We appreciate those of you who are in attendance today. The Board was established by Zoning Ordinance in 1958. Our first Historic District was Grants Park. And we now have a total of 15 Historic Districts. The Board, which is appointed by the Mayor and confirmed by the Urban County Council, is part of the Division of Historic Preservation. We have a number of applications for you to consider. We have a number of applicants and staff to assist you with your projects. The Board encourages and recommends that the applicants use them as a resource. The office is located at 101 East Vine Street, Room 220. It is our procedure to consider applications in the order in which they are listed on our agenda. In each case, we'll have a presentation by the staff and we'll hear any additional comments from the applicant. The Chair will then ask the Board members to enter a motion. If you wish to address the motion, please come to the microphone and state your name and address for the public record. We also ask that you write your name on the sign-in sheet by the door so that the information can be recorded correctly. I would like to note the following staff approvals before we begin our review of applications. There are certain items that the staff can approve, eliminating the necessity for all applicants to appear before the Board. There are a total of 23 staff approvals noted on today's agenda. They are as follows. In the Ellsworth Historic District at 550 Central Avenue, replace the deteriorated windows and doors. At 316 East High Street, renovate structure. At 147 High Street, excuse me just a moment. You're off, okay. At 147, just a reminder to everyone else, if your cell phones are on, turn them off please. At 14 Preston Court, tuck point structure. At 136 Old Park Avenue, refurbish the foundation. At 357 Transylvania Park, renovate structure. At 169 Woodland Avenue, replace back addition windows. In the Bellcourt Historic District at 154 East Bellcourt, replace the fencing. At 220 Bellplace, tuck point chimneys as needed. At 529 Boonesboro Avenue, repoint tuck point structure. In the Cadentown Historic District at 731 Cadent Lane, install a storage shed. In the Fayette Park Historic District at 425 Fayette Park, install a new walkway. In the Mulberry Hill Historic District at 460 North Limestone, refurbish the front steps. In the Northside Historic District at 310 Hampton Court, renovate the structure. At 444 West 3rd Street, remove diseased tree. In the Pensacola Park Historic District at 137 Lackawanna Road, remove tree. At 145 Lackawanna Road, also remove tree. In the Seven Parks Historic District at 134 Barbary Lane, renovate the front porch In the South Hill Historic District at 211 West Maxwell Street, renovate structure. And at 432 South Mill Street, repair and replace fencing. Continuing at Woodward Heights Historic District at 854 West High Street, renovate structure due to storm damage. At 700 West Maxwell Street, renovate the structure. And at 320 Marino Street, renovate front porch. We'll now turn our attention to the applications pending before us. The first being in the Ashland Park Historic District at 215 DeShay Road, construct two front doors and one rear dormer, and construct rear porch. Is the applicant here? If you would state your name please. Mr. Ball, state your name and are you the applicant, right? Yes, I'm Daniel Mongeau, I work for Stewart Architecture. And Mr. Ball? Kenton Ball, the property owner. For the record, I'll disclose Mr. Ball and I have had a professional business relationship in the past, many years ago. I just want to put that on the record. Alright, Mr. Ball, the staff has reviewed your application and they have made several suggestions. I will read them to you and then we can discuss them, alright? I will read them to you and then discuss them. The first one is modify the new design of the new Hang on. Staff recommends approval. Modify the new design of the new rafter tails to differentiate new rafters from the historic rafters. Submit the final details to staff for review and approval prior to issuance of the COA. Are you in agreement with that? Yes. Number two, change the three over one windows to differentiate the new windows from historic windows. Submit the final door and window details to staff for review and approval prior to the issuance of the COA. Are you in agreement with that? I think there's two points. Number one, there's no new door detail at all. I'm using the existing door. Speak into the mic. I'm using the existing door that's already on the house. And then Amelia has spoken, Ms. Armstrong has spoken with me and they're willing to work with some of the staff to improve the articulation of the upper sash. Okay. I hear a qualified acceptance. I hear a qualified acceptance that you and Ms. Armstrong, the staff will work out the details. You're correct. Number three, eliminate the two front dormers. Submit the revised drawings to staff for review prior to the issuance of the COA. Are we in agreement with that? Sure. Number four, lower the connection of the shed roof to at least six inches below the historic structure's ridge line. Sure. And the other two are what we call the standard conditions. The first one being once reviewed by the other divisions, resubmitting changes to staff or board to review for approval prior to the start of issuance of COA. Sure. And finally, if any changes are made that alter the information submitted, resubmit the changes to staff for review and approval prior to the start of work. Agreement? Sure. Thank you. So I'll make just one suggestion to the architect to be careful on that rear dormer. Those windows are remarkably the lower edge of the windows are remarkably close to what's going to be a major drainage issue between the existing dormer and the new dormer. Ms. Hill, is your mic on? Is your microphone turned on? It is. Sound system, as usual, is being difficult. It's really just my notation about the location of the windows on the new rear dormer and the existing dormer where that drainage is and the way the windows hit toward that drainage has the potential to be an owner issue in the future.
