It's an agreement between Fayette County and Jessamine County Sheriff's Department where often the county boundaries are interactive. They're together. They converge together. Oftentimes, as police are going out there, you're driving through Jessamine County back into Fayette, back into Jessamine to finally get to your Fayette County call. so it just gives us the ability to have jurisdiction throughout that entire drive. The restrictions for Jessamine County, their jurisdiction zones would be limited to Tates Creek Road, southbound from the intersection of Tates Creek Road and Ashgrove, to the intersection of Tates Creek Road and Union Mill Road and Donaldson Park, which is located at the end of Tates Creek Road by the Valley View Ferry. When we change the process, we get the contract after you. we do this part of it but that's that's not in the packet do we receive it's part it's it's in legistar it's all in the legistar system so okay and is was this within what we had maybe this will be for the commissioner finance within the budget that we had prepared for this fiscal year to have it yeah so what will happen is they'll get a i think the only impact this fiscal year is they're going to get a 300 signing bonus and then the then starting next fiscal year they'll get their first pay increase, which would be 3%. And then you get the non-lawyer up front. That's right. Could you just kind of, for maybe some of the new Council members, just kind of talk about the TIF program, and actually I think what happened with state legislature, we're not going to be going forward with these. Yeah, and that's why we brought this to you all as we have and appreciate you all setting the public hearing when you did because July 1 is kind of a trigger date and this will allow us to meet the Economic Development Cabinet's board meeting in June to get this done. So under the TIF program as the Red Mile was originally done, it basically was where you see the grandstand back toward Red Mile Road as part the development. What this does is it adds the infield as well. So basically from the rail to the back of the property. I think everyone here is familiar with events like RailBird, which is just done extremely well. This allows them to better utilize that property, but also capture some of the revenue. Think about sales tax, especially from RailBird. But it also, So to the benefit of what was originally planned and will come to fruition, allows them to do some of the other site work like the sanitary sewer, some electric work, you know, about a million and a half, two million dollars worth of work that will be impacted. By adding this part of the property, it allows them not only to count and capture those revenues, but it allows that recapture money to be spent on that infrastructure in that part of the development. as well. And this is a Street Safety Task Force item that myself, Council Member Curtis, and Council Member Reynolds are working on. And Director, I just wanted to just give you the opportunity to expound on the purpose and the scope of this study. Yes, so this is a study that will look at signal timing changes for signalized crosswalks throughout Fayette County as directed by the Street Task Force. The scope could include anything related to signal timing, related to pedestrian crosswalks and maybe special pedestrian phases, things of that nature that would enhance pedestrian activities at these signalized crossings. I have some questions on Item J. hi mr pain how are you good how you doing i'm good sorry i must have confused myself i always thought that it was andrew moody and not the andrews is that right it's andrew moody no no no no it's uh anthony moody i mean anthony i'm sorry yes and not the andrews consulting right no it's two separate entities. So I just have a few questions. So for starters, how we went from $28,000 last year to $7,000 this year? So we contracted with the Andrews Counseling Agency. It was about four to six, and they were traveling. So that's why it was that much. And also with it being down to $7,000 due to budget constraints, we let Anthony Moody, we made him aware of that, and he was open to it. And also, he will be utilizing some volunteers to help with these group sessions. So that's why it's a big difference in the price amount. And so Mr. Moody is local here to town. So if the kids did aftercare, they would have somebody local that could do that with him? Yes, we utilize him a lot with some of our other youth throughout the year. Yeah, he's counseled a lot of our other youth throughout the year. And then my last question is, how many counseling sessions will there be for the $7,000 that we're paying? About 8 to 10. We do every Tuesday morning is when we usually do the group sessions. But we have themes each week. And sometimes on the Thursday, whatever theme for that week is, maybe some heavy topics going on. So he may be available to do some sessions on Thursday as well, just depending on how the week is going, the day is going. Thank you. Thank you, Mayor. Thank you. Council Member Savigme. Now, I think UK, just the cost of the overall project just exceeded what the grant allocation was. So UK is kind of pulling back and reevaluating at this time. We were in the United States only a few years. She and my dad brought me to the United States about 44 years ago. That was our visit with my kid back in China last year. And she has supported me every step of the way in all of my different career changes, everything from Atomic Ramen. She's been out in the community and active. She was the rogue agent in my campaign in 2022. I would go to brand new neighborhoods that I'd never canvassed before, and I would see my signs already in yards, and I knew that there's some Chinese people lived in that house. I gave her the rogue agent award on election night. I want to end with these last two pictures because I think it's amazing and I don't know that any other person's mother has ever been in a picture like this she is right there and I think that's kind of the most amazing photo anybody could have of their mother so happy birthday mom, thank you thank you Councilmember Brown thank you mayor and to your mom I said happy birthday Vice Mayor I just have some motions related to the budget from today's earlier meeting. And speaking of civics, she is also the representative for her school at the National Civics Bee. She came in third in the regional competition, so she's going to the state competition in August at the Kentucky State Fair. So congrats, Audrey. I know you would do phenomenal, and hopefully she places high so she can go to the national competition in D.C. later on this year. So thank you, Audrey, for being my intern for today. This Friday is the opening Summer Nights of Suburbia, and we're doing a Bike to Moon Dance event. So it's a community event hosted by the Moon Dance Foundation to celebrate Bike Month. You can join a community bike bus from downtown or your neighborhood and rally at the Beaumont YMCA at 6 p.m. From there, riders of all ages and abilities will enjoy a festive bike ride around Beaumont Center Circle, stopping traffic, which I'm sure they're going to love. We're going to end at the Moondance Amphitheater for summer nights in suburbia for the spring free season concert opener with Vinyl Richie. I'm going to be riding from Cardinal Run North. We'll meet at the playground and heading to the Y at about 540. I hope to see some folks there. On a second note, I wanted to wish a happy birthday to my aide, Alyssa McKenzie. I've known her since she's 14 and she's a little bit older now. So it's exciting to see this young lady really develop into something great and a great member of my staff. Martin Rivers, Council Member Sheehan's 5th District. so I'm going to say the same thing that Council Member Savigny said the budget process was really interesting to watch as usual this year did a great job really good numbers for the budget so that's great but I'm going to poke Council Member Brown in the eye with regards to the thing that he walked on at the 10 o'clock meeting the idea of adding two additional security people that's a recurring cost so it's not just $103,000 this year it's $103,000 plus CPI year on year and then whatever the $50,000 for the magnetometers or whatever you call them I really wish you guys would use that money to do things like Narcan that would help the whole community and not just this one building or things like Anybody that comes to council for the first time, give them free parking, because I spent $10 this morning to come and watch the cow. Things like Council Member Beasley just talked about, 8991, 150,000 would be a great thing to support that. Obviously, it's one time, but every little bit helps. It just seems like it's another barrier. So I've only engaged with council for four years now. It used to be I could come to this building and I'd jump on the elevator, I'd go to the fifth floor and watch subcommittee meetings up on the fifth floor conference room. That's no longer possible. It used to be I'd just come up there and chat with you folks before or after meetings. And now, no offense to you, but you're basically a gatekeeper now. This is just one more barrier. So please reconsider. Thank you. All right, next is Rolanda Wolfork. Welcome. Hello, Rolanda Wolfork, 2nd District, Georgetown Street Neighborhood Association. I wouldn't have been here, but Thursday there was a planning commission meeting, and it was presented the downtown master plan. And our neighborhood came up into conversation in the presentation. And it did not make our neighborhood association very happy. And that's the only reason why we're here today. We invited them back in last year and asked them to come. And, you know, because council says we don't speak. So we said come to us. We allowed you to come to us and share. They gave us pictures to put stickers on to say there was engagement. And within those pictures was housing, businesses, cocktails, entertainment, all that good old stuff. And then he came to our neighborhood meeting once. And at that meeting, it was not a good conversation. It was a conversation to be learned from. and an engagement that should have been used to help navigate what you want to see downtown and what is included in downtown. But when you don't put there about the downtown including the neighborhood until you go to a city meeting that gives you information about the neighborhood have been included in the downtown plan are going to the lyric and saying, hey, what does downtown look like? But you don't bring it to the one that the community offers you to come into. So when we hear that we are in coincide with what the plan is, but everything that we spoke of, of our concerns is not addressed in that plan or knowledge, we just ask you when you say you want community engagement, that you want meaningful, active community engagement, not directive, structured community engagement to meet your needs. That's all we're asking for. Be truthful for what you're going to really want us to know and what you really want us to do. Thank you. All right. Thank you. All right.
