wanted to just ask for a brief description of item e that's for the one lexington crisis response mediators so you could inform the community of what this is being used for welcome divine um so the crisis response mediators are those who we deploy anytime there is a shooting incident um we had four for about the last three years and we just added a fifth one all five of them have unique connections to different parts of the city and so if there's a shooting that happens in a specific neighborhood we want to deploy an outreach advocate that already has a connection in that neighborhood um this just isn't fatal shootings this just isn't injury shootings but even when a house gets shot up and nobody is injured we deploy this advocate their job ranges from connecting families with resources to possibly even mediating a conflict sometimes they'll show up and be on the scene as soon as the shooting happens sometimes it might be an incident that doesn't get to our attention until a couple of days after the fact and once we get some more information then we'll deploy them and so they've been really big and kind of connecting us to families in different parts of the community but then also mitigating a lot of retaliatory violence so in a nutshell that's kind of their job and could you just talk a little bit about any type of training that the mediators have yes so they have quite a bit of training in and our training is a little bit different than other cities just because the realities that we deal with here are a little bit different so for example two out of the last three years about a third of our homicides were domestic violence related and so bystander awareness training is a must not just for our crisis response advocates but even our volunteers they're trained in conflict resolution restorative justice practices gang prevention mental health first aid compassion fatigue as well as bystander awareness training okay thank you thank you mayor thank you councilmember ellinger thank you mayor k as in kentucky welcome director burton welcome director uh could you explain to me what's going on on that that shared use path so it's going to be a 12-foot path or we and where are we at in the phase we're just right now in the design phase is that my understanding correct this will connect to the existing path that's on armstrong mill now and then take it all the way out to squires lane um on the south side of the roadway and yes it'll be so is it just is it going only going to be on one side is it's just the north side and because and it looks like that it's there there is a path that goes over to central parkway i think that's right right it'll connect to that exist it'll be on the other side of the of the road to connect to that one so the goal is to make a complete system that will tie into the sidewalks that we constructed probably three years ago on the other end of armstrong mill so that bikes and peds will be able to get all the way from tate's creek to out to the squires trail perfect what's the time frame on that hopefully we're in design now our goal is to get through that for the rest of this year start the right away the right away will probably take a year-ish uh fingers crossed um and then we'll start construction in probably early 2027 thank you thank you mayor thank you council member morton thank you i will start with um just letter r um and just for the knowledge of the public and for castlewood neighborhoods specifically could you just please talk about this project and what's coming um however you want to put it yeah my name is ben cornet with environmental services so this is a green space trust project and it is out of 642 to 650 east loudon avenue that area consists of six vacant lots that were acquired by lfucg for flood mitigation projects and now it is a detention basin is currently being turf mode green space trust proposed to create a pollinator garden plant trees install benches bike racks and educational signage so we're here today over the encroachment agreement with columbia gas to allow us to install those so we've had three outreach events since june of 2024 the upcoming installation will be the three benches in the two bike racks it's going to be basically to benefit water quality and provide a usable space for the neighborhood great i appreciate you thank you i look forward to seeing it seeing the project and then just my next items are for item e and i for one lexicon cool um just to start um i know that council member shian asked about the trains and all the different things so can we go i guess um i just want to walk through the roles and responsibilities so if we had a gun a gunshot victim or a shooting take place talk me through it they come and then just talk me through it sure so it depends on where it's at um the demographic of the victim and that'll determine who we deploy so for instance we have an advocate who's born and raised and currently lives in east end we have one born and raised currently involved in the west end area we have two latino advocates one that lives in the cardinal valley area and then we have one who works extensively with the judges and within the school system so depending on if it's a male or female victim will inform who we deploy if it's a gunshot victim in the east end area we're going to deploy our advocate who lives and grew up in the east end area the reason being they may have connections with those who've been affected and possibly even if this is a beef or a conflict he may have connections with both sides so that gives him the ability or her the ability to maybe mitigate a conflict once they connect with the family that's been directly affected their job is to connect them with resources whether that's mental health whether that's relocation maybe they want to get wonder why they can't get their car because maybe it was part of the shooting incident and now it is evidence and so just things of that nature okay cool so then let's kind of let's talk about the payment structure so why was this specific payment structure chosen the bi-weekly payments in general i guess i i think just kind of like any other job just wanted to ensure their consistency we wanted it to be congruent to our payment schedule nothing too deep okay cool did we ever consider like making it based on maybe like per time they go out to a a scene rather than bi-weekly so like for instance so and i don't let's do the north side of town let's do green acres let's say that that this crisis response or this area does not receive a lot of gun violence calls and then we may not have to use this crisis responder the whole month or two months what i guess will be the reason for paying them bi-weekly if we're not if they're not in use being used in that way sure so and i didn't want to get too much in the weeds of the totality of our work but our crisis response advocates don't just respond to gun violence incidents so uh give you a prime example yesterday and council member lynch was with us we did a neighborhood engagement walk in an area that was recently affected by gun violence all of our crisis response advocates routinely attend those they're also a part of our in-school mentoring program they also volunteer during the summer and sometimes if there's other one lexington events or engagements they are a part of those and so even though their primary function is to respond to a gun violence incident they're pretty active consistently throughout the week so we just felt that bi-weekly payment schedule was will work thank you thank you council member baxter thank you mayor um is someone from water quality here i have a question about f hello mr lubeck i'm just curious if this project is completed i know we've it's been you know kind of dragging on a bit i just was curious if this was just for restoration of this this is just for restoration they've already done it and then we felt if the horses came back it would just destroy what was done because it isn't well enough established so keep the horses off of it for a few more months this will take the grass get established and this will take us through the end of the year uh yeah four more months yes okay okay um thank you and then i have a question about thank you and then i have a question about item l someone from police this is about the traffic safety program grant hello commander just curious if this is um i think this is a grant that we apply for annually correct yes ma'am and uh does this specific program um have requirements like specific requirements is it for duis is it for like what part of targeted enforcement would it be so the goal of the program is to reduce fatalities injuries and property damage we do that through a data driven approach which focuses on speeding dui enforcement as well as seat belts which are known to be the primary drivers of fatalities and injuries okay and is this the amount of the grant is it consistent with what it's been in the past yes okay great thank you so much thank you mayor all right thank you council member morton um this wouldn't be for item i this time my apologies i ran out of time the last one and then it's just literally the same lane of questions it's like start off with the kind of the roles and responsibilities and what this person would do um for item i the survivor led yeah so this this came out of our strategic planning session um obviously all three of us have been directly affected by gun violence in some way but none of us even though i've lost a child larry has lost a father or a foster child none of us have lost a child to gun violence and so the community has been telling us for a little over a year that we need a survivor on the team also when we look at survivor-led organizations across the city we think there could be a little bit more synergy and so we wanted to get somebody on our team somebody that we work with maybe not on a consistent basis but somebody who could help bring synergy to the survivor community but then also better inform anything that we do that has to do with survivors and so i think we try our best to listen to the survivor community but having somebody on your team is something that the community said that they wanted and so that's the reason we're bringing that liaison on okay cool yeah um all right and then similar to the same question like with the with the flow it was a what was the thought to not bring them in-house and not have them like um yeah and as an in-house employee rather than just a professional service agreement um i think part of that is is the budgeting right and and two um we kind of like to pilot things and just see how it goes um instead of bringing a person in when they're um there is no history of a position like this in city government right and so we want to make sure that we're building this responsibly and the goal one day is to not only have positions for a survivor person but then also even our crisis response advocates those should be full-time positions but i think we have to build this and work our way to that point um and then obviously the budget as well which we're trying to grow responsibly okay cool cool um direct services wise what would this liaison provide so i think the first thing is that synergy piece like there's a lot of different pockets people doing incredible work in the community but kind of like we've done with gun violence prevention i think somebody could come in somebody trusted um that could come in and pull all of those different survivor-led organizations together see what they could do in partnership um maybe see where some things are getting replicated that don't need to be just to get the best outcomes for survivors but then also if we do have a homicide instead of our crisis response advocates reaching out it would be our survivor liaison who will have that experience of losing a loved one to gun violence and they would be the ones to make first contact and then they will partner with one of our crisis response advocates to deploy any more resources that the family might need okay cool cool and then lastly um just tied to qualifications and trainings what specifically were you looking for other than just um being a survivor what what specific trainings and qualifications were y'all looking for so they'll go through all of um the survivor they'll go through all the trainings that our crisis response advocates go through um also we're going to get them connected with the survivor network with cities united and so they'll be coming to the cities united convening with us there's a national network of survivor-led organizations doing incredible work i believe tanya lindsey with swag is in that network as well um and then also to double back to your previous question when we really think about it crisis response advocates are different i'm not sure that we definitely need a full-time survivor person in the city um because i think we got well-qualified survivor-led organizations that are already out there but i think the city having that liaison to make sure that any opportunities that exist within the city like funding um anything like that that person is constantly in touch with the survivors on the ground that are already doing the work so there's no need to rush to um a position with the city and i think because of the restraints in city government i think some of the things that survivor-led organizations can do um create better outcomes for survivors so um your next question did i answer that good thank you all right thank you councilmember lynch thank you mayor and my question is for a regarding item i again the survivor survivor liaison and my only question is um was the rfp process done in order to um vet and choose this vendor no um it was not and the reason we didn't do that is it was below the threshold so we didn't have to do an rfp but then also we wanted to target somebody we wanted to use our professional discretion um the feedback from the community to target somebody specific this just isn't a nine to five type of job that is built on um your education qualifications or your experience this is a very very unique position and so we needed somebody that not obviously had that lived experience but then also understands the work um we were really careful because this is gun violence prevention and so we wanted to make sure that we chose somebody who had great relationships with other people within the survivor community and so a person could pass all the qualifications or write a beautiful rfp um but they might not have um the personal connections or the relationships to do the job adequately so we leaned on our professional discretion to choose somebody thank you thank you all right thank you does anyone else have one from july 3rd social services and public safety and one from today thank you council member reynolds thank you mayor uh please bear with me as i read these three reports the june 3rd 2025 social services and public safety committee meeting was called to order after 1 p.m the april 15 2025 committee summary was approved unanimously without any additions or corrections the first presentation was an update on the substance use disorder intervention program presented by carmen combs marks our substance use disorder intervention program coordinator she examined the goals of providing naloxone and discussed how the growth of community paramedicine has altered the narrative the recovery supportive living assistance rsla program was launched in 2020 to support individuals entering recovery the most significant barrier to access in arkan is the stigma several community members push back due to fear of being associated with the issue marks emphasize the importance of being present and having a voice to contribute to the solution no action was taken on this item next we heard from mark woods chief nursing officer at uk health care eastern state hospital and lindsey jasinski chief administrative officer at the empath center the center assists in obtaining the necessary resources and services unlike the typical emergency department at the empath center a psychiatrist sees patients with 10 to 30 minutes and a care plan is promptly provided jasinski noted they have assisted over 4 000 patients aged 18 to and over they have reduced hospital stays by 8 percent and outpatient follow-up has increased from 29 to 65 percent she also reviewed the empath outcomes which include winning the national empath of the year award no action was taken on this item finally jeff crook ceo of the hope center reviewed the property expansion he detailed the building specifications and timeline for opening he discussed veterans housing and supportive transitional housing he noted the veterans housing has not reached capacity but veterans don't qualify based on their discharge status regarding outreach the hope to add a second shift they hope to add a second shift they have two vehicles in use for outreach but can also bring another vehicle created creating three teams they plan to increase fundraising in the hope of avoiding service reductions due to loss of federal funding no action was taken on this item the meeting adjourned at 2 31 p.m and that concludes my report my second report is from the july 3rd 2025 social services and public safety committee meeting the meeting the meeting was called to order at 302 p.m the june 3rd 2025 committee summary was approved unanimously without any additions or corrections our first presentation provided an update on recruitment retirement and retention for the public safety divisions chief colvin weathers and wells shared details with the committee about ongoing efforts of each of their divisions each division outlined pay considerations and the steps for officers and firefighters recruitment initiatives include social media and traditional media campaigns public events bus ads engagement with and with engagement with applicants excuse me and software enhancements to streamline applications and efforts to improve communication for retention the focus is on physical and mental health personal training development and employee recognition programs no action was taken on this item next we heard from jeanette hart the quality services manager with a lexington fayette county health department she highlighted the importance of incorporating participants lived experiences from photo voice and co-design strategies to enhance access to behavioral health services photo voice is a participatory research method that allows individuals to document their lives their lived experiences through photography using image images narratives to advocate for change co-design is a collaborative process where community members stakeholders and professionals work as equal partners to develop solutions that meet local needs hart pointed out that there is an increasing rise in behavioral health issues including depression and anxiety on a national level no action was taken on this item at the end of the committee meeting i announced that there was a special meeting of the social services and public safety committee that will be held on august 26 which is tonight from 6 to 8 p.m to receive public input on the sober living or better put recovery residence ordinances the meeting adjourned at 4 24 p.m and that concludes this report out third is for today's social services and public safety committee meeting which is august 26 2025 the regular this is a partial report out the regular report out for this committee will be october 14 2025 however in the interest of moving forward on one action item i would like to provide a partial report out during today's committee meeting council member beasley presented on amendments to section 4 in the code of ordinances related to the keeping of certain animals and the keeping of noisy animals pursuant to the actions of the social services and public safety committee at its committee meeting today august 26 2025 i move to place on the docket for the first reading at the august 28 2025 council meeting an ordinance amending section 4 of the code of ordinances of the lexington fayette urban county government relating to the keeping of certain animals as follows amending section 4-11a to prohibit the keeping of more than one rooster within any area of the urban county except those zoned agricultural amending section 4-11b to increase the penalty amount to no more than 100 and amending section 4-12b to increase the penalty amount for the keeping of noisy animals to not more than 100 effective november 1 2025 on behalf of the committee i so move is there a second second council member morton seconds made um and while he's walking up i um want to announce the chevy chase neighborhood association is reactivating and they are having a meeting tomorrow night at 7 p.m at christ the king the best entrance to get to the classroom they're going to be in is through door number four and they have um released a new website chevychase neighborhood.org um thank you chief for being here and um i just wanted to give you an opportunity to talk about the success you recently had um so that we so you can let council and the public know well thank you for the question um and the opportunity dr sheehan yes we um as i put out in the dps report this week the division community corrections is the first county jail in the nation to achieve and exceed 100 certified officers certified jail officers through the american jail association this is a goal that uh we've been um that we saw that we we saw was possible and we've been chasing for uh quite a while it's one of three national records that i records it's one of three national performance um thresholds that we achieved this uh this year our uniforms were put um were nominated for best dress to public safety uniforms in the corrections division by gals earlier in the year so we won first place for that so we're proud of our uniforms and we thank the council and the mayor for uh providing them to us secondly um we were the first jail in the um american jail associations um we became the um the leader uh in the american jail associations uh certification national certification program uh we became the leading jail in the nation for having the most and then we are the first one to achieve the 100 officer certification certification so you know we believe that you're only as good as your training that's what the marine corps taught me um you're only as good as your training and we used it as a foundational driver uh to try to achieve a positive culture change at the jail that we're still we're still working on will always be working on so it has proven our our data shows us that the retention is better for officers that have sought this certification taken the challenge and um and passed the exam so um our recruit training goes into our field training officer program goes into the probationary period at the end of the probationary period we challenge our officers and offer them the opportunity to sit for this national exam and test their skill set across the united states and we find that as they enter the permanent officer force that gives us an officer that's confident with a demonstrated skill set which is always safer and with uh the trust that their leadership will develop them well congratulations on this achievement and um my thanks to you for your leadership and the rest of your leadership team but then also my thanks to the officers for the time that they put in um to get certified and to to study and work towards um passing these tests so thank you we'll pass it on to him thank you thank you uh council member boone thank you mayor um i just want to take a moment to thank all my colleagues and our aides who were able to join us last week for council ag day we were we were joined by the members of the rural land management board fayette county farm bureau uk extension office and other industry stakeholders it was a great opportunity to get out of the office and see the impact of our agriculture agricultural industry up close thank you for our host hallway feeds dreamtime market gardens and grimes mill winery and a special thank you to erica rogers from the mayor's office for taking the lead on organizing this day along with vice mayor woo's office thank you mayor thank you council member lynch thank you mayor as mr karama mentioned earlier there was a shooting in my district and i just want to thank one lexington for responding with the neighborhood engagement walk on yesterday we had a great turnout it was a mixture of um dunbar high school teachers and staff members of the community and some of my district two neighbors and we were able to make some really great connections with the neighbors and even speak with one of the young men's grandmother who was he's in the hospital recuperating as well as the other youth is as well as the other youth they're both in the hospital recuperating but it was a great time to connect with my neighbors on that street and connect them with resources so thank you one lexington for having the engagement walk in my council district yesterday my second announcement is regarding our villages community gatherings we have a couple going on this week so i'd like to invite my neighbors to come out and learn about the village model that a caring place is taking both hands around and is doing a great job shepherding this new initiative into lexington so please come out this week and also take time to complete the survey we want to assess what the needs are for our seniors in our community before we roll out the full program we'll know what the needs are so we can meet those needs so please go online and fill out the survey we would love to have that information also i just want to remind my neighbors that yappy national dog day and then lastly i have an announcement for my neighbors that live around the legacy business park blasting is going to be going on this week blasting is required for utility installation there will typically be one to two blasts per day for a duration of five to ten seconds blasting will be conducted on weekdays between the hours of 9 a.m and 3 p.m and seismographs will with gatton park so this past weekend in the home of the 11th district we celebrated the grand opening of gatton park this new space in our downtown has already proven to be a gathering place that will put smiles on faces and we had a great time it's a great turnout a lot of folks out there thousands of folks and the mayor was there several a lot of different council members you see in that picture is a great time hot day but a great time um so moving on um i also wanted to give a shout out um and this is green echo day but first i want to give a shout out to the 90th anniversary of aarp social security i'd like to take a moment to recognize aarp on celebrating the 90th anniversary of social security this milestone gives us a chance to reflect on the importance of medicaid and medicare programs that provide security stability and dignity for so many in our community and i know last week i didn't get a chance to attend their event but i did um tell them that i would definitely get a shout out so i wanted to um make sure that i did that i'm moving on green acres day um so i had the privilege of attending green acres day this weekend and it was so encouraging to see so many beautiful faces so many people i know um it's actually my home community where i was born and raised so see a lot of family members and a lot of folks that i grew up with um the energy unity and pride shown by neighbors um was very very overwhelming it was a great day events like these remind us of the strength that exists within our communities especially when we come together but it also highlights the history the culture of our communities while also being part of the present highlighting the present um present time so and then lastly the lexington resilience in the red line documentary in the heart of the first district in the heart of our city at the lyric um so congratulations to black yarn and all the partners who brought lexington's resilience in the red line to life this powerful documentary shines a light on history that continues to shape us today and challenges us to take action towards equity and justice um this this documentary is specifically about lexington specifically about redlining and um bad practice that took place over time um and when bad practices take place um we know that in the future it just takes good actors to try to make them right and that's what we're here for hopefully so um with that being said the free screening is today at 7 p.m from 7 p.m to 8 p.m right across right next door at the kentucky theater um so i hope folks whoever's watching this maybe will have time to go out and check it out it was a great great documentary so thank you thank you council member savigny thank you mayor i just wanted to do a quick thanks uh to council members sheen and brown for joining and the mayor for joining us for black soils um anniversary yesterday i don't have a picture of it but it was a great event and there was lots of fresh vegetables and we had a very very good time great food and it's nice that it's in the 10th district it's in big lots plaza so if you um if you ever need some fresh vegetables it's a great place to go and i think they have one in in council member lynch's geography as well so um and then i just wanted to uh take the opportunity to welcome our newest member of council lisa higginsward i'm very excited to work with you i'm glad you're here um we'll have some fun and we'll we'll do some things together i appreciate your being here and your willingness to serve thank you mayor thank you council member reynolds thank you mayor and i'll echo that i'm glad to work with um council member higginsward again after five years uh so we're really excited to have you on our team so thanks for serving uh okay so i i don't have pictures but i think all of you have seen a million pictures of the grand opening of uh gatton park at town branch on saturday and like council member morton said there were thousands of people there i think i literally saw half of lexington there and i really want to thank my colleagues um obviously uh the mayor participated um and being there i think this is such an exciting moment for lexington and i'm glad that we all got to celebrate it uh on saturday and then um this friday is the garden side at sunset festival we had this festival back i think it was in 2019 and then covid happened and so we're bringing it back and we're working with tall sound so if you want to come out for a cultural night with food and music and dance uh performances then please come out to a garden side plaza which is almost right across from kroger there's two plazas there it's the lower plaza near the post office once again that's from six to ten and greater garden side association is an association of neighbors and businesses that have been working together um over the past eight years to try to make that um neighborhood and area on alexandria drive better and
