## Full transcript

? ? ? ? ? ? ? ? ? ? ? ? ? ? ? ? Good afternoon. I'd like to welcome you to the August 20, 2025 meeting of the BOAR. We appreciate those of you who are in attendance. We apologize for being a little late getting started, but technical issues can always make the best of us a little late. The board was established by zoning ordinance in 1958. Our first historic district was Grants Park, and we now have a total of 15 historic districts. The board, which is appointed by the mayor and confirmed by the Urban County Council, is a part of the Division of Historic Preservation. The Historic Preservation Office maintains a full-time staff to assist you with your projects. The board encourages and recommends that applicants use them as a resource. The Preservation Office is located at 101 East Vine Street, room 220. It is our procedure to consider applications in the order in which they're presented. In each case, we'll have a presentation by the staff and we'll hear any additional comments from the applicant. The board will then ask questions or make comments regarding the application and then hear comments from other interested parties. The chair will then ask the board members to enter motion. If you wish to address the board, please come to the microphone and state your name and address for the public record. We also ask that you write your name on the signing sheet by the door so the information can be recorded correctly. I would like to note the following staff approvals before we begin our review of the applications. There are certain items that the staff can approve, thereby eliminating the necessity for all applicants to appear before the board. There are a total of 20 approved recommendations. They are as follows. The St. Paul AME Church at 251 North Upper Street repair, build, exterior, build, basement stair walls and retaining walls. I will note for the record these are it's been approved subject to the standard two conditions. I see no reason why we can't move forward unless there's an objection. If not we'll move forward. I'll read them into the record however. Right. And there's one change I would say in the recommendations instead of having the construction of the metal fencing gate it would be for the approval. I'm sorry. I cannot hear a word you're saying. I don't know why this isn't. Can you hear me now? The construction of a metal fencing gate it should say of the balcony and patio. Okay. I wondered about that. All right. Okay. So this is a balcony and patio. All right. Instead of scope of work being. Okay. Got you. With that change noted and with the standard two conditions and I'll read them just to make sure they are in fact in the record. If any changes are made that alter the information submitted to staff for review and approval prior to start effective work and secondly once reviewed by the other city divisions resubmit the changes to staff or board for review and approval prior to start of work. I'm ready for a motion then. Chair per case number 00710298-P at 298 South Ashland Avenue I move to approve the certificate of appropriateness with the standard two conditions as read into the record. All right. Do I have a second? Second. Any discussion on the motion? Hearing none the chair will call the question. All those in favor of the motion say aye. Aye. Opposed, nay. The scope of work is to replace signage. The deadline is not set yet. The motion is adopted. Thank you. Good afternoon. State your name please. The application has been recommended for approval by the staff. They are subject to the standard two conditions. I will read them into the record. The first one is for approval prior to start of work. Secondly, if changes are made that alter the information submitted, resubmit the changes for approval prior to start of work. Any questions or comments from the board members? Any comments from the audience? Hearing none, the chair is ready for motion. I move that the certificate of appropriateness be granted with the standard two conditions as previously read into the record. Do I have a second? Second. Any discussion on the motion? Hearing none, the chair will call the motion. All those in favor of the motion? Any opposed? The motion is motioned. Thank you so much for your application and good luck with it. Thank you. Now I have am I missing one? 333 south upper. Right. I don't seem to have that. It should be the last case. No, it's call number 333 south upper. It was in the agenda so that's why. Again please. Because 702 central was in the agenda. It sort of created some chaos with the numbering. So we are correctly at 376 south Broadway. We just approved that one. 333 south upper. It was in the agenda. Okay. So let's turn now to 333 south upper street. The scope of work is replace a portion of the brick wall. Is the applicant here? All right. If you state your name for the record please. It's Charlton Clay. Mr. Clay. The staff has recommended approval of your . I would be subject to one substantive concern and that would be that you need to provide the final details of the canopy to the staff prior to the COA. Are you in agreement with that? Yes. And the other two are the standard conditions. If any changes are made that would require the staff or board for review and approval prior to start of work. Are you in agreement with that? I am. Do we have any questions or comments from the board? I have no audience left I don't think except this lone gentleman here. Thank you very much. I believe we're ready for a motion to approve the certificate for appropriateness with the standard two conditions plus the additional condition as previously read into the record. Do I have a second? Second. Any discussion on the motion? Hearing none, the chair will call the question. All those in favor of the motion please say aye. Aye. Motion passes and the COA as conditioned is approved. Thank you, sir, and good luck with your project. Thank you so much. All right. That brings us to the end. We have one more. The last one which is 608 West Main. 608 West Main Street? Right. All right. Do I have a motion to postpone this one until September 17, 2025? So moved. Do I have a second? Yes. All right. Without objection, the matter is postponed until September 17, 2025. Anything else to say? Since Betty is on her way because she's not here and we're wrapping up, I just wanted to let everybody know that our dear person here oh here's Betty right now coming in perfect timing. Perfect timing? Yes. For the end of the meeting. No, Ms. Kerr, you're late. He's coming in right on time. I brought a bucket. That helps. Is it a bucket? Yes. It's the moment. You all ran to the speediest meeting yet maybe which is a wonderful thing. I hate to tell you this but I was trying to slow it down. That's usually not our problem being too slow. Yes. But we wanted to take notice we the staff and on behalf of the board that Chris Edwards is retiring and Chris has been an absolutely fabulous member of the LFUCG team as the director of the government TV and endless communication things and has technologically helped this government go practically into the 22nd century but he's been kind enough to leave us in the 21st but it's my understanding this is your last meeting with us today and so excuse me we didn't want to let that go by without giving you a little gift so come on around here and just wanted you to have a little fun something but mostly to say thank you so very much for all that you have done. Thank you so very much. We really appreciate it and we wish you every enjoyment of retirement and hope that you'll never give this place a thought. I promise I won't. We too want to thank you for making us always look so good. That's not hard to do. Thank you all very much. I appreciate what you do. You're volunteers. I know you spent hours with makeup on us but thank you so much and we will miss you. We'll miss you as well. Thank you so very much. Thank you very much. I can wash my boat with this. There you go. Thank you. Is there any other items? Are there any other items on our agenda? If not, then I am ready for a motion to adjourn. So moved. Do I have a second? Second. Without objection, we stand adjourned. Thank you so much. Thank you all. Thank you.
