This was identified by our encampment coordinator. It was near a camp on a private property that we had been asked to assist with. Identification was on January 22nd. We made contact with one individual and I'm gonna note that this is the same individual from the Oxford Circle camp. That's why when you get to the totals you're gonna see one less individual represented because it's not a unique individual, the same individual from both of these camps. We confirmed that he had been relocated to the shelter. He seemed to be just storing items largely at this location. We made multiple attempts during the weather event to contact him but weren't able to reach him and then did have additional contact when we went to post initial notice on February 2nd and we confirmed that he was not staying at the camp and had retrieved his belongings. A final notice was posted on February 20th and that cleanup was $480 and occurred on February 24th. In the summary for this period we had again five unique cleanup locations and five cleanups total. The total costs for this period were $4,740. The average cost was $948. Knowing that those larger or smaller camps can skew an average we also calculate a median for this period that would have been a median of $500 per removal. There was one location that involved no contact and no active encampment. Three emphasis areas were included. Four of the locations included contact made with individuals with a total of eight persons that were contacted. Three individuals engaged in service and five individuals declined or relocated voluntarily. We also include the fiscal year to date summary in the report. So far for fiscal year 26 we have done a total of 19 cleanups with 18 unique locations. The total cost of $27,692 that's going to be an average of just over $1,400 per location. Any questions regarding the encampment report for this period? I really like that we included photos. That really helps kind of wrap your mind around like what they what were what you guys are dealing with. I do have a question. Do we do we know any kind of data on how many of these camps are uniquely popping up in different areas or they is it like a repetitive camp popping up in the same areas? Does that make sense? So I think I understand the question. Like you know how many of these are unique individuals and encampments versus and potentially relocating when a prior removal takes place versus a completely new individual or camp? Camps pop up in the same locations basically? So our ability to assess that in the past has been somewhat limited because sometimes we don't have an individual that's willing to give us information and that definitely is going to make it harder for us to identify if it's the same person or the same camp that just happens to be popping up somewhere else. We are now doing some additional tracking with this and now that Steve is full-time and in this office as our encampment coordinator he's becoming a lot more familiar with our people and so he's able to identify people. They're becoming familiar with him, announcing themselves, being a little bit more willing to come out when they recognize that it's him that's coming into the camp and so we are getting closer to being able to really understand what that kind of repeat rate is versus those that are new. We had some limited ability to do that in the past. We were usually better able to do that with the persons who are more chronically homeless that we know have barriers or resistance to shelter and that you know we're not willing to engage us in a plan but we knew we're likely to return. So in the future we are gonna have a better ability. I'm never gonna say that it's gonna be 100% accurate. We still are encountering cases where people are giving us false names or information. Oftentimes we're finding that that's related to things maybe like outstanding warrants and so we're doing our best to try to get there. Yeah I think it's great that we have a person that's going out there regularly because like these are people's homes that we're going to like their actual homes and and then we're taking them away so I feel like just having someone that they're familiar with and that can show them care you know in the process. Yeah and I will say another thing is that our team having someone in the field you know we don't directly perform the removals. Even environmental services is not directly performing them. They're contracting that work out. We are still trying to adhere to our SOPs as they were originally formatted. Giving those certain frames of time we had to remove that language from the actual SOP so as not to be seen as impeding enforcement of House Bill 5. But Steve is a real stickler for those SOPs and if he catches that the contractor came a day earlier than he was supposed to for that removal he's going to say no we have to have the three days and we've been able to catch that and communicate that and do our best to really adhere to the original spirit of those policies. Other questions? All right then I'll just move on to my next item the OHPI Director's Report. This is going to include several different updates. We'll start with the budget update. So at this point we have no more ARPA funding that we are utilizing. This will probably be one of the last times that you would see the fiscal year 25 funds. We have still 300,000 that was originally earmarked for a year two for the Lexington Housing Authority's landlord partnership program. As we've discussed in previous meetings they're currently past their initial annual term but we extended them because they were still working on that first year of funding. So closer to time of them expending that we'll reassess whether that is a program that we are going to vote to continue to support. The other remainder that we had was just over $500 and that was from fiscal year 25's winter family shelter program. As you recall we had given them some additional funding projecting out what they would need to finish the season. We were pretty good with our estimate we got within $600 and so that leaves just a small balance of about $147,000 unallocated from fiscal year 25. Tying into the fiscal year 26 budget a budget amendment has been completed now to go ahead and move any prior year funds to the current year. So looking at this we still have some projects that are yet to start spending. That would be a third year of the Lexington landlord partnership program with Lexington Housing Authority. That is not an auto renewal so that would require a vote. We would have then also a year two for both the housing flex fund with Arbor Youth and Community Action Council. And then for other programs just highlighting some of the movement Hope Center Street Outreach we voted in the fall to go ahead and expand that outreach team with additional funding. They are now in that third year which runs until I believe the end of July. So we'll have to look at what we want to do with street outreach probably within the next meeting or so. We also would point out that many of the agencies that had received funding sorry we had voted to use some of our funds to support winter shelter. That included $40,000 of financial assistance for individuals with income to move into housing and avoid displacement at the end of operations. I'll give a better update from what I have today but at the time of this report going out we had spent about $16,000 of that $40,000. And then we had voted to do emergency repairs for greenhouse 17 and they have turned in the invoice for that so that's closed out. And the other winter projects that we funded with OHPI funds were the Blue Grass Care Navigators Program and this year's Family Winter Shelter Program. Both of those are currently invoicing and I'll give further update for them in just a moment. So with all of the committed funds we are going to have about $703,000 that is unallocated and that's going to be for prior years and current year. This would include out of the highlighted yellow amounts it's going to include the Housing Flex Fund the $100,000 and $200,000. It's not going to include the Landlord Partnership Program since that's not yet under contract for a third year. So we have roughly you know $703,000. If we were to make a change with the Housing Flex Fund there would be an additional $300,000 that we could potentially repurpose but so far we've gotten good feedback about that and we'll continue to discuss it within the Advocacy Issues and Programs Committee. Even though it's general fund dollars and not board control just giving a sense of the winter shelter funds as well as the funding for our strategic plan update. We are still processing invoices and installments for the winter shelter with emergency disaster services. Variable cost outside of the operations and structure rentals would be the cost for fuel. So far those have run a lot lower than what I anticipated and then for our strategic plan we had decided once the task force was convened that we did not want to go ahead and move forward with the strategic plan without understanding the recommendations coming out of the task force. So we plan to probably execute that work as the task force would wrap up its its work. That is the budget update for this meeting. Any questions on those items? Did you want to give the most recent updates for the other programs that you mentioned? Yeah so that's a good segue if there's not any general questions about the budget. All right. Brief winter weather response update. We'll give a more comprehensive update in the May meeting because at that point we'll be closed and we'll be able to validate all that data and give you a much more comprehensive picture as to the outcomes. But I wanted to make sure that the board understood as well as the membership where we're at right now. For our primary solution which is the LFUCG winter shelter on Versailles Road with 216 beds. To date we have served 815 unique persons. Occupancy is still fluctuating a little bit. It is trending slightly downward but then as our weather has been kind of all over the place we do see some some uptick here and there. As of today we're sitting around 86% occupancy and the average length of stay is about one month. We've been doing weekly service events throughout the month of March. Every Thursday afternoon 2 to 4 p.m. in the dining hall right on site. Organizations participating have included Greenhouse 17, Jubilee Jobs, Community Action Council, Mountain Comprehensive Care Center, New Vista, New Beginnings, the LFUCG Housing Advocates, my office and some others. We also have had partners that are going out and making visits individually. Volunteers of America has been doing the group sessions as well as coming out individually. So has the VA. We are trying to engage as many people as possible. Attendance at some of those service events in the last week or so has been down. We definitely if you are working with the winter shelter participant encourage you to encourage people to come out on Thursday afternoons and see us. At the very least we'd like to make a plan for where they're gonna go whether they need our help and trying to find another shelter bed for continued shelter. Whether there is some prospects for permanent housing such as using our financial assistance or just connecting them with ongoing services that might better support their needs. The other winter programs Blue Grass Care Navigators program for elderly and disabled individuals. That is a 11 room program. So far they have served 39 households with 41 persons. Did have a update meeting with them recently. During the weather event they had needs that exceeded their 11 rooms and so they placed individuals into their general medical respite program funded through the ESR program to meet the immediate need and keep those individuals safe. But obviously it had some impact to the budget. Right now they're projecting that they might need about five thousand dollars extra from us to fully cover those expenses. What I would like to do is bring if it's okay with the board bring those back to you at the May meeting so that I have final expenses and we can do one amendment with council rather than project and then have to potentially add more money. But they were really great in their flexibility with placing individuals in that general medical respite program to ensure that nobody that had a higher level of need than what our temporary shelter could provide was left out in the weather. Community Action Council's Emergency Family Housing program has to date served 46 households with 192 persons. Of persons who have already exited, 67% of those exits have been to permanent housing. As of right now they're going to have an estimated of about 30 families that remain in that program that we're trying to rapidly work with towards permanent housing or facilitate other shelter placements. They have already submitted financial assistance applications for 12 households this season to move to permanent housing. The bulk of those are probably within the last couple of weeks. So some tremendous work coming from Francia and the case management team with Emergency Family Housing. They are also going to likely need additional funds from us. At this point they've probably expended the initial commitment just going through February. Marty can speak to the actual number, but we had a very high number. Was it something like 30 families that came to us in the month of February? 19 new families in the month of January. Yeah, you know a lot of that's going to be that weather event. Again, kind of putting some additional folks onto our radar. We are going to work on trying to get a projected amount and we'll have that to you for a vote. But definitely anticipate that we'll need a little bit more funding to get through all the expenses for that project. In regards to the $40,000 of financial assistance for housing move-in costs that was committed from the board, so far we've assisted a total of 17 households and we've gone through $26,800 in that assistance. So we have a remainder of $13,200. In past seasons we have not exhausted the financial assistance that we have offered for winter shelter at that same amount of $40,000. At this point I think we probably would have sufficient funding, but since we're already planning on bringing items to the board in May regarding additional needs for Bluegrass Care Navigators and Community Action, I'd be comfortable to update you as to any additional needs that we have for the financial assistance. We also are working with other programs like Lexington Rescue Missions programs and the Housing Flex Fund, just trying to find the most appropriate and best options for support for those families and individuals that do have the ability to move into housing without ongoing assistance. Any questions so far about the winter update? All right, hearing none and having a sip of water, I'll close out with a Continuum of Care Program update. This is the Continuum of Care Program competition that never ends. Last board meeting we had voted to go ahead and submit our projects for renewal with no reallocation or changes made. However, there was still an ongoing court battle and so you all did vote if we were forced to reopen the competition to allow us to move forward with our competition documents and make any changes that were needed to reflect changes in HUD's NOFO. So we went ahead and in February we submitted prior to the February 9th deadline, we submitted all of our projects for renewal and HUD continued to try to reinstate its NOFO. They had recently asked the court to make a decision by Monday, March 2nd about dissolving the court order. Their basis was that there was no longer significant harm posed to the households that were recipients of that assistance. The judge dismissed that and found that there still would be a significant harm to implementing their NOFO as it was outlined. And then HUD just turned around and filed another appeal and that court case is going to be held, I believe the date for that decision to be made is around March 18th or so. It looks as if HUD is just going to continually file appeals in this case. What we're hoping is that we would just see renewal funding at the very least go to recipients as outlined in the appropriations bill that was passed. That did include language that based on certain time frames, kind of on a quarter-by-quarter basis, if there had not been a resolution then HUD was to have to go forward with funding the renewals for quarters one and two. Then pretty soon there's a date for quarter three and for quarter four. At this point we still have no official renewal awards announced for the Continuum of Care program. I think at this point that we really just need to, starting with now, really just shift our focus to hoping that those renewals come to fruition as is, but use the released fiscal year 25 NOFO as a kind of guide for where we might need to take the continuum over the next several months. The appropriations bill did specify that HUD was to produce a new NOFO for the fiscal year 26 competition in June. So we want to be as proactive as possible knowing that there were several changes that we might have to make to be in compliance with where they like to take the Continuum of Care program.
