And so that's why I, for one, am supportive of this, and I want to ask my colleagues to be as well. I think this is something that could be really transformative for our residents, and transportation is a human need. I wanted to mention about the Ride United. That only allows up to one trip a month per person, so if anybody has to go anywhere more than once a month, obviously that's not going to be feasible. So I don't want people to think that that system is a system that already is doing this model and therefore we don't need to do it. It's one resource that we have that I'm grateful for, but it is extremely limited. The other organization, ITN, they do some microtransit as well, but with volunteers. And they also, I approached them about the possibility of taking this on, and they also said that they could not do that and they were extremely limited and could only work with the few volunteers that they have. So I just want to reassure you all that even though there's some other options in the community, they are not to this extent at all, and they are not fulfilling the needs of folks that really need to get around on a daily or frequent basis. So I just wanted to mention that, and thank you for considering this. Thank you. All right. Council Member Savigny. Thank you, Mayor. And thanks so much for the presentation. I have a few questions. While I do all think all this is very important, and I think it's kind of a, it's a great service. It's a great service to add to kind of expand coverage for folks that need it. I'm just trying to understand a few details. You basically have, if I'm reading this right, you're suggesting it's about $54.66 a ride. Yes. Is that correct? Yes. Okay. And with that, the duration, you're talking about a pilot that is going to, do you feel like it's going to be a year-long operation? Or is it going to take you, you're going to, it sounds like you're going to do, you have to do a bid, you got to award a bid, you got to figure out a way that you're going to actually do this with whatever the provider is, and then you're going to have to market it and roll it out. So I just want to understand the duration, because I just want to make sure that our expectation is set right. Is it like a two-year thing, what do you think is really going to happen? So if we clear the bar today, the RFP will be on the street soon, and I would imagine an award would happen early next year. And through that RFP process, it's up to the bidder to tell us what their timeline for implementation is. Most of these companies are very familiar with standing up these services quickly. I fully expect service to start sometime next year, and then a year beyond that would be the pilot. Okay. Could you also, could you tell me about how much per, what's the current per ride on a standard bus, kind of, I don't want the customer costs, I kind of want the same number as this 54. 7 to $10. 7 to $10. Yeah. And then a paratransit ride is about 60. Paratransit is about 16. 60. 60. 60, yes, 60. Okay, so it's in the same scale as this. Same scale, yes. Okay. And then, and I think that if I'm understanding what Council Member Elinger may ask for, I think he's asking for $475,000 of a $1.168 million project. And my assumption is your board is going to attempt to cover the additional, is that? Yeah, there's the $475,000 that we're talking today, the $250,000 that was approved prior by Council, and then the board is going to look to get as close to our results of our feasibility study as we can. And that's where if prices come back and they're more than what we're showing here, we might have to pull some of this service recommendations back to be more cost effective. If not, then yes, this is what we're going to aim for, and however the finances can play out, we're going to get as close to this as we possibly can. Okay. And then, I think I still have a few more seconds. Are there other models that are using ride, like standard ride share, that are basically doing something different with lift and with whatever? Because I mean, those rides are obviously cheaper than $54. Yes, there are some cities that have the subsidies for the Ubers and lifts, and that is very similar to the model that United Way has. Thank you, Mayor. And thank you, Fred, for the presentation and for all the work that you all have put into this. Council Member Savigny hit most of my questions, but I just wanted to touch on one thing that is still kind of sticking out for me, which is that the original discussion, as I recall, was about microtransit as a first-mile, last-mile setup, but an anywhere-to-anywhere model seems to be contradictory to that. Sure. So I was wondering if you could speak to why there was that shift. Yes. The anywhere-to-anywhere model is within the zone. So some microtransit operations would only take you to a bus stop or a bus hub. And in this situation, we think we can get to where if you want to travel anywhere within the zone, you're able to do so, but we're providing the free transfers to fix routes. So we still want to be the first-mile, last-mile to bring you into the system. However, if we can give you that complete mobility within the zone, we're going to try to do that. Okay. So you can't travel outside of the zone on the anywhere-to-anywhere. That's all. Thank you, Mayor. Okay. Thank you. Council Member Sheehan. Thank you, Mayor. So I want to speak a little bit to the Ride United program because I was the one who started to bring it to people's attention. We had a presentation to our Access Lexington Commission on 211 and their services, and the Ride United program was presented then. The Ride United program is a microtransit program, and it is a partnership between United Way and Lyft across the country. So it's not even just being operated here. So this is a model that is working here and also in other locations. What is important to kind of point out are some things. I want to correct some misinformation, but then also point out that this is new to everybody, and I think that this is a moment where we're talking about spending hundreds of thousands of dollars of public funds, and in addition to the funds you're talking about from LexTran, over a million on one small section of the city. I think we really are responsible to do our due diligence on what is available to us. So the Ride United program, when I spoke to Ms. Muhammad, who was in charge of that program, she said they do have the capacity to expand, but then while they have restrictions on what kinds of rides they give and how often, the funder determines that. So if we are giving funding to this, it is our role to then have the conversation about what those funds get attributed to and what types of rides those get attributed to. And right now they're doing rides for $27 that not only support the people who need these rides to get to medical appointments, job interviews, job fairs, in other locations they also have a partnership with DoorDash that does grocery deliveries to people's homes. All of those services would be available to our community members, but it also supports the Lyft drivers in our community, so there is an economic piece to this and a jobs piece to this. LexTrain has done the study that we have asked them for, but I think it's our responsibility to then take this information and then take this new information that we have just found out about this Ride United program to then put that together and really compare them. So my ask today is to recognize that we do have a need for conversation around transportation and solutions to meet the needs that we're talking about here, but I also think that we should compare these two programs before we fully jump into a pilot program that's going to take a while to start when we have a microtransit program that is operating here now. I might log back in in a second if we have further discussions or if there's questions, but I'll stop there. Thank you, Mayor. All right. Thank you, Mr. Dixter. Thank you, Mayor. Thank you, Fred, for your presentation, for being with us today. You made mention, and Council Member Spigney kind of touched on it too, that you would take our contribution, potential contribution, back to the board for consideration of covering the difference. Do you have any indication that your board may or may not be in support of that? I just want to make sure we're setting realistic expectations in the community. I think there's some realistic expectations. I think there's an interest there. We just need to see what comes out of the RFP. Okay. Perfect. And then, as far as trying to determine whether or not the pilot is successful or not, what type of benchmarks or data collection will we have before us or before your board, even, to know if it has truly been successful outside of just customer satisfaction? I'd like to see ridership as a good start. Along with that, some efficiency metrics of how many trips are you providing per hour, making sure that all the vehicles are moving around. I would like to see how many trip denials there are, to make sure that we're capturing an appropriate amount of the demand, and making sure that on the funding side, that we're getting the bang for the buck that we're after. And we can compare that back to what we saw in the study. And so that gives us sort of the basis to look at and measure from. Okay. That's good. I would look forward to that presentation, that report back on a potential pilot project. I think, at this point, I appreciate Council Member Sheehan bringing forth additional information. I also think that with this particular pilot project, we're kind of not gonna know if it works or not if we don't do it. But I just want, like I said, to set really realistic expectations to the community that we could do this pilot project, and we find out it's not a good fit for us. And so I just want to say that publicly, that while I am in support of it in theory, or some type of something that looks like this, there is still always the chance that it may not be a fit for our community. So I might come back to you. Thank you, Mayor. All right. Thank you. Vice Mayor Wu. Thank you, Mayor. Thank you for your presentation and your work. Is the way this pilot is set up, like as written here, is the idea behind it that we run this pilot for a year, we have benchmarks for success, and then we essentially multiply this by, and I can't remember how many zones, I think it was five, is that right? Five additional, six total, yes. Six total zones. So is the idea that if by whatever benchmarks we set that this pilot is successful, we basically multiply this by six with this kind of exact model? Is that the intent? Yes. I think if we can start, again, start small, which is what we saw in the study, and phase your expansion in. So we probably wouldn't go from one to six, but maybe we can go from one to two. Maybe it's, hey, let's make sure we've got this one funded and nailed down sustainably for years to come, and then we can start looking at the second one. I think all those conversations for the next step are very important to have, and I'm happy to do so when we get there. And so the total cost, they asked before us today, it's $475 from us, but we said the total cost for this one year pilot is $1.6 million? It's roughly $1.2. Okay, $1.2 million. Is it reasonable to extrapolate that the cost of running this program permanently, annually, if we did the entire city, the six zones, we're looking at $7 million a year? It was about $8.5, $8.4. Okay, $8.4 million. Do you all have an idea of where that revenue is going to come from, or how are we going to pay for that program long term? We're going to need help from council, not only from the city coffers, but also building relationships with the business community and others to help us fund this sustainably in the future. So we're going to be leaning on not only you, but your networks as well, to see if we can get this funded. I appreciate that. I think we, as council members and as stewards of the taxpayer money, we want to be cognizant not just of the potential of a pilot to potentially either fail or not be a good fit, but we also have to be cognizant about what if the pilot succeeds? What if it is a good fit? What if it's exactly what we need? And then to look at that cost factor, because $8.4 million is nothing to sneeze at. It's a huge number. As we've seen this year, our fund balance was a lot smaller. We've got a lot of uncertainty from the federal funding level. So there are kind of a lot of things to consider. So I want us, as we go forward, to consider that particular aspect and start thinking about if we were going to try to help with some portion of that, if not all of it, where that's going to come from. And so to me, again, from that fiscally responsible sort of due diligence point of view, I am inclined, along with Councilmember Sheehan and others, to take a deeper look at the other options on the table, including Rides United. It could be something as simple as a presentation to us, because I think for us, this information is fairly new, and we haven't had a lot of time to really digest it. And certainly, I don't think we've had time to really compare the two programs. So if we can have an idea of a program that's already in place that's not a pilot and directly compare that to what we're proposing before we pull the trigger on half a million dollars of taxpayer money, that would be my inclination. So again, I don't want to speak for my other colleagues. The sense that I have for myself is that we support the idea of microtransit or some sort of filling of the gaps of our transit system, right, and serving our residents. What form that takes? I am personally agnostic on. I want to find the best way to provide the services and the most responsible use of our taxpayer dollars. Thank you. Thank you. Councilmember Lynch. Thank you, Mayor. Thank you, Mr. Combs, for the presentation. My question is for Councilmember Ellinger. In the spring, we had to commit to a meeting that you were supposed to schedule with, I think, a city representative, where they have microtransit at play, where we can ask questions. I've been waiting on that meeting, so I'm still very interested, because I have questions about how a city has done this, pros and cons regarding this program. So is that still a possibility for us to meet with someone? Yes, I've left numerous opportunities to meet here. As a matter of fact, I had invited Dr. O'Quinn to come, actually, to this meeting back in August, and I know, Jane, you've left messages, too. Can you come to the podium and say where we stand right now, because the last time we spoke, I put the ball on your court trying to get a hold of Dr. O'Quinn to come here. Yes. Hello. He had preemptively agreed to come to Lexington, and so we're just working to find a date, and we haven't been able to do that yet. I believe he had a re-election campaign going on this fall. Okay. I look forward to that meeting, because I have questions I would like to ask him specifically, so before I can maybe make a final decision on this. So I would love to have that meeting. All right. Councilmember Beasley. Thank you, Mayor, and thank you, Mr. Combs, for your presentation. I do have a few questions, and if you've already answered them, I'm sorry. Is this still like a curb-to-curb service? Yeah, that's the anywhere-to-anywhere model. It might not be door-to-door, but it would be curb-to-curb. Is there, I assume that these will not be wheelchair or ADA-accessible vehicles? They will be ADA-accessible vehicles. They will be? Yes. Okay. And so then there will be somebody with them, like if they have, I'm just thinking about some of our neighbors who might be suffering from dementia or something like that who still live alone. Would there be, they would still be able to use this service? They would. I mean, we wouldn't restrict anyone short of some medical need. I mean, we try not to get into that. We would want that person to look for wheels because there's more services available to them on wheels. So yeah, we would recommend that they go there. And then I guess my last question would be, I heard you say that you can't leave the zone, right? So even if we did this citywide, I couldn't go from like the Marksbury Library to City Hall. You would access your fixed route. So you would take me to the bus stop? Yeah, you'd use microtransit to access fixed route and then fixed route to your across town destination. Gotcha. I think you've already said that you have actively started recruiting to get this done. Is that my understanding? Yeah. We posted a job for its mobility manager, so oversight of this program is part of the responsibilities of that position. And I appreciate Council Member Sheehan coming up with the Ride United because I think that is a great program. I think it has a lot of merit, but what we're going to be doing with this is going to be complementing LexTran. This is going to be part of LexTran and they're going to be running the program. The Microtrans is going to meet the gaps for the transportation. It's going to be either from point to point or last mile, first mile and fill in those gaps. It will be turnkey. I would think that would probably be what we would start with and then at some point possibly be in-house eventually. And when we look at the area, I think we should be able to get a lot of good information from that and be able to know if we're going to proceed going forward with this program. But this fund balance request will allow us to get this pilot project going and I ask my colleagues to please allow us to go ahead and do that. It's an event honored both history and heritage, highlighting the cemetery's recent arboretum status and celebrating the artistry of Mr. Kiptoe, who transformed a fallen tree into tree benches inspired by traditional African hairdress styles. It was a powerful reminder of how our roots, stories, and natural spaces intertwine to preserve culture and community. Moving on, we went to the NAMI-Lexington Mental Health Awareness Walk. This weekend I had the honor of walking in the NAMI-Lexington Mental Health Awareness Walk alongside my sister, some friends, family, and colleagues, as well as those who work in the mental health field. It was inspiring to see so many advocates, families, and survivors come together to raise awareness, reduce stigma, and support one another's mental health. Mental health impacts every community and I remain committed to helping ensure access to resources and care for all residents. Moving on, we spoke last week with the Henry Clay High School freshman class. Last week I had the pleasure of speaking with a group of freshmen at Henry Clay High School. We talked about how local government works, what civic leadership looks like, and how their voices matter. The students asked insightful questions and spoke honestly about challenges they face, from safety to belonging. Conversations like these remind me that our youth aren't just the future, they are the present and they are my priority and should be our priority and we must continue to guide our work with their voices in front of mind. Lastly, the tour of Voices of Hope. Yesterday I had the opportunity to tour Voices of Hope and learn more about their incredible work, supporting individuals and families affected by substance use. Their recovery model and commitment to peer-to-peer connection are essential to the health for our city. I look forward to exploring how we can continue to support their mission while strengthening the surrounding community and ensuring all residents have pathways to healing and hope. That's it. The Villages at Great Acres is having a public art reveal on October 23rd at 5.30 p.m. Please come out to see that public art piece unveiled, that will be at 112 Lucille Drive. There is a free haunted house happening in the second district at the Black and Williams Neighborhood Gymnasium on October 23rd and 24th from 8 p.m. to 10 p.m. A family-friendly haunted house will be in the gymnasium. So families, please come out for a fun experience, a fun, spooky, hopefully not too scary experience for our kids and families, not just in the second district but throughout the city. There will be a Madison Station Park clean-up on October 27th from 8 a.m. to 10 a.m. All volunteers are welcome to come out to that. The Madison Hills Park Playground ribbon-cutting is coming up on October 28th at 4 p.m. Thank you, Mayor, for being present for this ribbon-cutting, and my neighbors are very excited to get their kids to this newly renovated parks, and thank you to Parks and Recreation as well. Additionally, tomorrow, a Hungry Hump Day will be happening at Madison Station Clubhouse in the evening, and there will be a Halloween costume contest for all the kids. So families, please bring your kids and costumes out for that contest. And then lastly, the Slack Soil Neighborhood Pharmacy Market will be having their pumpkin patch for the next two weeks.
