Okay councilmember Lynch Thank You mayor I have a question of regarding item in as in neighborhood Regarding the project safe neighborhood grant Hello, yes, ma'am My only question was so the funds were that we're applying for in this grant is going to be used for a gun Liaison program for targeted enforcement and surveillance on guns. Could you tell me a little bit more about that program? I just Sure, it's actually if you look at in OMP, it's all part of the same program So I'll kind of get in the weeds a little bit So there's a there's a thing called nyban and what nyban is is it's the national Integrated ballistic information network and so what it is essentially fingerprints on shell casings So if we show up at a scene and we have ten shell casings there They can look at the tool marks on the shell casing where it's extracted or where the firing pin hits it and we might have Shell casings in two different scenes or in two different cities and they can link those to a singular gun So that's what nyban is Now the problem with that is is to do nyban testing You ruin any chance of DNA testing you ruin any chance of fingerprint testing so I can say that two shell casings were at the Same scene, but it's difficult for me than to say. Hey who touched this who didn't touch it Well, if you look at OMP that pays for the IBIS clear view and what this is is a new technology where at the scene we can take the casings and pick them up with a special Cylinder that IBIS that this company has invented that allows us to pick up the shell casing Put it in there and then puts it in this machine called the IBIS clear view and OMP O Is for the first year P is for the next four years So what this machine does is we put can then put the spent shell casings in a carousel That then takes a high def 3 3d image of that shell casing that allows it to go into nyban without Contaminating the DNA evidence or the fingerprint evidence So that's kind of the first part is getting this machine up and running and we have it Ready to go at headquarters and this allows us we are solving crimes by saying this casing Came from this scene Which also was at this scene and we can link multiple casings to the same gun at different scenes and one of those scenes We may have a homicide on another it may be someone saw someone shooting in the air and we can link that gun So that's the first part is this technology that allows us to process these casings But then also preserve the DNA evidence the 56,750 what that is for is two things One is to train officers to be able to collect these shell casings at the scene using this technology The other part is paying for the DNA testing Because it's great if I can have a shell casing showing this and that but it's even better if I can later Show that a gun or show that a shell casing was handled by a specific person with that this crime gun I can link it to a specific individual that DNA testing is sent to a private lab and that costs about $4,000 per test It sounds really innovative. Okay, come on Okay is is Shawn here Shawn Tester, okay, you're next welcome Hello Hello council Danesha Taylor I'm here to represent Tracy's house We are recovery home and the recovery community and we just attended the meeting today about the opioid abatement And I think just the biggest thing is urgency We understand that we want to allocate this money in the right way But we do feel like that with everything that's taking place with Medicaid and just the changes in the community currently Recovery is still a fight that we are fighting in the moment. So we just want to make sure that you all are aware of that Thank you very much All right And then Trevor Davis, are you here? You're next and you'll be followed by Rick Day Welcome My name is Trevor Davis I am the statewide campaign organizer with Vocal Kentucky here in Lexington My council district is council district six, I believe. So nice to meet you One of the things I wanted to point out was during the meeting The last meeting there's an ask about the differences between the recommendations and there were quite a few that didn't get brought up Specifically in the Opioid abatement committee's recommendations which were finalized back July 11th of 2025 so Quite a quite a bit quite a ways ago But one of them was the mini and macro grants. So those were defined monetarily in their recommendations The mini grants were defined as 5,000 to 25,000 for grassroots and community-based organizations And then the macro grants were defined as 25,000 to 500,000 over the two-year grant cycle That was discussed for established nonprofits health care systems and coalitions And grant management was even Suggested defined as use an online application portal or additional staff person in the substance use program to monitor reports and data And provide technical assistance workshops to ensure equity and access to funding Let's see, there was some other differences here like defining expanding the LF UCG substance use intervention program Including mobile naloxone distribution, which I believe was discussed but then harm reduction supply distributions and education Outreach at encampments or high high need areas and increased funding for resident supportive living assistance And then they had a really in-depth In here about Well, there's a suggestion for co-coordinator disorder specialty case management team as well as the re-entry services for individuals as two separate recommendations and To allocate set amounts to community neighborhoods, which was a separate micro grant program Offering 2,500 to 5,000 grants to small trusted community-based orgs Addressing opioid use, care occurring issues, and neighborhood level recovery and it had an allocation amount listed with that And there are others that are more nebulous like we're talked about earlier that didn't have a specific amount listed But there are others in here that were listed So I did go ahead and send this attachment to each of the council members already from my own email so that can be reviewed and viewed personally for those specifics because that was an ask that was had during that meeting and Just once I thank you all for your time I think it's important that we keep funding grassroots orgs and getting community involved Like leave a light on street outreach Odell Hager where it runs that and works at vocal as well. I Have told you many times what a mess our compensation system is and I've given you many examples Everything I have ever told you is true Accurate researched and well-documented Several months ago. I told you that in our latest compensation study that dates were changed and numbers manipulated and there were numerous Unexplained irregularities that appeared to guarantee certain outcomes That is true accurate researched and documented And I actually gave you the documents to prove it the next week Sally Hamilton trashed me She tried to discredit everything. I have told you she stood here and gave you her made-up reasons for my actions But could not or would not explain theirs. I Gave you proof. She gave you unfounded allegations. I Gave you proof and she claimed once again that the study was fair transparent and best management practices You should know by now It was not HR and administration were caught. She knew what I told you was true She could not refute the message So she attacked the messenger But I do think she told you exactly what you wanted to hear a reason not to believe Rick Day Charlie Martin was just just one of the beneficiaries of manipulated numbers and unexplained irregularities So it is interesting that Sally opened her attack on me by paying tribute to Charlie It was a beautiful thing But you should know and Sally does know that her feelings about Charlie Martin do not justify Manipulating the numbers to guarantee certain results in a citywide compensation system study Going forward going forward when I am here you can count on two things Rick Day will tell you the truth HR and administration will tell you what you want to hear Often they may differ.
