develop a digital accessibility plan for Lexington. So thank you, Mayor. Thank you. Councilmember Beasley? Thank you, Mayor. I just wanted to say congratulations to all the officers who won awards last night at our police banquet. It was a good dinner and great company, and we appreciate you all inviting us. Thank you. It was wonderful. Thank you. Any other council reports? All right, we will go to public comment for issues not on the agenda. We have a few people signed up, and the way this works is when I call your name, if you'll come to the podium, and you'll need to restate your name and tell your council district, and you'll have three minutes unless someone has yielded their time. So first, I'd like to confirm that Jeannie Robinson is here. And are you giving your three minutes to Rick Day? And is Nancy Ping here? And are you giving your three minutes to Rick Day? All right. Our first speaker, then, is Rick Day, and you'll have nine minutes. My name is Rick Day, and I live in the 3rd District. Several weeks ago, when our CAO first started to address the council, it took me a few minutes to realize that it was a lead-in for her to try and discredit everything I have told you over the last few years. Ironically, to do that, she had to discredit telling the truth. I'm sorry, Mr. Day. We do not speak disparagingly about other people, so you'll need to edit your remarks. Is that just a recent change? No, it's a long-time council rule. Okay. The things I have told you are accurate and true. I can provide backup information and documentation. I think HR panicked. They were caught red-handed manipulating numbers in the MAG study. They knew the credibility of the study had taken a hit. I blew the whistle, and their only defense was to try and discredit everything I told you. You were told that every compensation study has issues. I agree. They suggested you talk to the University of Louisville. I agree. And make sure you ask them about both studies. I think the first study had problems, and many were similar to ours. When the problems were pointed out, they did not ignore them or try to defend them. They did a second study to fix the problems. I'm going to suggest that you also call the city of Winchester. Ask them what happened when a newly elected commissioner noticed that there were obvious and appeared to be intentional problems in their study. They did not ignore the problems. They fixed the problems. There was concern expressed over the abuse HR employees were taking over the MAG study. I don't think there was too much concern. Several HR employees were reclassified in 2017. Their reclassification could have been overlooked and their numbers manipulated. They were not, and why not? If it was okay for one, it should have been okay for the others. When I asked for details about the quantitative point factor job analysis and the statistical modeling technique, I was told it was proprietary information. They had done a comp study for 1,500 employees. They told us it was fair, open, and transparent. But when I asked them to show their work, they said it was proprietary information. Remember when you were in high school and your math teacher told you to show your work? Do you think she would have accepted that it was proprietary information? Probably not. Our 1,500 employees should not have to accept it either. The 2014 study provided 50 benchmarks for comparing LFUCG positions. The 2022 study provided zero. When I asked for the benchmark for a specific position, I was told it was benchmarked against their commissioner. That's not the way it was supposed to be. That is not the way we were told it would be. Did the credibility of the study just take another hit? We were told time in current position is best practice. I don't believe that. In all the published material for both studies, that term is never mentioned, never referenced, and definitely never explained. I think it is a convenient tool when you want to manage the outcome. And you have seen how easily it can be manipulated. Now, you have heard this before and you will continue to hear it. HR and administration will tell you they value experience. Today, Brenda, one of my employees, is an administrative specialist, a 516 position. Today, she has over 18 years' experience in that position. Her salary is based on a 514 position that she held for less than one year. Brenda's director is the director of water quality. He has 17 years in that experience. His salary is based on 23 years. Did credibility just take another hit? Now, I have asked that question numerous times, and HR has never given an answer. And they don't answer because they don't have to. And I'm here to say thank you so much for hearing the ZOTA and looking at all the amendments and potential amendment changes. And I just have one comment that I do hope that you realize that the public never receives information from our HOAs or anywhere except from district emails once a month regarding most anything change-wise in Fayette County. I do hope that this working group will try really hard to reach out to the public. I do environmental work, and I talk to everybody every chance I get. And I agree that if we don't get some type of regulatory settings, whatever, for the solar that's coming, no matter what, through East Kentucky Power, not anything against East Kentucky Power, but we have to do something to help maintain the agricultural properties, even with the solar energy that will come in. I heard a lot of different concerns that we are more than happy to address and to answer. We are an open book. We are fully transparent.
