Ordinance 0166-12 amended Articles 17-4(o) and 17-7(e) of the Zoning Ordinance to allow canopy signs in the Professional Office (P-1) zone. Motioned by Blues and seconded by Henson, it passed 15-0 with all members voting in favor: Lawless, Martin, McChord, Myers, Stinnett, Beard, Blues, Crosbie, Ellinger, Farmer, Ford, Gorton, Henson, Kay, and Lane.
Ordinance 0167-12 amended Article 29-6 of the Zoning Ordinance to update references to codes for properties within the Neighborhood Design Character Overlay (ND-1) zone. Motioned by Blues and seconded by Henson, it passed 15-0 with the same unanimous vote.
Ordinance 0138-12 amended Section 22-5(2) of the Code of Ordinances to abolish one Equipment Operator P/T position in the Division of Family Services and create one Equipment Operator P/T position in the Division of Youth Services. Motioned by Blues and seconded by Henson, it passed 15-0 unanimously.
Ordinance 0187-12 amended the budgets to allocate $575 from Neighborhood Development Funds to the Division of Adult and Tenant Services for an emergency financial assistance program for hot water tanks. Motioned by Blues and seconded by Henson, it passed 15-0 unanimously.
Ordinance 0188-12 amended the budgets to reflect current requirements for municipal expenditures. Motioned by Blues and seconded by Henson, it passed 15-0 unanimously.
Ordinance 0194-12 amended the budgets to allocate $725 from Neighborhood Development Funds to the Senior Services Commission. Motioned by Blues and seconded by Henson, it passed 15-0 unanimously.
Resolution 0162-12 authorized the Division of Human Resources to make conditional offers to various probationary civil service appointments. Motioned by Beard and seconded by Myers, it passed 14-1, with Martin voting against and 14 members voting in favor.
Resolution 0081-12 accepted the response of PFM Asset Management, LLC, for treasury consulting services for the Department of Finance. Motioned by Beard and seconded by Myers, it passed 14-0-1, with 14 voting in favor, one abstention (Crosbie), and no votes against.
Resolution 0142-12 authorized the Mayor to execute a Memorandum of Agreement with the Lexington and Fayette County Parking Authority. Motioned by Beard and seconded by Myers, it passed 14-1, with Stinnett voting against and 14 members voting in favor.
Budget and Financial Actions
The meeting approved the following financial actions and contracts:
Treasury Consulting Services Resolution 0081-12 authorized a $50,000 contract with PFM Asset Management, LLC for treasury consulting services for the Department of Finance.
Engineering Design Services Resolution 0085-12 approved a $56,000 contract with GRW, Inc. for engineering design services related to elevators in the Phoenix and Police Headquarters buildings.
Wastewater Treatment Facility Repairs Resolution 0119-12 authorized a $231,500 contract with Judy Construction Co. for modification and repair of Clarifier #8 at the West Hickman Wastewater Treatment Plant.
Park Restoration Project Resolution 0148-12 approved a $250,000 contract with CDP Engineers, Inc. for the Coldstream Park Stream Corridor Restoration and Preservation Project.
The total value of contracts approved during this meeting was $587,500.
